Oil tankers backed up at southern French port due to strike - Reuters News

Nearly two dozen vessels were queued outside the French oil import terminal in Fos, southern France on Thursday, held up by a strike organised by the hardline CGT and FO unions over planned labour reforms. A spokeswoman for the port of Marseille told Reuters that yesterday 29 oil, LNG and chemicals vessels were waiting between the wharf and harbour on Wednesday. This morning, 21 vessels including 12 carrying oil, LNG or chemicals, were waiting. During normal busy operations, about 5 vessels would be waiting, the port authority said. CGT port workers and dockers joined the nationwide rolling strike on Thursday and Friday. The stoppages hitting the power, fuel and transport sectors is aimed at forcing the government to withdraw the planned labour reform bill. CGT oil refinery and oil depot workers at Fos-Lavera have been on strike since Monday and have blocked oil terminals, preventing some fuel deliveries and leading to shortages. The terminals supply PetroIneos Lavera, Total's TOTF.PA La Mede and Exxon's

Port of Caen/Chamber of Commerce & Industry Caen Normandy orders Damen ASD Tug 2810

The Port of Caen/Chamber of Commerce & Industry Caen Normandy (Chambre de Commerce et d’industrie de Caen Normandie) has placed an order for a Damen ASD Tug 2810. This follows Damen winning a public tender on December 8th, 2015. Caen Normandy Chamber of Commerce & Industry has a port concession in both the Port of Caen Ouistreham and Cherbourg. The new Damen vessel will be deployed in the latter, hence its name Cherbourg 1. Bernard Léger, Chief Master of the port authority’s towage department, comments: “We needed a much more

powerful vessel to replace our tug in Cherbourg, which is nearly 40 years old. We also wanted the new vessel to carry out a wide variety of tasks including offshore work.”The Port of Caen/Chamber of Commerce & Industry Caen Normandy operates a fleet of four tugs, three in Caen and one in Cherbourg. The main duties of the new tug are the berthing and de-berthing of ferries and different kinds of vessels that call into Cherbourg and carrying out light offshore duties and dredging assistance. Damen’s ASD 2810 is a versatile design, which is equally suited to typical harbour duties such as mooring and towing, as well as operations in open water. The tug is compact and easy to handle. Mr Léger explains that the Port Authority asked Damen to carry out

some modifications to the standard ASD 2810 including an aft deck double drum winch, towing pins, stern roller and cargo rails to allow it to carry out offshore jobs such as towing, anchor handling and buoy deployment. With this deck configuration,the tug is the only one of its kind in the area.Including the requested modification Damen was able to accommodate a short delivery time and the new vessel is due to be delivered by end-August. The Damen ASD 2810 is equipped with Fire Fighting, which delivers a water spray of 1200 m3/hr. Spacious, modern accommodation is provided for six crew. The propulsion system consists of two Caterpillar 3516C TA HD/C main engines delivering a total power of 3,730 bkW at 1,600 rpm. It is fitted with two Rolls-Royce US 205 azimuth thrusters. Classed under Lloyd’s Register, the 28.67 m long tug has a beam of 10.43 m and a bollard pull ahead of 60 tonnes. The maximum speed, both ahead and astern, is around 13 knots. Damen will assist with training the tug’s captains, both on board the vessel and at 360-Control in Ijmuiden in the Netherlands. Here the training will take place on 360-Control’s simulator, based on a Damen ASD 2810.The vessel is being built in very close cooperation with the national flag state authorities to sail under French Flag and she will also feature a predominantly French crew. Upon handover, the vessel will sail with a joint Damen and Port of Caen crew from Damen Shipyards Galati in Romania to Cherbourg.

Apache awards Bibby Offshore North Sea contract Bibby Offshore has secured a substantial contract with Apache North Sea Ltd to provide subsea construction, ROV and diving services at the largest oil field in the North Sea. The contract, due to begin this month, will utilize Bibby Offshore’s multi role diving support vessel the Bibby Topaz, equipped with an inspection class ROV. The project, which involves well tie-ins and spool change-out at the Aviat and Bacchus locations, along with the associated pre-commissioning works, will be conducted to tie back the subsea wells to Forties oil field, 110 miles east of Aberdeen, Scotland. “We are delighted to have secured another North Sea contract and to be working with the Apache North Sea team again, further strengthening our relationship,” Fraser Moonie, COO at Bibby Offshore, said. Royal Caribbean in $2.8 bln three-ship deal with STX

US cruise giant Royal Caribbean Cruises Ltd Wednesday signed a letter of intent with the French arm of South Korean shipbuilder STX to build three ships in a deal worth 2.5 billion euros ($2.8 billion), the shipyard said. The announcement comes less than two weeks after STX France, based in Saint-Nazaire on the Atlantic coast, handed over the world's biggest cruise ship, the 120,000-tonne Oasis-class Harmony of the Seas, to Royal Caribbean. The three new vessels, one Oasis class and two Edge class for delivery in 2021 and 2022, represent an order worth about "2.5 billion" euros and "22-23 million work hours," said Laurent Castaing, head of STX France. "This is great news. It is for us the realisation of the customer's confidence even though we have just handed over a ship that was not easy to build," he said. Royal Caribbean on May 12 took delivery of Harmony of the Seas, the largest cruise ship ever built at 362 metres (1,188 feet) long and 66 metres wide. It has already ordered a giant sister liner being built at Saint-Nazaire for its Royal Caribbean International subsidiary and has an option for a fifth Oasis-class vessel for delivery in

spring 2021. The US firm is also set to order two new Edge-class vessels for its Celebrity Cruises brand, for delivery in autumn 2021 and autumn 2022. The three additional ships bring to nine the number of orders booked since the beginning of the year by STX France, after those announced in February and April by Swiss-Italian shipowner MSC, bringing nearly another 75 million hours' work for the shipyard and its subcontractors, according to Castaing. With five other ships already in the backlog, its order book "is very full until 2023 and full until 2026," he said, with some of the work likely to be outsourced to other yards in Europe to ease the workload and lack of space in the Saint-Nazaire workshops. Interview: Royal Caribbean CEO on Launching the World’s Biggest Cruise Ship

The newest ship, which embarked on its first short preview cruise Friday, is now officially the largest

cruise ship in the world. HARMONY is the third Oasis-class ship from Royal Caribbean International, following Oasis of the Seas and Allure of the Seas. But it is slightly larger than its two sister ships and can hold several dozen more passengers ? 5,479 at double occupancy.

HARMONY OF THE SEAS is sailing Mediterranean voyages for now; it will head to its new home port in Fort Lauderdale and cruise the Caribbean starting in November. Ovation of the Seas is bound for China, a focus area for Royal Caribbean. And a smaller, much older vessel that most recently sailed for the Spanish brand Pullmantur ? Empress of the Seas ? is being renovated before sailing from Miami at the end of the month. Royal Caribbean is expected to use that ship for Cuba trips once it receives government approval to visit the island. In a phone interview, Bayley spoke to Skift about the opportunities that come

with a new ship, why being the biggest cruise line doesn’t really matter, pushing into new markets, and descending into the “Ultimate Abyss.” Skift: This is technically the world’s largest ship. I think Royal Caribbean International has, if I’m not mistaken, already the world’s five largest cruise ships between the Oasis- and Quantum-class ships. I guess this is just adding one more, but what does it mean? Is it meaningful in anyway to have the new world’s largest ship? Does it just get that much more attention? Bayley: That’s correct. HARMONY OF THE SEAS is the sister of OASIS and ALLURE, HARMONY, though, is this kind of the fusion of Quantum class and Oasis class ? it’s the largest ship in the world and it’s the newest ship in the world. It has all of the refinement and the improvements that come from both the Oasis and Quantum class. It has lots of nice additional features as well. I guess if you think about it like a new car class: every follow-up with customer feedback, everything that needed tweaking, improving, and then the merging of new ideas, and then all of a sudden you just introduce something that’s super lovely.

Bayley: Yes. Correct.

Skift: So I guess that ties Royal Caribbean with the other very large individual cruise line, Carnival in terms of number of ships. But I thought to myself, “You know, I’m sure Royal has, of any cruise line that exists, that you have the most capacity.” Photo left : Hugo Sluimer © CLICK at the photo !

I did some checking and it looked like you guys crossed that boundary, or set a new record, when Quantum came back in 2014 as having the most capacity of any

individual cruise line. I don’t know if that’s even something that you track, or have paid attention to, or matters to you, but I do think it’s kind of interesting and not something that anyone really noticed. Bayley: It’s true, we don’t really track it. I think, now and again, somebody says, “Well, are you guys the largest cruise line in the world?” And I think basically somebody does the calculation on number of beds, and the answer is, “Yes. We are the largest cruise line in the world.” But we honestly don’t pay much attention to that. It’s truly about customers, and guests, and trying to deliver these great vacations, which Harmony does in the most beautiful way.

Skift: So we shouldn’t expect to see that in all of your press releases moving forward?

Bayley: To see something like “the largest cruise line in the world?” No, I think…I’m not sure. I think occasionally we may put something like that in there, but it’s not really something of huge importance to us. I’m not sure it’s

particularly important to our travel partners or our customers. I think people associate themselves with Royal Caribbean because of the fun innovations, the quality of the service, and the experience that we deliver. I think that’s far more meaningful than telling people you’re the biggest cruise line in the world.

Skift: You just welcomed OVATION, and HARMONY is now part of the fleet. You’re also bringing back some of the older ships. So why does it make sense for Royal to be expanding in both directions, both with very new capacity and giving life to older ships also?

Bayley: We also have Oasis Four coming in 2018. We also have Quantum Four and Five coming in 2019 and 2020. To answer your question, it’s very connected with customer demand. If, obviously, we see demand and we see markets growing, then we believe that we have the brand and the product to deliver a great vacation experience when it comes to either bringing back ships, or building new ships and delivering that vacation experience. Skift: I’m sure one size doesn’t fit all, and I don’t know if there is a group of customers who have been long-time Royal fans who are just more comfortable on an Empress-era or Majesty-era ship as opposed to a Harmony, or Ovation, or one of those classes. Do

you see that there are niches of people who want Royal Caribbean experience but not the new Royal Caribbean experience?

Bayley: I think it’s fair to say that if you look at all 25 ships, we have multiple classes and different ships of different ages, and all of those ships of different markets, on different itineraries, and each of the ships has followings. There are guests that love certain ships, they love the captains, the teams on board, the love the itineraries, they love the whole experience, so that’s certainly true. That’s not the majority. A ship typically is put into a market and an itinerary, and then we offer the product to customers at a price point, and then people vacation with us. Skift: I’m thinking back to when the Quantum class was first announced, and I think that was 2011. That was two years after Oasis launched. I don’t know if Royal Caribbean sticks to a time table for all new classes of ships, but given that we’re two years out now from when Quantum launched, are you working on what comes next?

Bayley: We are perpetually thinking about what’s next. That’s been pretty much all we’ve done for many, many years. Actually, many decades. You’re right. Typically when we introduce a class, or coming to the mid-life of a class, or towards the end of a class, then we’re not too far away from talking about something new, something different. That’s very typical for us. Absolutely we’re thinking and working through what’s next, but we’re not going to say anything because HARMONY has just arrived, OVATION’s just arrived and we’re very excited by both of those ships.

Skift: Do you expect there to be people who have gone on Oasis and Allure who will come back to Harmony just to see what’s new?

Bayley: Oh yeah, absolutely. HARMONY in Europe and HARMOMY when it comes across to the Caribbean really is our top seller. We’ve got past guests who are sailing on Harmony that want to see the new ship, and lots of first-timers as well. Really, when you think about it, that’s one of the key objectives of a brand new ship the quality of Harmony. It attracts so many different customers’ attentions. It gives us the opportunity to further extend the brand and further allow people to take a look at Royal Caribbean and hopefully come and experience it. Skift: What is keeping the Oasis class from China? Are there infrastructural issues now that mean that those ships couldn’t go there, or is it just a matter of deploying the capacity that you have to the places where it makes the most sense?

Bayley: I think when we first designed Oasis class, the belief was that we’d keep it always in the Caribbean. In fact, that’s what happened with Voyager class. It’s happened to many classes before. We start with one intention and then very quickly realized that this can handle all over the place. And then we start broadening the horizon. China is very much a key market for Royal Caribbean. It’s a growing market. It’s got a lot of opportunity in the future and already today. We’ve currently got several ships in the China market, and we’ve been growing our presence. That’s why Ovation of the Seas, the latest Quantum-class ship is going there to join its sister, Quantum. I think that at some point

we’ll probably see an Oasis-class there, but there are considerations, as you pointed out, with regards to port infrastructure, etc., etc. Which, as usual, we work our way through.

Skift: And when it comes to China, you have been the biggest single brand there. I know that a lot of competitors are coming that way in the next couple of years, some of them for the first time. How is that going to change the way that you do business there, or is it changing that at all?

Bayley: It’s good to have competition and everybody sharpens their game. The fact that more competitors are entering into the market, we believe, overall is a good, positive thing. It’s going to broaden the market. It’s going to increase demand. It’s going to increase distribution. It’s all a good thing. I think as we look at our situation, we’ve been developing and in the market for nearly nine years. We’re the recipients of the best cruise line in China for the past eight years in a row. We’re the company that has the newest, best ships in the market and we continue to move forward. We’re obviously excited about the future of that market, equally as we are for the United States, which was, is, and will always continue to be one of our biggest markets.

Skift: That brings me to my next question which comes straight out of your last earnings call. A lot of the conversation was about the struggle to get North Americans to Europe this year given security concerns and the lingering effects of the attacks in Paris and Brussels. The flip side of that is there was so much activity closer to home when the Caribbean has been, for many cruise lines, a weak area in the past few years. What does that pattern this

year mean to your efforts, especially to attract more first-timers who I assume are more likely to take their first cruise when they’re closer to home?

Bayley: One of the positives about being a large cruise line or a global cruise line is that you have presence in many markets, and you have products in many markets ? nearly all of the desirable destinations. It’s certainly true when you see some kind of weakness in one geographical region. It doesn’t mean people don’t go on vacation, it means that they just choose a different destination. Caribbean, Bermuda, Alaska, those have been really good this year. There’s lots of demand. That’s a positive. I think certainly we have a focus on [new-to-cruise]. We put some of our marketing efforts and energy into communicating with new-to-cruise. We’ve seen quite a nice lift in new-to-cruise coming to the Royal Caribbean International brand this year.

Skift: Is there any way you can quantify that? Bayley: No. Mostly because it’s very competitive. We’re pleased with what we’re seeing the increase in new-to-cruise. Sorry, that’s all I can say. Left : The HARMONY of the SEAS

Skift: I would be remiss if I didn’t ask about Cuba. Do you foresee sending a ship to Cuba this year? Are you confident that the talks,

whatever you’re doing with the Cuban government, are going in a productive direction for that? Bayley: Yes. We’re optimistic that at some point everything ? all of the approvals and whatnot ? will be received, and as soon as they are we will make an announcement. G7 agrees need strong message on South China Sea; China says don't "hype"

Group of Seven (G7) leaders agreed on Thursday on the need to send a strong message on maritime claims in the western Pacific, where an increasingly assertive China is locked in territorial disputes with Japan and several Southeast Asian nations. The agreement prompted a sharp rejoinder from China, which is not in the G7 club but whose rise as a power has put it at the heart of some discussions at the advanced nations' summit in Ise-Shima, central Japan. "Prime Minister (Shinzo) Abe led discussion on the current situation in the South China Sea and East China Sea. Other G7 leaders said it is necessary for G7 to issue a clear signal," Japanese Deputy Chief Cabinet Secretary Hiroshige Seko told reporters after a session on foreign policy affairs. But he said there had been improved responses from countries in the region like China that could reduce the risk of North Korea selling weapons or nuclear material. Current crisis ‘bitter medicine’ for shippers Lim Kitack, secretary-general of the United Nations International Maritime Organization (IMO), said the current debt crisis in the Korean shipbuilding and shipping industries will serve as a “bitter medicine” for the struggling companies, and he believes in the Korean spirit that will allow them to overcome. In an interview with the Korea JoongAng Daily at the International Transport Forum held May 18 ? 20 in Leipzig, Germany, Lim tried to be an even-keeled advisor for the shipbuilding and shipping industries of his mother country, giving them both warm encouragement and constructive criticism “The current crisis has been the result of partly the global downturn and also of fragile management of Korean shippers,” Lim said. He made the comment when the country’s largest shipper Hyundai Merchant Marine (HMM) began negotiations on charter fees with major global ship owners last week. HMM spends around 900 billion won ($760 million) a year on renting ships from those owners. One of conditions required by its creditors in the current corporate restructuring process was to cut the rental fees by 30 percent. The first round of the negotiations fell apart, and the company has until May 30 to make a deal happen. If it fails to cut the fees, the shipper can forced to file for court receivership, according to the Financial Services Commission. “Korean shippers and shipbuilders seem like they don’t have mid-and-long-term contingency plans,” he said. “They should have long-term strategies like their western competitors and be able to protect themselves from such cyclical changes in the market conditions in the long run.” According to the maritime veteran, this is not the first crisis Korean shippers have faced. In the late 1970s and early 1980s, companies experienced similar difficulties. “You never know how this industry will change,” Lim said. “The current crisis can be bitter medicine to the Korean shippers, but once they overcome it there will be no problem.” As for the shipbuilding industry, Lim pointed out that Korean shipbuilders won orders for offshore facilities at prices that were too low, and that they also lack the ability to build high-tech facilities. “But I am optimistic about recovery of the shipbuilders, considering what they have been doing,” he said. “As the Korean people made the shipbuilding industry the No.1 in the world with nothing, they can be the No.1 again in the offshore facilities after learning from this crisis.” Lim was elected the eighth secretary general of the IMO in June 2015 and his election was endorsed in November. He is the second Korean to be the chief of a UN organization after UN Secretary-General Ban Ki-moon. He was born in Masan, South Gyeongsang, one of major port cities in Korea, and majored in nautical science at the Korea Maritime and Ocean University in Busan, graduating in 1977. It has been nearly five months since he was inaugurated as the so-called president of the maritime world. Deal to Bring LNG-Powered Cold Ironing Barge to Rotterdam "Well Underway"

Discussions for an LNG barge at the Port of Rotterdam are said to be "well under way." Becker Marine Systems (Becker Marine) says plans to bring a liquefied natural gas (LNG)-powered cold ironing barge to the Port of Rotterdam are "well underway." The company already has one such "LNG hybrid barge", HUMMEL, which has been supplying LNG-generated power in the Port of Hamburg for over a year now. The solution allows vessels to plug in to power generated by LNG, rather than using their onboard diesel engines, thus reducing at-berth emissions.While HUMMEL has been supplying power to cruise ships, having recently restarted operations for the start of the new season, Becker Marine sees the service expanding to container ships, bulkers, and tankers. "Discussions with the Port of Rotterdam for the implementation of another barge are already well under way," said Dirk Lehmann, managing director of Becker Marine.The company notes that the responsibility for Hummel's operations and product sales are to be turned over to Hybrid Port Energy, a subsidiary of Becker Marine. The hearing into the sinking of the cargo ship El Faro was told on Tuesday that the annual inspection of the vessel’s lifeboat operations did not require the lifeboats to be put in the water. A spokesman for American Bureau of Shipping (ABS) – a third party to which the US Coast Guard (USCG) outsourced its commercial shipping inspections – addressed the USCG Marine Board of Investigation at Jacksonville, Florida. Senior surveyor Stephen Hohenshelt said that ABS’ annual survey involved the lifeboats being operationally tested including the davits, the winch and the break. DEME receives highest certification level of the CO2 Performance Ladder in the presence of

Flemish Minister Joke Schauvliege DEME was awarded the highest certification level (Level 5, revision 3.0) of the CO2 Performance Ladder, a measuring instrument that encourages companies to reduce their CO2 emissions. Although this is a Dutch initiative, it is the Flemish DEME that has become the first marine engineering and environmental group to comply with the strictest standards of the Performance Ladder. Today, the certificate is presented by the classification society Lloyd's Register in the presence of the Flemish Minister of Environment, Nature and Agriculture, Joke Schauvliege. The CO2 Performance Ladder is mostly promoted in the Netherlands and applied to public procurement which demonstrates efforts to reduce CO2 emissions . These efforts are rewarded in a (notional) discount on the tender. Complying with the highest standards of the CO2 Performance Ladder is part of DEME's global emissions management policy whereby DEME ultimately aims to make its activities more sustainable. Via various initiatives and investment programmes, the 'Enterprise of the Year 2015’ is targeting a 7% improvement in its energy efficiency between 2012 and 2022. Alain Bernard, Director and CEO of DEME comments: "We integrate the latest techniques and technologies into the execution of our activities. For example, from 2017 DEME, as the first dredging company in the world, will use newly built ships with so-called dual-fuel technology, which run on both diesel and liquefied natural gas (LNG). Britain plans to send warship to fight smuggling of people, arms off Libya

Britain plans to send a navy warship to help battle the smuggling of both people and arms off the coast of Libya, Prime Minister David Cameron will tell G7 leaders on Thursday.The European Union this week agreed to help rebuild Libya's shattered navy and coastguard to tackle migrant smugglers after a plea for aid from the new U.N.-backed unity government in Tripoli. A U.N. Security Council resolution would be needed to go after arms traffickers on the high seas, ministers said at the time. A government spokesman said that during a session on foreign affairs on Thursday evening, Cameron would set out Britain's plans to increase its involvement in the region, where it already has four ships."(The prime minister will) make the argument it is a global challenge requiring a comprehensive solution,

Asia Fuel Oil-Singapore weekly fuel oil inventories retreat from record high

Onshore stocks of Singapore fuel oil fell 6.6 percent to 28.95 million barrels STKRS-SIN from last week's all-time high, data from International Enterprise (IE) Singapore released on Thursday showed.In the week to May 18, onshore inventories had jumped 19.4 percent to a record high of 31 million tonnes. Fuel oil inventory draws totalled 2.05 million barrels (about 306,000 tonnes) in the week to May 25, while net imports into Singapore stood at just over 978,000 tonnes, IE data showed. With net imports at nearly 1 million tonnes and stock draws at 300,000 tonnes, this week's data suggests Singapore's consumption was above its weekly average at 1.3 million tonnes, industry sources said.Singapore sales of bunker fuel averaged 3.98 million tonnes per month in the first four months of 2016, or an average 0.995 million tonnes a week, Reuters calculations showed. In fact, Jan, March and April represents the second, third and fourth highest recorded bunker sales volume for Singapore, all above 4 million tonnes, and exceed only by August of last year with a record 4.29 million tonnes, Reuters data showed. Total imports were 16 percent up at 1.81 million tonnes compared with last week, IE data showed. The Netherlands, Russia, the U.S. and Italy were the top net exporters of fuel oil into Singapore accounting for approximately 330,000 tonnes, 269,000 tonnes, 157,000 tonnes and 137,000 tonnes, respectively. Weekly imports from the Netherlands were at their second highest since the beginning of this year. Singapore imports of Iranian fuel oil resumed after a one-week absence bringing the total import volumes since the start of the year to 688,000 tonnes, showed the IE data Saudi Arabia and Mexico were other major net exporters of fuel oil into Singapore during the past week, sending 125,000 tonnes and 103,000 tonnes, respectively. Total weekly Singapore fuel oil exports also rose in the week to May 25, climbing 17 percent from last week to 0.83 million tonnes, the data showed. Malaysia, China, Hong Kong, Australia and Taiwan were the top export destinations for Singaporean fuel oil, taking in 216,000 tonnes, 98,000 tonnes, 97,000 tonnes and 57,000 tonnes, respectively. Maersk Lines leaving Montevideo port because of logistic operations problems

Maersk Lines, one of the world's leading shipping line has announced it won't be operating any longer in the port of Montevideo, Uruguay, because of logistic problems with the operations of its vessels. According to Montevideo port sources, the access channel is not wide enough for Maersk 300 meters long vessels and thus difficulties to operate. Apparently the container giant transporter contracted bathymetry surveys, and reached the conclusion that the area was “not safe enough” for the its vessels, particularly docking operations, In effect recently a major vessel had to be assisted by three tugs to be able to access the Montevideo hub, which is also an important terminal for transshipment of South Atlantic and land locked Paraguayan cargoHowever Maersk said the decision was not definitive but conditioned to the necessary width of the Montevideo port access channel, so that vessels can operate with no risks or delays Uruguay's national port authority, ANP, chief executive, Alberto Diaz was not available to comment on the matter but one of his advisors stated the news was “most negative” The Montevideo hub access channel has a depth of twelve meters, and only recently ANP decided to extend the current dredging contract with Shanghai's Dredging Corporation that has been working in the bay and the different main and lesser accesses Only two weeks ago a bulk grain vessel, “Unity N” became the first vessel to leave Montevideo with a draft of 12.1 meters, which marked a record for the terminal. Italian marine Girone can head home - India's top court

India's Supreme Court on Thursday said an Italian marine under investigation for the killing of two fishermen is free to go home while international arbitration into the case goes on. Salvatore Girone, who has been living in the Italian embassy in New Delhi, was one of two marines arrested in 2012 on suspicion of killing the fishermen during an anti-piracy mission on an Italian oil tanker. The other marine is already back in Italy after suffering health problems. The Supreme Court ruled that Girone can return to Italy while an international tribunal decides on a jurisdictional issue between India and Italy.The marine must surrender his passport when he arrives in Italy and will be required to return to India within a month of an order from the tribunal, the court said in its order.Italy's foreign ministry said it was "satisfied" with the court's decision."Salvatore Girone will be able to return home in just a few days' time," the ministry said. The dispute has strained relations between India and Italy and its European Union partners.In an effort to end four years of legal wrangling, both countries last year agreed to move their dispute to the Permanent Court of Arbitration in The Hague. Vietnamese ships denied shelter at Scarborough Shoal by Chinese vessels

Three Vietnamese ships looking for shelter from high winds at the Philippines’ Scarborough Shoal on Tuesday were denied access by Chinese vessels, Vietnam’s search and rescue committee said Wednesday. According to a release from the Office of the National Search and Rescue Committee (SAR), three Vietnamese vessels sent requests around noon on Tuesday for shelter at the Scarborough Shoal due to force-seven winds at sea.The ships had set off from the central Vietnamese province of Quang Nam carrying 134 fishermen and were at coordinates 15o00’N 117o44’E near the Scarborough Shoal at the time the requests were sent, according to SAR. Scarborough Shoal is located 220 kilometers from the Filipino Luzon Island and 650 kilometers away from China’s Hainan, well within the Philippines’ exclusive economic zone. In April 2012, Philippine and Chinese ships had a major standoff and Beijing has since occupied the shoal. After receiving distress calls from the fishing boats, Vietnam’s SAR requested the Consular Office under the foreign ministry to ask Filipino authorities to allow the Vietnamese ships safe entry into the shoal. The fishing ships, however, were reportedly fenced off from approaching the Scarborough Shoal by four Chinese vessels, and were still at sea at 2:00 pm on Wednesday, according to SAR. SAR said they were working closely with the Border Defense Force and Vietnam Maritime Search and Rescue Coordination Center to maintain communication with the Vietnamese ships and guide them to safety on the Philippines’ Luzon Island. Crash with tug behind fatal Qld capsize A fishing boat that capsized off the north Queensland coast, killing its skipper, overturned in a collision with a tugboat, police believe.Two crew, including one trapped in the upturned hull of the 17-metre vessel, were rescued off the coast of Bowen on Wednesday but the ship's skipper couldn't be revived. Inspector Steve O'Connell believes they collided around 1.5 kilometres offshore near the Bowen Harbour."The investigation will focus on what caused these two vessels to collide under seemingly good conditions," he said.Police reiterated praise for a quick-thinking diver who fed an underwater oxygen line to one of the men trapped in the upturned hull of the boat. Inspector Steve O'Connell said two commercial divers jumped in the water, with one getting an oxygen line to the fisherman who was in an air pocket. "Without them I think we might have had a different outcome for that man," he said."That diver was able to get an airline through with oxygen that we had on board from ambulance officers." The trapped fisherman was able to make tapping noises on the underside of the hull which alerted divers to where he was. He was eventually freed and taken to hospital conscious but groggy. Maritime Safety Queensland will attempt to determine the circumstances of the capsize, while police divers have recovered boat fragments from the sea floor.Tug operator Svitzer said the company was fully cooperating with authorities. "Our thoughts and deepest sympathies go out to the family and friends of the deceased," a spokesman said."We are offering counselling and support to our employees, the family of the deceased as well as those injured on the fishing boat."The two rescued men, believed to be in their 20s, were released from hospital on Wednesday night. By Keith Wallis Freight rates for very large crude carriers (VLCCs) are set to rebound next week as ship owners push back against charterers' attempts to push prices lower, ship brokers said on Friday. "There is a bit of resistance building," said a Singapore-based supertanker broker."I feel rates have found a bottom. I don't think rates are going to skyrocket but there is a decent platform for next week.That comes as around 55 VLCC cargoes had been fixed for June-loading from the Middle East.However, there could be another 60-70 cargoes that still need to be fixed to complete the June-loading programme, brokers said."There is a lot of cloak and dagger" with owners and charterers fixing a lot of deals privately, off-market, making it difficult to assess the level of prevailing charter rates, the Singapore-based broker said. Baltic index rates for a VLCC from the Middle East to Japan have fallen by around 8 Worldscale points, equivalent to $8,500 per day, in the week to Thursday, data on the Reuters Eikon terminal showed "Some activity is creating more momentum with a lot of ships getting fixed on private deals sealed under the radar, but the enquiry is, for the time being, not enough for the market to make the big jump," Norwegian ship broker Fearnley said in a note on Wednesday "Charterers, firmly in the driving seat, have held back and have managed to engineer rates down. Sluggish (cargo) volumes in the Middle East and West Africa combined with less delays in Chinese ports (have) lengthened the list of available tonnage." Freight rates for smaller Suezmax tankers have increased since Monday and could provide support to large VLCCs, brokers said.VLCC rates from the Middle East to Japan fell to around W52.25 on Thursday from W60.50 a week earlier.Rates for VLCCs from West Africa to China dropped to about W55.50 on Thursday from W59.75 the same day last week on a slow chartering market, data on the Reuters Eikon terminal showed. Collison sinks tugboat near Nanaimo by Chris Bush

One tugboat was the only casualty when two of the craft collided near Gabriola Island Tuesday.

The accident happened at about 6 p.m. between Duke Point and Gabriola Island in Northumberland Channel, according to John Rose, marine coordinator at the Canadian Coast Guard Joint Rescue Coordination Centre in Victoria. “There was a 30-foot tug that was hit by another tug that was running beside it,” Rose said. “There was some sort of an incident happened onboard. I’m not clear why that tug swerved and hit the other one, but there was a collision between the two tugs and the smaller tug sank.”The collision caused the smaller tug to roll over and sink, but the two people aboard that craft were pulled from the water unhurt by the crew of the other tug. David Mailloux, Nanaimo Port Authority spokesman, said it was the nine-metre-long tug M.V. Alburn that was struck by the larger M.V. C.T. Titan. Nanaimo Port Authority craft responded to the scene with the Canadian Coast Guard, Jones Marine Services, operator of the M.V. Alburn, and Western Canada Marine Response Centre, which has specialized gear to deal with marine accidents. The craft sank in an area of Northumberland Channel that is about 100- to 125-metres deep. “Jones Marine was on site overnight with absorbent booms to collect any of the fuel that was being released,” Mailloux said. 14 weeks: admiral The European Union's Mediterranean naval force is offering to train Libyans to run a small coastguard fleet to be able to fight people smuggling in under three months, the admiral in charge of the mission said on Wednesday. "In 14 weeks we can train the first 100 men in international waters by turning one of our ships into a school," Admiral Enrico Credendino said in an interview with Italy's la Repubblica newspaper. "There are eight patrol boats ready for delivery that had been equipped by Italy for the Libyan government before civil war broke out," he said.More personnel and boats will be needed, he said, but further resources will have to be set aside in Brussels first and then "in three or four months the Libyans will be able to act autonomously".The EU force, known as operation Sophia, was set up to fight people smuggling in the south-central Mediterranean, but it cannot enter Libyan waters without an invitation from the government, of which there are two vying for power in Tripoli and Benghazi.On Monday and Tuesday, Italy's coastguard said 5,600 migrants had been rescued, including by ships participating in the Sophia mission. More than 30,000 have come so far this year, down slightly from last year, the Italian government has said. The Libyan coastguard has also intercepted migrant boats, with 550 turned back to Libya on Tuesday and 850 on Sunday.Officials fear the numbers will increase as weather conditions continue to improve. Credendino said that some 150,000 migrants were in Libya and ready to make the crossing, much less than some have estimated. "Today the estimate is that between 30 and 50 percent of gross domestic product in Tripolitania (northwest Libya) comes from people smuggling, with entire tribal clans earning money from it," Credendino said. Islamic State militants in Libya are not directly involved in people smuggling, he said, but do extort the traffickers who operate in their territory, he said.For the EU force to intervene directly in Libya or to impose a weapons embargo, a United Nations resolution and more resources would be needed, he said. China Shipbuilding changes course to high-end specialist vessels

China Shipbuilding Industry Corp, one of the country’s two major shipbuilding conglomerates, plans to integrate six of its shipyards into three. It will focus more on building high-end vessels as the industry remains in choppy waters amid waning global demand. Officials at the State-owned company said the plan is to simplify its management structure and make itself more proficient in building ships such as very-large crude and ore carriers, bulk carriers, and cement and cattle vessels, which will allow it to diversify its options and broaden its customer base. With a workforce of about 150,000 employees, CSIC operates more than 50 industrial subsidiaries and 30 research institutes, and has exported various types of vessels to more than 70 countries. China State Shipbuilding Corp, the country’s other State shipbuilding concern, has more than 50 subsidiaries and research institutes. CSIC’s three major subsidiaries are Dalian Shipbuilding Industry Co, Bohai Shipbuilding Heavy Industry Co and Qingdao Wuchuan Heavy Industry Co. Three major shipyards are involved in the restructuring, Shanhaiguan shipbuilding Industry Co, Tianjin Xingang Shipbuilding Heavy Industry Co and Qingdao Beihai Shipbuilding Heavy Industry Co, and each will be allocated specific types of building contract. Shipbuilding Industry. “Many shipyards in China have excess capacity in conventional shipbuilding, but not in building complex and high value-added ships,” said Sun. “Adjusting our product structure, therefore, is a key element (of the integration).” Dong Liwan, a shipbuilding industry professor at Shanghai Maritime University, said after building cheap bulk carriers and tugboats for more than a decade, it appears CSIC is hoping the shift in focus will allow its smaller shipyards to attract more buyers from new sectors. “Even though this restructure cannot effectively cut production capacity, under current declining market condition it means these subsidiaries can build more profitable ships and avoid having idle docks,” said Dong. Already the primary contractor for China’s navy, CSIC created four finance companies last year, including CSIC Capital Co Ltd, to inject more cash into the operation and improve cash flow. It also set up an industrial fund with an initial capital of 10 billion yuan ($1.53 billion) to further invest in fields such as offshore engineering products, power, electronic information and intelligent equipment, and underwater defense. The FPSO is being developed for deployment in the Egina oil field, located 150km off the coast of Nigeria. The field is currently under development, and production is scheduled to begin in 2018. Nigerdock was selected by Samsung/Total for critical in-country fabrication works and training services as the provider of choice. The Flare Tower structure that weighs 732 tonnes was completed on time, loaded out and sailed away on March 24, the company said. It is one of a number of structures fabricated by Nigerdock at its fabrication yard on Snake Island Integrated Free Zone for Samsung Heavy Industries Egina FPSO project. The remaining works will continue through to the first quarter of 2017 as contracted.

The Project Manager, Emeka Uhara, said: “The fabrication for Egina was a big success being delivered on time and within budget, and to world class specifications. ‘’We have expended over 1.7 million man-hours on the project, and it has helped generate employment for hundreds of Nigerians while also creating the opportunity for the provision of thousands of man-hours of specialised training.” The structures completed at Nigerdock’s fabrication yard at Snake Island Integrated Free Zone, Lagos, are a major boost to the Federal Government’s Nigerian Content policy, which seeks to domesticate more oil and gas activities in Nigeria under the guidance of the Nigerian Content Development and Monitoring Board (NCDMB). 210 laid off Newport News Shipyard employees being recalled

By: Emily Satchel More than 200 employees who were laid off from the Newport News shipyard in February are now being recalled.

A letter was sent to employees that says the recalls will affect employees in the Sheet Metal (X32), Waterfront Support Services (X36) and Surface Preparation and Treatment (X33) trades. The employees will be offered the opportunity to return to work in accordance with the yard’s union contract. Shipyard officials say they will continue to evaluate employment needs throughout the year.

I am writing you today with good news. Due to updated workload manning plans and growth work on several programs, we are in the process of recalling 210 employees who were laid off in February. These recalls will affect employees in the Sheet Metal (X32), Waterfront Support Services (X36) and Surface Preparation and Treatment (X33) trades. These employees will be offered the opportunity to return to available work in accordance with our union contract. Although we are not completely through the workload valley, this news is more positive than originally predicted, and we will continue to evaluate our manning needs throughout the year. Tweede North Sea Offshore (NSO) showcase van de offshore energy industrie in de regio

In ‘De Dukdalf’ in Den Helder vindt op 2 juni aanstaande voor de tweede keer in successie het toonaangevende event voor de offshore energy industrie plaats, North Sea Offshore (NSO). Met de geplande terugkeer van het evenement op de eerste donderdag in juni verwachten de organisatoren opnieuw veel bedrijven te inspireren. De eerste editie van NSO was vorig jaar met 300 bezoekers van 237 bedrijven al een daverend succes.Ook het programma van 2 juni opent weer de ogen met noviteiten en mogelijkheden om te netwerken. Op NSO komen tijdens het middagprogramma toonaangevende sprekers aan bod. Onder leiding van inspirator Lucinda Douglas deelt onder andere Edward P. Heerema van Allseas zijn visie op de ontwikkelingen in de industrie. Hiernaast inspireert Berend Scheffers de toehoorders met de visie van EBN over de ontmanteling en het hergebruik van de bestaande olie- en gasinfrastructuur. Trendwatcher Richard van Hooijdonk werpt hierna een blik op het heden en de nabije toekomst.

Open huis regionale bedrijven Tijdens de showcase wordt niet alleen gepraat. North Sea Offshore 2016 wordt vooral gevormd door best practices uit de industrie. De ochtend begint daarom met een uitgebreid bedrijvenbezoek, verspreid over zeventien bedrijven in de regio. Deze bedrijven openen deze dag, al dan niet gezamenlijk, op diverse locaties de deuren om interessante contacten aan te boren en de participanten op nieuwe ideeën te brengen.Het internationale energie- en waterbedrijf TAQA is één van de bedrijven die tijdens het ochtendprogramma een bedrijvenbezoek aan het Energy Innovation Park in Alkmaar verzorgt. Het gasbehandelingsstation van Gasopslag Bergermeer staat hierbij centraal. De grootste vrij toegankelijke gasopslag van West-Europa is één van de grootste Nederlandse energieprojecten van de afgelopen jaren en is operationeel sinds 2015.Volgens Bas Froon, projectleider van het Energy Innovation Park, heeft Gasopslag Bergermeer een enorme impact op de regio en de industrie en biedt het een goede stimulans voor de werkgelegenheid: “De gasopslag heeft het Energy Innovation Park mede op de kaart gezet. Het bedrijventerrein heeft hiermee een aanzuigende werking gekregen op bestaande energiepartijen, maar ook op toeleveranciers en start-ups. Uiteindelijk willen wij op dit bedrijventerrein de industrie clusteren, omdat dit niet alleen praktisch interessant is, maar ook financieel. Daarnaast inspireert het bedrijven richting een toekomst, waarbij innovatie met betrekking tot duurzame energie en energietechnieken het verschil moet maken.”

Gigantische kostenposten voorkomen Ook het bedrijf Endures is op 2 juni het bezoeken waard. Tijdens de bedrijvenrondgang introduceert het bedrijf een nieuwe methode voor het voorspellen van corrosie en restlevensduur van installaties en materialen. Dit gebeurt door geavanceerde data-analyse van electrochemische ruismetingen. Daarmee kan Endures bedrijven helpen om gigantische kostenposten te voorkomen.

De data-analyse is ontwikkeld door het bedrijf in samenwerking met TNO, de Nederlandse Defensie Academie en TU Delft. Bedrijven kunnen op basis van resultaten beslissen om pro-actief maatregelen te nemen en materialen te vervangen of te wachten tot de volgende onderhoudsbeurt. Offshore Energy 2016: Registration open The registration for Offshore Energy Exhibition & Conference 2016 (OEEC 2016) is now open. The ninth edition of this event is expected to attract 11,500 offshore professionals and more than 650 exhibiting companies.

Offshore Energy is an annual event focused on the complete offshore energy industry. It covers both the exploration and production of the conventional energy resources oil & gas as well as the expanding renewable part of the energy mix such as offshore wind and marine renewable energy. London P&I Club warns on enclosed space entry and testing procedures

The London P&I Club says it continues to see cases of injuries and fatalities associated with entry into enclosed onboard spaces, including cargo holds on bulk carriers where atmospheres have not been treated as potentially dangerous.In a recent case, two shore staff were permitted by the ship’s crew to enter the cargo hold of a bulk carrier via the usual means of access. But, due to an atmosphere which did not have sufficient oxygen to support life, one member of the shore staff died, along with a crewman who made an attempt to rescue them without following proper emergency procedures.London Club Loss Prevention Manager Carl Durow says, “Despite the recent introduction of legislation relating to drill requirements for personnel engaged in entry into enclosed spaces, the club is still concerned about the number of spaces which should be considered potentially dangerous but may not be by crew who might focus on the traditional spaces such as ballast tanks and bunker tanks. “The carriage of goods in bulk which may deplete oxygen content or produce toxic substances remains a threat, together with the dangers arising from the use of fumigants in ships’ holds. Ships’ officers in particular should consider the risks of cargo hold entry at all points during the voyage and ensure that, by means of onboard training, drills and toolbox meetings, crew are also minded to question circumstances in which they and others are entering holds“Furthermore, the club hopes that ships’ officers and crew will practise the necessary skills and emergency response procedure established in their safety management systems, so there is every possible chance of a positive outcome in the event of such an incident.” www.londonpandi.com

“Holland aan de Ganges” Bij uitgeverij Walburg Pers verscheen net “Holland aan de Ganges. Prins Willem Frederik Hendrik in India (1837-1838). Bauke van der Pol tekende als auteur. Prins Hendrik van Oranje-Nassau (1820-1879) die ook wel de ‘Zeevaarder’ werd genoemd, komt eind 1837 aan bij de monding van de Ganges met het marine opleidingszeilschip ‘Bellona’. Deze jongste zoon van de latere koning Willem II en Held van Waterloo, is niet de eerste Hollander die deze gevaarlijke rivier bevaart. In de 17de eeuw al voeren schepen naar Chinsurah, de hoofdvestiging van de VOC in Bengalen. Maar hij is wel de eerste Nederlandse (en Europese) prins ooit, die voet aan wal zet in Brits-Indië (India). Prins Hendrik zou slechts een week in Calcutta blijven maar waarom besluit hij maandenlange reis te maken door de Gangesvlakte naar steden als Agra en Delhi? De driehonderd overige bemanningsleden moesten zich al die maanden in Calcutta zien te vermaken waar het fregat de ‘Bellona’ voor anker lag. Voor een select groepje officieren was dat geen straf. Zij maakten boottochten naar het ‘Nederlandse’ Chinsurah en waren daarnaast graag geziene gasten op de vele Engelse feesten. Het meest memorabele feest was bij de schatrijke Indiër, Baboo Rabindranath Tagore, die zijn buitenverblijf speciaal met oranje zijde had versierd ter ere van het bezoek van prins Hendrik.
