Coke Drum Reliability ProjectBackground
The refinery supplies
20 percent of the motor vehicle fuel in Southern California
40 percent of jet fuel at LAX
Total refinery capacity of about 270,000 barrels/day
The Coker squeezes the last drop of oil out of each Barrel
The Coker accounts for about 65,000 barrels/day to the total refinery
The existing coke drums were 45 years old and had reached end of life:
Batch process = Thermal cycling 2x/day
Cracks would develop, and have to be fixed (~35% reduction in production rate)

1. Engage the right contractors
– We evaluated the move contractors by their record, qualifications, and proposed
plans. Not by price.
Big Lift:
– provided plan to fit all 6 drums on one ship.
– Provided Mitigations such as: Lashing plans, bunker fuel plans, communication
plans.
– They allowed inspections of facilities and vessel. Provided assurances about
routing around weather conditions as needed. Met Schedule plans.
Mammoet:
– Long track record in industry and within Chevron
– Had specialized equipment to meet Cal Trans regulations
– They hired the same sub-contractors used in the historic space shuttle move.
– Open to making the move a pleasant experience to the surrounding community
