    Holiday Trash SchedulesHoliday Trash SchedulesIf your regular trash day falls on, or after Thanksgiving Day, your trash pickup will be delayed by one day.

    This year, trash services for Christmas Day and New Years Day will not be affected as these holidays fall

    on a Saturday.

    The City has delivered sand and sandbags to Fire Station No. 4 on Carbon Canyon Road at Canon Lane, and

    to Fire Station No. 2, located on Butterfield Ranch Road at Sagebrush Street in Chino Hills. Citizens with

    proof of residency will be issued 25 sandbags per household. Bring your own shovel to fill the sandbags. If

    your property requires significant sandbagging, visit a local hardware store to purchase necessary supplies.

    Some hardware stores provide free sandbags.

    The City of Chino Hills has scheduled two Blood Drives, one on Wednesday,December 1st and another on Wednesday, February 9th from 2:00 to 7:00 p.m.,

    at the Government Center parking lot located at 14000 City Center Drive. The Life Stream Blood Bank

    will give blood donors a thank you gift. Donors must be at least 17 years of age, in good health, and weigh

    at least 110 pounds. Blood donors should drink plenty of decaffeinated liquids prior to donating blood and

    must present a valid photo identification. Medical personnel will check your temperature, blood pressure,

    pulse, and iron level. If you meet eligibility requirements, about one pint of blood will be collected. Please

    consider donating blood! Call (909) 364-2713 to reserve a time at the Blood Drive. Walk-ins are welcome.

    Chino Hills Disposal will pick up Christmas

    trees for recycling from Monday, December

    27th through Friday, January 7th. Remove all

    decorations, nails, and the tree stand from your

    tree and place it at the curb on the regular trash

    day. Any tree taller than six feet tall must be

    chopped in half and placed near or in the black

    container. The trees will be turned into mulch,

    which will be made available to residents at free

    mulch giveaways several times during the year.

    second gray recycling container

    to handle the extra recyclables

    generated by gift-wrapping,

    holiday parties, and family

    gatherings during the holiday season. The second

    recyclable container is FREE and can be used for

    holiday wrapping paper, boxes, cans, bottles, and

    other recyclables. Green trash containers can also

    be ordered for an additional $5.89 per month. To

    order an additional container, or for a free bulky

    item pick up, please call Chino Hills Disposal toll

    free at (866) 238-2444. In most cases, an extracontainer can be delivered within 10 working days.

    Chino Hills Disposal requires customers to keep

    the extra container for a minimum of six months or

    pay a service charge.

    Staff will be available on-call to respond to emergencies just as they are on weekends and other holidays.

    In addition, water and sewer employees will be scheduled during the December closure to keep water and

    sewer facilities running smoothly.

    The City has declared a citation-free period for street

    sweeping day parking violations in order to accommodate

    the extra visitors expected in Chino Hills neighborhoods

    during the holiday season. The City will not issue street

    sweeping parking tickets on Thursday, November 25th;

    Friday, November 26th; and from Monday,December 20th through Friday, December

    31st. Enforcement will start again on

    Monday, January 3rd. Other types of

    parking tickets may be issued during

    this time period as this applies only to

    street sweeping day parking tickets.

    Need a passport? Please be aware

    that City Hall will suspend its

    Passport Acceptance services

    between Monday, December 13th and Friday

    December 31st. At all other times, regular

    passport hours are from 7:30 a.m. to 4:30 p.m.

    Monday, Wednesday, and Thursday; 7:30 a.m.

    to 7:00 p.m. on Tuesday; and 7:30 a.m. to 3:30

    p.m. on Friday. Visit the City Clerks Office

    for, or renew your passport. The City Clerks

    Office also takes passport photos. For more

    In light of the importance of some types of services the City provides, City staff will continue to respond

    on call to handle new requests for water service and requests to close water service accounts betweenFriday, December 23rd and Friday, December 31st when City offices will be closed for the holidays.

    Customers who would like to establish or cancel water service will be directed to call (909) 364-2800

    to make arrangements with the on call staff member. During the closure, the City will not process

    delinquent utility bill notices, nor will they lock-off water service. Customers are encouraged to pay

    utility bills due during the closure to avoid having their water service locked-off when normal business

    resumes on January 3rd.

    Some limited building inspections may also be scheduled during the closure, depending upon the

    circumstances of the project. To request additional information or make an inspection appointment, please

    Shop Chino Hills First! Dont forget to do your holiday shopping in Chino Hills. When

    you shop in Chino Hills 1% of the 8.75% sales tax you pay is returned directly to the

    Citys general fund to support City services. If you plan to spend $600 on taxable holiday

    purchases for items like gifts, wrapping paper, beverages, paper goods, or even new

    towels for your guests, $6 will be returned to the City. It may not sound like much, butwhen that amount is multiplied by over 23,000 households in Chino Hills collectively, holiday shopping

    Meeting of the Neighborhood NetworkProgram. The Citys Recreation Division will

    present an overview of their operations and

    Landscaping for the Home. This workshop will be

    held on Saturday, November 20th from 9:00 a.m. to

    12:30 p.m. at the McCoy Equestrian & Recreation

    attending this workshop will learn how to reduce their

    outdoor water use and get all the latest information

    provide information to residents and steps you can take to get ready for winter storms.

    Take advantage of the Citys E-Notify feature on

    to get updates on field conditions for youth sports

    fields in Chino Hills.

    Make sure yard drains and rain gutters are

    clear and working before the rain. Plan ahead

    if you need sandbags to protect your property.

    Take note of storm drains in your neighborhood.

    City crews travel throughout the City during

    the fall and winter months to ensure that storm

    drains and V-ditches on slopes are clear. If storm

    drains in your neighborhood appear clogged with

    leaves, call the City Yard at (909) 364-2800 to

    request service.

    so plan to avoid those areas during periods of

    safe if you are outdoors during a storm.

    Each year the Chino Hills community looks forward to Chino Hills Day at the L.A. County Fair. Many

    special traditions make the day memorable. The opportunity to honor local Community Heroes is the most

    inspiring part of the day. This year the L.A. County Fair Association, and the Chino Hills community

    honored two amazing individuals for their achievement and their contributions that help make Chino Hills

    an extraordinary place to in which live!

    Irma Wickman Community HeroIrma Wickman, a dedicated volunteer in the City, is the 2010 Community Hero.

    She has volunteered in support of the City, schools, youth, service groups,

    and military personnel. Irmas long-time volunteer support of Chino Hills has

    included being an on call person at City events. She has also volunteered

    at City Hall as the receptionist and has provided clerical support. She keeps

    Peyton Drive clean as part of our Roadway Adoption Program. Irma raisedfunds to purchase a road sign for Highway 71 when a section of the freeway was

    named to honor her late husband, Mayor Mike Wickman and the late Major Jim

    Thalman. She volunteers at Michael G. Wickman Elementary school and she

    supports the Wickman Educational Foundation, which provides computers for

    kids who do not have access to computers. Irma also supports men and women serving in the armed forces

    by volunteering at the Ontario USO greeting military personnel. Beyond her volunteer work, she quietly

    donates financial support to service groups including Chino Hills Citizens on Patrol, Chino Valley Young

    Marines, and the Wickman Educational Foundation. The City is fortunate to have such a dedicated, caring

    individual who works hard to make a difference in our community.

    Nicole Wechsler Youth Community HeroNicole Wechsler is a 16 year-old junior at Chino Hills High School who loves to

    serve her community. From a young age, Nicole had a great willingness to help

    others. In elementary school she tutored students and raised money to purchase

    school supplies. In junior high she served as a student member of the PTSA Board

    and volunteered at the Library and Registration Office. Now, as a high school

    student, Nicole is advocating for a pool so future students can enjoy the benefits

    of water sports and extra-curricular activities. Nicole has also been active in Girl

    Scouts where she has been a camp counselor. She also made hygiene baskets

    for women at the House of Ruth and blankets for their children. Nicole earnedher Girl Scout Silver Award and is currently working to earn her Gold Award by raising $4,000 to replace

    the flooring at the Girl Scout house. She has made meals for cancer patients, volunteered at the Inland

    Valley Humane Society, helped with the Special Olympics at Cal Poly Pomona, and supported the Ronald

    McDonald House Charities. Nicole is a great example of how a young person can make a huge difference

    in their own community.

    Many people in Chino Hills enjoy the companionship of a four-legged friend. If you enjoy

    the company of a dog, please be sure to keep your dog on a leash when out in public. The

    law requires a dog to be on a leash, six feet or less in length, and under the control of a

    competent person. It is against the law to let your dog off leash in any public place

    including all City parks, school properties, vacant land, commercial centers, andopen space areas. Even if you consider your dog friendly, they must be on a

    leash and under your control. Unleashed dogs can cause anxiety for other dog

    owners and people who may be fearful of dogs in general.

    The City of Chino Hills encourages residents to help do their part to prevent

    storm water pollution. Runoff from urban water uses flows untreated through the

    All homes are at risk of being burglarized even in the 13th Safest City in the

    United States Chino Hills. Homes that provide criminals with an opportunity

    to sneak onto the premises undetected, or that allow easy access due to poor

    security locks, or open / unlocked doors and windows, are at a higher risk of

    being targeted. Homes that have green belts or open space areas behind them

    also fall into the higher risk category. Residents whose properties have these

    characteristics should consider installing high-quality locks and motion-sensor

    lights, and trimming landscaping that could provide cover for a criminal.

    Watch out for a new ploy that criminals are using to identify unoccupied homes. The criminals will knock

    on the door to see if anyone is home. If someone answers the door, the burglar will have a story ready like

    I found this cell phone on the sidewalk - is it yours? If no one answers the door, the burglar kicks in the

    door or moves to the backyard to break into the home and steal property. The driver will be waiting nearby

    for a quick get-away and the thieves will be gone in just a few minutes. For your own safety, the Chino

    Hills Police Department is recommending that you speak through the door, even if you decide not to openthe door, so the visitor will know that someone is home.

    Southern California Edison (SCE) started construction of the Tehachapi Renewable Transmission Line in

    October after the Appellate Court denied the Citys request for an injunction to stop construction while

    the Citys Appeal is pending. The Citys Appeal remains active and the case could be heard by the court

    sometime within the next 18 months. The courts are facing furlough days and cutbacks so it is difficult to

    project when the case will be heard. According to SCE, construction will continue through December of

    The City of Chino Hills oversees a regular program of road maintenance with the commitment to make

    an annual investment in the road system in order to extend the useful life of the pavement. High-quality

    maintenance projects seal the roadway and significantly reduce the breakdown of the pavement caused by

    weather and traffic. Three projects were completed during the summer and fall months.

    Peyton Drive from Woodview Road to Chino Hills Parkway was improved with a 3/8-inch rubberized

    interlayer membrane, followed by the application of a rubberized asphalt overlay. This application lasts

    longer than conventional asphalt concrete. This $854,000 project was funded by the Measure I half-cent

    sales tax, first approved by voters in 1989 to fund transportation projects in San Bernardino County.

    A second project funded by Measure I was the annual street improvement project which focused on

    Eucalyptus Avenue from Chino Hills Community Park to its west end near Rancho Hills Drive. The

    $288,000 project included crack sealing and pavement repairs followed by the application of rubberized

    slurry seal or asphalt overlay.

    The third street improvement project improved Peyton Drive from Royal Ridge Road (north of Grand

    Avenue) north to the City boundary at SR-71. This $539,000 project added a second left turn lane from

    southbound Peyton Drive to eastbound Chino Avenue, and northbound Peyton Drive to westbound Chino

    Avenue. This project included crack sealing, pavement repairs, and a full width asphalt overlay. Fundingwas provided by Proposition 1B, a Statewide bond initiative to build infrastructure.

    Work on the next phase (2b) of the Citys project to improve Peyton Drive is expected to begin in December.

    Peyton Drive will be expanded to six lanes between English Road and Eucalyptus Avenue. The project also

    includes installation of curb and gutter improvements, streetlights, and sidewalks on the west side of Peyton

    Drive. Most work will occur behind k-rail within the future right-of-way. A landscaped median will be

    added. Two-way traffic will be maintained at all times. Travel lanes will shift periodically to accommodate

    construction. The project is expected to be under construction for approximately four months. Rememberto take advantage of the City websites E-Notify feature to receive project updates via e-mail or text. Visit

    webcam in the project area to provide real-time road conditions 24/7. So avoid Peyton Drive if you can or

    Phase 3 of the Peyton corridor improvement project will expand Peyton Drive from Eucalyptus Avenue south

    to Chino Hills Parkway to four lanes. This phase may begin in late spring next year and includes extensive

    work on the Chino Creek Channel.

    The Chino Hills Volunteer Service Program was established in 1993. Volunteers contribute significantly to

    the quality of life in Chino Hills by donating their time and effort to benefit the community.

    Noel MayfieldNoel Mayfield has been selected as the Highlighted Volunteer for the month of October.He became a volunteer with the Chino Hills Police Department in 2004 as a member of

    the Citizens on Patrol (COP). Noel first learned about the COP program when he drove

    by the station and saw a recruiting banner. He thought it would be a good opportunity to

    volunteer for the City. He was looking for something to do since he was newly retired.

    Noel volunteers over 500 hours each year and his duties include coordinating DUI and

    drivers license safety checkpoints; assisting with traffic control during the rainy season

    and for special events like the holiday boat parade; providing traffic enforcement; and

    protecting crime scenes. Noel was elected to serve as the Commander of the COP Unit, a position he hasheld for the past three years. What Noel enjoys most about volunteering is how fun it is getting to learn

    about his City. He also enjoys hanging out with his wife Linda, also a COP volunteer, when they patrol

    together. In 2009, Noel was the Co-volunteer of the Year for the Police Department, an honor he shares

    with is wife. Noel was awarded the COP Coordinators Choice Award in 2007, named the Citys Highlighted

    Volunteer in January of 2007, and COP of the Year in 2004. Noel and his wife Linda have been married for

    35 years. They have one adult son and have been Chino Hills residents for over 35 years.

    Julie Fernandez and Sharon FradellaJulie Fernandez and Sharon Fradella have been selected as the HighlightedVolunteers for the month of November. These sisters joined the Chino Hills

    Auxiliary Radio Team (CHART) together in 2009. They both had been eager

    to receive their Ham Radio licenses, and help carry on a family tradition. Theirparents, Jack and Shirley Pattison, were both Ham Radio Operators starting in the

    1950s. As Julie and Sharon became more involved with CHART, they realized

    how rewarding it was to communicate with others and to help the community.

    They both received their Ham Radio Licenses in May of 2010 and took over their parents call signs.

    Julie and her husband Hector have been Chino Hills residents for 12 years. They have two sons and four

    grandchildren. Sharon, and her son Garrison have been Chino Hills residents for 13 years. Both Julie and

    Sharon are delighted to carry on their family tradition while volunteering for their community.

    Linda Henze-StaleyLinda Henze-Staley has been selected as our Highlighted Volunteer for the month ofSeptember. Linda has been volunteering on the Graffiti Abatement Team since June of

    2009. She read about the Graffiti Program in the City News & Recreation Brochure.

    She noticed graffiti in her neighborhood while walking her dogs, and decided to call the

    graffiti hotline. Linda eventually joined the Graffiti Abatement Team to help do her part

    to keep her community beautiful and safe. Linda is also a graduate of the Chino Hills

    Citizens Academy and she found it highly informative. She said the classes really opened

    her eyes about how her City functions. Linda has been married to her husband George

    for 26 years. They have three children, four grandchildren, and two mini poodles, Randy

    and Sandy. Linda retired from AT&T as a Manager in Engineering after 35 years of service. Linda enjoys

    visiting her cabin in Big Bear, shopping and having lunch with friends, gardening, sewing, and decoratingfor the holidays. Linda and her family have been Chino Hills residents since 1979.

    Beginning Rock GuitarThis class covers essential basics based on rock, metal and

    blues styles. Students are introduced to jamming on simple

    rhythm and lead patterns featuring cool riffs and licks that

    and modern blues. Acoustic guitars are welcome!

    Beginning GuitarThis class is for anyone just learning how to play acoustic

    or electric guitar. Lessons include tuning, first position

    melody playing and chords, rhythms through eighth notes,

    solos, ensembles, strumming and picking.

    Class focuses on body

    coordination and self-discipline,

    while learning to twirl a baton

    from an instructor who has

    produced several state and

    national champions! Students will have the opportunity to

    twirl in a Disneyland Parade. Students must be enrolled

    in class four months prior to parade in order to participate.

    Parades take place in June and December. Batons and end

    a beginning class that will teach you to glide effortlessly,

    skate forward, backward, spin, and stop. Youll also learn
