A Message to the Community

On behalf of members of Council, I am pleased to present you with our 2019 Report to the Community.

This report provides information on the progress we have made in our 5 key pillars (Environment, Social, Culture, Economy, Governance) this past year.

We are dedicated and pleased to be sharing our Strategic Plan progress with the community through this document which will be available online (moncton.ca).

As a City that Inspires, we understand that to reach our vision, we must plan and work together to grown our economy and enhance the quality of life for all citizens.

Sewer System Master Plan

(2016)

Update the Sewer Master Plan

Develop the Sewer Master Plan - Phase 7 4Adopted by City Council in January 2019. To be included in future capital budget(s).

Increase protection for the designated Turtle Creek watershed l

The City received correspondence from the Minister of Environment and Local Government on November 25, 2019 providing assurance that the watershed will be considered in the ongoing review of the Crown forest management options.

Develop Blue-Green Algae Management Strategy / Plan

Seek provincial and federal financial assistance (2019-2020) lPhase 1 of the Blue Green Algae Abatement Project has been approved through the Inte-grated Bilateral Agreement (IBA) with the governments of Canada and New Brunswick. Implementation began in Q3-2019. Phase 2 under consideration for Integrated Bilateral Agreement funding.

Research mitigation strategy (2019-2020) lResearch currently being conducted. Working in partnership with consultants and Dalhousie University.

Implement mitigation strategy (2020-2021+) lContract awarded on September 3, 2019 to CBCL for design work on Phase 1. Tender issued to Maritech for building addition; construction on schedule. RFP awarded to Veolia Water Technologies for clarifier system; pilot plant and detailed design underway.

Replace meters and meter transmission units (2019-2021) l

Contractor hired to augment capacity to replace meters. 88.8% (16,199 of 18,250) completed as of December 31, 2019.

Finalize recommendations for the l Halls Creek/Wheeler Boulevard Sanitary Sewer Separation Study Study presented to Council in 2017. Preliminary discussion occurred with TransAqua in late 2017. Additional details will be required to complete a cost sharing MOU with TransAqua. TransAqua funding will not be considered until 2024.

City Hall, Operations Centre, 5 Fire Stations and Moncton Market have waste separation systems implemented. Reviewing recommendations from Eco360 pertaining to Codiac Transpo implementation.

Develop a Community Energy Plan (2020-2021) l

The City is participating in a 2-year project with QUEST Canada to identify community renewable energy opportunities.

Consider a by-law limiting single-use plastic bags l

By-law approved by Council and will come into force in 2020. Tri-community awareness and education campaign was launched on November 24, 2019. mybagplan.ca

Implement Social Inclusion Plan

Present the Affordable Housing Implementation Plan 4Public presentation to City Council was conducted on April 1, 2019.

Communicate the Affordable Housing Implementation Plan 4A communications plan has been developed and is being implemented.

Execute action items from the Affordable Housing Implementation Plan (2019-2021) lAdministration is working through the actions and will report on an annual basis in conjunction with the City’s Poverty and Social Inclusion Committee.

Implement the Affordable Transportation Program l Program ongoing as planned. Data on Codiac Transpo passes has been tabulated through Q1-2019. This is funded through Social Inclusion Plan. Working in partnership with the United Way.

Implement Active Transportation Master Plan, including trail development

Develop Elmwood Drive Trail (Ogilvie Brook to Cedarwood Ave) To be completed as Phase 4 Elmwood Drive construction occurs. Funding request from other level(s) of government under the Integrated Bilateral Agreement submitted in June 2019.

Implement new video surveillance cameras on transit fleet (2020) lSystem to be installed in Q4-2020.

Upgrade transit fleet from GPS to computer-aided dispatch (CAD) / lautomated vehicle locator (AVL)Installation continues and testing phases ongoing. Weekly implementation meetings occuring with solution provider. Full implementation date has not been finalized.

Draft School Site Recommendation Policy and Procedure was presented to the Province of New Brunswick on September 4, 2019. Update provided at joint City of Moncton / school districts elected officials meeting.

Implement actions within the riverfront vision plan

Explore strong trail connectivity with neighbourhoods and neighbouring communities (2019-2021) lFunds for trail connection (Panacadie) to be considered in 2021 capital budget.

Examine how municipal buildings can support and animate the riverfront (2020-2021) Analysis to be initiated in 2020.

Promote artistic, educational and interpretive experiences designed to hightlight 4the river and the Bore Interpretive panels installed as a collaboration between Moncton, Dieppe, Riverview and the Riverkeepers. Art panels (Jared Betts) installed on boardwalk at Landing at the Bend.

Implement Heritage Conservation Committee outreach, awareness and education program lCommunications strategy has been completed. Various components of Communications Plan are being implemented over next 3 years based on approved budgets and resources provided to the Heritage Conservation Board.

Support feasibility study for establishing a Museum of Contemporary Art lFeasibility study RFP awarded by Atlantic(que) Image-Art Inc. (AIA) in 2019. Successful bidder was Lord Cultural Resources. Implement Events Strategy

Expand current organizational governance: examine the mandate land composition of the Events Moncton Advisory Committee This initiative will be worked on in conjunction with the establishment of the new Regional Destination Marketing Organization (RDMO).

Identify new event opportunities to support the goals land objectives of the newly adopted Coliseum Repurposing Plan Working on attracting new Trade and Exhibition shows for the Moncton Coliseum / Agrena complex. Discussions with promoters and attending trade shows to expand the offerings at the facility.

Develop a bid calendar to support the 10-year plan in the lEvent Attraction Strategy (2019-2020) Updated 10-year bid calendar. Proposed draft to be presented to Events Moncton in Q2-2020.

Develop a long-range sport facility plan to enable successful bidding and hosting of major events (2020-2021) To be undertaken in 2020.

Support and promote the Congrès mondial acadien (CMA) 2019 4

CMA 2019 occurred in August 2019 with an important focus on Moncton’s Riverfront. Great collaborative efforts between communities.

Support the Réseau des villes francophones et francophiles d’Amérique (RVFFA) 4

RVFFA conference occurred August 15 to 17, 2019 in conjunction with CMA 2019. Successful event.

Develop new programming for Events Centre Plaza 4

Successful summer programming. Programming ended on August 28, 2019. Winter programming launched in Q4-2019. Skating oval opened on December 1, 2019.

Create a corporate-wide cultural awareness program (2020) u

Update the 2019-2024 Greater Moncton Immigration Strategy 4The 2019-2024 Greater Moncton Immigration Strategy was presented to City Council on October, 21 2019 and public launch occurred on November 7, 2019. www.immigrationgreatermoncton.ca

Consider events for Magnetic Hill concert site 4Luke Bryan Sunset Repeat Tour held at the Magnetic Hill Concert Site on August 10, 2019. Overall, it was a successful event.

Implement 3+ Corporation Service Level Agreement (SLA) and Greater Moncton Economic Development Strategic Plan

Implement 3+ Corporation Regional Client Service Model (2019-2020) l3+ Corp. has provided a workplan to address this item. Updates were provided at the Tri-Community Council meeting in Q4-2019.

Implement 3+ Corporation Workforce Development Initiative (2019-2020) lWorkforce Summit occurred on November 12, 2019. www.3plus.ca

Implement 3+ Corporation Entrepreneurship and Business Start-Up Initiative (2019-2020) l3+ Corp has delivered a workplan and is implementing this item. Updates were provided at the Tri-Community Council meeting in Q4-2019.

Implement Downtown Moncton Centre-ville Inc. (DMCI) Service Level Agreement (SLA) l

Administration has met with DMCI executive and discussed the Service Level Agreement in detail. DMCI has committed to undertaking a strategic planning session and Service Level Agreement discussions will resume afterwards in 2020.

Streamline development processes

Identify and implement next steps in streamlining our development approval process (“reducing the red-tape” initiative) lA working group process review has taken place and Urban Planning is documenting the proposed updated process.

Clarify development approval service levels lService levels have been approved and results were reported as part of the annual budget reporting process.

Establish one key contact for larger development projects lEconomic Development personnel are lead contacts for larger development files.

Establish a strategy to encourage development in high potential future growth areas l

The Urban Growth Strategy has been developed. Budget was approved for 2020. RFP for consulting services is expected to be issued in 2020.

Explore the potential of development charges (2019-2021) l

The working team and Watson & Associates are on track with their project. A public open house was held on September 10, 2019. Present the by-law at Public Session in January 2020.

Implement the Economic Development Strategic Direction

Implement Riverfront Revitalization Master Plan lImplementation of plan continues on an annual basis.

Attract $108 million in new investment in the downtown core by 2023 (2019-2021) lFinal assessment data has been reviewed by Administration and as of year-end 2019 we have reached $70 million in assessments on our $108 million target. Multiple projects in the development pipeline for 2020 which Administration continues to track.

Obtain $5 million in pledges for the Events Centre (2020-2021) s

Fundraising currently at $2 million. Following up with leads with major donors and additional donations/contribution opportunities.

Present Tourism Master Plan (2019-2020)

Implement Visitor Economy Master Plan lApproved by City Council and Southeast Regional Service Commission in March 2019.

Report on progress of Coliseum Repurposing Plan l

Request for Quotations issued for land valuation exercise. Update to be presented to elected officials in 2020.

Partner on the creation of Secondary Municipal Plan for lands north of Wheeler (Vision Lands) (2019-2020) s

Further discussion with landowners to cost share on the project.

Information session held on October 3, 2019 for elected officials and administration. Plan being developed to create an inventory and establish values in 2020.

Negotiations continuing with CUPE. Contract expired on December 31, 2018. ATU (Transit) contract expired on August 31, 2019. IAFF contract expired on December 31, 2019.

Implement corporate continuous improvement initiatives

Implement customer service initiative (2019-2020) l Automated customer service notices scheduled to be implemented in Q3-2020.

Standardize procurement methods - Procure to Pay (2019-2020) 4 Procure to Pay standardization is a continuous improvement exercise. City moved the majority of payments to electronic fund transfer and implemented new processes for purchasing in relations to planning and standing offer agreements.

Confirm service levels for municipal programs and services (2019-2020) lAll public levels of service have been adopted by Council.

Review City Hall lease options (2019-2020) l

Current lease ends May 31, 2021. Options will be brought forward to City Council in 2020.
