It was noted that the “Fare Capping ” Board report was received and filed. The Board made a motion on the
subject of “Fare Capping vs Fareless System Policy Questions.” Metro staff will provide further information
to the BOS on that item.
5. Traffic Reduction Study (TRS) (Emma Huang)
Information The TRS presentation focused on the rationale for the study and the following program elements:
• TRS goals and objectives
• Benefits and challenges
• Multi-year study
• Pricing models options
Next steps:
• Continue the stakeholder engagement and listening phase
• Summer 2021 – Take intermediate steps to the Metro Board for approval
• Spring 2022 – Take implementation plan to the Metro Board for approval
6. Bus Rapid Transit (BRT) Vision & Principles (Paul Backstrom/Fabian Gallardo)
Information The BRT presentation addressed the following:
• BRT study overview
• Public and stakeholder input
• BRT standards and design elements
• BRT stations and corridor prioritization methodology
• Top 7 corridors: Venice, West Olympic, La Cienega, Western, Sunset, Broadway, and Atlantic
• Future BRT network
Next steps:
• Continue to refine final corridor recommendations
• Complete design guide manual and report
• Present recommendations to the Metro Board by January 2021

7. Recovery Task Force (RTF) Update (Mark Vallianatos)
Information The RTF presentation addressed the initial recommendations and the additional 17 draft recommendations
provided by the RTF. An overview of the purpose, impacts, and goals was given as well as an emphasis to
focus on improving mobility and advancing equity in Los Angeles County.
The RTF work plan includes the following categories:
• New and improved services
• Responsive Metro
• Vibrant future
• Save money
• New revenue
The discussion on the implementation strategy, mentioned by a BOS member, was to ensure maximum
effectiveness with all participating agencies, large and small.
8. Legislative Update (Deserae Jones)
Information Deserae Jones provided the following updates:
State:
• The legislative session concluded with SB 757 (Allen) passing the legislature but fell short of
obtaining Governor Newsom’s signature. The bill would streamline the litigation process for major
capital transit projects. SB 995 (Atkins), related to SB 757, did not pass the legislature.
• Metro staff is planning the next legislative program for the next session. It is anticipated that staff
will bring back recommendations for AB 900, with proposals for transit projects and the Automated
Bus Lanes Enforcement (ABLE) item which involves issuing parking citations to drivers for impeding
bus only lanes. Recommendations will be presented to the Metro Board in November/December.
Federal:
• CARES Act Funding: Metro continues to work with its partner agencies on drawing down CARES Act
funding.
• COVID-19 Funding: Metro staff is working with member agencies in obtaining additional
transportation funds for the region.

• American Public Transportation Association (APTA):Legislative staff is working with APTA on
defining current and future social distancing requirements for patrons on transit vehicles.
• The federal legislative program is going forward to the Metro Board in November/December.
9. FTA Update (Mervin Acebo)
Information The following information was provided:
General Announcements:
• Staff update: Three new FTA employees were hired at the end of September for the Los Angeles
office. As a result, new staff reassignments were sent out to affected municipal operators via email.
Year-End Activities:
• Transit Award Management System (TrAMS) remains closed and will open in early November.
• FTA Triennial Review packages were sent out to participating agencies. Supplemental information
requests are due by December 18, 2020. This year, the reviews will be completely virtual.
• Notice of Funding Opportunity – A public transportation COVID-19 research demonstration grant
opportunity for $10M is available. The focus is on innovative solutions for community cleaning and
disinfection contactless payments. Eligible recipients can submit applications by November 2, 2020.
10. Access Services Update (Matthew Avancena)
Information The following updates were given:
• FY21 Budget: Access Services budget request was approved for $179M at the September Metro
Board meeting. The approval indicates an 18% decline from the prior year. An operating reserve of
$15M is included should ridership increase and new COVID-19 developments arise.
• Election Day: On November 3rd, Access Services will be providing free rides to the polls for its
customers and will include free turnaround trips for those submitting absentee or mail-in ballets.
• Fareless System Initiative: Access Services is working closely with Metro should the agency
implement the initiative. Access Services fares are tied largely to Metro’s fares . In the interim,
Access is working with forecasting consultants to estimate ridership levels as the impacts will be
significant.

11. Transit Industry Debriefing/Updates (All)
Information Tracy Beidleman raised an issue on EZ Pass reimbursements as they relate to COVID-19. The main issues
related to EZ-Pass formula adjustments, reimbursements, and fare adjustments.
12. New Business (All)
Information Joyce Rooney (Beach Cities) announced that Beach Cities initiated their Real Time Data Information System
application on October 12, 2020. Also, the Beach Cities Transit Center construction has also kicked off in
October 2020.

C. Adopting, in accordance with CEQA, the:
1. Findings of Fact and Statement of Overriding Considerations, and
2. Mitigation Monitoring and Reporting Plan;
D. Authorizing the Chief Executive Officer to file a Notice of Determination
with the Los Angeles County Clerk and the State of California
Clearinghouse; and
E. Instructing staff, in coordination with the FTA, to work with the Southern
California Regional Rail Authority (SCRRA) and the City of San Fernando
to address new issues raised along the 2.5-mile shared railroad ROW.
