International Catholic Stewardship COuncil | 2017 Annual Conference
It was in July 1962, that Cardinal Joseph Ritter, Archbishop of St. Louis, invited a group of people to join him for dinner. Included in that group were Bishop Albert Zuroweste of Belleville, Illinois, and Father Paul F. Kaletta, a pastor in the archdiocese. The cardinal had just appointed Father Kaletta to head what was called the Archdiocese of St. Louis Expansion Fund, a fundraising effort to provide financing for a number of projects Cardinal Ritter hoped to accomplish before he retired.
The evening’s fundraising discussion took an unanticipated turn when Father Kaletta pointed out that one of the weaknesses of the Church was the lack of exchange and networking among dioceses and parishes. He was glad to see the Diocese of Belleville represented, but would have been most pleased if other nearby dioceses were also part of the exchange. As a result, at the end of the evening, Father Kaletta was charged with exploring a means by which dioceses might be able to come together, specifically to discuss, exchange ideas and share information about how they approached the challenges of funding the development of their dioceses, parishes, and schools.
Under the patronage of Cardinal Ritter and the efforts of Father Kaletta, a number of dioceses came together in late 1962 to form a group called the National Council for Diocesan Support Programs, or NCDSP.
In 1967, NCDSP incorporated, and in 1968, the new NCDSP board of directors changed its name to the National Catholic Stewardship Council, NCSC. Bishop Zuroweste became the organization’s first Episcopal Moderator, and when he stepped down in 1972, Bishop Edward Swanstrom, who headed Catholic Relief Services, became the second Episcopal Moderator of NCSC. Bishop William Connare of Greensburg, Pennsylvania, was to become the third Episcopal Moderator in 1975.
NCSC strove to identify a more spiritual and theological approach to the concept of Christian stewardship, a philosophy which moved beyond money and finances into a total way of life.
Beginning in 1991, at the NCSC Chicago conference, a program was prepared that not only included a greater emphasis on the theological and spiritual aspects of stewardship, but also offered sessions which had greater appeal and practical value to parishes. Up to this point, the organization had been primarily diocesan-driven.
Under the guidance and persuasion of then Archbishop Thomas Murphy of Seattle, Washington, the United States bishops’ ad hoc committee on stewardship, chaired by Archbishop Murphy, began to develop the bishops’ pastoral letter on Christian stewardship.
A HISTORY OF THE INTERNATIONAL CATHOLIC STEWARDSHIP COUNCIL

International Catholic Stewardship COuncil | 2017 Annual Conference
The final draft was revealed in part to the NCSC membership at its 1992 annual conference. The plenary session in late October 1992 at which the letter – Stewardship: A Disciple’s Response – was first presented included a panel of members of the ad hoc committee, including Archbishop Murphy, Bishop James Keleher of Belleville, who had become the fourth NCSC Episcopal Moderator in 1989, Bishop John McRaith of Owensboro, Kentucky, and Bishop Robert Morneau, Auxiliary Bishop of Green Bay, Wisconsin. Two weeks later at their annual meeting, the U.S. bishops overwhelmingly approved the pastoral letter.
In 1991 a board position was established for a Canadian representative, and NCSC became in effect an international organization, and 1998 saw the first of three international conferences held in Rome. Thus, in September 1999, the board of directors voted to change the organization’s name to the International Catholic Stewardship Council, Inc., or ICSC, to reflect its international mission. The 2002 annual conference was held in Toronto, Canada, another indication of this international trend.
Speaking of the annual conference, since those early days in the 60s, Catholic dioceses, parishes, associations and religious congregations from around the world have come together each year for four days of presentations, workshops, liturgies and major addresses. Participants have experienced the Catholic vision of Christian stewardship as a way of life. Timely topics by knowledgeable and experienced speakers have been part of a comprehensive program of spiritual reflection, theological formation, best practices and new ideas as they pertain to stewardship and church-related philanthropy. Inspiring liturgies, annual award presentations, engaging receptions and specialized exhibits have supplemented the worthwhile and valuable program.
This year, the ICSC will celebrate its 55th conference as it continues to grow and change; striving to promote and support Catholic teaching on stewardship, which is not simply an appeal for funds; but a Gospel-inspired expression of how we live our lives in response to the call of Jesus Christ.
