Welcome to the Puget Sound Educational Service District (PSESD). Please accept our congratulations on your decision to join a community of thoughtful, dedicated professionals who make this organization a great place to work. You will find that your

colleagues demonstrate each day their commitment to excellent service for the school districts, families and children we serve. We pride ourselves on that service, and on our many partnerships that are all in service of our agency vision, which is to Close the Opportunity Gap and Ensure Success for Each Child. Puget Sound Educational Service District (PSESD) is striving to become an Antiracist Multicultural Organization. PSESD is one of nine regional educational agencies serving school districts and state-approved private schools in Washington. Educational Service Districts, created by the legislature, are an essential regional delivery system for early learning and K-12 services in the state. The Human Resources Staff begins the process of welcoming you to the Puget Sound ESD through the New Employee Orientation and the resources shared in this notebook. The entire Human Resources team, along with your new colleagues, and

Classification of Employees

Regular - Full Time

Regularly full-time employees work forty (40) hours per week for a minimum of ten (10) consecutive months. Regular full-time employees are eligible for full employee benefits.

Regular - Part Time Regular part-time employees works a regular schedule of less than thirty-nine hours per week. Employees who work at least eighteen (18) hours, but less than forty (40) hours per week are eligible for prorated benefits based on hours. Employees that work less than eighteen (18) hours per week are not eligible for benefits.

Hourly Hourly employees work a schedule less than 18 hours a week or fewer than seventy (70) hours per month. If an employee continues as an hourly employee for 910 hours or one calendar year, the employee will be converted to regular status (full-time or part- time) or released. A released employee is subject to a three-calendar-month break in service prior to becoming eligible for rehire into an hourly position. Hourly employees are not eligible for employee benefits.

Occasional Occasional employees work on a temporary assignment and employment is not expected to continue beyond the terms of a signed agreement that is not more than three (3) months in length. This agreement can be extended for up to three (3)

additional months upon approval by the Superintendent or his/her designee. Occasional employees are not eligible for employee benefits.

On-call On-call employees work a periodic, irregular schedule on an on-call basis (substitute bus driver or interpreter, for example). On-call employees may only work a regular, consistent schedule when filling in for an employee on leave or for a job opening that is currently in the process of being filled. On-call employees are not eligible for employee benefits.

Your Well Being

Health Benefits Overview Following is a brief outline of the benefits package offered to employees of Puget Sound ESD. The information presented is a general overview only and should not be relied upon as the basis for selecting a specific benefits package. The coverage and costs of each benefit are governed by specific Master Plan documents and the actual specifications of any particular plan or benefit may be changed at any time, as circumstances require. Should you have any questions about these benefits, please contact the Payroll Department.

Puget Sound ESD (PSESD) provides a benefit allocation for employees to apply toward their benefit coverage. The allocation is $780.00/month for each full-time employee (prorated for part-time, benefits eligible employees working less than 32 hours per week/1,664 hours in a fiscal year).

Our benefit package includes mandatory benefits (dental and vision), priority benefits (medical, employer-paid term life insurance and accidental death and dismemberment (AD&D) insurance) and optional benefits (long term disability,

supplemental life, AD&D insurance, long-term care, deferred compensation, tax sheltered annuities (403b) and Section 125 (Flex Plan), accident insurance, short term disability and cancer insurance.

Health benefit coverage is also available for dependents. In your employment packet you will receive a premium chart which details the cost for each plan.

Benefits Plan Year The benefit plan year is November 1st – October 31st.

When Benefit Coverage Starts New employees hired on or before the 15th of the month and compensated for at least 10 days in that month are eligible for benefit coverage the first of the following month. Otherwise, benefits begin the first day of the second full month of employment.

Open Enrollment During open enrollment employees may elect to make changes to their insurance coverages including adding/dropping dependent coverage. New benefit elections go into effect November 1.

To elect benefits employees must complete the applicable online enrollment and forms.

Mandatory Benefits Dental and vision coverage are mandatory benefits for which all benefit eligible employees must enroll. Accordingly, the benefit allocation is first applied to these elections and the remainder may be applied toward medical coverage.

Priority Benefits Medical coverage and employer paid life insurance are considered priority benefits. Benefit allocation dollars remaining after application of mandatory benefits will be applied to medical coverage. Premiums exceeding the benefit allocation will be deducted via pre-taxed payroll deduction. Employees may elect to waive medical coverage. (See plan options/premiums on the last two pages.)

Basic Group Life Insurance Employer paid. Coverage amount is one times annual salary rounded to the next higher $1,000 up to a maximum of $250,000.

Optional Benefits Optional benefits are voluntary and provided for employee’s convenience. The benefit allocation may not be applied to these benefits. Instead, the expense for these benefits are deducted from the employee’s paycheck.

Dental PSESD offers two dental plans to choose from. Benefits-eligible employees must choose one of the following dental plans:

Delta Dental of WA Consists of more than 3,000 contracted member dentists. You may select any licensed dentist. No co-payments – no deductibles. 70-100% benefit coverage based upon years of enrollment. No additional costs for adding dependents.

Willamette Dental Group (Columbia) This is an HMO-type dental provider whereby the employee is required to go to specific Willamette Dental Group sites for service. All services are covered with a $15 office co-pay. No additional costs for adding dependents.

Vision PSESD offers two vision plans, one for non-union employees and one for union

employees. There is one premium for each plan, regardless of the number of

dependents covered. Benefits-eligible employees enroll in the applicable plan.

Northwest Benefits Network (Non-Union Employees) NBN Vision is for Non-Union employees and their eligible dependents – offered through Northwest Benefit Network (NBN). To get the maximum benefits allowed

VEBA VEBA is a tax-sheltered, interest-bearing, medical-reimbursement account in which employees place funds left over from the Puget Sound ESD allocation once benefit coverage has been selected. The money in the account can be used to pay medical, dental, and vision (health-related) expenses that are not paid by any other benefit plan for you or your dependents. Qualified expenses are outlined in IRS Publication 502 and are available through the Payroll Department. Check UNION contract for variances. Contact 1-888-828-4953 or www.veba.org

Washington State Retirement System Participation in the Washington State Retirement System is mandatory for all benefits-

eligible employees. Employees are placed in plans based on past participation and state guidelines. Eligible positions are those which normally require five or more months of 70 or more hours of compensated employment from September – August. New SERS members hired on or after July 1, 2007 with no prior membership have a plan choice option. Employees have 90 days from first date of hire to make a decision. If a decision is not made during that time, employees will automatically default to Plan 3 with Contribution Rate Option A (5 percent) and the Retirement Strategy Fund. Your plan choice decision, whether by active choice or by default, is irrevocable. You will not be able to choose another plan in the future. SERS Plan 2 is a Defined Benefit plan. It provides a guaranteed lifetime monthly retirement benefit. The benefit is based on your length of employment and salary.

SERS Plan 3 is a defined benefit plan made up of two parts; a Defined Benefit component like Plan 2, but providing half the guaranteed benefit; and a Defined Contribution component, in which you have some flexibility and assume risk. You choose the level of your contributions and how they are invested. Employees can elect to contribute a minimum of 5% and a maximum of 15%. The amount of retirement income generated depends on how much you contribute and the investment. The member-financed component provides a tax-deferred investment performance program that you may access any time you separate from Puget Sound ESD. Once the contribution is elected it is irrevocable and it cannot be changed at any time while employed with the Puget Sound ESD.

Basic Group Life Insurance Puget Sound ESD’s life insurance program is offered through Sun Life Financial and provided at no cost to the employee. The coverage amount is equal to the employee’s annual pay rounded up to the nearest $1,000 up to $250,000. This life insurance includes Accidental Death and Dismemberment (AD&D) and is for the employee only.

Priority Benefits All benefits-eligible Puget Sound ESD employees may participate in the following benefits plans as desired.

Medical Puget Sound ESD offers a choice of eight medical plans designed to allow for maximum freedom of choice. A comparison report is available upon request from the Human Resources Department.

Premera Medical

Seven plans to choose from, each with a large network of providers (see below). Comprehensive coverage includes preventive care at no cost share and specialty care does not require a referral

Premera has the largest network of contracted doctors and hospitals in Washington.

All WEA Select Plans allow you to use out-of-network providers for most services. However, your out-of-pocket costs will be higher.

WEA Select Plan enrollees have access to in-network providers nationally and worldwide through the BlueCard program.

A health statement is not required for employees who enroll within their 31-day initial eligibility period. Late enrollment will require a health statement to be approved by Sun Life Financial.

Optional Benefits

Optional Benefits Puget Sound ESD offers a number of programs that are available for employees on an optional employee-paid basis. Applicable premiums will be automatically deducted from your paycheck. All of these programs allow enrollment at any time, with the exception of the Flexible Spending Accounts (FSA – section 125).

Voluntary Group Life Insurance Puget Sound ESD offers you the opportunity to purchase supplemental life insurance coverage through Sun Life Financial using your remaining benefit allocation money after mandatory and priority benefit deductions. (The employee is responsible for payment if the Puget Sound ESD benefit allocation is depleted.) Costs vary per

individual (rate sheet and sign-up forms are available upon request from HR).

Tax Sheltered Annuities Employees are eligible for 403(b) tax-sheltered annuities which allow money to be put away for retirement and, at the same time, reduce taxable income. You may invest a portion of your salary through payroll deduction on a pre-tax basis. This means contributions are deducted from your salary before you are taxed. Therefore, the taxes you pay each year will be lower as a result of your saving in the 403(b) plan. Other tax advantages are:

◆ You do not pay federal or state tax on the money you invest until you take

it out of the plan.

◆ All earnings on your investments accumulate tax-free until you receive distribution from the plan.

Puget Sound ESD has selected a list of approved providers from which to choose where and how to invest your 403(b) contributions. The list of approved vendors can be found on www.mypsesd.org or the OMNI participant website at www.omni403b.com. Please contact Payroll for additional information.

You can sign up for this benefit at any time during your employment with the Puget Sound ESD.

Optional Benefits

Washington State Deferred Compensation Program (DCP) The DCP is a supplemental retirement savings program that allows you to contribute pre-tax dollars with earnings on those contributions growing tax deferred. Employees may enroll in this program anytime of the year.

Flexible Spending Accounts (Section 125) Section 125 allows you to pay for certain qualifying out-of-pocket expenses (medical & child-care) with tax-free dollars. This means you do not pay Federal Income Tax and Social Security Taxes on these dollars (23%-38% tax savings). The dollars you put aside for these expenses do not appear on your W-2 form as income. You may

elect up to $2,550 per year for health care expenses and up to $5,000 per year for dependent childcare expenses. Enrollment in this program is strictly limited to your date of hire, the annual open enrollment period (August – September), or a qualifying event.

Your Time Off

Sick Leave Each full-time employee shall accrue sick leave at the rate of one (1) working day for each calendar month of service. Employees working less than a full year or working only part-time shall earn pro-rated sick leave credits. Sick leave credits are to be used only in the event of absences due to personal illness of the employee, spouse/domestic partner or child (under the age of eighteen years of age or older than eighteen if incapable of self-care because of a mental or physical disability), a medical or dental appointment which can be scheduled only during normal working hours, or for the period preceding and/or following the birth of his/her child. In addition sick leave credits are allowable to be used for the care of a parent, parent-in-law, or grandparent of the employee or an emergency condition. Employees may not use sick leave that has not been earned.

Unused sick leave credits shall be transferred to, or received from, other school districts in the state of Washington, the Office of the Superintendent of Public Instruction, any public institutions of higher education, and offices of educational service district superintendents and boards.

Emergency Leave Employees may use up to three (3) days Emergency Leave per fiscal year, non- cumulative, from year to year and prorated based on an employee’s FTE. Emergency Leave will be available upon request for each employee without loss of pay. These Emergency Leave days shall be deducted from an employee’s annual sick leave.

Employees may use Emergency Leave for problems that are suddenly precipitated and are of such nature that pre-planning cannot relieve the necessity for the employee’s absence.

Annual Leave Annual leave is earned monthly; only time earned can be taken.

Holidays Puget Sound ESD recognizes certain holidays during the fiscal year. Eligible employees are paid for the holiday if it falls on a regularly scheduled workday. These include: New Year’s Day, Martin Luther King Jr. Day, President’s Day, Memorial Day, Independence Day, Labor Day, and Veteran’s Day, Thanksgiving Day, Day after Thanksgiving and Winter Holidays.

Unpaid Holidays for Reason of Faith or Conscience Employees may request up to two (2) unpaid holidays per calendar year for reason of faith or conscience or an organized activity conducted under the auspices of a religious denomination, church, or religious organization. The two unpaid days per calendar year, if unused, do not rollover to the following year. In compliance with state law, the Superintendent or designee, or employee’s supervisor will grant the request(s) unless he or she determines that the employee’s absence would impose an undue hardship on the agency or employee is necessary to maintain public safety.

Bereavement Leave Bereavement leave of up to five (5) days with pay, upon approval of Human Resources, may be taken due to the death of a member of the immediate family (mother, father, spouse, domestic partner (hereinafter considered synonymous with spouse) son, daughter, grandparent, grandchild, sister, brother, mother- or father-in-law, son- or daughter-in-law, sister- or brother-in-law).

One (1) day of bereavement leave per occurrence, not to exceed three (3) days per fiscal- year may be granted for the death of non-family members or non-immediate family members.

Eligible employees may use earned sick leave or annual vacation leave or a combination of these for up to an additional five (5) days following bereavement leave.

Benefit is the same for union staff per Article 11.2 in the CBA.

Other Types of Leave See MyPSESD.org for Board Policy regarding the use of these and other leaves: Jury Duty, Family Leave, Military Leave, Military Family Leave, Temporary Disability, Pregnancy Disability Leave, Education-Related Leave, and Professional Leave.

Leave Sharing Eligible employees may, with administrative approval, donate annual and sick leave to another Puget Sound ESD employee who has requested and been approved for shared leave because they have exhausted his/her sick leave due to extraordinary circumstances.

Balancing Work and Life

Mobile Phone Stipend/Business Use Puget Sound ESD policy allows for employees who need a mobile phone for business purposes to receive a monthly taxable cash stipend to purchase voice and/or broadband services from a provider of their choice.

A stipend may be requested using a Mobile Phone Stipend Election Form. The form must be completed by the requesting supervisor and authorized by the program Executive Director or Cabinet member who certifies and approves the stipend. For more information, visit MyPSESD.org.

Cell Phones-Personal Use If you are interested in a cell phone for personal use, Puget Sound ESD has agreements with most cell phone providers. Please check with your carrier to see if you are eligible for a discount. Puget Sound ESD does not assist with the setup of personal phone service.

Credit Unions ESD employees are eligible to be members of several credit unions including:

Commuter Options Many convenient commuter options are available to staff through the ORCA Card program. An ORCA card can be used for a Vanpool, the Sounder train, VanShare, light rail and all regular Metro Transit and Pierce Transit bus routes.

Alki Bakery Cafe An on-site kiosk offering healthy and delicious breakfast and lunch options as well as coffee and espresso is located in the conference center lobby.

Whole Health Committee The Whole Health Committee strives to increase awareness, appreciation, and action regarding employee wellness and health issues. The committee’s emphasis is to assist

staff to develop healthy lifestyle habits which incorporate physical and psychological health habits. Watch for fun and educational activities throughout the year.

Guaranteed Education Tuition (GET) The State of Washington created the Guaranteed Education Tuition program to encourage families to start saving for their children’s college education. With GET, you can prepay tomorrow’s college tuition with today’s dollars, and your money is guaranteed to keep pace with rising college tuition, no matter how much it increases in the future. Your Safety Puget Sound ESD’s goal is to provide a safe and healthy work environment for all employees.

Worker’s Compensation If a job injury or disease occurs, Puget Sound ESD is subject to Washington industrial insurance laws, and has been approved by the state to cover its own workers’ compensation benefits. Self-insured employers must provide all benefits required by the laws. If you become injured on the job or develop an occupational disease, you may be entitled to industrial insurance benefits. Your claim will be handled and your benefits paid by your employer.

In case of Injury or Disease:

◆ Report your injury or disease to your supervisor.

◆ If you will seek medical attention, immediately report the injury to your

supervisor, complete an Accident/Incident Report form *(PDF) and file an

electronic Job Injury Claim by visiting the Workers' Compensation Trust

Unemployment Pool site to submit an online claim as possible.

◆ Get medical care. You have the right to go to the doctor of your choice.

Safety Orientation As an employee of the Puget Sound ESD, it is your responsibility to complete the required Safety Orientation within the first 30 days of your employment. You will

receive an email correspondence from Safe Schools, instructing you to complete the assigned trainings based on your job title.

Employee Assistance Program Puget Sound ESD provides a free referral service for confidential professional assistance to you and your immediate family members who are experiencing personal challenges.

Managing Your Work Life

Payday Last working day of each month.

Cost Allocation Forms (Timesheets) Cost Allocation Forms (CAF) are available electronically on MyPSESD.org under Agency Documents. Please speak with your supervisor or Payroll if you need assistance with the process. CAFs are due to Payroll by the 16th of each month. Since this is an official document, it must signed by you and your supervisor. These signatures attest to the fact that the information is accurate and true.

Direct Deposit The ESD offers the convenience of payroll direct deposit. Please feel free to contact Payroll for with questions.

Probation Non-Union - Six (6) calendar months from the date of hire.

Union - One hundred and eighty (180) days.

Evaluations Non-Union - 90-working-day evaluation, 6 month probationary period completion report, and annual evaluation at the end of the fiscal year.

Domestic Partnership The ESD recognizes same sex and opposite sex domestic partners. If you are interested in this benefit you will need to complete a Declaration of Domestic Partnership form. Once completed, you can put your partner on your medical benefits, and use sick and family medical leave for them. The form is available on MyPSESD.org under Forms.

COBRA If your employment ends with the Puget Sound ESD, you have the option of electing COBRA benefits. This entitles you to continue participating in the ESD’s medical/ dental/vision benefits by paying the full cost of the premiums for a period of 18 months. You will automatically receive a notice from Polestar, our COBRA administrator, indicating this benefit in the event your employment ends or you become ineligible for benefits.

MyPSESD.org MyPSESD.org is the intranet site created exclusively for Puget Sound Educational Service District staff. This site serves as the primary resource for important and timely agency communication. Please be sure to visit this site regular to stay informed on Agency news, updates and events.

Policy Manual PSESD has several policies and procedures to ensure a safe, productive, engaged and well-informed workforce. These documents are available on MyPSESD.org.

Career Growth and Employee Recognition

Continuing Education Puget Sound ESD encourages employees to participate in continuing education. When part of an employee's professional growth plan, tuition may be reimbursed upon the successful completion of a class in an accredited college or university in an education/ ESD agency related field. The employee must be a matriculating student in the college or university or pursuing certification in a rigorous program, over time, to qualify for reimbursement under this policy.

PSESD Course Offerings Professional and personal development opportunities for teachers, paraprofessionals, administrator, parents, and the community are available through Puget Sound ESD. Classes are offered on-site, online, and through videoconferencing. Training opportunities can also be customized for school, district or group needs. Most classes can be taken for clock hours or credit.

PSESD staff who take classes offering PSESD clock hours receive the clock hours for free. Puget Sound ESD provides Washington state educator clock hours, which may be used for educator certificate maintenance (if you already hold a continuing certificate) and for salary advancement in some districts/agencies. PSESD waives the clock hour fee for employees for clock hours preapproved through PSESD (class registration fees still apply). To be eligible for this benefit, follow the participant clock hour instructions provided at the class, write “Employee” in the “Amount Paid for Clock Hours” area of the clock hour request form, and submit your request form at the class. Requests must be made within 3 weeks of the completion of the class. This benefit applies to current and future classes only and cannot be applied retroactively. Years of Service Recognition Awards are presented annually at our Staff Recognition Event to employees with five, ten, fifteen, twenty, and twenty-five years of service.

Employee of the Year Award & Service Awards Awards are presented annually at our Staff Recognition Event to recognize individuals and teams.

PSESD Leadership Academy Puget Sound ESD recognizes that our clients, our programs, and the Agency benefit from our employees’ strong and skilled leadership. Academy (PSLA) was created to focus specifically on leadership development and to support training that prepares our current and aspiring leaders for the opportunities and challenges of coming years.

Emerging Leaders Cohort Group The Emerging Leaders Cohort will participate in a curriculum designed specifically to assist emerging leaders in developing leadership knowledge and skills. The Emerging Leader cohort participants are selected via an application process. Employees must complete one year of employment to be eligible.

Employee Recognition, and Our Community Involvement

Fall Staff Meeting The Superintendent conducts an annual meeting for all staff to review the accomplishments of the past year, share the goals for the upcoming year, and provide an opportunity for networking between staff.

Staff Recognition Event The annual staff recognition event is held each June and honors new employees, staff who have worked 3, 5, 10, 15, and 20+ years at the Puget Sound ESD. Additionally, one or more staff members are awarded the Employee of the Year recognition and two or more programs are honored with the Superintendent’s Focus Your Vision Award.

Student Art Show Puget Sound ESD is honored to host the annual Regional High School Art Show. The show provides an opportunity to recognize students in grades 9-12 for their outstanding artistic abilities. Students from high schools across our region submit entries and are recognized at an annual artist’s reception.

Diversity Coaching Program The Diversity Coaching Program trains employees to support co-workers who seek assistance in resolving diversity issues that may arise in the workplace.

Caucus Groups Puget Sound ESD employees meet regularly to continue discussion and exploration about the impact of racism and to identify key strategies to assist the agency in creating a multicultural organization and supporting the Puget Sound ESD Ends.
