The Rock Creek/Westbridge fire continues to burn, though it is now 25% contained. Ac-cording to BC Wildfire, the fire’s growth has slowed in recent days, though it’s size remains at slightly more than 4,000 hectares.

The fire began on August 13 at approxi-mately 1:30 p.m. Its origin has been identified as the sharp highway curve known as Bishops Bend, at the beginning of the long climb toward the Anarchist Summit, and is suspected to be human-caused.

The fire moved rapidly and destructively, consuming 14km in approximately five hours. At last report it had reached approximately two kilometers beyond the Christian Valley junc-tion.

Premier Christy Clark paid a visit to the Rock Creek fire evacuation center in Midway on Sun-day afternoon to offer support to the evacuees and volunteers.

She spoke to numerous people directly affect-ed by the fire, as well as spending time with the numerous local residents who have stepped up to help those displaced by the blaze.

During a later press conference, she outlined her government’s goals regarding fire prepared-ness and prevention.

“We need to build up our capacity to prevent and fight these fires,” said Clark. “Because the reality is that this isn’t going to be an unusual event in the future just in terms of the number of fires we have so we need to expand capacity. The forestry ministry has done an incredible job of keeping people safe and protecting homes, but we want to have fewer fires and when we have fires we really want to tackle them and get them under control as fast as possible.”

Accompanied by MLA Linda Larson and Forestry minister Steve Thompson, Clark also responded to the possibility of the fire being hu-man-caused, specifically by a motorist that threw a burning cigarette from their vehicle.

“I was told that there were witnesses and there

may be a government video of somebody throw-ing a cigarette butt from a vehicle and if we can find evidence that a specific individual is respon-sible for this fire we are going to do whatever we need to and use all the tools available to ensure that people are held accountable for irresponsi-ble behaviour,” said Clark. “We are having dis-cussions right now across the province regard-ing potential penalties for those found throwing cigarette butts out of their car. Perhaps one of the penalties available is that we take away their car, or the use of their car for a period of time, though we have not decided anything yet.”

Clark thanked the residents of the Boundary for their contribution to the relief effort.

‘The people of Midway and Rock Creek have really stepped up and for that we are so lucky,” she said.

When asked about the cost of fighting the fires this season, which has already hit $2 million, the Premier noted that because the province is in good fiscal shape, with a $1 billion surplus in the books, paying for the fire fighting efforts this sea-son would be manageable.

“We won’t have to go into debt to pay for this”, said Clark.

On Tuesday, some residents were bussed into the fire zone to view the devastation. For most, it was a horrific experience, as they witnessed the loss of their own houses and those of neighbours and friends.

It has, disappointingly, been announced that those who did not have private insurance will likely not be eligible to receive disaster assistance from the provincial government.

“Legislated rules govern who can access the province’s disaster financial assistance”, said For-ests Minister Steve Thomson. “Fire is an insur-able risk, so it’s not directly eligible under the program,” he said.

In other words, because homeowners and renters can get personal insurance to cover fire damage, the province is highly unlikely to cover the losses.

With continued hot and dry conditions fore-cast, one of the worst wildfires ever witnessed in the region appears likely to continue for weeks to come.

Needless to say, this has been a week to forget. When the fires began last Thursday, it was the day before

my wife was due to return home from a family holiday on Van-couver Island. Her mother had noticed the Internet reports of the Rock Creek and Sidley Mountain blazes and wondered if she should tell her daughter what was unfolding very close to her home.

Naturally, she did, and my wife raced from Victoria to Kelowna and, finally, home.

We live in rural Bridesville, about 16 km east of Rock Creek, and a bit further from West-bridge, where 30 homes were destroyed by a fire that ripped, tornado-like, through a previously idyllic valley.

There, in a horrifying five hours, many peo-ple we know watched their lives change forever, as the flames engulfed homes and outbuildings that made up what were once people’s paradises.

Some had lived there for generations, while many had moved there from other parts of the country in search of a more peaceful and simple existence.

That peace is now shattered.The drive from Rock Creek to Westbridge will simply never

be the same, as the charred remains of structures and vegeta-tion prove an inescapable reminder of what happened on Au-gust 13, 2015.

To those that lost possessions and animals, you have my deepest sympathy, and may you somehow get through these difficult times and rebuild the lives you have cherished so much.

Human crises have a way of bringing out the best in people, and that has been clearly illustrated by the ongoing community support for those affected by the fire. The village of Midway, especially, has loomed large, serving as a ground zero of sorts

for all involved with the relief effort, including firefighters. The Midway Resiliency Centre, as it is now known, served as a sanctuary and gathering place to many evacuees, who waited anxiously for news about their homes and possessions, and continues to be a place where people can find support as they wait for the much desired signal that they are able to return home.

Local businesses have truly stepped up to the plate to offer support to evacuees and fire fighters alike. The Bored Room Bistro’s RJ and Tom Lesher have shut down their regular business to feed as many mouths as they can, and area grocery stores have donated hun-dreds of pounds of food, leaving the Resiliency Cen-tre’s kitchen fully stocked. Volunteers have donated countless hours to help run the centre and manage the fire fighters’ camp, and their efforts will never be forgotten by those impacted by the fire.

This terrible tragedy has clearly demonstrated just how relevant social media has become. Facebook

has clearly proven the most accessible source of information throughout the event, as subscribers have been able to report on events as they are actually occurring, as though there are a hundred live newscasts unfolding. Certainly, there have been factual errors that have made their way onto the site, but for the most part it has proven an invaluable tool for victims and their friends and relatives.

To a certain degree, Facebook has made my job as a report-er much less relevant, at least in the moment, as people on the front lines are able to describe and, in most cases, photograph events as they unfold.

Perhaps it is my job to now add some perspective to the situation, and this I will do in the weeks to come.

Let’s hope this fire season soon ends, as I think we have all had enough of summer.

One to forget

While visiting wildfire-impacted communities, Minister of State for Emergency Preparedness, Naomi Yamamoto announced today that a resilience centre for British Columbians impacted by wildfires in Rock Creek and Oliver will be set up to provide programs of support.

“We know this is a difficult and uncertain time for many residents. Our hearts are with those who have had to leave their homes, and especially those who have suf-fered the terrible loss of losing a home to the fires,” said Yamamoto. “On top of the Emergency Social Services support the Province and partners are providing, we are seeing a tremendous level of resilience. Communities are coming together to help one another and agencies are joining in to provide vital support. This is the true co-operative spirit of British Columbians, working to-gether to help each other in a time of need.”

Through the local authority and supported by the In-tegrated Disaster Council of B.C., the community resil-ience centre in Midway will help connect residents with support programs offered by agencies like the Canadian Red Cross, the Salvation Army, Samaritan’s Purse, Men-nonite Disaster Services, the Canadian Disaster Animal Response Team and the Insurance Bureau of Canada. Counselling support through Disaster Psychosocial Services is also provided to help residents and volunteers work through the emotional trauma that a disaster can present.

Parliamentary Secretary for the Minister of Forests, Lands and Natural Resource Operations, Mike Morris, joined Yamamoto on the visit to survey the impacted area and speak with impacted residents and volunteers, commending the communities that received evacuees for their generosity, selfless and tireless efforts to help those fleeing the fires.

“The people of Rock Creek, Westbridge, Oliver and others affected by these fires must now focus on rebuild-ing their communities and their homes which makes this type of relief so important,” said Morris. “I want to make sure that we do what we can to prevent this from happening again while we also focus on helping the citi-zens of this region return to normal. I am moved by the resilience of these people and proud of the support from British Columbians throughout the province.”

As summer ends and kids prepare for school in the coming weeks, now may be a good time to review your personal financial situation and find out exactly what your group benefit package really offers.

Many employers and professional associations offer inexpensive group insurance coverage to their employees. If you happen to be one of these workers, you may consider yourself lucky, but not all insurance is alike.

Most group benefit programs today offer coverage such as life and accidental death insurance, disability insurance, and extended health and dental insurance. While these benefits are a good start towards your financial planning goals, there are a few things to be aware of so that you know what you are getting.

With a group benefit program, your employer owns the policy and can cancel or alter your coverage at any time without your permission. This can happen when the employer renegotiates with a new insurance carrier or needs to cut costs by changing benefit amounts.

Benefit programs usually offer limited amounts of coverage. Typically I see life insurance coverage at a flat $25,000 or a 1 or 2 times salary basis. Depending on your circumstances, you may need a higher insurance amount or other features than those available under the plan.

The coverage offered is probably term insurance that may terminate when you leave the group or reach age 65 or 70. What happens then? Everyone knows that the older you are the more you will pay for insurance. You do have the option to convert your group coverage to personal coverage within 30 days, but the choice is limited. Often you will have about two or three choices that may or may not meet your lifelong goals.

In general, most financial planners will recommend that at least

50 per cent of a person’s total life insurance coverage be personally owned. This approach gives you personal control of your insurance coverage, and protects against the possible loss or eventual termination of your group coverage.

When you have your own individual life insurance policy, you own the policy. Coverage cannot be cancelled or altered unless you request it. You don’t have to worry about losing your insurance if you change employers, or your company downsizes. In addition, you choose the amount of insurance to meet your specific needs. You can choose a term policy that can be converted to a permanent policy regardless of your health (subject to age limitations) or permanent coverage that will meet your lifetime needs. You can also personalize your policy by adding attachments such as Waiver of Premium, Guaranteed Insurability, Spousal & Child Term, Etc.

Quite often I see people rely solely on their group insurance coverage until it’s too late. By the time they enter retirement they are off of their group benefit plan and find themselves without coverage. At this age, purchasing a personal policy is quite expensive and is usually more challenging due to health issues that may have come up by this time.

By taking the time earlier on to know the limitations of your group insurance coverage, people can take the necessary steps to ensure that they are not left without coverage when they finally leave their job.

Greenwood hosts ATVersGreenwood hosted the BC ATV association’s Jamboree last week, and, while certainly impacted by

the Rock Creek fire, the event nonetheless proved a success for the association and local merchants alike. Riders were offered a number of different guided and unguided tours of the area, including Greenwood mine sights, Jewel Lake and Grand Forks. A vehicle escort, as required by the RCMP, accompanied all riders and, according to local chapter president John Ingbritson there were no reports of mechani-cal failures or inju-ries. The event also included the asso-ciation’s AGM, a ka-raoke night which filled the Greenwood Legion to near ca-pacity, as well as a banquet finale at the community center.

The surrounding communities have all chipped in to help out the evacuees of the Rock Creek/West-bridge fire. Five hun-dred were housed in Midway either at the community hall, or bil-leted at people’s houses. There have also been hundreds of donations of much needed items such as clothes, blan-kets, water, food and toiletries.

Alan Stanley, emer-gency response centre information officer, said it’s been a challenge organizing the evacu-ation but everyone in the community has been very supportive.

“Yesterday (Thursday) afternoon we became aware of the fire at around 1 p.m. and shortly after opened up the operations centre,” he said. “We spent most of the first part of the evening determining what areas had to be evacuated and issued the evacuation order. And then doing all the work to find safe evacuation routes and set-ting up reception centres.”

Stanley said it was particularly challenging due to the fact that they were sending people in four different directions due to the highway clo-sures. On Friday, the RDKB emergency crews switched their focus mainly to helping the safety and comfort of evacuees.

“There were a lot of people that evacuated that weren’t very prepared,” said Stanley. “There were a number of reports of campers in Grand Forks with nothing but their bathing suits. They’re all now looked after thanks to the hospital auxiliary.”

Cathy Riddle, emergency social service direc-tor for the Midway evacuation centre, said Fri-day they got the call Thursday around 2 p.m. and have been busy since helping out the evacuees.

“We started the planning as soon as we got the call,” she said. “We knew we were going to have the need to help a lot of people when we found out the campground was on fire.”

Riddle said they had no problem amassing volunteers from the community to help out. She said they also worked with the Red Cross volun-teers and firefighters who have been helping out at the evacuation centre.

“The response has been fantastic,” said Riddle. “We’ve been able to put about three quarters of our evacuees into homes or hotel rooms. People have had a nicer place to stay than on the floor of the evacuation centre. It’s been fantastic.”

She said they have been amazed at the out-pouring of generosity from the community.

“We are just overwhelmed by the response

from everyone,” said Riddle. There are an esti-mated 500 evacuees in the Midway evacuation centre as of Friday and 116 in Kelowna.

Displaced Rock Creek resident and business owner Erika Maarhuis was at the evacuation cen-tre picking up diapers for her infant son Casey. Maarhuis and her family did have time to get in their truck and have been staying with friends in the area. Her husband Chad is fighting the fire with the Midway Fire Department.

“(Thursday) I was at work when I found out about the fire,” she said. “I went home and grabbed a few things and by the time I left it was pretty big. I just left the gate open and let the horses and the llama go. Hopefully they will come back.”

She said she had heard that her house was still intact as of 6:30 a.m. Friday although her friend’s house in Westbridge was lost.

“We’re just waiting and seeing,” said Maarhuis. “There’s not much we can do. I was doing re-ally well until I came here (to the Midway evacuation centre) and saw everyone.”

Although worried losing her home and business potentially, Maarhuis was glad to see the community come together.

“This is great,” she said. “The community has been great. It’s been amazing. Small com-munities come togeth-er.”

Area E OCP planning startsThe development of the Regional

District of Kootenay Boundary Area E’s official community plan is now under-way, following the announce-ment that the steering commit-tee that will formulate the plan is now in place.

The plan, when completed, will regulate the use of land in the area, but, according to a let-ter mailed to all rural Bridesville residents, will not result in the closure of existing businesses.

Director Vicki Gee has an-nounced that the committee will be made up of area residents Pat Campbell, Dean Corbett, Don Halverson, Grant Harfman, Jamie Haynes, Lynne Storm and Gee herself. The planning process is expected to take up to two years or more to complete due to the potential com-plexity of the plan’s components.

Gee requested that the project be pri-oritized in response to issues raised in the community. The postponement of

another district plan-ning project made it possible to go forward with the Rural Brides-ville plan.

There is, however, ongoing opposition to an official community plan, as many residents are concerned that such an infrastructure could

severely hamper their ability to manage their properties in a way they have tradi-tionally been able to.

A group of them travelled to Trail earlier this year to present a petition to the RDKB. Signed by a sizeable percentage of the area’s residents, the petition was

aimed at convincing the board to stop the OCP’s development.

Those that signed the petition also re-quested that the Regional District hold a referendum to determine if residents want land use planning for the rural Bridesville area. They were informed that the provincial legislation that pro-vides the RDKB authority to create land use plans is the Local Government Act, which has no provision to hold referen-dums for land use planning. The RDKB, however, stressed that residents will be very much involved in the planning pro-cess.

The fire remains completely un-contained, though crews are work-ing on building fire lines to prevent further spreading. It has consumed approximately 3750 hectares, and is being fought by about 100 firefight-ers, eight helicopters and 14 pieces of heavy equipment.

Currently, crews are working to reinforce and extend control lines near properties by establishing ma-chine-guard and fuel-free areas. 

Burgess also suggested that if the fire does spread, it is unlikely that it will do so due south, due to prevail-ing winds, as well as the fact that what has burned thus far has done so ‘cleanly’, meaning that there is simply no remaining fuel to feed the

who moderated the session, was dis-appointed to inform the evacuees that they would not be able to re-turn to their homes at this time, but that everybody was working hard to make that return happen as soon as possible.

Scott Matthews, a representative from Fortis BC described the dam-age to hydro infrastructure as exten-sive. “We have determined that 76 three-phase poles were destroyed and will have to be completely reset.”

This morning, eight L-tech crews will be on-site to work alongside Fortis workers. Matthews projected that the work to will take up to a week to be completed and power re-stored to Westbridge. Individual tap lines into properties will then have to be rebuilt in order for the homes to powered-up.

Evacuated residents were also able to discover the fate of their homes on Sunday, though as yet there is no word as to how many of the owners have learned whether or not their properties were destroyed.

River campground when they got the call to evacuate. The trio, who live in Gibson’s on the Sunshine Coast, were able to billet at a home in Midway on the weekend.

“We were in our fourth day there,” she said. “We were getting back from a bike ride. We stopped and had lunch and noticed the bright orange. We had just had a big fire in Sechelt and the orange was the same. We sort of knew something was going on. We went to the river and we could see it right there.”

Daniels said by the time they got back to their campground the fire had jumped the river.

“The firefighters were going through and said, ‘leave your stuff. Everyone is going to the clearing,’ So we left with nothing,” she said.

Daniels said they did get their dog and went to the train bridge and were bussed to the muster station in Rock Creek soon after. They were then bussed to Midway to the evacuation centre.

“It’s been phenomenal here,” she said. “We thought we’d be staying at the school but the volunteers said they had a family that could take us in. There were eight of us there in all.”

Daniels said she and her husband have been very impressed with the outpouring of the community.

“I’m from a small town and I know how hard our guys and ladies work,” she said. “We do the same thing there. Everyone goes into emergency mode when someone needs help. They’ve done it here. It’s been great. It’s pretty easy being here.”
