    In a referendum lastweekend, voters elected toamend the Constitution todefine marriage as being between a man and a woman,effectively banning gay marriage. Sixty-five percentof Croatian voters favored the amendment. However,President Josipovic stated his distaste for the referendum,saying, Defining marriage between a man and a womandoesnt belong to the constitution.

    Oleg Deripaska, theRussian billionairewho heads the CentralEuropean Aluminum Company, is suing theMontenegrin government for 100 million euros due tothe failure of its aluminum plant in Montenegro. Heclaims the country violated a 2010 agreement, leadingto the plants bankruptcy. Te government insists itfollowed all laws and that bankruptcy proceedings fitboth domestic and international legal provisions.

    Run-off elections heldSunday in 25 of Kosovos 38municipalities proceededpeacefully, with voter turnout around 40%. Polls saw thedefeat of Prishtinas longtime mayor, as well as wins by theBelgrade-backed Serbian List party in six Serb-dominatedmunicipalities. Te election, the first round of which wasmarred by violence on November 2, is a key element of anEU-brokered deal to normalize Serbia-Kosovo relations.

    Sources within theSlovenian government areclaiming that Slovenia willneed only $5 billion to recapitalize its troubled bankingsector. Tis will allow Slovenia to avoid a bailout from theEuro Zone. Te official results of an external audit will bereleased on December 13.

    Minister Taci, in Brussels on Tursday to discuss waysto implement a pact undertaken in April between thetwo countries. Te two discussed ways to appoint judgesand officials in the northern part of Kosovo, which has anethnically Serbian majority. Te two will continue talksin mid-December.

    Prime Minister Gruevskisaid in an interview thisweek that talks between

    Macedonia and Greece regarding the name disputehave seriously deteriorated over the last 18 months. Heclaimed that the tone of the disagreement had beengrowing more positive before Greek Prime MinisterSamaras took office in 2012. Since then, he says the talkshave regressed. Outside observers have said that bothsides should continue to promote negotiations.

Arrested in the Bosnian Serb-controlled towns of Kotor Varos, Bileca, and rebinje, thenine are suspected of the torture, illegal imprisonment,expulsion, deportation and killing of Croatian and
