An operations analysis of the recycle and refuse facility for 2017 has again provided some very interesting statistics. Last year Belcarra residents generated 225,500 lbs. (112.8 tons) of refuse and diverted 253,550 lbs. (126.8 tons) of recyclables and organic waste. This was a total waste stream of 479,050 lbs. (239.5 tons) for 2017. It is notable that Belcarra’s landfill refuse (garbage) has steadily declined over the past decade which is consistent with the observations of other municipalities.

On a user basis, Belcarra’s total waste equates to an average 1270 lbs. per household in 2017. As observed with previous years, this is above the Metro Vancouver single-family residential sector average of 1063 lbs. per household in 2016.

During 2017, Belcarra achieved an overall 56.3% waste diversion. While there has been a marked increase in the amount of recycled materials (paper, cardboard, plastic, & glass), and it is still below the overall Metro Vancouver single-family residential sector which achieved a diversion rate of 66% during 2016.

Organics, kitchen and food waste account for an estimated 36% of Metro Vancouver single-family garbage and, as of 2016, everything from apple cores to chicken bones, bread crusts, eggshells, coffee grounds, tea bags, paper towels and pizza boxes must be separated and diverted from land fill.

During 2017, Belcarra residents achieved a very credible 30.8% diversion of organic waste, which includes yard waste. While inclusion of the latter makes a comparison difficult, we can say that the organic waste diversion rate is good.

The bottom-line is that the more we eliminate waste, and the more we recycle and divert, the better we can control the cost of solid waste disposal. However, it is important to recognise that whenever deliveries of refuse or recyclables are found to contain banned materials, financial penalties are imposed. The installation of electronic site surveillance and access controls, user education, and enforcement strategies such as fines for non-permitted items, all have been necessary to take us forward in our waste reduction goals.

We can only meet our waste diversion responsibilities with clear strategies and a shared commitment by the users of the system; that is, the residents of Belcarra. The cost of garbage disposal is expected to increase in the coming years, but those cost increases can be contained through our continued efforts to Reduce, Reuse, and Recycle.

Part Time Coordinator Position Available for the Belcarra Waste and Recycle Depot (WARD)

The part time Waste and Recycling Coordinator contract position performs janitorial and maintenance work in support of waste and recycling operations. Reporting to the Superintendent of Public Works, this position:

• Monitors the day to day operation of the Waste and Recycle Depot (WARD) • Provides assistance and information to Depot users on proper waste sorting procedures • Operate various waste and recycling equipment, such as a trash compactor and general ground

maintenance equipment, such as power washers, leaf blowers and grass trimmers • Responds to enquiries from Depot users, and • Promotes recycling efforts in the community.

Sasamat Volunteer Fire Department March News

AGM & Awards: Last month, our Department held its annual AGM and Awards ceremony at Anmore Fire Hall. Friends, family and local government officials were on hand to congratulate and award medals to Chief Jay Sharpe (30-year service), Cpt. Rob Schofield (30-year service), Cpt. Colin Richardson (20-year service), Cpt. Dave Anderson (20-year service), Cpt. Jamie Roberts (20-year service), and FF Jason Sadler (10-year service). Congratulations and well done!

New SVFD Training Officer: With a big roster, the SVFD is fortunate to be able to draw from a large and talented pool of skilled people. Accordingly, we feel very fortunate to officially welcome Mike Bolam into the role of SVFD Training Officer. Mike is a retired Burnaby FD Captain with extensive fire training experience. His skillset will hopefully take our department to the next level in terms of operations and capability. Mike takes over from Cpt. Jamie Roberts, who recently moved out of the area. We’d like to thank Jamie for 16 years of dedication as head trainer. Our Department would not be where it is today had it not been for all his tireless work. Thank you, Jamie! SVFD Pink Shirts: The SVFD has been proudly sporting pink callout duty shirts in the month of February. Alongside the efforts of School District 43 and local students, Sasamat Fire is proud to support this movement to end bullying. All our crew look great in the colour pink! Thanks to firefighter Amanda Kong for organizing.

Tribute to Jim Jones and Herb Mueckel: Some sad news to report. Former SVFD fire chief, Jim Jones and founding member, Herb Mueckel have recently passed away. Jim was Sasamat fire chief from 1981-1985 and later served on Anmore Council. Herb was one of the SVFD’s pioneering members and his son, Trevor currently serves with us. Both Herb and Jim were people who was very community-minded… always proud to be present and involved in local events. Our thoughts and sympathy are with both families. REBUILDING AFTER FIRE In the spring of 1947 the company suffered a serious fire loss which hampered production for nearly two years. Edward Chisholm was a persistent man however, and moved forward with his vision. In 1950 he purchased 23 acres of land in Port Moody. The city of Port Moody is located east of Vancouver, at the end of Burrard Inlet, about 30 minutes drive from downtown Vancouver. The Port Moody facility was a huge state-of-the-art complex with a floor area of 56,000 square feet. This new location had excellent transportation access for road, water and rail. The Port Moody plant construction started in 1954 and was completed in 1955. The new facility was partitioned as follows: ▪ 4,000 square feet of prestige office

space; ▪ 4,000 square feet of engineering

offices, drawing offices and general laboratory offices;

▪ the balance of the floor space consisting of a single floor plant area, containing warehouse, stockroom, sheet metal and tool die shop, radio and television assembly line, paint finishing department plus a cabinet and woodworking department.

The building was a unique design for the day: the office block was a steel frame building with some masonry construction of 2 floors and the main plant building was of timber construction with a width of 100 feet, giving 50 foot clear spars and a height beneath the lower cord of the truss of over 14 feet. The plant portion of the building was heated by an external steam boiler house, and the office and engineering block had a separate heating plant. At the time of this writing (2008) the building is still in commercial operation with new tenants. ▪ Newspaper article ▪ Letter about the building

The sheet-metal shop was equipped to manufacture a wide range of metal products which could be made from medium sheet material up to 1/8″ plate. The shop had five

punch-presses from 70 tons down to smaller sizes. The cutting shears would handle sheet stock up to 4 feet in width. Also included in the sheet metal shop was a wide variety of other tools, including lathes, universal milling machines, heat treating devices, drill presses and various jig borers. The radio and television assembly area consisted of 400 feet of conveyorized assembly lines which included all the necessary test equipment, small tools, soldering irons etc. The paint finishing area had two large self-contained spray booths and several hundred feet of conveyor for handling cabinets and other products. Also included was a large baking oven for baking finishes on metal products

The cabinet-woodworking section had machines for every type of operation for manufacturing high-quality cabinets or furniture, including belt sanders, drum sanders, jointers, mortising machines, rip saws and equipment necessary for the pressing of veneers to hardwood cabinets. The plant had the capacity to produce 200 units per day on the assembly line process. Edward Chisholm did his best to produce and sell a high quality product. His plant w e n t b e y o n d t h a t o f m o s t o f h i s competitors. All metal chassis were cadmium plated before components were installed.

The wooden cabinets were marketed as having the famous ‘Moisture Barrier System’. This was a technique that involved heating the cabinet wood materials to reduce the moisture content before construction.

Mailbox Break Ins On four separate nights in late January and early February, four Village mail boxes were broken into:  #3 and #1 on Bedwell Bay near the top of Kelly Rd.;  #2 at Bedwell Bay and Senkler Rd and #5 at 3900 Block, Bedwell Bay. In every case the slot where the out going mail is held and where the master key is inserted to unlock the entire bank of boxes, was cut and removed. This allowed thieves to quickly access all the letter and package boxes, as well as any outgoing mail, in that one mailbox stand. After the last theft, Canada Post terminated Belcarra mail delivery for several days.  All the master key locks throughout the Village have now, apparently, been replaced.  This was done even though a Canada Post official assured Block Watch that he was “unaware of any successful attempt to duplicate master keys”. The RCMP advise that the single most effective way to avoid identity theft through mailbox break ins, is PROMPT PICK UP OF MAIL.  If possible, never leave letters in your box overnight.   As well, if a resident plans to be away for several weeks, mail can be held at the local post office.  Thieves will be dissuaded if the ‘pickings are slim’. As of February 7th , Corporal Roemer of the RCMP advised the Village that arrests have recently been made related to mailbox break ins. 

However, Block Watch has not yet been told whether these are Belcarra’s most recent postal thieves.

It is essential that any mail box damage be reported immediately to the RCMP at the non emergency number: 604-945-1550, as well as to Canada Post. The RCMP website suggests that if you are concerned about identity theft check your status with one of Canada’s credit bureaus: EquiFax or Trans Union.

attention, its importance becomes apparent. A few years ago only, the principal denizens of Burrard Inlet were the brant and the seagull, the deer and the bear. Now, stately ships float on its waters, steam-whistles waken its echoes, and the busy burn of labour is borne on every breeze that stirs its thousand pines. Day-by-day, and week-by-week, its population is being added to, and its natural wealth more and more realized. Turning to other parts or the district, we find similar signs of increased prosperity. Settlements which a year or two ago, consisted of a few farms, now count their homes by twenties and thirties; and other settlements are rapidly growing-up where, within a year or two, unbroken solitude reigned. It requires no prophetic eye to see that before the close of the present decade, New Westminster will be ― as it should be ― the leading district of the Province.

Townsite Tales  is follow-on research by Ralph Drew  that covers the history of Ioco, Anmore Valley and the North Shore of Port Moody Arm. This book complements Forest & Fjord: The History of Belcarra  that was awarded  ‘First Prize’ in 2013 by the  B.C. Historical Federation  as well as the Lieutenant-Governor’s Gold Medal for historical writing in 2014.

Former long-time resident of Belcarra, Ruth Hunter, passed away peacefully on February 2, 2018 at the age of 83. Ruth was born at home in Burnaby in 1934, to a Carpenter father and a stay at home mom. She was one of six siblings. Despite her father’s wishes for her to quit school and start working, she graduated with a grade 12 diploma. Ruth eventually met David Hunter and was married in 1958 at the age of 23 and had her first child a few years later.

Ruth and David had two more children while living in Burnaby, and then decided to move to the wilds of Belcarra in 1974. They purchased an undeveloped waterfront lot and built a west coast style home with cedar siding. Ruth was in her glory with the opportunity to build gardens in her front and back yards and spent many hours tending to them. Belcarra became the coveted location for hosting family events for her large family. Many family members have profound memories of water skiing, swimming and fishing at “Aunt Ruth’s place.” During this time Ruth worked as a cashier for Safeway while raising her children, Alison, Marion & Brian.

Ruth and David established themselves in the Belcarra community, especially with the newly founded Sasamat Volunteer Fire Department. While not a firefighter, Ruth always helped prepare the food for the annual “Fireball” dance for the department. In their later years, as long- time residents of Belcarra, Ruth and Dave were often seen going on their daily walk up the bike trail to the “swamp.”

Due to some health issues with David, they moved to a smaller home in Port Moody in 2011. However, the 36 years that Ruth lived in Belcarra was one of the highlights of her life and she was very sad to leave her rural community and the house that she loved.

After living in Port Moody for 5 years, Ruth moved to Fleetwood Villa in Surrey to be closer to her husband who continues to live in a care home. Ruth passed away at Surrey Memorial Hospital after a two-year battle with lung cancer. She is sadly missed by her family. A

‘Enjoy living in Belcarra; paradise this side of paradise’

Hello Belcarrians near and far! As I write this the sun is glinting off the snow and it is GLORIOUS!!! I hope this weather has continued to be sunny and beautiful. The cold is so much easier to take when the sun shines. Don’t you think? It may well be that a sunny, crisp clear Winter day (with the added effect of a light snow covering) is my favourite. It is a wonderful time to head out for a walk, and oh my, the people you see. So many neighbours enjoying this paradise we live in.

Belcarra is growing and changing each week and

we welcome all the new neighbours near and far that can call Belcarra home. On my stretch of

street alone we have had two new families the last

two weeks and hopefully two more new families over the next few months. I know throughout

Belcarra we have had new families. We welcome

you all. Please be sure to keep your eyes and

ears open for community events.

We al l look for ward to CRAB events

(Community Recreation Association of Belcarra) this 2018. The next one being the

Easter Pancake Breakfast and Easter Egg

Hunt, which sadly my family will miss as we are

likely away, since Easter and Spring Break coincide this year. Nonetheless, you all will have

a great time. I think it is awesome some members

of council will be flipping burgers. Thank you!

This year Easter Sunday is also April Fool's Day but it is no joke that CRAB will again offer a family pancake breakfast at the village hall and a children’s candy egg hunt at the Picnic Grounds in the  Park. If you think this timing is a unique situation, then come to view the municipal council perform other related duties.  While CRAB’s regular chef Councilor Bruce Drake may be exploring cuisines in Asia the Honourable Mayor Ralph Drew with Councilors Jennifer Glover and Jamie Ross will demonstrate their culinary skills at the Village Hall Bistro flipping pancakes and preparing fruit salad.   The best seats are available in the dining room on April 1st between 9:00 AM and 10:30 AM at the Village Hall Bistro. The special is only $5 and children under 10 are free. Then after you have enjoyed a taste of political activism, hop on down to the park for 11:00 AM to sip hot chocolate and observe the enterprising village offspring harvest Candy Easter Eggs hidden by CRAB bunnies.

It feels like February disappeared so quickly! Our month of gross motor movement and exploration passed by so fast.   We had so much fun exploring movement.  We practiced balance, had the opportunity to climb, swing, jump, practice yoga, and lift weights!  The children learned how to wait and take turns.  This was challenging for some but once they learned, they did amazing.   They followed the safety rules of the gym and were very respectful of their friends’ self-space.

We were also lucky enough to get a dusting of snow here and there.  Although much of the month was very wet, we were so happy to have some snow and dry days to explore.

We hope you all have a lovely and restful Spring Break and a wonderful Easter Holiday!  We are hoping for some sunny days in April for Spring planting!

Underwater Alphabet Fun factoids about local marine wildlife, one letter at a time Written by Isabelle Côté, Belcarra’s Professor of Marine Ecology

H is for hooded nudibranch, or Melibe leonina, the king (or is it queen?) of the sea slug world.

Another name for them is lion’s mane nudibranch, for the weird, globular structure attached to their front end. This frilled veil is actually a feeding net that the animals can expand and deftly deploy to catch small invertebrates that drift in the current.

If you were brave (or foolish) enough to go for a swim in the sea with a mask or goggles at this time of year, you might see a number of these ghostly balloon animals acting suspiciously on kelp or eelgrass blades. In fact, I took this picture when diving on the strip of eelgrass 75 m from my front door, on a fine February morning in Bedwell Bay a couple of years ago. Winter is mating time for these creatures, and since hooded nudibranchs are hermaphrodites (that is, both male and female), all mature individuals eventually lay coils of sticky, creamy coloured eggs. Then, like salmon, the adults die. But their young will soon hatch into the plankton, starting the cycle anew.

Fun factoid about hooded nudibranchs: They smell like watermelon bubblegum! The fruity aroma is actually a scent that the animals exude to deter predators, Melibe’s more odorously pleasant equivalent (at least to us) of pepper spray!

Dear Editor:

During the past year I have become progressively

more concerned with the content, the amount of

divisive material and the tone of language in some

of the letters to the editor. (Oct. 2017 and Feb.

2018 to name two)

The mandate for the Belcarra Barnacle Society

is “to inform, to involve and to entertain”

residents on topics in the community. Many

topics and concerns have been addressed and

discussed with clarity and with insight over the

years.

It is my opinion that letters to the editor should

be a venue for expressing one’s views, but not for

maligning those who have contrary views. It is

unfortunate that some recent letters have

criticized others by calling them “rebels”,

accusing them of “bullying”, being responsible

for residents feeling “shafted” and, for bringing

“strife and divisions” to the Village. Inflammatory

accusations of this sort do not exhibit a respect

nor an understanding for neighbours and are, in

my opinion, a contributing cause of divisions.

May future letters be more positive in tone and in

content.
