SRJC COVID-19 Positive Exposure Incident Report

I. Employees

The SRJC COVID-19 Positive Exposure Incident Report was created to report a suspected or confirmed case of COVID-19 at SRJC. The link has been provided to replace the PDF version in order to facilitate case tracking and contact tracing.

• The online form is automatically sent to the COVID Response Team upon submission.• District Employees will fill out this form on the behalf of:

o Any employee, student, or visitor who informs them of a confirmed or suspected case of COVID-19.

• District Employees must notify their Supervising Administrator District COVID Incident Response Coordinator at [email protected] as soon as possible.

o No later than eight hours after learning of the reported COVID-19 exposure.II. Students

Direct students, if they have been exposed to a COVID-19 positive individual or have tested positive for COVID-19, to please contact SRJC Student Health Services (SHS) immediately for their assistance in completing this Incident Report.

• Students should contact SHS by calling (707) 527-4445, or send an emailto [email protected].

• An SRJC Employee, such as an instructor or department dean, may offer support.• Visit the SRJC SHS website for additional information and resources available to

students related to COVID-19 prevention, including current information on theavailability of COVID testing within Sonoma County. SHS can also schedule freeCOVID Vaccination appointments at SRJC.

IV. Testing

Testing information is available on the Employee Health and Safety website. Employees who access District sites and are not vaccinated are required to be tested weekly through December 31, 2021. Beginning on January 1, 2022, all employees who access District sites are required to be fully vaccinated.

SANTA ROSA JUNIOR COLLEGE (SRJC) DEPARTMENT / CLASS /INSTRUCTOR

STUDENT PROTOCOLS & CAMPUS INFORMATION

This protocol has been established based on guidance at the time this document was published from the Sonoma County Department of Public Health, State of California Department of Public Health, CDC, and other regulatory agencies, and is subject to change. Students are required to follow all established protocols (and addendums) or jeopardize dismissal up to and including from the class and the college.

Presence on Campus

Officially, all Sonoma County Junior College District sites are closed to the public. Students are only permitted to attend class and are expected to leave campus afterwards. No loitering, studying, or eating on campus is permitted before or after class, except in designated areas.

Arrival at Campus

When arriving at SRJC, please park WHERE. There are no parking permits required to park on campus for Fall 2021. Please wear a mask as you walk to the health screening and temperature check station.

Mandatory Masking

Students MUST wear a face mask at all times when indoors at a District facility. Disposable surgical masks will be provided by SRJC to ensure face covering is of appropriate quality. If you require a medically necessary accommodation, please contact WHO.

Symptom Self-Survey

Prior to coming to a District site, each student must complete a symptom self-check with results reported truthfully and accurately. If symptoms or potential exposure is noted, further instructions will be provided. DO NOT come to campus.

Eating and Drinking: There are no eating breaks (unless medically necessary) so prepare appropriately. Students will only be permitted to eat or lounge in their car. Please bring your own food and drink as food services or vending machines are not available on campus.

Face Mask Assessment: Upon arrival, each mask will be assessed for appropriateness. If the mask is found to not be appropriate (neck gaiters, ill-fitting, dirty, etc). students will be asked to remove their personal mask and don an appropriate mask provided by SRJC.

Entering the Classroom

Storing your Personal Belongings: There will be DESCRIBE WHERE PERSONAL ITEMS SHOULD BE STORED. Please bring a minimal number of personal items into the class.

Assigned Workstation (Lab classes only, delete section for lecture classes): Upon entering the classroom, you will be assigned a station. This will be your lab station for the entire semester. Your lab station will be equipped with all the equipment you need for the lab to limit movement in class.

MT Questions on Reentry What questions do you have about re-entry/returning to campus? Wellness and Safety

• Are temperature checks being required? If so, who is taking temperatures? No temp checks are required. Anyone coming onsite must perform a symptom self-check prior to coming onsite.

• Who is responsibility is it to intervene if a student in exhibiting COVID symptoms but insists on attending class? The BCARE team will interact with students. We are finalizing review of the process.

• Will the District be able to provide mental health workshops to aid staff with the adjustment of working onsite again? We have the EAP program available to assist any employee who needs support. Please contact HR. There will also be sessions at PDA this Friday for anyone interested.

• Beyond the obvious (and very serious, potentially deadly) concerns about Covid exposure, how will the campus make changes to address general safety and security? Without "regular" traffic and scheduling on campus, and with people wearing masks (often making recognition difficult), I have honestly not been feeling completely safe on campus. I have been working from my office sporadically, but am usually all alone in the building (to avoid contact with colleagues to mitigate risk of Covid exposure). As a young woman my anxiety around this concern is especially heightened. If you feel unsafe out and about onsite, District Police can provide you escorts or please work with your supervisor to ensure you feel safe.

• "Will there be additional leave given to employees for COVID related absences? (Ex. Quarantine, child school closures, etc.) Or would we just work remotely when these things arise. There is COVID related leave for caring for yourself or someone that has COVID, has been required to quarantine or is receiving/has reacted to a vaccination. Please contact HR for any personally specific leave options.

Working on Campus • What if staff don't feel comfortable to return to work in person? • What is the process to request/require a classified staff member to physically work on

campus if they are reluctant to come in? • Who decides when staff (managers and classified) are required back in the office in the

Fall semester for non-instructional/student facing positions? • It's not been made very clear the process to request Classified staff to return to work

because of their job duties. I know it's possible, but I think a very clear communication to managers saying "if the department teaching/offering services F2F for fall requires the presence of classified staff here is the process:" sort of email!

If employees are needed onsite to support instruction or other direct onsite student support, their supervisor needs to be communicating that need with them. If they do not feel comfortable coming onsite, they have vacation and other leave options. Please refer them to HR and work with your supervising administrator to ensure your onsite needs are met.

• What is the approval process for student employees to work in person? Student employees may work supervised onsite with supervisor approval.

• Bathrooms seem problematic since they are indoors, close quarters, and can be in demand (crowded). Are there any mitigating measures contemplated beyond the obvious blocking of adjacent sinks and other fixtures, and disinfecting? Signage about what to do while waiting? --social distance, etc. We have already blocked off adjacent sinks, etc. Please see the plan for additional information.

• Will some employees need to have shifts? What will that look like? That would be an area specific thing, please discuss with your manager and/or component administrator.

• Can buildings share manager on site supervision when classified and other employees are working in person, i.e. Plover & Bertolini? We are working on creating an administrator in charge calendar. More info will be forthcoming.

• Who is supervising STNCs in the evening? How do we divide up the work? We are working on creating an administrator in charge calendar. More info will be forthcoming

Services On Campus • In regards to the plan for fall evening management coverage to ensure the Safety

Monitors have support, has there been any discussion about the inequity of coverage across sites and campuses? Specifically, I am referring to the need to have a manager on site until each evening class concludes. The sites have a comparable amount of late evenings to cover with far fewer managers to do so at non SR Campus locations. At a very quick glance it appears that SR Managers may have one evening to cover per month (if distributed evenly amongst the campus itself) while other site/campus managers may have one or more late evenings per week. I just wanted to make sure that was something being discussed and/or acknowledged. Thanks again for the opportunity to share these concerns. There has been discussion on this and we are working to address with an onsite manager calendar for coverage. More info to come at the MT meeting.

• What is required for a September 2021 "soft opening" of academic study areas in anticipation of weather that is less likely to support Bearcub Outside Study Space? This will be determined on the health regulations at that time and the available spaces at various buildings. We will continue to explore over time.

• Are there in-person Academic Support services (Tutorial, Writing Center, Math Labs, Computer Labs, etc.) this fall, and if so, is there a single point of information on our website about it? The Safe Plan has limited in person support services and no plans to expand.

• The college has a robust "timekeeper" computer and reporting system. Can the timekeeper system be leveraged to open student spaces per the "by appointment" standard currently in place? ...i.e. student/STNC/staff faciliated mandatory timekeeper check-in/check-out monitoring of space usage by students. There are additional logistics to the requiring tracking, as well as not all areas have timekeeper or computer systems. We have created a process with monitors that will assist with the coming and goings (Thanks KIM!)

• If we wish to continue working at home until Spring semester, are we allowed to do that? • Supervisor has been clear about wanting full team on campus in person ASAP, however

several of us have unvaccinated children (under 12) at home - we are quite uncomfortable with risks of exposure in returning to the office, and need to maintain flexibility in order to deal with the continuing uncertainties of school and childcare. A request for choice and flexibility feels like disloyalty or being unsupportive of leadership, but unfortunately still feels very necessary at this time (especially since the work of our department does not require us to be in on campus in office). A blanket policy statement and/or District form template with employee-elected work style/location/schedule CHOICE by semester, signed by both employee and supervisor, might be helpful in setting expectations and reducing fear/stigma of request.

• Since we have mostly been remote for over a year now and some managers have found more productivity and overall wellness working from home, will there be flexibility with allowing managers to have hybrid schedules (e.g. work from home 1x or 2x a week)? This of course would be taking into consideration supervision of staff, and understanding that as a community college we should primarily offer services in-person.

• Will employees be allowed to primarily work from home if they are in positions where the work can effectively be done remotely? Will serious consideration be given to employees who are higher risk (i.e., age, underlying health condition(s)), or cannot have any COVID 19 vaccine? Will those employees be allowed to work from home?

• With rising cases in our county, the increasing threat of the Delta variant, and rising cases in vaccinated individuals, return to campus still does not seem safe (especially for those of us living with unvaccinated children and/or immunocompromised individuals).

• Will working remote be an option or case by case? • I would like to agree on a flexible remote work schedule with my supervisor and offer the

same opportunity to my team. Can the District provide a blanket policy or agreement to build in some consistency and equity?

Cabinet is currently discussing telecommuting/remote work options for managers. We will provide an update at the August 20 MT meeting. We are in negotiations with SEIU on the subject and will update as possible.

Masking • I have noticed many employees not following the mask guidelines. There have been many

instances where employees and their direct manager are together and one or both are unmasked. What measures will be taken to ensure guidelines are followed. This makes me shy away from any in person contact on campus given that I live with unvaccinated children.

• Since masking is now recommended indoors for all individuals regardless of vaccination status, who will monitor staff usage of masks? It seems like we are always focused on students being non-compliant, but many staff feel because they are vaccinated, they don't have to wear their mask. It's a concern especially for those of us who have unvaccinated children or immune comprised adults in our homes.

We recommend that if you see something, say something. If you do not feel comfortable doing so, let their supervisor know.

Other • There seems to be sort of a "black hole" of information regarding what is on the table

with SEIU. As middle managers, (those who supervise the majority of Classified Staff) we are making critical decisions and formulating plans at all times, and especially so with the reopening. Without knowing potential constraints (or opportunities) we are making plans in the absence of critical factors. I worked at a former multi-college district, in similar size, with a strong Classified Union (California School Emp Assoc) and mangers were formally kept apprised of items that were being negotiated, or were planned for negotiation, as most of those items could have an impact on planning. In contrast, here at SRJC, we do not receive the information. Or when we do learn of outcomes from negotiations it isn't formal, and it isn't timely. We are currently left to glean info through the rumor mill and to try to pick up clues along the way. Most recently there was rumor that we were awaiting SEIU approval to schedule employees for fall in person work. In the absence of communication, we were left to pick up clues, such as the poll at the management meeting in regards to our opinions of future telecommuting option that seemingly backed the rumor. When discussed amongst other managers, it was shared that they learn by asking staff about SEIU discussions (which in my opinion seems unprofessional and could be misinterpreted as unethical therefore I avoid it). We do a review of the tentative agreements, if you have specific questions on items, please contact one of the negotiating team members or ask the question.

• What is the protocol for off-site meetings and other events? All offsite meetings and events must meet District protocols plus the protocols of the offsite facility.

• "When are we returning to offices full time? Will that depend on Delta? This will depend on the job duties of the area. We have outlined general guidelines in the plan and will continue to update as we know more. Please work with your supervisor.

• Is everything going to open at once or gradual re-opening? Please see the plan • Where can we direct students to find restrooms now? Buildings with restrooms locked.

Restrooms will be unlocked as more buildings are occupied. It is recommended that restroom usage remain consistent to create types of cohorts if possible.

• What happens if outbreak in a class or office? Will be answered in the training with additional cleaning and other facility protocols.

• Will masks be required inside/outside and for how long? How is that enforced? (County/State decide?) What if students/staff refuse? Please see the plan. Masking is required indoors, not outdoors. If students refuse, we anticipate the BCARE team will interact with students. If a staff member refuses to wear their mask, please educate them on the requirements and contact their supervisor if they continue to refuse.

• When will we start paying for parking again? We anticipate we will begin to charge for parking in the Spring of 2022

• Will the construction work vehicles park in lots other than Bailey? (Center of campus) Construction vehicles will be confined to their staging areas.

• We lost a lot of parking on Santa Rosa Campus as construction staging areas. With all the construction going on where will students and staff be able to park? Employees can park in any lot for fall 2021, an updated map with be sent by capital projects shortly.

• students & staff park? There is even less spots. (Accessibility concerns with construction areas). We need updated maps for parking, pedestrian traffic, classrooms, offices... Updated maps will be sent by Capital Projects shortly.

• Is deep cleaning going to be occurring more frequently? (Between classes) Yes we are planning on cleaning classrooms between classes still.

• Are we going back to more of a social distancing model again? (Delta) No, there are currently no social distancing requirements.

• Do we have plans to ""welcome back students/staff"" in a way that is inviting and makes them excited to return? (Example: ""Welcome back! We missed you! Park Free for Fall!"" Or just really try to put a positive spin on it. Reopening! Check us out! Great idea! Cabinet will discuss.

Vaccines • Will we require staff to be vaccinated? • Will we require students to be vaccinated? • Given that UCs, CSUs, private colleges, and many corporations are requiring vaccination,

why are we not doing this? Some have exemptions for religious, medical, and even ethical reasons, which would cover those who have objections (the “access argument.”) Does our college not believe in science? Do we not believe in public health? Do we not want to show that our principles include caring about others and the community? Do our concerns about a possible slight dip in enrollment trump all the above?

• Can and will we require vaccines for staff? • If SSU can require vaccinations why can't we?

At this point, we are not requiring mandatory vaccinations of our students or employees. We are strongly encouraging it. We are still monitoring vaccination requirements in other districts and will keep you informed.

Here is a COVID Safety sign, reminding all to continue to participate in safety precautions while on campus. Please print these flyers for placement in several spots in your area. Please find the campus maps for individual building/s here. The maps indicate the entrances to our buildings, and flow of traffic within a space. Also, please find an up to date map of the Santa Rosa campus. This will help and support our campus community in navigating the campus safely. Please share this important information with all those who will be on campus, and in your building. These maps will also be shared with students. In addition to the maps, please find your building/s QR Code here. These QR codes will be provided for display on an A-frame at the entrance of each building. You may also print out your code and place it in various spots around the interior of the building. Please assure that you choose the correct building QRC as each code is unique. Directional signage for each building will be provided. 1 copy will be the size of an A-frame, and 4 smaller (11 x 14) signs will be provided as well. Arrows in the form of a ecal will be provided so that you may place signs where they will be most helpful in guiding students and staff to the entrance of the building. The arrow decals can also be used to direct the flow of traffic within buildings. Finally, a Symptom Self-Check sign will also be provided for the entrance of each building. These will be the size of an A-frame also. Students and staff may not proceed into a building if they are experiencing any COVID like symptoms.

Project Coordinators and Safety Monitors will be wearing T-Shirts indicating their role in the check in process. Frequently Asked Questions, as well as additional resources for students and staff can be found on the Coronavirus Information page of the SRJC website.
