Dear participants,

It is our utmost pleasure to welcome you to the city of Cluj-Napoca!

In the coming days we hope to explore multiple angles and perspectives on the concept

of a borderless Europe.

Recent developments concerning the internal and external borders of Europe have

been cause for debate in the last months. The establishment of the Schengen-zone in

the mid-90s significantly increased mobility within the European continent and

intensified economic exchange. Yet it is debatable whether a true borderless Europe

has been achieved since many Europeans face all sorts of barriers when traveling to

European countries, ranging from visa requirements to lack of economic means to

travel. Also there has been much discussion about the sustainability of Schengen. In

the light of the recent terror attacks many European governments have temporarily

reintroduced border controls. Furthermore European politicians speculated about the

possible creation of a Western-European `mini-Schengen` as a replacement of the

current agreements, which would significantly reduce the size of the visa-free area.

What are the advantages or disadvantages of a Europe without borders? Where did the

idea of a borderless Europe come from and how is it perceived today? Can young

Europeans have a real and lasting impact on present day border and migration policies?

The main topic of the conference, Borderless Europe: Blessing or Burden, has been

chosen to touch on all these questions.

The conference is organized by AEGEE-Cluj-Napoca, a local antenna of the AEGEE-

network, with the support of Association des Amis de Franck Biancheri (AAFB).

Beside the thematic sessions the conference will also be dedicated to the

commemoration of Franck Biancheri, the founder of the AEGEE, to reflect on his work

to democratize decision-making in Europe.

The content of the conference is managed by the Your Vision for EUrope project,

which has been launched by AEGEE-Europe to increase awareness of European

politics. The project aims to facilitate debate on European topics and to provide young

people with a say on European policies that affect them. The conference `Borderless

Europe: Blessing or Burden` is the first of three thematic conferences that will be

organized to achieve these aims.

We wish you an amazing time in Cluj-Napoca and hope for insightful discussion and

dialogue on the idea of a borderless Europe!

Workshops Descriptions

Borderless Europe vs. Borders in Europe

Your Vision for EUrope team 

What are ‘borders’, what is ‘Europe”, where and how big are the ‘borders in Europe’ and

what does a ‘borderless Europe’ mean to young Europeans? What does it mean for

Europe? What did Europe mean to the EU founding fathers? What are the milestones in

the history of European integration? This workshop will allow you to explore the historyof borders in Europe. You will understand how borders in Europe were implemented,

and understand that Europe, and moreover ‘United Europe’ is a rather diverse, complex

notion, and moreover, how this process is linked with the European integration.

The next two workshops are parallel workshops on 7 May, you can choose only one

between the two.

Our image of refugees: change of perspective?

Fabian Wagner on behalf of Federation of the Young European Greens and Aleksandra

Mojsova on behalf of Your Vision for EUrope

How do we see refugees- through the media, our community and our own eyes? And

how do refugees define and see themselves? This workshop will allow you to explore

how the media influences our view of refugees and understand better preconceptions

and prejudices about refugees. We will then change perspectives: you will get to hear

from refugees themselves through podcasts, videos and pictures about who they are.

We will explore together what we can take away from these stories and how we can

take steps to de-construct stereotypes about refugees in our own communities.

Do you live in a multicultural society or are you coming from a more homogeneous

one? Have you ever experienced any conflict that was caused by cultural differences in

your country? How much are the initiatives of different ethnic groups and the

integration of immigrants supported in your country? Have you ever tried to put

yourself in the shoes of someone who profess another religion, do not share your same

values, and has interests that conflict with yours? Here we present the workshop whereyou will be able to approach a question that affects everyone living in a multicultural

society. Will there be a mutual consensus or religious, cultural and political borders will

get in the way?

The next two workshops are parallel workshops on 8 May, you can choose only one

between the two.

Issues Without Borders’ petition: IWB for refugees! Europe needs

new legislation on migrationPatricia Papuc on behalf of Issues Without Borders 

Many people feel powerless in the face of the refugee crisis, overwhelmed by both its

complexity and its magnitude. Issues Without Borders is an international youth think

tank that offers a platform for discussion. Moreover, their project 'IWB for refugees'aims to go beyond discussion by researching the 'refugee issue' in 28 EU Member States

and calling upon politicians to change legislation in line with their recommendations.

 Join this workshop to find out more about Issues Without Borders, their work and

ambitions, in an informal and interactive manner.

Socio-economic borders in Europe and the idea of a Universal Basic

Income 

 Antonis Triantafyllakis on behalf of AEGEE Mobility Working Group

Unconditional Basic Income. What is it and why are we talking about it? Can the borders

of Europe be alleviated in economic terms? Can we put an end to financial insecurity in

Europe and empower active citizenship, all at once? What if this is no longer a utopia,

but it is already becoming a reality? Join this workshop and learn in the most interactive

way possible all you need to know about one of the biggest ideas of the 21st century!

Your Vision for EUrope team

What can young people do to bring a positive change in Europe? What are the sites of

change, and how does the change looks like? What we can do for Europe and what is

our impact in shaping Europe’s future? What channels are available for us as Youth

generation in order to impact European policy-making? This workshop will allow you to

come up with creative, authentic ideas on how the idea of both the inside and outsideborders of Europe should change. It will allow us to develop concrete ideas for action

in order to make your ideas for a borderless Europe reality at an individual, local level,

through AEGEE as well as other respective NGO’s and also both through online and

offline activities, in your closer and immense environment.

Panel discussion 1, May 7:

Europe in crisis, Schengen in suspension 

The call for European help, solidarity and concerted action is greater than ever, but the

EU is unable to answer it. Instead, xenophobia rises, walls rise, and European nations

turn against each other. What is the way out of this crisis, if any?

Speakers:

Marius Grad  - PhD Candidate at Babeș-Bolyai UniversityMarius Nicolae Grad is a PhD. candidate and teaching assistant within the International

Studies and Contemporary History Department at the Faculty of History and

Philosophy, Babeş-Bolyai University. His PhD work is focused on post-conflict

reconstruction and democratization, with emphasis on the MENA region (Middle East

and North Africa, especially Libya). His current publications and research fields are

based mostly on areas such as:

international relations, geopolitics, conflict management, human security and

democratization. He holds a B.A. in Political Science from Babeş-Bolyai University and

master`s degree from “Carol I” National Defence University and Babeş-Bolyai

University.

Fabian Wagner   - Coordinator Global Justice Working Group of the Federation of the

Young European Greens.

Fabian is a member of the Federation of Young European Greens (FYEG) where he

coordinates the Global Justice Working Group. As Member of the Editorial Board of

FYEGs Ecosprinter Magazine he recently took part in the #overthefortress mobilisation

and documented the activities in Idomeni, Macedonia, Brenner Pass and Thessaloniki

to raise awareness about the problem that come with the fortress Europe. Before that

he worked with NGOs and governments in Africa and Latin America. Fabian holds an

MA in Social Anthropology of Development from SOAS, University of London, and

currently lives in Mainz, Germany.

Patricia Papuc - President Issues Without Borders

Patricia Papuc is the founder and president of the NGO Issues Without Borders, which

is an international youth think tank with an online platform that encourages discussions

and debates. Their current project is called ‘IWB for Refugees’, which aims to research

the ‘refugee issue’ in the 28 EU Member States. Based on these analyses, they will draft

a petition that is to be sent to both European and national legislatures, and it is also

used to start a European Citizens’ Initiative. 

Marianne Ranke-Cormier – Editor in Chief NewropMag

Marianne Ranke-Cormier, treasurer of the Association des Amis de Franck Biancheri

(friends of Franck Biancheri network), stood by Franck Biancheri’s side since 1987 when

he created IDE, the first trans-European political party. Editor in Chief of the

NewropMag, which she founded in 2004 with Franck Biancheri, head of the

Newropeans List in the 2009 elections in France, she is still active for LEAP and the GEAB

(Global Europe Anticipation Bulletin).

Panel discussion 2, May 8:

A leap of faith - utopian thinking and acting in 21st century Europe

How does the ideal of a ‘borderless Europe’ look like in concrete social and institutional

terms, and what steps do we need to take in order to get there? What initiatives are

already ‘out there’ that aim to realize this vision or embody it practically? 

Speakers:

Marie-Helene Caillol  - President Laboratoire Européen d'Anticipation Politique

Marie-Hélène Caillol today heads the Franck Biancheri Association in charge of

saveguarding, promoting and pushing forward Franck Biancheri's intellectual heritage

since he passed away in 2012. She's also the president of LEAP, the think-tank Franck

Biancheri and herself created in 2005 in the continuation of another think-tank they

created together in 1999, Europe 2020. Marie-Hélène was Franck's life-companion for

20 years and the mother of his single child, Carla. By training she is a sociologist and a

linguist. She is the author of the "Manual of Political Anticipation" written in 2009 on thebasis of Franck's ideas on this subject, and the director of publication of LEAP's

confidential letter, the GlobalEurope Anticipation Bulletin.

Ivaylo Bogomilov  – Main organizer of Night of the Seven Antennae Sofia

Ivaylo Bogomilov is a medical student at his last year. From 6 years he is involved and

working in the youth field and dealing with youth policy. He was President of AEGEE-

Sofia from 2014-2015. He is currently vice –president of National Youth Forum (

National Youth Council of Bulgaria). Board member of Association – Varna European

Youth Capital 2017. Ivaylo was organizing and managing a lot of projects connected

with European values and ideas. “ The Night of the 7 Antennae “ (winner of Bulgarian

National Selection of Charlemagne youth award ) was a great example of event that

shows that Europe is stronger because of its diversity, not because of its uniformity.

Ivaylo believes that we are the generation of Europeans which can make Europe more

diverse, connected and inclusive.

Page | 12Vlad Pop - President “SHARE Cluj-Napoca Federation”.

The SHARE Federation Cluj-Napoca was created with the purpose of investing in the

youth for a sustainable and responsible urban development and also for supporting

the youth communities of Cluj-Napoca by implementing the Cluj-Napoca 2015 – 

European Youth Capital program, by helping them organise different programs or

projects.

 Aleksandra Kluczka - President AEGEE-Europe/European Students’ Forum 

Aleksandra Kluczka is the President of AEGEE-Europe / European Students’ Forum,where she has been active since 2009. She believes in the idea of a democratic,

borderless, united Europe that AEGEE stands for and the importance of civic

participation in innovating democracy. She strives for putting these beliefs into practice

with her work in AEGEE, and in the past for instance with the Y Vote 2014 initiative, that

was a campaign empowering young people to become actors in the European

Parliamentary elections 2014. Next to her commitments in AEGEE, she is also a Board

Member of European Movement International and European Civic Forum, she used to

be a Youth Ambassador of the Organization for Security and Co-operation in Europe.

Basic Income UK is a collective of independent people promoting unconditional basic

income as a progressive social policy for the United Kingdom, and beyond.
