Asia as a region – given its large geographical footprint, sparse distribution of infrastructure and isolated pockets of petroleum resources – has built itself a strong legacy of delivering highly creative and cost competitive solutions. However, while the offshore energy industry continues to ride out the hardships of low oil price, the challenging market condition offers opportunities for the industry to reshape and redefine itself – demanding best practices and norms to be fully evaluated whilst seeking fit-for-purpose, affordable and innovative solutions.
• How has the industry adapted to the new oil price environment?
• What are the key lessons learned?• What new approaches have been pioneered in Asia? • Are there successful strategies that have been adopted
elsewhere that could be implemented in Asia?

PLENARY SESSION
The offshore energy industry has demonstrated considerable technical and commercial ingenuity over many decades, but the depressed oil price of the last 3 years has undermined much of the traditional business models for offshore oil and gas. Technology development has turned almost exclusively to cost reduction technologies and procurement models have re-benchmarked the cost base of many products and services, but more is required to re-establish a sustainable business.
This panel discussion will investigate “out of the box” innovations successfully implemented in companies outside our industry which have had to adapt to a changing environment. Accepting that “innovation” applies equally to technology, business practices and the combination of the two, it is unlikely that we will find a single game changing solution to the challenges of our industry.

PANEL SESSION 1
The end of 2014 marked the beginning of one of the most drawn out periods of supressed oil prices in recent history, and this has resulted in all stakeholders – regulators, operators and service providers having to adjust to a new reality. And because of the elements and dynamics that have led to this down cycle, as well as its protracted nature, there is a very strong perception that this new reality will become more of a long term norm, rather than a short term exception to the fundamental economics of the petroleum industry.
As is often the case with these down cycles, whilst organisations have quite rapidly evaluated their cost structures, and understood from a pure economical and commercial perspective how they need to operate to maintain or at the very least minimise destruction of value, they have yet to fully recognise and articulate what the new equilibrium level needs to be to balance the equally important elements of cost, quality, reliability, safety and sustainability.

This session aims to explore:• What, if any, current industry standards are excessive
and merely nice to have rather than essential
• Possible synergies that can be reached between the main stakeholders in this matrix that improve efficiencies that help with this balance of the five elements
• Potential structural change in procurement models that allow for a better balance of these five elements

PANEL SESSION 2
The oil and gas industry has a long history of responding to opportunities and challenges in a highly volatile environment defined by geopolitics, crude price movement, and the development of resources in frontier areas. In response, companies have deployed various strategic moves to remain sustainable and relevant. Since the oil price slump in 2014, some companies have been quick to reduce spending to optimise their portfolios and remain profitable whilst for others, the pursuit of profitability has been taken over by the agenda of survivability.
While quick measures may address short term challenges, sustainable actions are needed in the long run to ensure competitiveness. It is inevitable that the interdependencies within the industry ecosystem will be more relevant and crucial. Regardless of the oil price movement, operators will rely on a cost competitive service sector to allow for opportunities to be monetised.
Over the years, there have been recurring discussions on the subject of collaboration between operators and service providers, technology and new capability development, and innovative business models. In this session, leading oil and gas operators, service companies and industry analysts will present their views on key areas that the industry must address to ensure competitiveness.

Amongst others they will examine:
• Emerging considerations that need to be addressed to ensure market competitiveness – from the operator and contractor viewpoints
• Whether the oil and gas value chain is aligned or are operators and service contractors still protecting their own turf
• The willingness of the industry to work on a collaborative basis to achieve win-win solutions
• How can IOCs, NOCs and service contractors co-create to ensure cost competitiveness
• Unique strategic moves that companies must address to ride market volatility

What will be the role of digital technology on innovation in the offshore oil and gas business? Will there be Uber-supply vessels or AirBnB host platforms? One area to further explore is Big Data and the new technologies that could be built on it. There is a growing demand to acquire and better utilise digital information on vessel and platform operations in order to improve performance and reduce OPEX. Using the Industrial Internet-of-Things (IIoT), field monitoring data can be centralised and by applying the concept of digital twinning and comparison with theoretical models, better prediction of performance or outcome could be achieved.

and reliability, using information derived from Big Data analytics? How should operators share information with peers and contractors, in order to develop a clear picture of next generation ships, supply vessels and offshore platforms to reduce both CAPEX and OPEX, whilst protecting their intellectual property rights? What is the platform and framework to have a common language to share data?
This panel will discuss how the oil and gas sector could leverage on Big Data technologies to improve productivity, and reduce risks and costs.

In recent years, the energy sector has evolved rapidly to adapt to the demand and distribution of energy. Regulatory changes, increasing renewable portfolio standards, and advancement in technologies for production, storage, monitoring and distribution of energy have all contributed to the creation of a new energy landscape. This new economy, while still at its early stage, offers opportunities for every stakeholder in the energy value chain to improve cost control and be better prepared to meet future energy challenges.

Under the current lower for longer cycle of oil price, there is undoubtedly more drive for life extension of offshore oil and gas producing facilities. Consequently, asset integrity management is an increasingly important aspect for life extension.
There are many aspects of asset integrity and life extension to review, including:
• Life cycle information
• Acceptance and guidelines by certification or local regulatory bodies
• Methods and technologies available in the market
• New development and research related to this topic
• Foundation and metocean considerations for offshore oil and gas facilities

The Asia Pacific region is home to the second largest population of offshore facilities and many of these facilities are over 25 years old. The industry is faced with the reality that these fields are becoming uneconomical to operate and need to be decommissioned. However, the effectiveness of decommissioning these assets is becoming one of the most significant business decisions as E&P activity has shifted to deeper water, harsher environments and increasingly complex projects. Operators have to fully understand the risks and opportunities when planning the decommissioning of these assets. This panel will gather representatives from regulators, operators, service providers and subject matter experts to address challenges, sharing of best practices and lessons learnt from various countries/regions in driving successful execution of decommissioning and well abandonment projects with key focus on:

Like most industries, we are in the midst of a crew change, that is, the handover of the leadership and talent from the baby boomer generation to Generation X and Millennials.
The first challenge we must address is that there are not enough members of Generation X in the workforce to replace all of the retiring baby boomers. This challenge was being mitigated by retaining older staff by providing incentives not to retire, or by hiring consultants to help fill the shortfall. With the current low-price environment, the industry has seen many of the remaining baby boomers retire and leave the industry. That brings us to the second, and greatest challenge we need to address, the brain drain.
The loss of experienced geoscientists between 1986 and 1999 left many members of Generation X without access to mentors. As a result, they did not inherit the experience of previous generations. Reductions in the work force as a result of the current low-price environment mean that the

Millennials will have even less access to mentors.
The lack of knowledge transfer has serious consequences to our industry. Our industry has a rich and storied heritage and there are many methods, techniques, and best practices that have been handed down from mentor to protége. That knowledge handed down by more experienced professionals to less experienced professionals can mean the difference between a successful well and a dry hole, or even a Macondo.
The collision between the crew change and the price collapse has left our industry with a potential talent shortfall. This session will address what we are doing, and what more we need to do to build and maintain the talent base we need to safely and effectively find and produce energy.
