Without a doubt the 18 members of the Rumplestiltskein Fibre Arts Guild have the best-dressed beds in the Boundary. These 18 individuals along with local Women’s In-stitute groups and five or six other quilting friends contributed some 216 articles for the 2015 Traditional 2 Trending Quilt show.

The judges recognized four categories. The award winning quilts were:

the wheel and sewed half of them into a semi-circle. The project then lay in a vegetative state for over 10 years, sometimes thought about but mostly lurking in despair.

“A year ago I decided that something had to be done. There was too much invested to let it go. By that time I had been amongst the quilters long enough to know the mandala project was still be-yond me. So I asked my good friend and neighbour Judy Harpur, a masterful quilter and artist, if she would tackle the project and complete the quilt. She agreed and a heap of fabric became a delight.”

Miriam March, Whisper-ing Pines Quilt Studio did the machine quilting.

The Kettle Valley Railway – Steel Bridge Triptych took the show Pictoral Award. The panels were by Lynn Wickens, Diana Bartelings and Lynda Dennill; the original photo was taken by Lynda Dennill of Rock Creek.

Other triptych panel projects were the Mount Baldy Triptych with panels by Bonnie Edstrom, Debbie Thomas and Miriam March with the original photo taken by Vivian Browne of Rock Creek; the Lawless House Triptych by Liesje Gough, Marjorie Thomas and Louise Bayles with the original photo taken by Liz Bryan of Rock

Creek; and the Midway CPR Station Triptych shown in the picture accompanying this article.

Both Saturday and Sunday featured demon-strations by guild members: Bonnie Edstrom – machine felting, Ann Neufeld – fabric pottery, Miriam March – the modern quilt and Judy Harpur – rug hooking. Plus Alison Winstan-ley, Grace Hart and Jackie Austinson were hand

quilting throughout both days. Rumplestiltskein Fibre Arts

Guild meets twice a month. For more information, contact Lynda Dennill at 250-446-2431.

The Boundary C 4-H sewing program also had a display of re-cord books and an explanation of the program that see young mem-bers learn not only fabric arts, but public speaking and modeling.

In the board room of the pavil-ion the Kettle River Artists hung works in oil, acrylic and water-colour by more than 10 of their members. It made for a quiet place to enjoy lunch and some lovely landscapes and wildlife paintings

as well. The room appears well suited for such a display as one wall is covered with windows from edge to edge. You can see work by these artists on display at Kettle River Woodcraft in downtown Rock Creek.

The show was one of the best deals in the Southern Interior last weekend, only $5 to get in.

B&E reports continueAlthough suspects are in custody

in Kelowna, Midway RCMP are still receiving reports of break and enter events as people return home from vacation.

RCMP Cpl. Judson Mayes report-ed that the Midway detachment received a re-port of a break and enter on Fish Lake Road near Bridesville. According to Mayes, the property owner returned home from vacation and notice a smashed window to his vehicle and items miss-ing.  The theft is believed to  have happened the first or second week of April, and believed to be the work of a male and female who are currently in police custody in Kelowna.

The couple are allegedly responsible for a rash of break and enters and vehicle thefts in the Boundary region.

***Police observed a suspicious vehicle in Rock

Creek last Friday, April 17. The driver attempted to elude the officer by driving off onto a side road. When the vehicle eventually stopped, the RCMP officer found a male driving under a prohibited driving suspension.

The driver was arrested, given documents to appear in court in Grand Forks in June and then

released. The vehicle was towed and impounded.

***On Sunday, April 19, Mid-

way RCMP received a report of an  adult male only  wearing

shorts  and running shoes, no shirt,  on private property on Beaverdell Station road. Police re-port the he was scratched with minor cuts and abrasions and appeared to be under the influence of narcotics.

The individual was checked out by first re-sponders from Beaverdell and deemed  fit for a night in a cell at the Grand Forks RCMP Detach-ment, and released the next day when sober and not under the influence of drugs.

***Midway RCMP would like to remind Bound-

ary region residents to be aware while driving at dusk and in the early morning hours of the in-creased amount of wildlife (deer) that are on the highways.

Travel with caution.***

Mayes also issued a continued reminder for residents to lock their homes and vehicles. Lock it or lose it!.

RCMPBRIEFS

Interior Health is pleased to announce that nurse practitioner Celia Evanson will be available to support Greenwood residents with primary health care needs each Monday at the Greenwood Medical Clinic beginning May 4. Her work will support the health care provided at the clinic by Dr. Michael Slatnik and the medical team.

Nurse practitioners work in partnership with physicians and other health-care profession-als to provide quality care to people of all ages, families, groups and communities. They are reg-istered nurses with additional education at the Master’s level and are qualified to diagnose and

treat illnesses, order tests, prescribe medications, manage, monitor and review chronic health con-ditions.

Evanson has a wealth of experience as a nurse practitioner and nurse. She came to Interior Health from Northern Health and spent time earlier in her career working as a nurse in the Boundary Area.

Residents can book an appointment with Evanson through the Greenwood Medical Clinic (phone: 250-445-6626).

Evanson will still be working three days a week at the Rock Creek Medical Clinic.

Quilts of buildings, of bridges, of beauty in nature graced the walls of the pavillion.

The quilt and art show at the pavilion at the Rock Creek Fairgrounds last weekend was, in a word, amazing. There are about 18 members in the Rumplestilskien Fibre Arts Guild, but they managed to produce most of the 216 ar-ticles in the show. It takes a while to get that many items ready, so you can understand why they only hold a show every two or three years.

There were colourful quilts everywhere. Where there weren’t quilts there were other things with names known only to the initiated.

The pavilion boardroom had been turned into a nice quiet place to enjoy the lunch ca-tered by Jerry Watson. As a special treat, the walls in the boardroom were hung with canvas that had been blessed by the brushes of Kettle River Arts Club.

One thing for sure though —you really wouldn’t want any LSD in your Kool-Aid when you go to a quilt show. Talk about sensory over-load!

***Beginning tonight and running for four performances

through Saturday evening is Nana’s Naughty Knickers, a production being performed by Midway and Beyond Lit-tle Theatre. This new company has much to offer the local theatre audiences. They are under the direction of John Hibberson and the actors are budding stars from the local communities.

There are three evening performances—the Friday one has the option of a spaghetti dinner being served by the Grade 6/7 class as a field trip fundraiser. There is also a single matinee performance on Saturday afternoon.

Much like creating a quilt, it takes time to stage a play such as this, so we only get treated to a performance three or maybe four times a year.

So don’t be disappointed. Tickets are $10 per person at The Spot in Midway. Phone for reservations and info

250-449-2345. This is another event where you would probably want

to order your Kool-Aid straight up. However, there will be a cash bar at all showings for those who wish to enjoy a glass of wine or a beer to go along with their evening out on the town.

***Special K isn’t about these days to listen to

me whine and snivel about the little things that irk a person so you, dear reader, get to take on the task.

What has got my goat this week is the re-cording my cell phone gives me whenever I place a long distance call.

How does this sound for ridiculously re-dundant: “Please stay on the line while your call is completed.”

Did they think I was going to hang up on myself?

***You may not believe this, but my cat need-

ed a new battery the other day. I have a fancy pet door that opens only when the ani-

mal that is trying to come in has a strong magnet attached to their collar. This trips a circuit that unlocks the flapper.

I have the thing set up so that you don’t need a mag-net to go out though—only coming in. That’s a good idea because if something ever went haywire and an unwant-ed animal did get into through the pet door, you sure wouldn’t want to lock them in.

So there you have it—that offer of cats that I had in my column last week has been sweetened a bit. I can now advertise them as having fresh batteries recently installed.

Seriously though, I am still looking for foster home(s) for my four cats for the month of May while I get settled in Oregon. Inquire at [email protected].

Show was simply amazing

National Victims of Crime Awareness Week (Vic-tims Week) is held each year in April. The goal of Vic-tims Week is to raise awareness about issues facing vic-tims of crime and the services, programs and laws in place to help victims and their families.

This year Victims Week takes place from April 19 to 25. The theme for Victims Week 2015 is “Shaping the Future Together.” This theme recognizes that:

• Many victims are looking to move beyond their victimization and shape their own future. While all victims of crime define their experience differently, their victimization does not need to define them.

• Throughout Canada, countless dedicated pro-fessionals and volunteers devote their time to shape a better future for victims of crime. People like legal services outreach worker Barry Pratt and RCMP Vic-tims Services Program Manager Cathy Riddle; and or-ganizations such as the Boundary Women’s Coalition. These victim service providers and criminal justice professionals give information and meaningful sup-port to victims and their families at the community, provincial, territorial and federal levels to help victims as they navigate the criminal justice system.

• National Victims of Crime Awareness Week also recognizes victim service providers who strive to shape a future that includes effective and efficient services to victims of crime.

• Over the past 10 years, National Victims of Crime Awareness Week has helped to shape the future for vic-tims by raising awareness about the issues facing vic-tims of crime and the services, programs and laws in place to help victims and their families. Through fund-ing and collaboration with organizations that provide victim services, we are shaping the future together.

IHA liaises with the village

Cindy Crane, acute health service manager for Interior Health, also serves as community liaison for Rock Creek, Midway and Greenwood. She came to Midway council meeting on Monday night to give an overview of IHA services.

She detailed specific IHA contacts that council should be aware of and said the health authority is moving from a re-active to a proactive response to health.

“Which means staying as healthy as we can with activity and diet,” she said.

Councillor Gary Schierbeck asked about the long wait times for the blood lab clinic in Midway. He said the wait time for an appointment was now one month and those going to Grand Forks were reporting long wait times at the lab itself.

Councillor Marguerite Rotvold, who

herself chairs the West Kootenay Boundary Re-gional Hospital District, said she had raised the is-sue at meetings with IHA CAO and President Dr.

Robert Halpenny last week and was to have further conversations about it with regional staff.

Water hook-up policy found wantingVillage works foreman John Boltz re-

ported a homeowner damaged the shut-off valve to his property on the weekend and now the only way to cut water to the house is to shut off the whole street. This has prompted Boltz to suggest a review of the water hook-up policy.

Current practice is for the homeowner to make the connection which will then be inspected by the village. Council dis-cussed the possibility of added require-ments for specific parts and/or requiring that a licensed tradesman do the work.

The issue was referred to staff for more information.

Vintage truck to return to Riverwalk Trail

Council has instructed staff to return the maple leaf truck to the Riverwalk Trail. Administrator Penny Feist said the works crew had removed sharp metal edges and welded the doors and hood shut to mitigate the risk and liability that the vintage truck posed to the public.

In other trail related news, council gave permission to Ross Elliot to con-struct an outhouse at the western end of the Riverwalk Trail.

Insurance coverage available

Steve Stewart will be offered insur-ance coverage under the Municipal In-surance Association Associate Member Program that will cover him when he is working at Riverfront Park.

Article on Miller Springs top notch

IH manager gives overview

I just wanted to write and thank you for the very informative article on the Miller Springs proposed expansion, and glad to see also that the Osoyoos news-paper reprinted it this morning.

The fact that it reads “Welcome to Canada’s only desert” on the welcome sign pretty much says it all to me. Any-one considering hauling 50,000 litres of water a day (that adds up to 20 million litres a year, or eight Olympic swim-ming pools worth) out of a desert needs to give their heads a shake. A proper study needs to precede this venture

without a doubt.I think a major factor here is that

the new groundwater legislation in the Water Sustainability Act is coming into effect in January 2016 and as a result, water-bottling companies are desper-ately wanting to gain local level ap-proval for their expansion(s) before the legislation is ratified.

If they wait (or spend time on stud-ies) then their expansion(s) will not be possible because sensible laws will prohibit them from doing whatever they want.

As I am sure you know it took decades if not generations to undo some of the past mistakes where large corporations were allowed to run riot in

B.C.’s forestry and fisheries industries. Hopefully the same mistakes aren’t repeated with B.C.’s water resources. At the very least water is set to become a pivotal issue in the next while.

It’s a small blessing that the land in the Miller Springs case happens to be a part of the Agricultural Land Reserve, because if it wasn’t it seems clear from the March 26 Legislative Transcript that neither the Ministry of Environment or the Ministry of Forests, Lands and Natural Resource Operations wanted anything to do with the issue.

Thanks again for the article. Your research was top notch.

MIDWAYACOUNCIL

While new businesses have a number of resources to help them get started, there is little in the form of public sup-port to assist mature, more established businesses.

“Community Futures is among many community economic developers who have identified the need to support small businesses that do not typically have the capacity to access professional business advisory services; mentoring and/or coaching on marketing, market expan-sion, business planning, HR, financial, etc.,” said Wendy McCulloch, general manager at Community Future Boundary.

She said there are a number of issues businesses encounter that reduce their chances to succeed, such as: access to capital, skilled (or unskilled) employees, basic infrastructure (i.e.: high speed in-ternet, roads, transportation, utilities), market information and training (oper-ations, marketing, sales, human resourc-es, bookkeeping and financial analysis, online presence).

But with funding from the South-ern Interior Beetle Action Commit-tee (SIBAC), the Grand Forks Credit

Union and CFB the Business Advisory Program has been launched to provide business advisory services to small and medium enterprises.

Services that would be provided in-clude business plan development and assessment; basic marketing assistance; financial management; and operational management.

The program will provide one-on-one free advisory services for up to 10 hours to existing qualified businesses who are experiencing some need in gen-eral operations and/or with succession planning or just wish to grow their busi-nesses.

A roster of “Business Ad-visors” have been engaged by Community Futures with spe-cific areas of expertise. They will be matched with the owners, one on one, and assist them in specific targeted areas e.g. devel-oping a marketing plan, address-ing cash flow issues, succession planning, business planning, etc.  “It is anticipated that we would work with 10-14 busi-

nesses over the next few months ending Sept. 30, 2015,” she said. “In order to ser-vice the West Boundary more effectively, we will be offering four free workshops on Tuesday evenings in May – Practical So-lutions for Small Business; Tackling Com-mon Problems and Questions for Small Business; Social Media as a Marketing Tool; Web Site Design and Financial So-lutions for Small Business.  Each session will last from 6 to 9 p.m.

If interested in this program, con-tact Susan Green, Community Futures Boundary 250-442-2722 or 1-877- 267-9399.

e West Boundary Community Forest de-tailed their logging plans for the coming year at a public meeting in Midway on Tuesday, April 14 at Midway Community Hall.

is will be the rst year of logging for the new community forest. In fact, the ink is hardly dry on the community forest agreement that was person-ally delivered by the Honourable Steve ompson, Minister of Forests, Lands and Natural Resource Operations at the Vaagen Mill in Midway on March 31, 2015.

Vaagen has been hired to manage the West Boundary Community Forest (WBCF). Dan Mac-master, Vaagen’s bre supply manager, spoke to the 14 people who attended the meeting.

“ e bottom line is we want to do the best for the community,” Macmaster said. “ e commu-nity mill has many workers and contractors liv-ing here. We want to get some logs to the mill, we want to keep people working.”

Macmaster also manages and submits forest management documents to the ministry on be-half of the Osoyoos Indian Band and he told the meeting that the WBCF had been added onto the Osoyoos Indian Band Forest Management Plan.

e WBCF consists of many small woodlots spread across the West Boundary and Macmaster is planning on logging four areas this year.

Gibbs Creek will see some work done to take out some pine that has Mountain Pine Beetle con-siderations. ere is also ecosystem restoration project work in the area being funded by the min-istry to recover grassland for future range oppor-tunities on some south facing slopes.

In an area called the Snowshoe between 6,000 and 9,000 cubic metres of wood will be taken in an attempt to control a root rot infestation.

Meyers Creek  will yield mostly r and larch and the “Ernie Block” near the woodlot of Ernie Rexin will be logged to help develop access for Rein to his woodlot.

Macmaster said that WBCF will log between 44,000 and 46,000 cubic metres this year—al-though they only have an annual allowable cut of 22,000 cubic metres they are claiming a cut for 2014 and 2015.

e logs will be tied to the local mill said Mac-master. “ e logs that will t the diameter needed for the community mill will go there,” he said. “ e price that we will be buying at will be the same market price, so there is not any kind of sub-sidy at all. Any logs that are larger and the peelers will be traded with other mills.”

He said 23,000 cubic metres would ow to the Vaagen mill each year through cut or trade.

He explained that he reports monthly to the WBCF board of directors.

Local registered professional forester Fred Marshall noted the most recent Boundary Timber Supply Review shows local industry is not har-vesting their pro le. Marshall said the report says forest companies in the Boundary are not logging mountain pine beetle like they should, nor are they keeping on schedule with logging on steep

slopes as they should. Marshall said he is upset and concerned that

the visual quality standards were eased in the WBCF license. e e ect would be an arti cial increase in the annual allowable cut. He asked for assurance that the WBCF will be managed to higher standard than what the forest industry is said to be performing to in the FSR.

WBCF director Ross  Elliott  said the board hadn’t welcomed the lowered visual quality stan-dards and that the comments noted in the TSR did not re ect the way the community forest would be managed. Midway Mayor Randy Kappes, also chair of WBCF, told council at Monday night’s meeting that it would be on the agenda of the next directors meeting.

Marshall also questioned the recent decision by the WBCF shareholder (Midway and Greenwood councils) to not allow Area E to join in ownership of the WBCF.

Mayor Randy Kappes said one concern the WBCF board had expressed to the shareholders was that Area E’s request had come along in mid-March, just as the documents were about to be signed and they were concerned that any action at that time would have delayed the signing.

Marshall criticized the letter sent to Area E di-rector Vicki Gee on March 20, calling it ludicrous and poorly stated. He said it didn’t give any valid reason for turning the request down and he asked that the shareholders reconsider their decision.

“ is should be a true community forest,” Marshall said. “People living in Area E will have the logging in their back yards and they should be active participants rather than only commenters.”

He suggested that if the shareholders continue to refuse then the WBCF should be renamed the Midway-Greenwood Community Forest, not the WBCF.

Kappes said the shareholders welcome people to attend their meetings and to approach them with questions and to share their thoughts. “We by no means take the letter to mean that we should not consider their concerns when we are looking at the management of this forest,” Kappes said.

“ ere is a big di erence between being an owner and an outsider,” Marshall replied. “Let’s make this a community forest.”

Vicki Gee said the Boundary Economic Devel-opment Committee is making community forests a top priority. “We are looking at trying to estab-lish another one in the area; trying to get a really big one this time,” she said.

Gee noted that province-wide  the amount of area that BCTS holds is 20 per cent but in the Boundary it is 40 per cent. She said a petition will be started calling for release of large tracts of land from BCTS. “And better quality land too,” she said noting that 65 per cent of community forests in the province are sensitive for some reason or an-other.

“Let’s change the system because it is just not working,” she said.

Students prepare for graduationIn conversation with members of the Class of 2015

Daniela  Bergendahl has applied to UBC Okanagan to study for a Bachelor of Science. She loves building models and she’d eventually like to attain a mas-ters degree in architecture, environmen-tal design specifically.

She says she has matured while at BCSS. “When I was younger I didn’t think much about my schooling and university.”

Longer-term goals she’s set for herself include travel to a place where she could work on her French language skills, and pursuing opportunities to work in the mission field—something she’s picked up from her family who have travelled to

both Mexico and Europe doing service for others and the church.

Daniela has excelled both academi-cally and athletically while at BCSS. She has been on the Principal’s Honour Roll

(4.0 GPA) since Grade 8. Her extra-cur-ricular activities include school sports (volleyball, basketball and soccer), BCSS Spirit Club and student council where she is serving as vice-president this year. She has been captain of the volleyball and soccer teams, and has been recog-nized as team MVP several times.

She is an accomplished piano player and has helped lead music at Boundary Community Church in Midway since Grade 9. She also volunteers with her church to organize youth sports nights.

She has applied for a position at Pines Bible Camp for the summer but she’s also taken the Fire Suppression 12 course, so summer employment in that field is another option.

Daniela admits she may discover oth-er options as she goes through universi-ty, but her underlying motivation is evi-dent. As she wrote in her exit interview documents, “I love to learn and hope to use the skills that I gain to help others in my community and around the world.”

BCSS graduating student Jordan Beck is hoping to land a spot in the Ca-nadian Armed Forces as an infantry foot soldier after secondary school. He feels his love of the outdoors —dirt biking, hunting, fishing and snowmobiling—coupled with a inclination to work with his hands make this a good path to take following graduation.

He says it’s something he’s wanted to do every since he was little. His plans are to enlist for a five-year tour.

Last summer he gained a lot of expe-rience helping David Corbett construct a new house near Bridesville. “I prefer to learn hands-on rather than sitting in a classroom and learning from books,” Jordan told Pam Storie during his exit interview.

After his military contract is up, Jordan would like to find a full-time job with benefits in anything me-chanical or working with machinery. His favourite classes at BCSS were mechanics, wood and metal shop. He is hoping to work at Miller Springs

this summer. HIs job last summer gave him experience in running machinery such as dirt packers, backhoes, trac-tors and wood working power tools. Jordan lives on a 38.4-hectare (95-acre) farm near Bridesville. His family moved to the Boundary five years ago.

He says the dedication to the students by the teachers at BCSS stands out in his mind as a highlight of the school.

Jordan said if he is not accepted right away into the Armed Forces, his back-up plan is to find employment in something mechanical. Storie encouraged him to pursue those interests in the classroom as well.

No wonder so many people with CF stop breathing

Forests: Exploited?“As Boundary residents you/we can affect the fu-

ture of the Boundary area,” argues Local RPF Fred Marshall. “We can work to have most of the Bound-ary area’s timber resources processed (with more value added) in the Boundary area.”

While some timber exports from the Boundary are logical (e.g. there are no suitable facilities in the Boundary to handle power poles, peelers for plywood or large sawlogs) many are not. Rather they are based almost solely on economic gain for a select few.

In this five part series Marshall suggests that BC Timber Sales annual allowable cut in the Boundary be reallocated to “a judicious mix primarily made up of

a Greater Boundary Area Community Forest which could also inherently comprise woodlots and perhaps an enhanced Woodland Licence for the Osoyoos In-dian Band.”

He argues that this would greatly complement the current West Boundary Community Forest and make it considerably more viable as a profitable business venture. It would also develop an enhanced Boundary Community spirit, promote a semi-formal partner-ship and enhanced relationship among the Osoyoos Indian Band, the communities and rural areas of the Boundary. Such a relationship would, in turn, benefit everyone in and adjacent to the Boundary TSA.

BCTS Allocation: The timber allocation in the Boundary is 287,764M3 which is over 44 per cent of the Boundary AAC—by far the highest BCTS allocation in the entire province. While

much of this timber is manufactured in the Boundary, much of it is not. The allocation of this volume to community forests would greatly enhance the opportunities for local manufacture significantly benefiting the people of the Bound-ary.

Proposed Woodland Licence for the Osoyoos Indian Band (OIB): The OIB currently holds NRFL (A89003) with a 10-year term. The OIB has made an initial request that this licence be converted into a Woodland Licence and the MFL-NRO has agreed to so this and are only waiting on the OIB to formally request this for it to happen.

This tenure has the potential to further drain portions of the Boundary timber out of the area. Regardless of where the timber goes, most of the benefits of holding this tenure accrue to the Okanagan as the OIB is based in the Osoyoos/Oliver area. If the OIB sells their timber to Vaagan Fibre some of the timber-related benefits will accrue to the Boundary.

NRFL (Non Replaceable Forest Licence) Allocations: Four NRFLs have been allocat-ed with a fifth pending. Total volume involved is 546,000M3 which may be cut at anytime within the next five years. All four of the allocated NRFLs have been to entities located outside of the TSA. (See Table 3 on page 10 for details).

Balance of Logs leaving versus those entering the TSA: According to a recent study , the volume of wood fibre leaving the Boundary over the past three years (2102, 2013 and 2014) is more than offset by the wood fibre coming into the Bound-ary. A very favourable situation.

Significant log trading and or direct sales of logs occurs be-tween the local licensees and Kalesnikoff, Atco, Tolko, Gor-mans and other mills located outside the Boundary. Howev-er, in many of these cases the logs being exported from the Boundary are the best quality logs available (i.e. cedar poles, fir and larch peelers, spruce sawlogs, oversized logs and house logs).

A more revealing and more useful study would indicate the net value of wood fibre leaving the Boundary. There is also a flow of other fibre products (fence posts, sawdust, hog fuel and chips) both in and out of the Boundary.

Water related removals: The Southeast Kelowna Irrigation District (SEKID) has long held a water licence which autho-rizes the diversion of up to 3.7 million litres of water per year from Stirling Creek (located in the NW corner of the Bound-ary) thence into Hydraulic reservoir thence to serve Okana-gan-based orchards etc.

Big White (although within the Boundary TSA) has wa-ter licences amounting to 250 million litres and has a pend-ing application for an additional 1,500 acre feet for additional condos, snow making and golf courses--none of these are designed to serve the residents of the Boundary. Although this water ostensibly remains in the Kettle River drainage, the rights to it are conveyed to a private company based outside of

the Boundary area. The City of Penticton has wa-

ter licences on Howard Lake to dam and divert water into the Okanagan. These licences give the City of Penticton the right to store and/or divert 350 acre feet of water for irrigation. In 1997 the use of these licences was ter-minated but the dam on Howard

Lake has not as yet been decommissioned and the water li-cences are still in place.

Powerhouse Dev. Corporation, a U.S. firm, has pending wa-ter rights to construct a dam on the Kettle River below Grand Forks to generate power for export.

There have been range tenures and associated grazing rights allocated to ranchers who live outside the Boundary area with the associated benefits accruing solely to them.

Gravestones and markers have been opened to the sunlight again in the Rock Creek Cemetery as many lilac bushes that had overtaken the plots were taken out with the help of the kids and leaders from the Borderline 4-H Club and Cannon Excavating. PHOTO: MaRy CannOn

The six members of the Borderline 4-H Club have been busy this spring helping clean the Rock Creek Cemetery.

Leader Jodi Klein was out with a bunch of the kids earlier this month. They had already put in time over four days helping take out lilac bushes that had overtaken several of the gravestones. One section of the property with only a few graves dat-ing back to 1915 was almost totally grown in ac-cording to cemetery committee member Mary Cannon.

Area E (not including Big White) and the City of Greenwood belong to the cemetery function that sets aside an amount of money each year to be used for cemetery maintenance.

The 4-H club was working for money that would help them complete their sheep projects this year. Cannon Excavating in Rock Creek donated backhoe and other equipment as an in-kind con-

tribution.“The 4-H kids are doing it,” Cannon said when

she was asked the most important part of this sto-ry. The 4-H sheep club uses the funding to help pay their expenses to attend the two fairs in the fall.

Cannon was careful to point out that there is no regularly scheduled care of the cemetery. “Families are supposed to come in and look after their own gravesites,” Cannon said. “Come in the spring and rake and burn … it would be really good.”

Over by the gateposts, Heinz Kreuzer from Midway was working putting stone pillars in place. Cannon said a new fence along the road similar to the one that Greenwood installed last year would complement the beautiful new gate constructed by Greg MacDonald, designed by Ann Rexin.

Other Rock Creek residents serving with Can-non on the cemetery committee are Ann Rexin, Vicky Feist and Margaret Eek.

A working group was formed with the intent of having a seniors’ residence built in Greenwood by the fall of 2020. A special meeting of The Greenwood Improvement Society moved the project one step closer to reality.

e Greenwood Improvement Society (TGIS) Seniors’ Residence Working Group was formed at a special meeting of the society on Tuesday, March 31 at the Greenwood Museum.

TGIS president Fred Marshall presented the terms of reference as a general guideline for the group. e work is based on a feasibility study/needs analysis report prepared by Margaret Steele.

e task as de ned in the terms of reference is, “To do whatever is necessary to realize the con-struction and operation of a Senior’s Facility in and for Greenwood. Goal for completion of the task is early 2020—latest fall 2020.”

It was agreed Dennis Radford would be chair-man for the group and Steve Hollett would be co-chairman. Ciel Sander would be asked to take the position as secretary.

Other working group members are Gerry

Cooper, Jim Nathorst and Colleen Fraser. e society acknowledged a letter, dated

March 19, 2015, from the City of Greenwood in-dicating the willingness of the city to give TGIS property legally known as Plan Y 70 SDYD for a seniors’ residence.

Future direction of the Working Group was de ned to include: the group would periodically report to TGIS and would be responsible as the liaison with the citizens and the group would be responsible for a business plan, fund raising, site selection, engineer/geotechnical evaluation, drawings, etc.

e Working Group will call a community public forum to be held with Margaret Steele to discuss the feasibility study and other possible site locations.

TGIS will support the Working Group with available funds.
