The property market by numbers
1 What is it?The division of property into
units and common areas and their registration is known as Jointly Owned Property (JOP), which is also known as Strata Ownership in other parts of the world.
2 What does it do?Strata Law defines the rights
between individual property owners and their residential communities.
3 What does it offer?Government supported rules and
regulations that direct the creation and implementation of residential property owners’ associations, allowing them to control the amount they pay for the maintenance and service charges.

owns a property and a real estate broker who is selling properties located in either a jointly-owned apartment building or villa in a master community.
5 What are the relevant laws in Dubai which offer directions to
property owners?Jointly-owned property law No. 27 (2007), introduced to lay the foundation for Strata Law within the UAE; this law explains the relevant concepts, terminology and definitions used within Strata Law. Civil code No. 5 (1985) allows for the sub-division of buildings, the creation of homeowners’ associations, and the existence of Strata laws.
6 What recent laws were introduced by RERA which
help in establishing owners associations?‘Direction for General Regulation Concerning Jointly Owned Property’, which deals with the owner’s rights and the developer’s requirements. ‘Direction for Jointly Owned Property Declaration’, which deals with property-related subjects such as: community rules, site plans, titling information and so on. ‘Direction for Association Constitution’, which explains the functions and powers of the homeowners’ group, its board and manager. And ‘Direction Concerning Preparation of Survey Plans’, which handles accreditation, registration, duties, suspension and cancellation of registered surveyors.
7 What are the essential need-to-know facts for the owners who
form the associations?Firstly, the homeowners’ rights as a member of their group and the obligations to other owners. Secondly, homeowners’ financial obligations to the group, voting rights of the individual and how service charges for the property are divided amongst the group. Also, the rights, obligations and functions of the homeowners’ group, which includes things like procedures for group meetings, the signing off of budgets and the appointment of service suppliers, And lastly, what the developer is responsible to disclose to the homeowner and what laws are in place to ensure that it is disclosed.

Arabian RanchesTara and Andy Parkinson open the door to their
Mediterranean-style villa and tell us why, 11 years on, it’s still their pick of places to set up home in Dubai
We love this place…
Tara, what brought you to Dubai and how does it compare to life in the UK?When Andy and I first moved here no one had really heard of Dubai, but I’d lived in Arab cultures before and was ready for a change. I remember packing up our flat in the UK; it was pouring with rain outside and I just thought, ‘I have to get out of here!’ We arrived, like everyone, thinking we would be here for two years but it really took that time to get organised and settle in. By then, there was no way we could think of going back – I had a great job but ultimately it was the lifestyle and sunshine that made us stay. I’ve never regretted it.
You’ve been here for 11 years now, why did you choose to buy a home in the Arabian Ranches?We bought this property five years ago and it was really the first development to take on a European look. There also seemed to be a lot of teething problems during the building of earlier developments like The Lakes and The Meadows, which builders appeared to have learnt from and not repeated here. As a result, I think the villas are of an altogether better quality. Coupled with that has to be the schools and facilities. It’s very safe too, with paving all the way round the development so you can go on lovely walks every which way and feel very safe; all in all it’s a really nice place to live.
How does it compare to other areas of Dubai that you’ve lived in? We rented for seven years in different locations, including The Lakes (which was fantastic) and along Sheikh Zayed Road but buying here makes it the first place we can really call home. We can do little touches ourselves and not have to worry about being kicked out by a landlord! We’ve always said that if we were single now we’d live in JBR or the Marina (which wasn’t there before we had children) but now we have Holly, Jake and Luke, the Arabian Ranches is definitely a real family settlement that’s lovely for children.
What are the local facilities like here? Well, in the centre of the compound next to JESS (Jumeirah English Speaking School) are the main local shops, which include a supermarket, nail bar, hairdressers, coffee shops and a selection of takeaways: a lot of mums pop there after the school run so it’s a great, sociable little place and really the hub of the development. In terms of schools, there’s also Repton on Emirates Road, where many children from the area go; both schools teach an English curriculum. Motor City has just opened up now as well, and with it a large Spinneys, so the facilities seem to be getting bigger and better for locals.
How about leisure and entertainment? Arabian Ranches originally got its name
because it’s built next to the Dubai Polo Club, which is where we go horse-riding – Holly is obsessed with horses! We’re members there and there’s also a gym and swimming pool you can use. All of the houses are built around the Arabian Ranches Golf Club too, and families can meet up at the clubhouse and go for something to eat. On top of that, each compound has its own park and pool. Now that it’s cooler, you can wander down there at around 4pm and all the children play together.
Back to the house, you created a fabulous, lush garden from scratch – how did you go about it? Our outdoor area was just a massive sandpit when we moved in! We found a designer who created the look we had in mind and then outsourced the work. It took about six months in total. Newcomers should chat to a gardener as only certain plants can survive the climate; our banana plants and bamboo didn’t survive the intense heat. Furniture wise, we went to Rattan House on Sheikh Zayed Road – they even made all of the cushions for our sunken area to match our sofas. We opted for rattan as it’s meant to be weather-resistant, whereas wood is quite high maintenance.
You gave your kitchen an ultra-modern overhaul too, how did you achieve it?

A company called Under One Roof did the whole thing; I can’t say enough great things about them. They did absolutely everything from ripping out the ceiling and entire kitchen to attaching all of the appliances and painting the finishing touches. It was very basic before, like many Dubai homes, but we really wanted a modern look with a Spanish-style to match the rest of the house. At first we were scared to have a dark kitchen but were assured that with the spotlights and shiny surfaces (which reflect the light) it would be fine; and it was. It is a bigger expense but well worth it and we’re thrilled with the workmanship. It took around three weeks from start to finish – we just went on holiday and left them to it!
Your home has a modern, Mediterranean feel throughout – where did you shop to get the look?
We bought a lot of things from The Paddy, in Jumeirah’s Village Mall, such as the long, bamboo table in our lounge and our wall art, too. Our four-poster bed and sofas are from The One; the boys’ bedroom furniture is from Flamant in Mall of the Emirates, as is Holly’s – with some extra pieces from The White Company. Our shutters really add to the Mediterranean feel. I’d always loved them and they’re great for keeping rooms cool and dark for the children – plus they really create that Med look. It’s very difficult to make a feature of the arches in our villa with curtains, so this was a fab alternative. It took around six to eight weeks for the finished look as the windows are measured and the materials shipped in from the States.
Overall, what would you say are the best things about life in the Ranches?
Number one has to be that it really is a ‘finished’ development. All of the landscaping is complete, all of the paths connect to one place and there are no roadworks or digging anywhere; it’s all done, which is what makes it a good quality place to live. It’s so funny because in Dubai when it rains there can be leaks everywhere – we were prepared for it... but we haven’t had one leak! We were amazed. A lot of people buy rather than rent here too, so seem to take more pride in their villa’s appearance.
So, is there anything missing? We do need another health club; the polo club is great for riding but the gym is quite small. That would be a great addition. But, all of the everyday things you need are here. I’ve said to Andy that with Spinneys opening I barely need to leave the Ranches now!

Enter the Arabian Ranches and you’ll discover sprawling properties with a distinctly Mediterranean feel. Stroll through the pedestrianised community to its hub: an oh-so-convinient

Drop your laundry at Eezi Clean, pick up essentials at MediLink Pharmacy, entertain yourself with a new read from Booksplus, or treat little ones to a creature from Pets Delight. Stop off at one of its eateries while you’re there, like Costa Coffee, MBCO (a fave for fresh sandwiches, smoothies and more) or, for fast food, Burger King and Pizza Hut. Alternatively, Motor City is moments away and its new strip of shops are beginning to open, which cues more places for Ranchers to spend their dirhams. Notably, a Spinneys (www.spinneys-dubai.com) – perfect for that big food shop – and a London Fish & Chips that’s sure to be a hit with Brits.
Leisure time
Horse-riding and golf enthusiasts will be in their element with the Arabian Ranches Golf Club (www.arabianranchesgolfdubai.com) and Dubai Polo & Equestrian Club (www.poloclubdubai.com) on the doorstep.
Whether you’re playing or not, there’s a Spanish-style Clubhouse to socialise in. Head to the Ranches Restaurant and Bar (�� ��� ����) and savour international fare on the terrace. Plus, with �� luxurious suites, there’s somewhere for relatives to stay if your villa’s full up. If riding’s your sport, the polo club has it all; from showjumping and dressage arenas to desert hacking. Plus, from October ��th its newest facility Little Ponies will be open to tiny tots. If they’re ready for school, there are three local options, two of which teach an English cirriculum. Second is Repton (www.reptondubai.com) on Emirates Road for three- to ��-year-olds. BACK TO BASICS When you set foot in your new home it’s natural to want to do everything at once, but don’t: start with the basics and add your decorative fancies after. Kitchens and bathrooms need to be fully functioning for you to have a liveable space; your bedroom needs a bed for you to spend the night; windows need covers for privacy. Go for the necessities first and decorating will be a pleasure, rather than a chore.
SOMETHING OLD, SOMETHING NEW It’s tempting to disregard all of your old furniture in favour of an entirely fresh start but save those of sentimental value to avoid regrets and mix them with new additions you love. Old photos in new frames, for example, is one way to decorate rooms and add a touch of familiarity at the same time.
ECLECTIC THEMES If your move to the UAE is from overseas, consider the style of your old home versus the new and plan your décor accordingly. You may think that English country-cottage style furniture, for example, is not befitting an ultra-modern apartment. However, there are ways to fuse the two – think shabby chic – so don’t discard any items you love
– they may take on a new lease of life in a different setting.

MARINATED BEEF TENDERLOINSERVES �

Rucola
Handful of fresh raspberries
Raspberry vinegar
� teaspoon crushed black pepper
½ teaspoon paprika

In the kitchen: � Remove any fat and tendons from the beef tenderloin.� Mix the spices together to create a marinade and rub it well into the meat. � Place it in a dish, cover with clingfilm and place in the fridge for one day. At the grill: � Cook the tenderloin on a hot grill, giving it �� minutes on direct heat to produce an attractive brown crust.� Cut the meat into thin slices and serve with rucola, raspberry vinegar and the fresh raspberries.

� chicken breasts
Salt and pepper
� tablespoons olive oil
� block of feta

� egg, beaten
� dl crème fraîche

� Brush olive oil over the chicken breasts and then grind the salt and pepper over each one. � Barbecue for eight minutes on each side. � Turn the feta in the beaten egg, breadcrumbs and ground pepper. � Fry in butter on a griddle or in a foil tray until golden on all sides.� Serve the chicken with slices of barbecued feta and rucola, mixed with olives and spring onions and accompanied by a dressing of crème fraîche, curry powder, salt and pepper.
MARINATED CROWN OF LAMBSERVES �
� crown of lamb (� to � bones)
� tablespoon of balsamic vinegar with rosemary
� tablespoon brown sugar
� tablespoon sweet chilli sauce
�–� cloves of garlic, finely chopped
In the kitchen: � Remove any excess fat from the crown of lamb and score the meat’s side with a sharp knife.� Mix all of the other ingredients together and rub the mixture into the meat.� Leave to marinate for one to three hours. At the grill: � Light the gas grill on a medium heat of around ���� � Place the crown of lamb on the grill and barbecue for �� minutes on the bone side, then �� minutes on the meat side.

SALMON WITH PEPPER TOPPINGSERVES �
One side of fresh salmon
��g sugar
��g fine salt
� red peppers
½ teaspoon cayenne pepper
� teaspoons normal sugar
� slices of turkey bacon
� Mix the salt and sugar together and spread over a whole side of fresh salmon.
� Leave the salmon to marinate in a cool place for four hours.� Sear the red peppers on the grill until they are completely black, then place them in a sealed plastic bag and leave them to draw for a while. This will make the blackened skins simple to remove.� Lightly blend the peppers and drain off any excess liquid. Mix the resulting mash with the cayenne pepper and sugar.� Barbecue the bacon until it is crispy and fat free. Leave to cool and chop with a knife until it is uniformly crushed.� Rinse and dry the side of salmon and cut it into ���g portions. Place them on a piece of aluminium foil and top them with the pepper mixture. � Before barbecuing, sprinkle the bacon crunch on to the portions. Place the salmon in the middle of a temperature regulated charcoal grill. � After �� minutes, skin the salmon and arrange on a bed of salad leaves – fresh roquette is a particularly good choice.
POTATO SALAD WITH BARBECUED PEPPER AND CHEESE SERVES �
���g small new potatoes, boiled
� red peppers
� bunch of broad-leafed parsley, coarsely chopped
���g Cheddar and Gouda cheese, cubed
�.� dl rapeseed oil
½ dl white balsamic vinegar
Salt and pepper
� Cut the potatoes in halves and fry them, in oil in a pan on the grill, until golden. � Cut the peppers into strips and barbecue until soft. Leave to cool. � Whip the rapeseed oil and vinegar together to form a dressing. � Mix the potatoes, peppers, cheese and parlsey. Pour on the dressing and stir.
