CHANGE OF HOURS NOTIFICATION

This is to notify all patrons of the Hanley Public Library that the weekly hours of operation will be changed, effective January 1, 2019.

The new library hours will be as follows:

Tuesdays – 1:00pm – 6:00pm Wednesdays – 9:30am –

12:30pm Thursdays – 2:00pm – 6:00pm

We have added an extra hour on Tuesdays, to better accommodate our patrons

and their increased use of the region-wide circulation process. We would like to thank all users of the Library and hope the new hours will provide more access for you.

LEGO CLUB runs every Thursday from 3:30—5:30 p.m. for ages 5+.

Hanley Housing Program

The Hanley Housing Authority on behalf of Saskatchewan Housing Corporation, offers the Social Housing Program. This program is designed to ensure that safe, adequate housing is available to those who could not otherwise afford it. Our tenants benefit from a safe place to call home, a community they can enjoy and peace of mind.

General Requirements for Housing

Applicants must meet income and asset limit requirements to be eligible for the Housing Program. All appli-cants are required to complete an application form and provide verification of income and assets, as requested.

Review Process

Applications are reviewed for eligibility and approved by the Housing Authority Board of Directors. We utilize a point score system that considers adequacy, suitability and affordability when determining the priority of need.

Once approved, units are allocated upon availability on a priority based, point score system.

Additional Information Senior housing rent is based on income – 30% of gross household income, collected via pre-authorized payment.

Units are smoke free – No smoking in the units by tenants or guests. Housing tenants are responsible for obtain-ing and paying for their own power. Heat, water/sewer are included in the rent.

Any questions related to the Hanley Housing Authority should first be directed to the manager.

All requested income information and previous landlord references must be included or application will not be processed.

Artificial Ice Project

Hockey Day in Hanley was a huge success again this year. It was games from Initiation right up to the Sr’s game that ended the day. It was a busy day with Raffle items, 50/50 and refreshments. Thank-You to Mountainview Food and Fuel, OJ Pipelines, Jeff’s Crestwear, Saskatoon Blades, Mitch & Melanie Barber, Han-ley Minor Hockey for your donations and to all for coming out and supporting the day and watching the kids play in front of there hometown crowd. Thank-You to all the volunteers that helped in the bar, selling tickets, and working in the kitchen.

Our last big draw of the day was announcing our First 2019 Trip a Month Winner: Gloria Bessey was the winner of the New Orleans trip and Mike Jess was the winner of the $75.00 Travel Voucher. The Senior’s club has family Hanley History books for sale if anyone is new to the community and would like one , or if anyone local wants to have a book.

There will be a $150 post-dated cheque damage deposit required on all hall or curling rink rentals when booked. This deposit will be refunded if the premises are left in good condition (e.g. floors swept, garbage removed, spills

mopped, chairs and tables stacked). Please allow 48 hours for inspection by caretaking staff and return of your deposit. Rentals must be prepaid with post-dated cheque when booked.

Notes from the Town Office:

Town Texting Does the Town Office currently notify you by email or by phone? Would it be better if we could notify you by a short text instructing you to check your email or the Town’s webpage? The Office staff are considering setting up texting but we would need your cell phone carrier (e.g. SaskTel, Bell, Telus, Virgin, Koodo, etc). Please call or email the Town Office if you would like to get emergency notifications in this manner.

In 2018, the Town donated $8,318 to the Hanley Arena and $2,365 to the Hanley Curling Club. These amounts covered the insurance to those facilities in 2018.

At our December Meeting:

There were no submissions received for the public hearing portion of the meeting in regards to Official Community Plan and Zoning amendments. Council ratified the decision to contract Brunner’s Construction for project management and construction to replace the 10” sanitary sewer main located under the CN Rail at the point of extension from a 3rd Ave. manhole to a point that meets with previous replacement of the main by Texcana Logistics and identified in the Tangible Capital Asset Register as #53A, with the installation of a steel casing and PVC piping. The CAO was instructed to send a request to the Town of Outlook for them to consider accepting, at their landfill, a/c pipe which had been removed from old watermain repairs. As the Town has not regionalized their landfill yet, they would not accept it. The Ministry of Environment suggested inquiring of the Town of Davidson to accept it but they also have not regionalized therefore it is not likely they will accept the pipe. The WaterWolf 2019-2020 budget was approved. Water and sewer connection applications were approved. Insurance premiums for the Arena and Curling Club were reallocated; and the Hanley Old Park/Spray Park surplus was reallocated for use in the 2019 season. The second and third readings of the OCP & Zoning amendments were completed and the amendments adopted. A street name bylaw was adopted and will be submitted for plan amendment with Information Services Corporation. A new laptop with 2 monitors, monitor arm & port adaptor were approved for purchase for the Town Office assistant’s desk. 2019 employee wages were set. Holiday pay was paid out to the Foreman. SUMA Convention expenses were approved. Utility bills where water services have been disconnected are to be applied to the tax roll including waste charge arrears. Unpaid amounts for Custom work were approved to be added to the tax roll. The CAO was instructed to apply for one summer employment student with the Canada Summer Jobs initiative. A bylaw amending the residential waste rates was adopted to reflect an increase by Loraas Disposal. The charge will be $20/month, billed quarterly on the utility bills for waste and recycling carts. The CAO was instructed to apply for Gas Tax Funding for the sanitary sewer main that was upgraded.


At our January meeting: The sewer main replacement project was reviewed. The work was done in 4 days and should have a life span of 75 years. Councillor McGregor reported on the WaterWolf Planning Commission. Krismer and Assoc. will continue to provide Board of Revision services. The Commission will be surveying municipalities to see if regional Bylaw Enforcement could be an option. The Board will be meeting later in January for a Strategic Planning session. The CAO reported on having attended an Asset Management meeting on Dec. 13. The discussion was creating the steps moving forward with Asset Management and GIS mapping. Councillor McGregor reported on the RCMP quarterly meeting. The usual reports were reviewed including Employee Payroll; Bank Reconciliations; unpaid Accounts Receivable; Water Consumption for the year; Building & Development Permits applied for or issued over the last month and the mostly complete 2018 December financial statements. CAO, Darice Carlson was appointed as voting delegate for the SUMAssure AGM. Insurance premiums were reviewed. The list of lands in arrears of taxes for 2018 was accepted and the lands in arrears of less than ½ the previous year’s levy were removed from the list. The list will be advertised in the Davidson Leader. Appointments were made for the following:

NOTES CONT’D: The Assessment Appeal fee was set at $500 per appeal. The Board of Revision remuneration will be determined by the fees as set by Gord Krismer and Assoc. Ltd. Utility arrears were reviewed with instruction to disconnect services. Campground maintenance and management for 2019 will continue the same as 2018. The unaudited financial statements for water/sewer and waste was reviewed. A declaration was made of the Town’s intention to participate in SUMAdvantage procurement program.

Why does the Town need an Official Community Plan and Zoning Bylaw and what are they good for?

An Official Community Plan is intended to provide direction as to how a municipality and local residents envision an area developing over the next ten to fifteen years. The Town of Hanley is a member of WaterWolf Land Use Planning Commission with a Regional Growth Management Plan that represents the major step by the member municipalities and First Nation in coordinating planning services and managing development for the region by acknowledging the internal challenges and external influences which will continue to have an impact on their jurisdictions.

Collectively, the Planning District’s Rural and Urban Municipalities, and First Nation share common goals and appre-ciate that broader community objectives can best be achieved through co-operative actions. These actions include ad-ministrative capacity building, stimulating economic development, providing guidelines to reduce conflicts between land uses, protecting sensitive environmental areas, and developing strategies to support community revitalization.

The” Growth Management Plan” (Official Community Plan), or strategy, is a guide for the decision-making of a com-munity, its councils and servicing agencies. The vision, policies and recommended actions expressed will guide the evolution of the WaterWolf Planning District. The “Plan” is intended to be a relevant and effective document during the next decade, recognizing that policies concerning land use and service provision will have implications beyond this period.

The “Plan” has individual pages for each member municipality that outlines the community, it’s objectives and general policies.

The purpose of a Zoning Bylaw is to regulate development in the Town and to provide for the amenity of the area and for the health, safety and general welfare of the inhabitants of the Town. The members of the WaterWolf District have similar zoning bylaws so there is a measure of consistency throughout the region.

The Planning and Development Act, 2007 establishes the planning and development system in Saskatchewan; identi-fies provincial interests that guide provincial and municipal planning decisions in the development of communities; supports the development of environmentally, economically, socially and culturally sustainable communities; enables co-operation between municipalities, planning districts and other jurisdictions and agencies in the delivery of planning services and infrastructure development with communities; provides for public participation in the planning process; and, provides equitable dispute resolution and appeal processes.

Some of the prescribed regulations include:

The power to establish a regional planning authority at the request of a municipality or municipalities. This is where the Town entered into agreement with other municipalities to form the WaterWolf Land Use Planning Commission;

that amendments to the OCP & Zoning Bylaws must ensure public participation; the provision of buffer strips or reserve which can include a portion of land or money in lieu of municipal reserve

land.

WaterWolf has provided for contracted professional planners. The member municipalities have access to Crosby-Hanna Associates for planning needs on a per use basis. As this company has the expertise in mapping, the Town has used them for changes to the OCP & Zoning maps. Crosby-Hanna has provided mini workshops to the WaterWolf members during regular or special meetings. Their staff is very helpful
