blood. Thats up from theaverage of 32 people killedon the same day duringother weeks around the hol-

iday.On New Years Eve, an av-erage of 45people diedin al-cohol-related crashes, asopposed to 36 on the sameday in other weeks duringthe holiday season.

    Roughly 85 percent of the

crashes on both of thosedays involved a driverwhose blood alcohol contentwas higher than 0.08, the

legal limit to drive in Mary-land, according to the AAAFoundation study.

Food Lion, Safeway, Giant,Weis, Millers Market andBJs to buy the cookies, aswell as homemade cook-ies that were donated.

Regina Gassman, ofFinksburg, contributedabout 16 dozen cookies tothe program.

Gassman said she likesCookies for Cops becauseit lets police know peopleappreciate what they do.

With the New Yearsholiday coming this week-end, police throughout

Carroll County will bekeeping an eye out fordrugged or intoxicateddrivers.

According to an analysisof data from the NationalHighway TransportationSafety Administrationabout alcohol-related fatalcrashes around NewYears between 2000 and2009, deaths rise sharplyover the holidays com-pared to the same day ofthe week during otherweeks of the holiday sea-son. Theanalysis was con-ducted by the AAAFoundation for TrafficSafety.

On average, 80 peoplewere killed in crashes onNew Years Day with atleast one driver who hadsome alcohol in his or her

will be taken care of, Han-ley said.

Future discussion of theprocedure will includechanging the annual re-newal date to a time that isnot around the holidays, though transitioning willrequire a 6-month or 18-month license in the mean-time.

Its a matter of comingup with a procedure for ini-tiating the new licensingperiod, she said.

Prior to last year, restau-rants that did not file thepaperwork on time wouldmaintain operation and re-ceive an extension fromthe health department.Restaurants that still didnot renew their food li-cense would be taken tothe Carroll County DistrictCourt.

Many restaurant ownerswere upset by the proce-dural change and subse-quent restaurant closingslast year.

Health Officer LarryLeitch, of the CarrollCounty Health Depart-ment, said according toMaryland state law, a foodservice facility cannot op-

erate without a license. It should be obvious to

the owners why theirrestaurant was temporarilyclosed down, he said.

If you dont know all ofthis, then you shouldnt bein the food service busi-ness, Leitch said.

After some specific com-plaints that arose last year,he said the department istweaking certain aspects ofthe procedure.

    The wording of the sign

placed on the door ofclosed down restaurantsmay be changed to make itabsolutely clear that theclosing is only related tofood licensing renewal, hesaid.

Some business ownerscomplained that the signplaced on the door lastyear might lead people to

believe the closure was be-cause of sanitation rea-sons.

I think thats whatcaused some stir last year,Leitch said.

The most significantchange that has been madefrom last year is that a su-pervisor will be availablein the office to immedi-ately review applicationsbeing brought in Monday, the day non-compliantrestaurants are scheduled

to be closed down.Hanley said the supervi-

sor will be able to addressquestions and concernswith the application.Though restaurant ownerswill not instantly receive alicense, they can leave withapproval to re-open, shesaid.

I will be here and that

tary, said they also enjoyedbuilding debris shelters out

    f gathered sticks.We saw a finished one

nd we built off of that, assidy said. For the participating stu-

ents, the winter natureamp will be an introduc-ion to Outdoor School,

hich all sixth-grade pub-ic school students partici-ate in each year atashawha. These kids get an expe-

rience a typical sixth-grader wouldnt, said Vail, who is also an instructorfor Outdoor School. Theylearn more about conserva-tion and less about survivalwhen they come in sixthgrade.

This years winter naturecamp was the first after a9-year-old boy was killedand a 10-year-old girl wasseriously injured by afalling tree last year, as stu-dents readied for a morn-ing hike.

Vail declined to commentabout the incident.
