Minutes of Meeting

The Board of Professional Engineers and Professional Land Surveyors held a regular meeting on June 11 - 12, 2019 at the Coeur d’Alene Inn, 506 W. Appleway Ave., Coeur d’Alene, ID 83814 to conduct Board business. The meeting convened at 8:00 a.m. on Tuesday, June 11, 2019 with the following Board members present: Raymond Watkins, Dusty Obermayer, John Elle, George Murgel and Glenn Bennett. Also present was Keith Simila, Executive Director, Jim Szatkowski, Deputy Director, and Tom Judge, Deputy Director. Jennifer Rowe, Administrative Assistant joined via telephone. i. 13. The Board received voluntary license retirements from Kevin J. Lamb, Phillip Trent Lott, Johnny L. Rhodes Jr., David Schott, Vincent Edward Spisak, Thomas William Stanley and Frederick Joseph Telck.

14. The Board received voluntary elections of a one-time administrative penalty in lieu

of disciplinary action for a violation of a CPD rule from Michael Clark Allen, Joseph S. Hancock, Nolan E. Johnson, Kristopher Ryan Okelberry and David G. Thompson.

The Board noted the items on the Consent Agenda with no further action.

III. UNFINISHED BUSINESS 1. Review the Strategic Plan Objectives. Moved by Mr. Elle, seconded by Mr. Bennett to approve the strategic plan as presented. Motion passed unanimously. 2. Subcommittee Updates a. Surveyor Apprenticeship Subcommittee: (Mr. Bennett, Mr. Elle and Mr.

Obermayer) Subcommittee to work with the Department of Labor on survey education and apprenticeship program. The subcommittee had nothing new to report.

b. Veterans Licensure Subcommittee: (Mr. Szatkowski, Mr. Tomkinson, Mr. Obermayer, Mr. Bennett). The Board continued this matter for discussion at a later meeting.

3. Survey Education Update – Mr. Bennett, Mr. Elle, Mr. Judge and Mr. Simila. The

Board noted the information. 4. UK Chartered Engineers update Moved by Mr. Bennett, seconded by Dr. Murgel to approve the agreement as presented. Motion passed unanimously. 5. Mr. Szatkowski updated the Board on the progress of paperless applications. The

After meeting in executive session, the Chairman directed the Board to return to regular session. FY11.11 Erickson Court status – Attorney Kane provided an update on the status of

this matter. The Board noted the information.

FY16.04 Ketcham (GHD RFI matter) – Time extended at January 2017 meeting. Mr. Judge to finish this investigation. This matter was continued.

FY16.08 Scott RFI toward Erickson – Time extended at March 2017. Mr. Judge to

finish investigation pending litigation. This matter was continued. FY17.02 Mayberry (GHD RFI matter) Received 09/07/2016. Mr. Judge to finish this

investigation. Time extended at the January 2017 meeting. This matter was continued.

FY17.05 Jared Leavitt CO/STIP non-compliance & suspension. The Board noted the

information.

FY17.09 Elam RFIs toward Ketcham. Time extended at March 2017 meeting. Mr. Judge to finish this investigation pending litigation. This matter was continued.

Mr. Judge attended the NCEES Western Zone meeting in Boise; attended USGS group meeting; attended ISPLS section meetings to discuss law and rule changes; and met with representative from CWI regarding UAV program. Mr. Bennett finished teaching classes in Idaho City; began mentoring an online student; attended the NCEES Western Zone meeting in Boise and attended three special Board meetings. Mr. Watkins attended the NCEES Western Zone meeting in Boise and attended three special Board meetings. Mr. Elle attended the NCEES Western Zone meeting in Boise; attended three special Board meetings; answered survey questions and reviewed senior survey project presentations with ISU. Dr. Murgel attended the NCEES Western Zone meeting in Boise; attended three special Board meetings; attended a NCEES FE exam committee meeting; answered questions about the April PE exam and mentored an applicant on getting a PE. Mr. Obermayer attended the NCEES Western Zone meeting in Boise; attended three special Board meetings; answered survey

Staff provided an update on the Board’s financial status as of May 31, 2019. The

Board noted the information. 3. Staff prepared an Expense Reimbursement Summary for the Executive Director

for March 16, 2019 through May 31, 2019 for the Board’s review. Moved by Mr. Bennett, seconded by Dr. Murgel to approve the expense summary as presented. Motion passed unanimously. 4. Due to a scheduling

conflict at the venue, does the Board want to move the retreat dates to July 29-30, 2019? The meeting would start at 1pm.

Board noted the information. 11. Staff requested that the Board no longer accept paper applications, COA renewals

or verifications. These can be replaced completely with online applications, renewals and verifications. The Board noted the information and will discuss this matter at a future meeting.

12. The Board met with ISPE on June 12 at 10:30 a.m. – 12.00 p.m. The Board noted
