Chaos & corruption

• BJP congratulates Indian players for winning record number of medals and bringing glory to the nation during Commonwealth Games 2010 

• All Indians including BJP, media, activists and common people supported successful conduct of Games as the prestige and honor of country was at stake.

• On one hand, CWG organizers and the Congress Govt. were busy in spending and minting money, our sports persons were struggling and working hard to win medals.

• The Govt. of India and the Organising Committee are trying to desperately bask in the glory of a jazzy Opening & Closing Ceremonies – organised by an Event Management company and costing the nation over hundreds of crores, and declare the Games a success.

• The Games which were budgeted/projected in 2003 as Rs.1,899 crore WENT UPTO Rs.70,000 crore in 2010 !

• Commonwealth Games, which means competition of sports, resulted in competition between one and all in the Government and its half dozen agencies to win the medals of corruption.

• Out of Rs.70,000 crores, only Rs.350 crores actually spent for Indian sportspersons

• All Govt. major investigative agencies – CBI, Enforcement Directorate, CVC, CAG, Police, Supreme Court are investigating/processing corruption in CWG.

• A new stadium can be constructed at Rs.100 crores but CWG spent Rs.961 crores in the renovation of Nehru Stadium.

• Corruption money was passed on to benamicompanies, relatives of Ministers/organizers through Swiss Bank A/c, Tax Havens, Mauritius Route

• Private builders and corporates were given bail out packages of hundreds of crores• CVC says all Govt. departments/contractors jacked up prices by multiple times.• CAG says, “multiple agencies multiple corruption”.• It is windfall for the members and relatives of OC.  38 relatives were paid Rs.50,000 

to Rs.2 lacs p.m. as consultancy.• 4 nephews of OC Vice Chairman were hired• Rent of 1000 special chairs paid at Rs.8,378 for each chair.• Buying a roll of Toilet Tissue paper for Rs.4,100 per roll

• The Delhi Development Authority (DDA), which started the Village project as late as October 2007, has been consistently missing deadlines. The DDA had been set the target of April 2010 to hand over the Games Village.

• The Delhi Government took up 77 projects to spruce up the city before the Commonwealth Games. The construction and upgradation of stadiums were taken up in 2008 and most of them inaugurated by July 31, but most of them have not obtained no‐objection certificates on fire‐safety. 

• Even after inauguration of the stadiums, construction activities continued inside, right up to the day the games were supposed to begin.. 

• However, the rush to finish the work early has led to leakages and roof collapse at many of the venues.  Many athletes from many countries had to delay their arrival or had to stay in Hotels as the Games Village was not in a livable condition.

• Innumerable cases of rampant corruption and glaring mismanagement have irreparably damaged the reputation of the country in the international arena.

• Games were projected to draw around 1 lakh tourists, 7,000 athletes and officials from 71 countries. The Travel Agents Association of India (TAAI) has gone to the extent of saying that only 10,000 tourists would turn up. The facts suggest that hardly couple of thousand tourist came to Delhi in October to see CWG.

• The games have also been blighted by widespread allegations of bribery and corruption with CBI and CVC & CAG stating in July that they had discovered irregularities in contracts for 16 Commonwealth Games‐related projects including the athletes' village swimming pool, training hall, and athletic track among others.

• Investigators also placed the spotlight on two high‐ranking officials over transfer of money to a London‐based firm for services during the Queen's Baton Relay in London without any proper paperwork.

• Even the Supreme Court  had remarked that  the Commonwealth Games project has spawned unbridled corruption and is meant for public purpose only till October 14 — the closing day of the Games — after which “everything” will be used for “private purpose”. 

• Declaring that the Supreme Court cannot shut its eyes on the “rampant corruption”, the court criticized the Central Government on its shoddy preparations for the international sporting event.

• In spite of numerous concerns, BJP  wanted the Games to be organized smoothly so that India does not lose its prestige in the international arena. However, the ineptitude of the Central Government, the Delhi Government , Ministry of Sports, the Organizing Committee and numerous other government authorities virtually dented the image of country abroad with scores of scandals , corruption, low quality infrastructure, inefficiency and mismanagement.

• BJP stood by the nation and supported the efforts so that the country’s image does not suffer in the comity of nations.

• But now the time has come to ask some serious questions over rampant bungling surrounding the Games.

• Smam Co – Sponsorship Scam – Rs.213 crores were set aside for Smam Co. for Sponsorship deals.  Irrespective of whether the sponsors come or not the company shall get 15 to 23% commission.  Following the uproar, the contract was cancelled.

• A M Films Scam – Over 450,000 pounds were transferred through a British Bank to A M Films, a one man firm.

• Multi‐crore Medical Equipment Scam – CWG Cell of Directorate of Health Services (DHS), Government of NCT of Delhi sought to buy basic medical equipment at exorbitant prices of Rs.1,94,040 lakhs for the first 45 AED machines.

• Tender for Overlays – Rs.687 crores (Rs.300 crores as commission)

• Time, Scoring & Results Tender – Rs.109 crores(market cost less than Rs.30 crores. 

• Cleaning & Waste Management – Rs.60 crores(market cost Rs.10‐15 crores)  

• Synthetic Hova Courts from Yonex – Rs.156 crores (market cost Rs.26 lakhs)

CVC Report• CVC found serious discrepancies, asked Govt. to initiate action.• Directed CBI to register corruption cases against officials, contractors.• Almost all the organizations executing works for Commonwealth Games have 

considered inadmissible factors to jack up the reasonable price to justify award of work at quoted rates citing urgent/emergent circumstances.  Despite higher rates , poor site management, delays and quality compromises have been observed.

CAG Observations• As per July 2009 report of the CAG, one of the main reasons for inordinate 

delays were multiplicity of Govt. agencies, many agencies were either unaware of their role or refuted roles expected of them.

• The 2010 Commonwealth Games were held in New Delhi, between 3 October and 14 October 2010. 

• The games were the largest multi‐sport event conducted in India, which has previously hosted the Asian Games in 1951 and 1982. 

• The opening ceremony was held at the Jawaharlal Nehru Stadium in New Delhi. 

• For the 2010 Delhi Commonwealth Games, the Indian Olympic Association (IOA) is the Affiliate Commonwealth Games Association (CGA) in India. Affiliated CGAs are those sports bodies of Commonwealth countries (including Commonwealth Games Associations, National Olympic Committees or other multi‐sports bodies formed by a Commonwealth country), which are affiliated to the Commonwealth Games Federation (CGF) in accordance with Article 10 of the CGF constitution.

• The IOA is the apex sports body of India, registered under the Societies Registration Act XXI of 1860. It is also the National Olympic Committee (NOC) in India. The stated mission of NOCs is to develop, promote and protect the Olympic Movement in their respective countries.

• India’s bid to host the 2010 Commonwealth Games (CWG) was prepared by the IOA with the support of the Government of India (GoI) and the State Government of Delhi.

• When India won its bid for the 2010 Commonwealth games the event was meant to have become an emblem of national prestige.

• It was supposed to showcase India’s clout as a rising political and economic super power.

• Alas, an event meant to be a National pride has become a National embarrassment ?

• The total budget estimated for hosting the Games initially was around 1899 croresin 2003. This has ballooned to around Rs 70,000 Crores in 2010, and this amount excludes non‐sports‐related infrastructure development in the city like airports, roads and other structures. 

• This will likely make the 2010 Commonwealth Games the most expensive Commonwealth Games ever, being larger than the previous games in Melbourne 2006 (approx. US$ 1.1 billion). 

• Although the Indian Olympic Association (IOA) bid for the Common Wealth Games (CWG) in May 2003 and won the bid in November 2003, the CWG Organizing Committee (OC) was formed only in February 2005. 

• As per the Host City Contract (HCC), the Organizing Committee (OC) was to have been constituted by May 2004 but was formed only in February 2005. The OC signed the Host City Contract (HCC) in March 2005! 

• As per the July 2009 report of the Comptroller and Auditor General of India (CAG) one of the main reason for inordinate delays were ‐‐multiplicity of government agencies, many agencies were either unaware of their role or refuted the roles expected of them under the GOP during project execution; these issues were only clarified at a late stage. There were also instances where agencies at different levels were maintaining different sets of revised timelines for the same project. These issues of involving multiple agencies, without a unified command have contributed significantly to delays in meeting the deadlines for the games.

• The bid document for CWG‐2010  had planned a four phase approach, as under:          

• The two key planning documents, the General Organization Plan (GOP) and the Games Master Schedule (GMS), should have been ready by May 2004; these were finalized for Common Wealth Games Federation's (CWGF) approval only in August 2007 and November 2008 respectively. Similarly, the test event strategy, for which the original timeline was October 2008, had not been finalised till 2010.

• Before commencement of venue construction, clearances/ NOCs are required to be obtained from several GoI and GNCTD agencies, including: NDMC and MCD; Ministry of Environment and Forests (MOEF); and Archaeological Survey of India (ASI). CAG found significant delays by venue owners / implementing agencies in applying for clearances. Further, many regulatory agencies were not issuing clearances/ NOCs in timely fashion.

• In five major venues of the SAI – JLN Stadium, MDC National Stadium, IG Stadium, SPM Aquatics Complex, and Dr. Karni Singh Shooting Range ‐‐applications for 24 NOCs were submitted late by up to 11 months after stipulated date of completion of the associated consultancy work.

• The four phase approach was never  translated into action . Both planning and execution commenced only from late‐2006. These delays have had a cascading effect on subsequent activities, as in the case of Venue Development.

• Venue owners should have closely monitored work execution by the implementing agencies.

• DDA should have immediately ensured measures for obtaining necessary clearances, including fire, water and sewage clearances.

• Lt. Governor ‐‐ Overall responsibility for work being executed by GNCTD with

specific reference to security, law and order, and matters coming under DDA.

• As many as 21 major organizations / agencies were involved in this exercise for CWG‐2010. These agencies, with varying levels of autonomy, had different reporting lines.

Costing at the time of Bidding in 2003:

• Total Estimated Amount to be spent on Stadiums  – Rs 238.00 Cr

Total Amount spent on Stadiums today – Rs 3,389.44 Cr 

• CWG – OC Chairman Suresh Kalmadi had boasted ``Stadiums are already built in New Delhi, there will be no expenditure. 

• Now why such huge cost? Paisa kidhar gaya????

• Near empty or half empty Stadiums ever since the Games began on October 4, OC Chairman, Suresh Kalmadi claimed that crowds would come in as the news spreads of India’s impressive performance at the Games.

• OC goofs up on Advertisement to draw in the crowds at the Games. Picture of Canadian Archer who pulled out of the Games over health and security reasons figured in the advertisements in leading dailies of New Delhi on October 6.

• Commonweath Games Federation (CWGF) President Michael Fennell and CWGF Chief Executive, Mike Hooper after inspecting the Games Village on Sept. 22 termed it as “filthy and unlivable”.

• Instances of toilet flushes not working, human excreta in sinks of kitchens, wires hanging loose, broken glass, tobacco stains, water logging, dogs and snakes crawling ovezr the bed at Games Village.

• Eleven days before the beginning of the Commonwealth Games a steel and concrete Foot Overbridge just outside the Jawaharlal Nehru Stadium collapsed, injuring 27 labourers and critically injuring 5 labourers.

• October 3, Opening Ceremony at Jawaharlal Nehru stadium left part of the Synthetic Track for Athletic events damaged.  Grass had to be re‐laid.  All this just hours before the Athletic events were to start.

• Boxer Akhil Kumar’s bed in Games Village collapses as there were no springs below, just a sheet of Plywood was laid.

• Indian diver Priyanka Banerjee got injured at Dr. S.P.M. Swimming Pool Complex as a tile in the flooring comes loose.

• A lawn at the Full Bore Shooting Range at Kadarpur, Gurgaon was washed away.

• Talkatora Boxing Stadium – heavy seepage in the basement.

• Organizing Committee Secretary General, Lalit Bhanot – “Westerners have different standards (of hygiene), we have different standards”.

• New Delhi Chief Minister, Sheila Dixit on false ceiling falling at Jawaharlal Nehru Stadium’s Weightlifting area – “Such minor glitches and hitches do happen”.

• Union Minister for Urban Development, Jaipal Reddy on the Foot Overbridge collapse at Jawaharlal Nehru Stadium – “It was just a foot overbridge”.

• Congress politician & MP Mani Shankar Aiyar – “Would be happy if the 2010 Commonwealth Games (CWG) to be held in New Delhi are unsuccessful”.

• Several relatives of the members of the Organising Committee were appointed  as employees/consultants

• Father and daughter, uncle & nephew, etc., etc., list of employees of the OC includes 38 persons of the top brass who are related to each other.

• The recent reports of corruption in Commonwealth Games have adversely affected the country’s image.  The amount of funds spent on renovating stadia for Commonwealth Games provide a prime facie evidence of large scale corruption in the organization of Commonwealth Games.

• The figures available on the Commonwealth Games website reveals that the cost of renovating the Jawaharlal Nehru stadium was Rs.961 crore; the Indira Gandhi stadium Rs.669 crore; the Dhyan Chand hockey stadium Rs.262 crore and the Karni Singh shooting ranges Rs.149 crore.  

• The cost incurred in the renovation of Ferozeshah Kotla cricket stadium in Delhi was Rs.85 crore.  For the Lal Bahadur Shastristadium in Hyderabad was Rs.80 crore and construction of a new state‐of‐the‐art stadium in Nagpur cost Rs.84 crore.

• These huge amounts were spent on renovation and not for creating new facilities.  Unlike the Delhi cricket stadium that was built afresh, the Nehru stadium was only renovated.

• Govt. of India, Urban Development Ministry, Delhi Development Authority (DDA) signed agreement with private corporate Emmar‐MGF under PPP to develop CWG Village.  Under original agreement the Govt. was supposed to get Rs.321 and 389 flats from Emmar‐MGF

• In the name of urgency a big scam of more than hundreds of crores took place amongst the Govt. authorities – Urban Development Ministry, Govt. of India, Delhi State Govt. and Delhi Development Authority (DDA).

• In the name of Commonwealth Games, the Congress Govt. agreed to purchase flats from this private company at the rate of Rs.11,000/‐ per sq.ft.

• The Controller & Auditor General of India in its report No.CA 23 of 2009‐10 has passed strictures against this manipulation.

• Three senior Delhi Commonwealth Games officials have been suspended over financial irregularities and the case has been handed to the government’s financial anti‐corruption watchdog. 

• Joint Director Generals T.S. Darbari and M. Jeyachandran and Dy. Director General Sanjay Mohindroo were suspended after a committee submitted its report on alleged charges of corruption during last year’s Queen’s Baton Relay launch in London 

• The Sports Ministry has formally asked Kalmadi to dismiss them on the grounds thast they are linked to two major financial scandals.

• An email from Mohindroo showed him dictating taxi rates to a vendor in London who was hired to provide cars and other services during the Queen’s Baton Relay function in London last year 

• The vendor in question – Ashish Patel – and his firm, AM Cars – have a dubious financial record.  Instead of asking him for rates, Mohindroo states what fares Patel should charge.  450 pounds a day.  Exorbitant even when compared to hiring a BMW or Mercedes with a driver in London.

• Darbari is ast the centre of a Customs case which accuses him of illegally trying to import a ring worth nearly 20 lakhs from Dubai into Kerala.  He was also sent to Australia for the Queen’s Baton Relay there.

• The Stadium that we bid for in 2003 at Rs 326 Cr, the total bid was of Rs 1,566 Cr. During the tenure of then Sports Minister during UPA‐I regime, total budget approval received was Rs 3,566 Cr, which is 100 % more.

• What should have been priced at say Rs 1, the price of the same was hiked 10 fold and tenders called for. The work that should have been done in Rs 1, tenders at the rate of Rs 10 were called for the same. The Wealth is missing out of these Common Wealth Games.

• Jawaharlal Nehru Stadium seating capacity was 73,000, was reduced to 65,000. If this stadium were to be rebuilt on lines of the modern state of these art stadiums, then the cost has been raised manifold from 90 to 180, then 180 to 270 and from 270 to Rs 300 Cr ! But Rs 961 Crs have been spent on Renovation of JLN. Only renovation has taken place. The infrastructure was already there since 1982, Synthetic track was to be laid, Lights were already there, even then one would have considered a expenditure of not more than say Rs 100 Cr.

• Cycling Velodrome was to be made. Events here are mandatory. Velodrome surface was made of Cement ! When people shouted in aghast as to what had been done. Kalmadi knew it is not made of Cement but of Wood. Then it was made of Wood !

• Funding For Civic Infrastructure in Delhi, Central Government / State Government – Rs. 770 Cr in May 2007, Rs. 770 Cr in December 2008, Rs 4,720 Cr in May 2009, which means 513 % increase. Besides this,Overlays and in between Miscellaneous expenses which are not accounted for which are in excess of Rs10 to Rs 100 Cr’’.

• Commonwealth Games was supposed to be Carnival of Games for the people of India and sports persons.  Yes – it has been exploited as Carnival of Corruption.  Every opportunity was exploited by the organisers – Government of Delhi, Government of India to meant money.  In the name of purchases or hiring instruments etc. thousands of crores were paid more/extra which went to the coffers of the corrupt organiser.

• The roll of dishonour is as long as the toilet rolls that were bought for Rs 4,138 each. Gymnasium mirrors that cost Rs 4,600 in the market were rented for Rs 10,260 and plug points costing Rs 25 hired for Rs6,218 each for 45 days.

• OC Chairman, Suresh Kalmadi stoutly defended his decision to :

• Rent 1500 Treadmills for Rs 9.7 lakhs each for 45 days.

• Rent 1000``special’’ Chairs for Rs 8,378 each chair.

• Rent thousands of  `Corporate Umbrellas’ for Rs 6,308 per umbrella.

• Renting a 100 liter Refrigerator for Rs 42,000 per refrigerator.

• Buying a roll of Toilet Tissue paper for Rs 4,100 per roll.

• Time, Scoring & Results (TSR) – Tender was given to Swiss Timing (Omega / Longines) for Rs 109 Cr. Total cost of this work as per international market involves not more than Rs 30 Cr.

• Tendering for Cleaning and Waste Management – Work awarded for Rs 60 Cr, whereas the work could have been done within Rs 10 to Rs 15 Cr.

• Tendering for Image and Look – Work was estimated at Rs 30 Cr, whereas this could have been done for hardly Rs 10 Cr.

• 26 Synthetic Hova courts from Yonex – purchased at Rs 6 lakhs each, totalling Rs156 Cr, whereas these could have been purchased for hardly Rs 26 lakhs. 

• Three senior Delhi Commonwealth Games officials have been suspended over financial irregularities and the case has been handed to the government's financial anti‐corruption watchdog.

• Joint Director Generals T.S. Darbari and M. Jeyachandran, and Deputy Director General Sanjay Mohindroo were suspended after a committee submitted its report on charges of corruption during last year's Queen's Baton Relay launch in London.

• Commonwealth Games Treasurer Anil Khanna resigned on August 5 following a contract row, prompting organisers to bring back A K Mattoo, who had quit in January in ``disgust’’.

• Bolstering the tourism industry forms a large part of the Government’s agenda in the hosting of the Commonwealth Games. Post the Mumbai attacks and the global economic slump, the recovery phase in tourism will begin with the CWG said Kumari Selja, Union Minister for Tourism.

• As the CWG serves as a platform; and the world class city, the medium, to showcase India to the world, tourists are no longer passive recipients of the underlying message, but are active vehicles that spread it: they arrive in India, highlighting that India has ‘arrived’.

• Govt. boasted 1,00,000 foreign tourists during Commonwealth Games‐2010 in Delhi.  To justify the extravaganza of Rs.80,000 crore expenses/costs for Commonwealth Games 2010 Government had projected 1 lakh foreign tourists in Delhi.

• In response to Lok Sabha Unstarred Question No.1562 the Ministry of Tourism on 05.03.2010 said that – “It is expected that around one lakh visitors/foreign tourists would come to Delhi for Commonwealth Games‐2010.  The Ministry further added –

• The Ministry of Tourism through its overseas offices has undertaken publicity/promotional campaign.

• Government introduces visa on arrival for several countries during Commonwealth Games‐2010 including Singapore, New Zealand.

• Actual foreign tourists arrived in Delhi in October 2010 is just couple of thousands.

• Govt. & the Organising Committee projected inflated figures of income/revenue through CWG

• Of the above TV Rights is NIL.  It belongs to Doordarshan, Govt. of India

• Air India, NTPC & Central Bank Rs.150 Cr. are Govt. Sponsors.

• Air India, which itself is begging for financial support from Govt. of India to pay salaries of its staff.

• Actual private sponsors are for less than Rs.50 Cr.

• The Supreme Court remarked that  the Commonwealth Games project has bred corruption and is meant for public purpose only till October 14 — the closing day of the Games —after which “everything” will be used for “private purpose”. 

• “Till October 14, Commonwealth is a public purpose — thereafter, everything will become private purpose,” a Bench of Justices GS Singhvi and AK Ganguly have observed.

• Declaring that the Supreme Court cannot shut its eyes on the “rampant corruption”, the court criticized the Indian government on its preparations for the international sporting event.

• The court cited the collapse of the new foot‐over bridge near Jawaharlal Nehru Stadium like a “pack of cards” as an example of the quality of the infrastructure work done for the Games.

• “In this country, payments are made without work being done. The newly constructed bridge collapsed like a pack of cards,” the Bench said. “Rs 70,000 crore is involved. There is rampant corruption. 

• The Commonwealth Games edifice is crumbling under thickening suspicions of corruption and inefficiency, with the CVC referring one of the several cases of corruption bedeviling the event to the CBI. 

• Notwithstanding serious allegations of bungling and corruption in the Commonwealth Games  the government has asked investigating agencies, mainly the CBI and ED, to give “some breathing time” to officials facing allegations, at least till the Games are over. 

• Officials of investigating agencies said they have got instructions from the “top” not to “disturb” officials facing corruption charges till the Games are over.  

• “The idea is not to disturb officials preparing for the Games and let them only concentrate on the preparations. Investigations can start any time, the priority is to hold the Games,” said a senior officer of an intelligence agency.

File photo The Supreme Court on Wednesday expressed serious concern over rampant corruption in the preparation for the Commonwealth Games, and said it could not shut its eyes when the expenditure involved was to the tune of Rs. 70,000 crore. Justice G.S. Singhvi, heading a Bench, observed: “In this country payments are made without work being done.” Referring to the foot over-bridge near the Jawaharlal Nehru Stadium that collapsed recently, the Judge said: “When the new bridge collapsed, it collapsed like a pack of cards. There is rampant corruption. We can't shut our eyes to this when Rs.70,000 crore is involved.”In a lighter vein, he said that “till October 15, ‘common wealth' is a public purpose, and thereafter it will be private purpose.”The Bench, which included Justice A.K. Ganguly, was hearing an appeal filed by the Archaeological Survey of India against a Delhi High Court order relating to regularisation of a building constructed near the protected monument Jantar Mantar on Parliament Street here and close to the multi-storey building constructed by the New Delhi Municipal Council (NDMC). When counsel for the respondent pointed out that even the NDMC building was within 100 metres of JantarMantar and it had been constructed in violation of law, Additional Solicitor-General Harin Raval, appearing for the NDMC, tried to convince the court saying that the construction was made prior to the notification banning such constructions. He said the NDMC could produce receipts and payments made to workers. It was at this juncture that Justice Singhvi made these observations on rampant corruption in Games.

Can't shut our eyes to Games corruption: Judge

• While the Central Vigilance Commission has raised 16 cases of corruption in CWG preparations, the Enforcement Directorate is probing irregularities and corruption in three cases of money transactions. 

• The case handed over to the CBI is breathtaking in terms of brazenness: the  successful bidder who got the contract after quoting the lowest amount was allegedly allowed to tamper with figures post‐auction so that he could rake in more money than he had initially hoped for. 

• As more evidence surfaces of use of sub‐standard material, rigging of bids, gold plating and sanctioning of projects which were not needed at all and favoritism in selection of successful contractors, the investigating agencies have their hands full. 

• The number of works under the CVC scanner has now risen to 16 with revenue implication of more than Rs 2,500 crore. Chances of fresh additions to the "work load" are rated high. 

• The vigilance body has already confirmed the widely held suspicion: that of an officer‐engineer‐contractor nexus which has minted money by delaying the award of contracts till the last minute so that an alibi could be found to jack up cost and assign the work to "favorites". 

• Almost half of the 16 projects probed by the CVC relate to stadium up gradation and other sports infrastructure, the rest being construction of flyovers, road widening and beautification works. 

• The apex anti‐corruption institution has sought criminal prosecution against MCD officials allegedly involved in tampering  a bid document relating to the up gradation of street lighting on roads in Delhi. According to the CVC probe, the bid papers were tampered with and changes were made in the bidding amount taking it closer to the nearest rival so that profit margins could be increased. 

• The probe revealed the private bidder, allegedly in collusion with MCD officials, tampered "either by cutting or overwriting" in the price quoted in the bid with the new amount. The total contract awarded to this bidder was to the tune of Rs 35 crore and the changes made by him accrued him a benefit of over Rs 3.6 crore. The CVC probe has found that almost all the organizations executing works for the Commonwealth Games — PWD, MCD, NDMC, CPWD and DDA — have "considered inadmissible factors to jack up costs". Higher costs have been justified by citing "urgent and emergent circumstances". 

• The CVC report says that despite the higher rates, poor site management, delays and quality compromises have been observed in all the projects for which technical examination has been carried out. Items not on the bid papers were incorporated and accounted for at a higher price in many of the projects. The report says contractors failed to give any "logical reasoning for the exorbitant prices" they incorporated in their project costs. One of the principal reasons for this can be attributed to the fact that there were at least 21 governmental or quasi governmental agencies involved in the games preparations with no clearly defined line of authority.

• According to a 2009 report by the Comptroller and Auditor General of India (CAG), the budget for the Commonwealth Games 2010 underwent several revisions.

• Originally in May 2003, when the Government of India allowed the Indian Olympic Association (IOA) to bid for the CWG, an expenditure of Rs. 296 crore was indicated towards upgradation of sports infrastructure and conduct of the Games, with expenditure on security and the Games Village to be incurred by the government and Delhi Development Authority (DDA).

• The updated Bid Document of December 2003, however, estimated:

Operating expenditure alone at Rs. 635 crore.

Total expenditure (other than Games operating expenses) at Rs. 1,200 crore.

Government grants at Rs. 518 crore.

The first budget for the Games approved by the Cabinet in April 2007 estimated the total expenditure of the Games at Rs. 3,566 crore ± Rs. 300 crore.

• Almost all the organizations executing works for Common Wealth Games have considered inadmissible factors to jack‐up the reasonable price to justify award of work at quoted rates citing urgent/emergent circumstances. Despite higher rates poor site management, delays and quality compromises have been observed.

• Thirty items, which were not part of the Notice Inviting Tender (NIT) were incorporated in the Contract at higher rates after opening in order to increase the quoted amount to avail the difference of Rs.362,72,229/‐ between the next higher quoted amounts without changing the overall status.

• Two separate line items for imported & indigenous HPSV fitting of same technical specification and other performance parameters taken BOQ with wide variation in rates, i.e. more than three times.  No logical reasoning could be given by organization to go in for imported Luminaries at such exorbitant prices, whereas the luminaries of same specification, manufactured by the same vendor are also available at lower prices, which has caused in extra burden of Rs.1.52 crore.

• Execution of poor quality works, but test records fabricated to show high strength.

• Twelve samples failed to meet 28 days strength test, although 7 days samples were shown to achieve high strength.  Surprisingly, as per the records maintained, none of the concrete cube sample failed and 7 days strength was more than 28 days strength.

• Concrete core samples taken from the already laid concrete also failed to meet the requirement of strength during testing in an independent outside laboratory and cement content was found much less than prescribed and recorded to have been used.  This indicates forging of testing records.  Third Party Quality Assurance Agency also failed to point out major failure of concrete samples and preparation of forged testing records.

• Quality of anti‐corrosive treatment on reinforcement steel was found poor.  The treatment layer was coming out even with a mild rubbing with hands.

• Concrete was produced by using ordinary concrete mixture in place of prescription of Ready Mix Concrete.

• Almost all the agencies have taken up the work of streetscaping, especially kerb stone and footpath tiles, without ascertaining the need for such up‐gradation.  The main purpose of aesthetics could not be achieved due to poor quality control, lack of supervision/coordination.

• Installation system of specialized items of aluminium composite panes and acoustic panes was inferior than the agreement specification.

• Third Party Inspection Agency appointed was supposed to submit monthly Inspection Report on quality of work, but no such reports were being prepared by TPIA.

• Electrical installations have not been tested (viz insulation tests, earthing value tests, continuity tests etc.) before their energization and putting it to public use, which is mandatory as per Indian Electricity Rules.  In absence of the same, any type of electrical mis‐happenings cannot be ruled out.

• MV panels have not been designed in a technically sound manner.

• Lot of deviations taken from the approved scheme of the Government without obtaining the approval of the competent authority.  Specially poles of 12 meter length (Agreement rate of Rs.28,358/‐) and 10 meter length (Agreement rate of Rs.28,974/‐) have been deviated in such a manner which is beneficial to the agency with extra burden of about Rs.1,13,32,464/‐.

• Ineligible agencies were awarded the work.  One Joint Venture (JV) firm was qualified based on a particular name and composition of the joint venture, whereas bid submitted by the JV with different composition were accepted.  Work finally had to be terminated which resulted into time and cost overrun.

• processes that sanction such misuse of public money. 

• Who authorises such reallocation of funds? Is it legal,constitutional, and ethical?

Sports Authority of India – Upgradation/Renovation of SAI Stadia

• Some of the official reasons give by Govt agencies to justify rising costs of organizing  the Commonwealth Games in Delhi, include:

• Inclusion of new items essential for the successful conduct of the Games but were not provided in the initial budget by the Organizing Committee, namely Accreditation; City Operations; Sponsorship and Television Rights; Security; Sustainability and Environment; and Ticketing.

• Change in the scope of the work and cost s in respect of Accommodation; Catering; Opening and Closing Ceremonies; Protocol and CGF Relations; Queen’s Baton Relay; Rent for OC Office; Communications,  Branding; Technology; Risk Management & Insurance; and Technical Conduct of Sports.

• Increase in the number of days of Queen’s Baton Relay, international leg from 136 to 240 days; domestic leg from 60 to 100 days. The revised route now covered  all CGA nations and territories in the international leg and all States of India in the national leg.

• The number of volunteers for the Games went up  to nearly 30,000, and hence the cost of accreditation, catering, uniforms, etc., on this account,  increased.

• The components of rent for OC Headquarters and technology, which were not mentioned in the initial budget in 2003, are now around Rs. 175 crore and Rs. 200 crore respectively.

• The spiralling expenses on CWG projects led the Delhi government to constitute an expert committee to evaluate cost estimates and check uncontrolled spending. There were reports of ministers and bureaucrats approving inept estimates for projects.

• The Report of the Commonwealth Games Evaluation Commission declared that, “The governments of India and Delhi will meet the costs of the Games and…will underwrite any operating or capital budget shortfall.”

• The Ministry of Finance, Department of Expenditure, in 2003, had however stated that, “... it does not appear necessary or appropriate for Government of India (GoI) to provide a blanket commitment to underwrite any shortfall between revenue and expenditure of the Organizing Committee. Department of Expenditure therefore does not support the proposal to give such a blanket commitment...”

• Even though the Ministry of Finance cautioned against a “blanket commitment” from the GoI, in practice this is exactly what has happened. All cost escalations have been met by various departments of the government.

• The next few pages shall throw more light on how the Government of India was systematically cheated and looted  in preparations of CWG 2010.

• So read on…

• From Rs. 45.5 crore in 2005‐06 to Rs. 2,883 crore in 2009‐10 (Revised Estimates), allocations for the Commonwealth Games in the Union Budget, Ministry of Youth Affairs and Sports, have witnessed an astounding 6,235% increase.

• For the same period, the Union Budget for education rose by just 60% while the increase in health expenditure was 160%.

• From 2006‐07 to 2010‐11, the budgetary allocation from the Ministry of Home Affairs, Govt. of India, to Delhi for the CWG, is Rs. 3,150 crore. The increase from 2006‐07 to 2009‐10 in this budget was 471 %.

• In the 2010‐11 Union Budget, the Commonwealth Games have been allocated Rs. 2,069.52 crore.

• In March 2010, the Union Cabinet approved another proposal from MYAS for providing a budget of Rs. 687.06 crore for overlays (furnishings) for the Games.  

• Within five months of the budget being more than doubled from Rs. 767 crore to Rs. 1,620 crore, another Rs. 687.06 crore were granted just for furnishings.

• According to data on the website of MYAS, the Indian Olympic Association (IOA) received Rs. 28.53 lakh as a grant in 2005‐06, Rs. 538.10 lakh in 2006‐07, Rs. 244.28 lakh in 2007‐08 and Rs. 238.96 lakh in 2008‐09.

• All the main bodies, Govt. of India, Delhi Govt. & Organising Committee,  Supervising Committee of CWG headed by Congress Leaders

• For the CWG mess and mismanagement OC Chairman, Mr. Suresh Kalmadi has faced the maximum flak.

• Kalmadi , OC, Delhi CM Mrs. Sheila Dikshit , Govt of India, DDA around dozen agencies responsible for the CWG chaos & corruption.

• Kalmadi as the head of the OC, Delhi CM Dikshit and Union Urban Development Minister Jaipal Reddy controled huge chunks of money earmarked in the name of Games.

• The fact is that almost all projects being implemented by the Delhi government were running precariously behind schedule ‐‐ in itself an act of great irresponsibility and mismanagement – added to this there is evidence of huge corruption  in each project. 

• How and why the originally estimated costs of projects handled by the Dikshitgovernment ballooned out of control is a question to the Congress Govt. in Delhi to answer. 

• Also, the suspicious nature of the decision‐making by the Delhi government was duly pointed out by none other than Union Sports Minister Manohar Singh Gill. While questioning the wisdom of locating the Games village across the Yamunariver in East Delhi, Gill said that it ought to have been built near the main arena of competition, that is, the Nehru Stadium off Lodhi Road in New Delhi. 

• A  telling example of Corruption in the Delhi government is the wasteful expenditure on contracting the supply of flowers, flower pots, etc, for the Commonwealth Games. 

• The Dikshit government earmarked about Rs 135 crore (Rs 1.35 billion) on these easily perishable/breakable materials, including the supply of bougainvillea from a party in Andhra Pradesh. 

• As much as Rs 10 crore (Rs 100 million) was to be spent on buying flower pots for 'beautifying' only those roads which lead to the stadiums.

• Now, how many pots will be actually supplied, and how many will be stolen or broken while lying along the Delhi roads is best left to individual’s imagination ‐‐unless, of course, Mrs. Dikshit persuaded  the Delhi police to post additional guards to safeguard these extravagantly  expensive flowerpots. 

• Meanwhile, the money spent on flowerpots may have already come to naught since the security agencies have disallowed their presence inside the stadiums.

TENDER TO INCOMPETENT COMPANIESDelhi Development Authority (DDA) have reported that two cases have come to light where the companies to whom tenders were awarded did not perform eventually. Investigation has been ordered in these cases to fix responsibility.

In one case, the concerned agency could not do the work with competence/due diligence resulting in termination of contracts. Compensation as per contract was levied. The performance guarantee and security deposit were forfeited and Rs.5,74,98,025/‐ levied as compensation against M/s Sportina Payce Infrastructure Ltd. In second case, i.e. foundation work at Sirifort Stadium of Badminton and Squash, for the slow progress, Rs.50,00,341/‐ has been imposed as fine against M/s Sportina Payce Infrastructure Ltd.

BUNGLINGS IN HIRED ITEMS FOR CWG Organizing Committee (OC) has informed that following four consortia/companies have been awarded contracts to provide overlays on rent, for Commonwealth Games Organizing Committee during the Games: 

M/s G. L. Events – Meroform Consortium CG 2010 M/s Pico Deepali Overlays Consortium M/s Nussli (Switzerland) Ltd. ESAJV : D‐Art : Indo Consortium 

The items covered in overlays are about 1000 and important of which include marquees, tents, pre‐fabricated office units, Porta WCs, public display systems, Diesel Engine Generating sets, UPSs, metal structure such as grand stand seatings, broadcast tribunes, security fencing, furniture, fixture and equipment, etc.OC has informed that the contracts have been awarded on a turnkey basis and four vendors have been selected through open and transparent competitive bidding process. The selected vendors were lowest for their respective clusters on overall basis and two rounds of negotiations were held by two Committees of Senior Officials before award of the contracts.

• The shrewd organizers of CWG, Delhi Govt., Govt. of India paid Rs.300 crores to Wizcraft, a private Event Management Co. to organize the opening and closing ceremonies.

• The private event management co. gets Rs.300 crores while the total amount spent for the training and capacity building of Indian sports persons, participants is also Rs.300 crores.

• Organizers are calling the opening and closing ceremonies as grand success, which was a paid event and has nothing to do with the organizers.

EXPENDITURE FOR OPENING AND CLOSING CEREMONY OF CWG .The budget for the Ceremonies for the Commonwealth Games Delhi 2010 is Rs.106 crores, which has been 

enhanced to Rs.300 crores. The component elements of the budgeted amount for the events are as under: 

(i) Airfare, accommodation & hospitality. 

(ii) Ceremonies conduct (iii) Finance & Legal (iv) Information Technology (v) Material and equipment (vi) Professional fee (vii) Conduct of cultural events & countdown (viii) Salaries and wages. 

Shri A R Rahman, who has composed the Theme Song will be participating in the Opening Ceremony. Contract value of Shri A R Rahman is Rs.5,55,91,200 including Service Tax. Records pertaining to the Asian Games, 1951 are not available. As regards 1982 Asian Games Ceremonials, including Opening and Closing Ceremonies and the Hymn, resources of the Ministry of Defence were utilized. A budget provision of Rs.44.90 lakhs was also sanctioned by Ministry of Education and Culture for which also Ministry of Defence continued to exercise financial control. Ministry of Defence have informed that the information sought is 28 years old and no records are available with them.

• CVC investigation without waiting for a complaint• CAG to complete full‐fledged investigation in a time bound manner and issue directives to CBI 

to initiate action• Delhi Police should act quickly in all cases of corruption connected with CWG• GOI should take up with the Swiss Govt., find out and seize Swiss Bank accounts of all involved 

in CWG corruption• Enforcement Directorate should act immediately to complete investigation in a month of all
