Los Banos, Laguna at a Glance •  One  of  the  settlements  of  the  town  Bay  in  Southern  Luzon;  then  called  Mainit  because  of  the  springs  coming  from  Mt.  Makiling  

•  Renamed  Los  Banos  by  Fr.  Pedro  Bautista  in  1589  after  he  established  public  baths  

•  By  17  September  1615,  thru  a  decree  by  a  Spaniard  named  Don  Luis  Villa,  the  town  separated  from  Bay  and  was  Kirst  governed  by  Don  Juan  Castaneda

•  Crops  commonly  grown  are:  rice,  rambutan/lanzones,  banana,  coconut,  aster,  azucena

Barangay Mayondon •  Land  area:  225.45  hectares  or  4  percent  of  the  total  area  in  Los  Banos,  Laguna,  and  which  has  a  total  of  six  (6)  purok/sitio.  

•  Population:  17,440  in  2011  (projected,  per  data  from  the  municipality  of  Los  Banos,  Lag.)  

•  Female  is  50.22  percent  of  the  total  pop’n.    •  Male  is  49.78  percent  of  the  total  pop’n.

Barangay Mayondon •  Informal  settlers:  595  pax  or  7.3  percent  of  the  total  for  the  whole  of  Los  Banos,  Laguna;  located  in  PH  National  Railroad  (PNR)  non-­‐core  and  in  “buhay  na  riles,”  and  in  other  locations.    

•  Has  a  total  of  three  school:  Mayondon  Elementary  School,  Munting  Bata  Learning  Center,  Vea  Scool.  

•  Out  of  School  Youths:  1,330  (consolidated  BMIS  2010)

Barangay Mayondon •  Consuming  a  total  of  49,663  cu.m  of  water,  of  which  2,275  is  by  the  residentials,  11  by  the  government  ofKices,  and  25  commercial  establishments

Barangay Mayondon •  Two  big  natural  resources  surrounds  the  municipality  of  Los  Banos  in  Laguna:  these  are  the  Laguna  Lake  and  the  mountain  of  Makiling,  which  are  both  declared  “protected  area.”  

•  Destruction  to  the  natural  resources  brought  climate  changes,  which  destructed  balance  and  brings  disasters  or  damages.

Climate change phenomenon in Barangay Mayondon •  Quite  observable  phenomenon  are  Klooding  and  the  frequent  extremely  hot  weather.    

•  Flooding,  per  records,  already  claimed  lives  and  brought  casualties,  and  damaged  shelters,  including  livelihoods    

•  Extreme  high  temperature  not  only  sabotages  harvests  but  also  brought  heat  waves  causing  death  due  to  heat  stroke  and  other  related  health  risks

Planning for Climate Change •  Foremost  is  for  the  national  government  to  craft  a  plan  containing  the  appropriate  programs,  which  should  be  imposed  to  be  rolled  out  down  to  the  barangays.    

•  The  administration  then  of  Barangay  Mayondon  should  consequently  come  up  with  their  corresponding  activities  aligned  to  the  national  initiatives/priorities;  adapting  it  locally.    

•  SpeciKically,  the  activities  are  intended  to  improve  the  ability  of  the  households  to  manage  the  related  risks  and  prepare  the  same  for  upcoming  disasters.

Planning for Climate Change •  Current  programs  of  Barangay  Mayondon  includes  “clean  up  drives”  at  the  household  level  and  that  supported  by  the  Laguna  Lake  Development  Authority  (LLDA)  to  restore  the  Laguna  Lake.

Planning for Climate Change •  Another  program  is  the  Mount  Makiling  Forest  Reserve,  which  was  started  earlier  during  1940’s.  Objective  is  to  “promote  scientiKic  and  technological  knowledge  related  to  conservation  and  ecosystems.”  This  was  even  strengthen  today  by  the  DENR’s  National  Greening  Program  or  the  EO  26  where  420  ha  of  land  in  Laguna  is  needed  to  be  planted  a  total  of  1.5  billion  of  trees,  targeted  to  be  completed  by  end  of  2016.

Planning for Climate Change •  The  program  strategies  should  come  with  “social  mobilization.”  This  is  in  the  realization  that  this  is  not  a  sole  responsibility  of  only  one  person.  Also,  thru   the   Local   Government   Units,   the   programs  should   encourage   more   people   to   participate;  tapping   also   the   government   bureaus,   private  organizations,  including  students.

Planning for Climate Change •  To  disseminate  awareness  of  the  program,  CENRO  is  currently  utilizing  the  use  of  the  online  web  for  information,  education  campaigns.    

•  To  improve  ways  to  implement  the  programs,  the  local  government  should  manage  the  climate  risk  effectively,  assuring  importantly  the  availability  of  quality  and  timely  resources  to  constituents.

Risk Management Strategies • Household  Level:  impose  to  strengthen  the  current  strategies  such  as  the  segregation  and  proper  disposal  of  wastes/garbage.  Also  encourage  the  households  to  recycle  materials  such  as  the  bottles,  plastics,  and  other  related  re-­‐usable.

Risk Management Strategies •  Community  Level:  administration  should  strengthen  already  being  rolled  out  program  on  the  use  of  paper  packaging  instead  of  the  plastics.  This  may  help  advocate  about  the  risk  of  pollution,  which  are  great  contributory  to  extreme  damages.  This  may  also  make  an  early  awareness  for  children  thru  the  practice.

Guideposts for CC Programs •  The  program  should  emanate  from  the  grassroots  level.  Meaning  it  should  incorporate  or  hear  the  various  concerns  down  from  the  locals,  which  from  there  will  translate  to  an  effective  program.

Guideposts for CC Programs •  Chances  are,  there  could  already  be  previous  interventions.  The  management  in  turn  should  also  support  to  strengthen  these  to  updated  and  more  relevant  interventions  amidst  current  phenomenon,  which  is  also  sustainable  with  respect  to  resources  and  institutional  structures.

Guideposts for CC Programs •  “Communication  is  an  aid”  thus  an  effective  information  campaign  must  also  be  incorporated  in  any  program,  communicating  transparently  the  probabilities  of  outcomes.  Promote  also,  in  a  timely  manner,  the  interventions  that  carry  small  risks  avoiding  irreversible  decisions.

Mainstreaming •  There  is  a  great  need  to  fully  integrate  climate  change  adaptation  programs  to  development  initiatives.    

•  Brgy.  Mayondon  should  start  to  incorporate  CC  to  policies  on  water  management,  disaster  preparedness,  land  use  planning,  and  to  agriculture  and  Kisheries  planning.

Mainstreaming •  Mainstreaming  initiative  should  end  in  the  alignment  of  programs,  projects  and  activities  into  the  overall  CC  adaptation  goals.    

•  One  good  strategy  in  mainstreaming  is  climate  prooKing  the  services  and  goods  provided  to  every  “juan.”  

•  However,  there  is  a  need  to  also  be  reminded  to  make  sure  about  availability  of  funds  and  a  good  focus.  E.g.  climate  risks  already  present  in  the  community  versus  the  prevailing  future  climate  changes.

Approaches to Mainstreaming

•  Strengthen  the  organization  handling  the  concerns  about  climate  change  to  instill  level  of  seriousness  about  it.    

•  Tap  right  people  to  compose  the  team  to  handle  the  organization.  Right  meaning  those  who  have  the  “know  how”  about  CC  and  the  community  as  a  whole.

Approaches to Mainstreaming

•  SpeciKically,  the  following  should  be  considered  undertaking:  – Conduct  massive  capacity  building  activities  since  CC  is  a  concern  of  everyone.  Target  those  who  will  be  directly  involve  in  the  organization  but  should  not  be  limited  to  them.    

– Set  up  an  ofKice  either  plantilla  or  an  ad  hoc  that  is  solely  assigned  to  attend  to  concerns  about  CC

Approaches to Mainstreaming

•  SpeciKically,  the  following  should  be  considered  undertaking:  – Line  up  the  taks  and  responsibilities    – Set  the  goals  to  CC  adaptation.  This  is  important  to  set  a  timeline  of  achievements  since  one  program  is  not  a  shot  gun  solution  to  a  complex  phenomenon  such  as  the  climate  change.

•  Understanding  of  the  previous  scenarios  helps  in  crafting  the  right  strategies,  tailor  Kitted  to  the  locality  and  to  what’s  currently  happening.    

•  May  include  not  only  climate  related  information  but  to  extend  to  include  the  norms  of  the  people  living  in  the  community  may  also  aid  in  understanding  CC  in  Brgy.  Mayondon.

•  Collect  data/records  from  the  relevant  years  containing  information  about  weather  &  climate  related  information,  then  analyze  for  trends  and  other  means  to  manipulate  the  data  to  come  up  with  a  good  concept  to  start  a  study.    

•  From  available  data,  the  barangay  CC  staff  should  may  do  forecasting  for  potential  risks  that  may  affect  the  community  in  the  coming  years.  This  may  form  part  of  the  barangay  development  plan.

•  Important  reminder:  it  is  impossible  to  have  estimates  with  high  accuracy  because  of  its  complexity  nature  and  the  chaotic  system.    

• Most  that  the  barangay  may  come  up  into  is  the  possible  distribution  of  the  system’s  future  possible  states.

•  Tapped  experts  by  the  barangay  may  also  use  climate  models.  This  may  only  be  upon  collection  of  relevant  data  from  agencies  responsible  about  this.  There  are  various  models  and  it  is  important  also  to  understand  that  it  may  predict  different  future  climate.  They  may  tap  regional  initiatives  that  undergone  study  about  climate  scenarios  in  their  province  and  from  there  adapt  it  for  the  barangay  thru  downscaling  techniques.

Vulnerability

•  Important  to  understand  the  Barangay  Mayondon’s  level  of  vulnerability  to  properly  lay  out  strategies  and  make  Kit  the  interventions.    

•  Information  that  will  be  gathered  on  vulnerability  is  important  in  crafting  plans,  especially  on  the  design  of  adaptation,  prioritization,  and  evaluation  strategies.

•  Vulnerability  is  a  function  os  exposure,  sensitivity  and  adaptive  capacity.    – In  Mayondon,  the  exposure  is  quite  huge,  since  the  area  is  almost  enclosed  within/inside  Laguna  lake,  which  may  threaten  not  only  a  water  level  rise,  but  also  may  affect  temperature  thus  probably  why  sudden  and  frequent  hot  weather  was  experienced.

Vulnerability

•  Vulnerability  is  a  function  os  exposure,  sensitivity  and  adaptive  capacity.    – Although,  Barangay  Mayondon,  is  not  hugely  a  tilling  community  but  instead  Kishing,  ofKicials  should  also  collect  sensitivity  data  about  change  in  number  of  Kish  catch  and  other  related  information  which  may  show  how  the  locals  and  their  produce  is  being  affected.

Vulnerability

•  Vulnerability  is  a  function  os  exposure,  sensitivity  and  adaptive  capacity.    –  Importantly,  the  capacity  to  adapt  should  be  measured.  An  inventory  of  available  resources  within  the  barangay  should  be  done  to  understand  their  resilience  or  to  how  far  they  can  stand  to  extreme  weather  events.  The  resources  may  include  to  the  number  of  technologies  available  and  being  used,  number  of  people  knowledgeable  and  educated,  institutions  of  experts,  and  its  social  capital.

Vulnerability

•  Note:  Vulnerability  assessment  is  very  critical  in  crafting  the  plans  to  climate  change  adaptation  and  doing  this  requires  a  lot  of  data,  which  currently  may  not  be  available.

Rationale: •  Foremost  to  this,  we  must  understand  the  value  of  balance  in  nature.  Like  in  any  system  designed  with  various  functions,  an  area  utilized  to  exceed  maximum  capacity  may  impose  threat  of  destruction  to  the  system  when  it  suddenly  can’t  contain  anymore  the  continuously  increasing  load.  There  is  thus  a  need  to  restore  the  balance  in  the  community  of  Mayondon,  and  an  intelligent  action  is  needed  immediately.
