React : What is it?
• Small, time limited, team based in the LGA• Funded by DCSF, working with Association of
Directors of Children’s Services (ADCS)• Supporting LAs as they prepare for new roles• Working with DCSF and LSC, facilitating discussion• Linking with national organisations • Working through regional groups• Supporting sub regional structures

16-19 (25) Funding
£6.7 Billion transferred to LAs to commission 16-19 learning
LAs to commission the provision for 16-19 learners in :• FE colleges, 6th form colleges and 6th forms• New 6th form college sector • Entry to Employment• SEN / LLDD commissioning up to 25• Offender learning – 10-17 year olds in custody• LAs as lead commissioners / contractors
• Working through 43 sub regional partnerships• Young People’s Learning Agency – national and regional
body, also commissions academies• New role for Government Offices
CommissioningCommissioning • All 16-19 (25) learning including learners with
learning difficulties / disabilities• Commissioning plans influenced by 14-19
Partnership plans, sub regional and regional plans• For every young resident and for every young
person learning in their area• LAs take lead on behalf of other LAs• LAs need to ensure a range of types of providers to
make choice possible – including national/ regional specialist provision
SEN / LLDD Issues
• Decline in SEN statements• Role of 139a assessments• Increase in school action / school action plus• Children’s Trust role in planning for those with
additional needs > 25• Joint Adult Care / Children’s Trust post 25• Integration and transition• Whole family support – aiming high ..
Commissioning +Planning - Discussion with providers about• Contribution to the Children and Young People’s Plan
– including health, youth justice, sport, arts• Provision for vulnerable young people 19-25,
