    This is the first Edition of Building and Structural De#ign Codes - An International Survey. It has been prepared with the help of Standards Bodies, Building Associations, and Government Ministries around the world.

    Building and Design has, traditionally, been a locally controlled and influenced matter. Local resources and conditions, and the limits these imposkl, have been the primary influence on structural design codes.

    The opening of International markets and the strides bade in innovative designs, have made Governments increasingly aware of the need to both hake regulations easily available and to consider relaxing them in order to ease International *ade. It is an area of change as new less prescriptive codes come in to existence and agreemends between nations are forged.

    The publication will be updated quarterly to keep ab east of these changes. Countries not so far included will be added, as the information be 5 omes available. Developments within Europe will also be monitored and the information k@t up to date.

    e INTRODUCTION

    Purpose

    This publication aims to provide easy reference to International Building regulations for Structural Designers and Architects. It is a direct result of enquiries received from industry regarding the regulations, legislation, and design requirements to be met overseas.

    Scope

    This survey covers National Building Regulations and design Standards. The Regulatory body is cited and where applicable any acceptable Foreign Standards are also included. It is divided in to the European Economic Area and the Rest of the World so that any mutual agreements may be highlighted.

    Sources of Information

    Most countries have been sent questionnaires to their respective government departments and the information received from them has been used in compiling this document, their assistance is much appreciated. The National Standards Bodies have been instrumental in providing information or alternatively providing the relevant approval authority and their help is also acknowledged.

    Construction Products Directive Eukocodes

    Council Directive 89/106/EEC of 21 December 1988 on the approximation of laws, regulations and administrative provisions of the Member States relating to construction products.

    Council Directive 93/68/EEC of 22 July 1993 amending Directive 89/1 O6/EEC (construction products)

    The CPD is an attempt by Europe to ensure the Safety of constructions in all countries of the European Economic Area. It lays down six essential performance requirements:

    1. Mechanical resistance and stability 2. Safety in the case of fire 3. Hygiene, health and the environment 4. Safety in use 5. Protection against noise 6. Energy economy and heat retention

    The Directive permits two methods of compliance a) Manufacture in compliance with

    Harmonized European Standards (relevant national standards or Euronorms)

    b) European Technical Approval.

    At the time of going to press no Harmonized standards have been published.

    Th6 series of Eurocodes provide deftnitions of building performance. They coder all aspects of the Design of st ctures and contain formulae and data whch can be used to calculate the key di I ,ensions and other design variables for an i proposed construction.

    Th Eurocodes are made available in ea h member country of CEN, which includes the EC and E R A member CO ntries, by each countrys national sta dards body in the appropriate lan uage. Each member country has also pro uced a National Application Document (N I D) in the codes most appropriate to the giving definitive figures for nationally reg t: lated safety values, a schedule of sudporting national reference standards and providing guidance on application. Also as the CPD allows individual Member States to require different levels and classes of performance for products, manufacturers will also need to ensure that their product meets the specific national regulatory requirements of the country concerned.

    Notes Local authorities carry the main responsibility for land-use planning and b ilding supervision. The Building Act defines the rules for planning and building. The regional v and-use plans drawn up by the Regional Councils guide the master plans and the detailed plans of local authorities.

    Adequate documentatlon must be acquired beforehand on the quality and use of structures and building materials and the quality is controlled by initial tests and production tests when needed.

    Building regulations may also be found in other legal provisions of the local authority such as public health, fire safety bye-laws, and police orders. The level of structural safety presaibed conforms to European perfohnance levels. Guidelines for concrete structures are based on the CEB Model Code and consequently comply with international levels as to content and ratings.
