Stoner Force Main Improvements

Bidders on the Project are hereby notified that this Addendum shall be attached to and made part of the above named solicitation documents dated May 19, 2017. The following items are issued to add to, to modify, and/or clarify the solicitation documents. These items shall have full force and effect as the solicitation documents. Bids, to be submitted on the specified bid date, shall conform to the additions and revisions listed herein. Failure to do so may subject the bid to being declared as non-responsive.

It shall be the Bidder's responsibility to make inquiry as to any Addenda issued.

This addendum consists of a total of ten (10) pages; five (5) addendum pages and five (5) attached bid form pages to replace in your bid document.

1.0 Clarifications and Questions

1 .1 Question:

Will stamped engineered drawings of the cofferdam for purposes of constructing Champion Lake Pump Station be required as a submittal for approval?

Answer:

Yes, The Contractor is responsible for submitting a project specific Trench Safety Plan for the Engineer's review. This Trench Safety Plan shall be designed and sealed by a Louisiana registered Professional Engineer who has appropriate experience in soil mechanics and structural engineering,

1.2 Question:

Will the primary electrical service for Champion Lake Pump Station be provided at no cost to the contractor, or does the contractor need to provide and pay for the primary from AEP?

Answer:

The City will pay for expenses related to the primary electrical service, if any.

1.3 Question:

Please clarify requirements of contractor relating to "as-built" surveys.

Answer:

Specification 4720 AS-BUILT DRAWINGS shall be referenced regarding asbuilt surveys, Additionally, Specification Section 4050, Part 1,01,B shall be referenced regarding surveying of proposed structures and facilities .

1.4 Question:

Please clarify testing responsibilities of contractor relating to soil density tests and testing of concrete cylinders for compressive strengths.

Answer:

Specification Section 1002.5.9 shall be referenced for testing requirements as they relate to trench backfill testing. Specification Section 201 .1.1 .4 shall be referenced for testing requirements as they relate to concrete testing.

1.5 Question:

Will a building permit for the Champion Lake Pump Station be required from the City of Shreveport, and if so, will there be a charge?

Answer:

Yes, but the fee will be waived.

1.6 Question:

How wi ll the embankment quantity for ref. no. 305(2) be measured? By net section (compacted), or by truck tickets (loose vehicular measure)?

Answer:

Imported Borrow Excavation as per Item 305(2) shall be measured by the measured quantity computed from cross-section measurements by the average end area method.

1 .7 Question:

How will the imported backfill (select material) (for 36" forcemain) be paid in ref. no . 1002(2)? By net section (compacted), or by truck tickets (loose vehicular measure)?

Answer:

Special Provision 1002.7 shall be referenced for measurement and basis of payment for Import Backfill.

1.8 Question:

Upon reviewing the soil borings accompanying the specifications, I notice that there are no soil borings for the location of the new Champion Lake Pump Station that correspond to the depths to which the new station is bearing. The closed boring that I can find is boring no. 11 which only goes to 15'. According to the existing elevations and the proposed elevation of the excavation for the wet well, the depth will be 30'. Please advise.

Answer:

Reference the attached Exhibit A Boring Log B-2. Note that this boring was taken approximately 480' ± away from the current proposed Champion Lake Lift Station site. This boring is being provided for informational purposes only, and the use of this boring data shall be at the Contractor's own risk. The successful bidder may order a boring at the current proposed Champion Lake Lift Station site at no additional cost to the Owner.

1.9 Question:

Plan Sheet 507 note 4 references a geotechnical report for the new lift station that appears to be different than what is provided in the specs if there is another report will you please provide a copy.

Answer:

Reference change to Plans, Part 2.1 below. See Question 1.8 Answer above.

1 .10 Question:

Section 02532 Submersible Waster Water Pumps 2.06 requires air filled motors. Is this a performance based specification as we have seen recently in City of Shreveport bids? The air filled requirement would exclude pumps that meet the quality and performance requirements of this specification. Are pumps excluded from this bid that are constructed with oil filled motors?

Answer:

Oil filled motors will be allowed. All other performance and quality requirements specified shall be met. Reference Specifications, Part 3.2 below.

1 .11 Clarification:

2 .0 Plans

The concrete pad area with 9" integral curb surrounding the proposed Champion Lake Lift Station wet well and vaults shall be considered incidental to Pay Item S-1. The concrete access drive and all other concrete paving outside of the pad area shall be included in Pay Item 605(5).

2.1 Sheet 507, Note 4 shall be deleted.

2.2 Sheet 505, ODOR CONTROL SYSTEM NOTES, Note 1 shall be replaced with the following:

"ODOR CONTROL SYSTEM SHALL BE A VAPEX MICRO, OR APPROVED EQUAL, IN AN AIR CONDITIONED INSULATED ALL WEATHER ENCLOSURE. AIR CONDITION UNIT SHOULD BE A 5,000 BTU MODEL WITH CORROSIVE ENVIRONMENT TREATMENT PACKAGE."

2.3 Sheet 103A. SUMMARY OF ESTIMATED QUANTITIES shall be deleted.

3.0 Specifications

3.1 Supplemental Technical Specification 02534 ODOR CONTROL SYSTEM: all references to Vapex model 1500 shall be replaced with VAPEX MICRO.

3.2 Supplemental Technical Specification 02532 SUBMERSIBLE WASEWATER PUMPS, SECTION 2.06 MOTOR: The first sentence of the first paragraph shall be replaced with the following: "The pump motor shall be a NEMA B design, induction type with a squirrel cage rotor, shell type design, HOUSED IN AN AIR FILLED OR OIL FILLED, watertight chamber."
