INTRODUCTION

MBM Pty has been engaged to prepare a report to establish the cost difference between the “Base case and 

the  +10”  scenarios  associated with  the  potential  change  to  BASIX  targets,  for Water,  Energy  and  Thermal 

Comfort  Indices  for  representative  examples  of  Class  2  attached  and  low‐rise  multi  unit  developments. 

Annexure 1 of this report contains the summary of findings that determine the cost  impact of the  increased 

stringency requirements.  This report sets out the methodology and findings to the investigations conducted. 

1. METHODOLOGY  

The major changes to the construction of attached dwellings brought about by the proposed BASIX changes for 

water and energy usage. 

1.1 LOW WATER USE SPECIES Several  landscape architects have been contacted;  they have  indicated no price difference  for  fee regarding 

implementation for a garden design.  However we have been advised that the cost difference between a low 

water  use  species  garden  and  a  normal  garden would  be minimal,  it would  be  the  visual  impact  and  the 

maintenance that would be greatly affected.  Therefore for the exercise we have stated that this is a Nil cost 

specification change. 

1.2 WATER USAGE  MBM has used the Masterton Builders House Specification (Annexure 3) to establish a standard quality for tap 

ware and toilet suites.   This also assisted  in establishing a supplier base.   MBM has spoken with a Masterton 

supplier Novelli and Caroma who have provided a number of  tap  fitting and  shower heads  ranges which  fit 

within a budget, average and high end categories, providing a range of costs that will fit within the examples 

provided.   Where examples could not be sourced, explanations have been provided. 

1.3 ENERGY For  the Heating & Cooling  components, again MBM have  contacted  several  suppliers  to establish  the main 

brands  and product  types used  for domestic dwellings which  comply with  the BASIX  requirements. Where 

examples could not be sourced, explanations have been provided. 

2. PRELIMINARIES AND MARGIN

To keep the methodology consistent with previous similar BASIX tasks that MBM have undertaken for the NSW 

Department of Planning & Infrastructure, preliminaries have been priced at 10% and contractors margin at 8%.  

Both preliminaries and margin have been factored into the each rate (see annexure 2).

3. REGIONAL COST VARIATIONS  

Regional cost differences have been  included  to  reflect  the extra cost of  transportion and obtaining  labour, 

material  and  equipment  for  non‐metropolitan  localities  in  NSW.  Locality  indices,  published  by  the  NSW 

Government Department of Public Works, have been used as follows: 

Wollongong:   base cost index 100 

Worrigee:  locality cost index 100 (or Nil adjustment on base cost) 

Shellharbour:   locality cost index 100 (or Nil adjustment on base cost) 

 

4. WATER

4.1 SHOWERHEADS MBM has been  requested  to compare  the cost difference between 3 star 7.5‐9 L/min  fixtures and 3 star 6‐

7.5L/min. For the comparison between basic, medium and expensive dwellings an adjustable arm with a round 

rose design was chosen, based on the Masterton standard being a Dove chrome shower set at $91.48.   The 

majority  of  shower  fittings  on  the market  are  currently  3  star  products.      One  4  star  product  has  been 

identified; being a new product from Caroma.  The Caroma representative confirmed that due to the flow and 

pressure requirement to achieve a 4 star rating, there will be minimal cost variations between different 4 star 

rated heads.  Therefore we have used this model to compare with the basic medium and expensive dwellings.  

4.2 TOILET SUITES Not applicable to this BASIX Stringency Review. 

4.3 KITCHEN TAPS When assessing the cost comparisons of a 3 star flickmixer and a 5 star flickmixer, it was highlighted that there 

were minimal 3 star and 5 star mixers on the market, with the majority being 4 star mixers.   The Masterton 

standard is also a 4 star fitting. Two 5 star mixers have been identified, with the budget unit being used for the 

cost comparison with a budget 4 star mixer. For the purpose of the individual dwelling costing exercise MBM 

has stated this specification change as a cost variation.  One supplier has been identified who produces a 4 star 

fitting and a 6 star fitting of the same model, and these costs have also been provided (in annexure 2).  

4.4 BATHROOM TAPS In investigating the costs of 3 star basin tap sets and 5 star basin tap sets, MBM has established that currently 

there were no 3 star and limited 5 star tap sets available, from the main suppliers used within this study.  The 

majority of basin  taps available are 4 star mixers.   The Masterton standard  fitting  is a 4 star  rated product.  

One supplier confirmed that several of their 4 star products will soon be available with a 5 star rating, and that 

at present would be available at 4 star rated prices.  For the purpose of the individual dwelling costing exercise

MBM has stated a nil cost variation.  One supplier, who produces a 4 star fitting and a 5 star fitting of the same 

model has quoted this additional cost as $14.30 and these costs have been provided (in annexure 2).  

 

4.5 RAINWATER TANKS To enable a comparative cost review for rain water tanks, MBM have costed the round polyethylene tanks as a 

base design.   The supply price for slim‐line type tanks  is generally more expensive than the round cylindrical 

versions (supply only of slim‐line types cost on average 57 cents per litre; round types cost on average 38 cents 

per litre – refer to table of tank costs in annexure 2).  

Slim‐line  type tank sizes currently range  in the market  from 450L  to 5,000L, and round cylindrical  tank sizes 

range  from 200L  to 10,000L and  larger  if  required.  It would  seem  then  that where BASIX has  specified  rain 

water  harvesting  exceeding  5000L,  then  current  market  availability  would  dictate  the  use  of  one  round 

cylindrical tank equal to or exceeding the specified rain water storage capacity. Alternatively,  if  land space / 

aesthetics are household  issues, then a combination of  interconnected slim‐line tanks could be a solution to 

achieve rain water storage capacities greater than 5000L. 

The table of tank types and sizes demonstrates a number of permutations could be possible for households. 

Example: 6000L BASIX specification could result in a) 2 x 3000L round tanks @ $1172 supply; b) 1 x 5000L plus 

1 x 1000L slim‐line tanks @ $2,177 supply; c) 2 x 3000L slim‐line tanks @ $1,756 supply, etc, etc. It is beyond 

the  scope  of  this  report  to  consider  every  permutation  when  costing  the  various  BASIX  specification 

requirements, hence MBM have priced the round cylindrical tanks as a benchmark. 

The  proposed  BASIX  stringency  for  Case  10  attached  dwelling  requires  rain water  harvesting  capacities  of 

6000L. We  could  not  find  an  individual  tank  size  to match  the  exact  BASIX  stringency  of  6000L.    For  the 

purposes of this report, where 6000L tanks have been specified then 7000L round tanks were priced. 

Separate costs have been included for a pump / water mains diverter unit refer annexure 2. 

 

5. THERMAL COMFORT  

Thermal  Comfort  compliance  requirements  for  attached  and  low‐rise multi‐unit  dwellings were  subject  to 

independent  assessment  by  Efficiency  Assessments  P/L.  Cost  estimates  are  based  on  recommended 

specification  changes proposed  in  report  “BASIX Stringency Review: The  impact of decreased BASIX  caps  in 

attached and multi unit housing”, November 2012.”

5.1 ATTACHED DWELLINGS:

5.1.1 REPLACE CONCRETE RAFT SLAB WITH A WAFFLE POD SLAB DESIGN The ‘BASIX Stringency Review’ states that constructing a concrete waffle pod slab in lieu of a concrete raft slab 

would provide a saving of approx. $5 to $10 per m2. MBM are of the opinion that the saving  is a possibility, 

however it would depend on the geotechnical conditions of each and every site to determine the most suitable 

structural  designs  for  the  respective  ground  slabs. MBM were  not  provided with  any  structural  designs  to 

verify the aforementioned savings. 

Annexure 1 of this report provides three ground slab scenarios to demonstrate the cost variances that could 

be encountered.  

a) If we assume a 260mm overall thickness waffle slab based on the architectural ground floor plan that was 

provided, then the resultant rate per m2 equates to approx. $136.88 based on the cost break‐up items.  

b) For comparison, if we assume a 150mm bar reinforced concrete slab with thickenings (bar reinforcement at 

a  rate of 150kg/m3),  then  the  resultant  rate per m2 equates  to approx. $140.73  ($3.85/m2 more  than  the 

waffle slab).  

c) For comparison,  if we assume a 120mm high mesh reinforced concrete slab with thickenings (2 x  layers of 

SL82 mesh reinforcement), then the resultant rate per m2 equates to approx. $106.45 ($30.43/m2  less than 

the waffle slab). 

Note:  The  cost  variance  associated with  the  ground  slab  specification  change  has been  excluded  from  the 

schedule in Annexure 1 as advised by the Department of Planning and Infrastructure. 

5.1.2 CHANGE ROOFING TO DARK COLOURS MBM  are of  the opinion  that  there would be no  cost difference between  the  ranges of  available  standard 

colours for various roofing products.  

5.1.3 INCREASE CEILING INSULATION FROM R3.5 TO R4 MBM  provide  a  cost  comparison  between  R3.5  ‘Greenstuf’  ceiling  batts  (retail  price  $10.60/m2)  and  R4.0 

‘Greenstuf’ ceiling batts (retail price $12.72) i.e. $2.12/m2 difference. 

Also,  R3.5  ‘EarthWool’  ceiling  batts  (retail  price  $5.50/m2)  and  R4.0  ‘EarthWool’  ceiling  batts  (retail  price 

$6.19/m2) i.e. $0.69/m2 difference. 

5.1.4 REDUCE SIZE OF BEDROOM 1 WINDOW TO DWELLING UNITS 1 & 3, FROM 1.6M X 1.8M HIGH TO 1.2M X 1.8M

HIGH Annexure  1  of  this  report  provides  a  cost  break‐up  of  the  various  cost  adds  and  deducts  associated with 

changing the size of the windows. Net saving of approx. $103 per window. or $206 total.

5.2 LOW RISE MULTI-UNIT DWELLINGS:

5.2.1 INSULATION (R1.0) TO UNDERSIDE OF SLAB TO UNITS 1; 2 & 3 Annexure 1 of  this  report provides a cost break‐up of an  insulation product 20mm Styreflex aluminium  foil‐

faced expanded polystyrene rigid board. Supply and install cost approx. $22.73 per m2 or $9,092 total. 

5.2.2 DECREASE THE GLAZING TO THE NORTH ELEVATION OF STUDIO UNITS 3, 8 & 11 FROM 5600MM WIDE TO

5000MM WIDE Annexure  1  of  this  report  provides  a  cost  break‐up  of  the  various  cost  adds  and  deducts  associated with 

changing the width of the glazed units. Net saving of approx. $495 per unit or $1,485 total. 

5.2.3 INCREASE THE OPENABLE PERCENTAGE OF EAST FACING WINDOWS TO UNIT 4 Annexure  1  of  this  report  provides  a  cost  break‐up  of  the  various  cost  adds  and  deducts  associated with 

increasing the extent of openable windows. Additional cost of approx. $143 per window or $286 total. 

6. ENERGY

6.1 HOT WATER STORAGE HEATER The revised specification, for case 10, requires the solar  (electric boosted) water heater system to achieve a 

score  of  36‐40  renewable  energy  certificates  (previously  26‐30  REC’s).  The  cost  difference  that  we  have 

identified is based on a Rheem ‘Split Lowline 511 270/2 NPT’ but with one additional solar panel to achieve the 

required  REC’s.    These  units  are  a  well‐known  brand,  and  have  been  used  for  the  cost  exercise,  details 

provided (in annexure 2). 

6.2 HEATING AND COOLING Not applicable to this BASIX Stringency Review. 

6.3 VENTILATION Not applicable to this BASIX Stringency Review. 

6.4 ARTIFICIAL LIGHTING With the change from incandescent lighting to CFL, only the light globe is affected.  A standard globe for each 

type has been chosen for the cost analysis.  MBM has assumed 1 light fitting per room, with 2 fittings for both 

living and dining areas for the large dwelling. Please note the globe prices do not consider life span i.e. the CFL 

cost is more per unit than incandescent, but CFL may last twice as long. 

6.5 ALTERNATIVE ENERGY Case 11  Low  rise multi‐units:  the photo voltaic  system  is  to be  increased  from 4kW  to a 5.5kW  system. To 

achieve this additional capacity the number of solar panels will need to increase by six including one additional 

inverter. Order of cost to supply and install is approx. $4000.

6.6 OTHER ITEMS  MBM have priced medium  standard appliances  in  respect of  the 4‐burner gas  cook‐top  versus  the 4‐plate
