    On Wednesday, a federalsiege in the Russianrepublic of Dagestan leftseven dead and five wounded. Tree of those killed wereRussian security force members; the other four wereIslamist militants, including Marat Idrisov, the manresponsible for last months bombing in Pyatigorsk. Tesiege was part of a regional security sweep, as authoritiesstep up security measures ahead of the Sochi Olympics.

    Te Ukrainian CultureMinistry has written a letterto leaders of the UkrainianGreek Catholic Church, warning that they must ceaseholding open-air services in Kievs Independence Square,or face legal repercussions. Te ministry called theservices a violation of Ukrainian legislation regarding thefreedom of conscience and religious meetings, but thechurchs Archbishop has said the services were directlyrequested by the pro-European protesters in the square.

    Russia has taken stepstowards establishing its firstairbase in Belarus, which ithopes to open in 2015. Te move has prompted concernfrom Belaruss NAO-member neighbors, as well as amodest public protest on Tursday in Warsaw. Russia andBelarus signed an agreement on the joint protection ofthe two countries airspace in 2009. Tey have yet to agreeon financial terms for the new base, but observers sayMoscows eagerness gives Belarus considerable leverage.

    Moldovas CCA, the officialbody in charge of mediaregulation, has excludedthree major news channels from the list of channels thatprivate cable providers are required to air. Opponentsof the measure call it politically-motivated censorship.Employees of one of the channels, Jurnal V, held protestsoutside of CCA headquarters on Monday and uesday.Te OSCE and US Embassy have also called on Moldovato reconsider the measure, stressing the need for mediapluralism.

    Officials in Georgiaannounced Tursday thatthe body of former prime

    minister Zurab Zhvania would be exhumed in efforts todetermine the cause of his death. Zhvania, a key figure inthe 2003 Rose Revolution, was appointed Prime Ministerin 2004, and died in 2005 from carbon monoxide poisoning.Investigators at the time blamed his death on a poorlyventilated gas heater. but his family has suggested itmay have been a politically motivated killing.

    Tis week, the Armeniangovernment approved thesale of 20% of its shares in

    joint Russian-Armenia gas company ArmRusgaspromto Russian gas corporation Gazprom. Tis sale meansthat Russia now controls 100% of ArmRusgasprom. Teoriginal agreement between the two countries regardingthe sale and purchase was signed early last Decemberduring a visit from Russian President Putin.

    Prime Minister Erdoganis calling an investigativereporter a traitor after he

    published leaked documents about a corruption scandalsurrounding his administration on witter. Erdoganspreviously tight control over the media is slipping, asreports of purges of police officers investigating thecorruption and documentation of bribes to public officialscontinue to surface. Since the scandal broke, almost 2,000policemen have been removed or reassigned.

    dissidents, who claimed that the home was full of itemstaken from the Uzbek national museum illegally. Tegroup posted photos of the items online, documentingpieces that a former official in the Uzbek culture ministryconfirmed were paintings originally placed in statecollections. Karimova accused her security of letting thedissidents into her home in order to hurt her reputation.

    Slovakias fourth directpresidential electionsince independence hasproven to be a popular one, for candidates at least. Slovak citizens will take to the polls on March 15,with a potential run-off round slated for March 29.

    Hungary and Russiadeepened their energyties this week. In a sign ofwarming relations between the two countries, HungarianPrime Minister Viktor Orban and Russian PresidentVladimir Putin concluded a deal that will grant Russiannuclear power company Rosatom the contract to constructtwo new units to Hungarys largest nuclear power plant.

    Te Constitutional Courtof Romania rejected aproposed law grantingimmunity to elected officials charged with corruptionwhile still in office and criminalizing libel on Wednesday.Te vote, which passed parliament in December, washeavily criticized by President raian Basescu andWestern governments.

    Lithuanian Prime MinisterAlgirdas Butkevicius, haspromised to resign if the

    country fails to join the Eurozone by January 1, 2015.Te government has approved a bill that provides forthe adoption of the euro in a years time. It remainsunclear whether the popular support exists to pass thebill, or whether Lithuania will be able to meet the stricteconomic entry criteria.

    Latvia has successfullycompleted its transitionto the Eurozone this week

    with the closing of a two-week period of dual circulationof lats and euros. Beginning on Wednesday, the euro isthe only legal tender in the Baltic country. Te date marksthe culmination of efforts that started in November, whenLatvias national bank began distributing euro banknotesto banks, retailers, and other businesses. Latvia is the18th EU member state to join the Eurozone.

    On Wednesday, new PolishDefense Minister omaszSiemoniak announced

    plans to reduce troop numbers in Afghanistan fromapproximately 1,600 to 500 by May of this year. Tis planexpedites Polands previous timeline for troop withdrawals,which foresaw the retention of approximately 1,000troops in Afghanistan through 2014.

    Croatiaweek, the first by a Bulgarian head of state in 15 years.Plevneliev and Xi Jinping agreed to double trade volumeover the next five years. Plevneliev offered up a range ofbusiness opportunities for Chinese firms, including theconstruction of the planned Black Sea motorway, and theconcession of Black Sea and Danube ports.

    A Zagreb court ruled lastweek that Josef Perkovic,a former Croatian secretpolice chief, could be extradited to Germany, where heis accused of complicity in murder. Perkovic is thoughtto have plotted the death of Yugoslav dissident StjepanDjurekovic, who was killed in Bavaria in 1983. Perkovicsdefense and the Zagreb County Prosecutor have bothappealed the extradition on technical grounds.

    Te Montenegrin ForeignMinistry has stated thatit would like to joindiplomatic offices with other countries in the region,following the Scandinavian model. o this end, it hassigned an agreement with Macedonia to join diplomaticand consular offices. Montenegro signed a similaragreement in 2007 with Serbia, who is now pushing forjoint diplomatic missions as well.

    Nearly 400,000 residentsin and around Pristina arefacing a water shortagebecause of drought and a fall in the water levels in the twoartificial basins that supply the capital. Europes winterhas been unusually warm and dry, and Kosovos under-developed weather monitoring caused it to be unpreparedfor such dramatic fluctuations. Even if it does snow in thenext few weeks, experts say that the system is unpreparedto capture the snow melts it needs.

    Prime Minister Bratusekhas announced thatconstruction on the Sostanjcoal-fired power plant will continue, even though its costhas now reached $2 billion. Te project, financed largelyby the European Investment Bank and the EuropeanBank for Reconstruction and Development, will replacetwo existing units at the plant, adding an additional 600megawatt unit and increasing output capacity by 30%.

    Te Council of Europescommissioner for humanrights has called on Albania

    to intensify judicial reform, saying that corruption inthe judiciary undermines public trust in justice and therule of law in Albania. Te CoE called for the increasedindependence of the High Council of Justice, and said theGeneral Prosecutor should be subject to majority approvalby parliament. ransparency International ranks Albaniaas the most corrupt country in the Balkans.

    On uesday, Serbiasorganized crime prosecutorMiljko Radisavljevic

    announced the arrest of two former state security officials,Ratko Romic and Milan Radonjic, in connection to the1999 murder of opposition journalist Slavko Curuvija.Deputy Prime Minister Alexander Vucic announced thatformal charges will be filed in March.

    On January 8 the two topofficials in Macedoniasmain opposition party, the

    Social Democratic Union of Macedonia (SDSM), metwith EU Commissioner of Enlargement and EuropeanNeighborhood Policy Stefan Fule in Brussels. Fule saidMacedonia needed to raise its level of political discourseand conduct reforms on rule of law, press freedoms, andelectoral processes for future successful EU integration.
