PRESIDENT’S MESSAGE Welcome back to ASPE!!!

Hopefully all of you had a safe & spectacular summer! Septem-ber is my favorite month. All of the children have gone back to school and autumn activities are on their way. We took a break from ASPE activities in the summer months, but September brings the Golf Outing, Convention in Chicago, and the start of the Plumbing School. We will not be having a technical meeting this

month due to the timing of the National Convention this year. A thank you goes out to all of our upcoming presenters. We really appreciate the time and effort it takes to present! Thank you to Mike Panco for filling our schedule with quality topics and coordinating our Technical Meeting Topics &Speakers for the 2014-2015 year.

Hello everyone:

In June, I attended an all day seminar in Philadelphia con-ducted by a west coast con-struction management consult-ant called SDC & Associates from San Diego California. The

company agreed to waive the fee to allow me to attend and evaluate the program information for our ASPE chapter members.

The one-day seminar was very intensive covering every aspect of construction management to in-clude documentation, claims, change orders, RFI’S and many other critical areas needed to manage the construction of a large or small project. I guess by now you are wondering what does that have to do with my job? Read on.

Many other persons in positions as contractors, con-struction managers, and architects joined me. The discussions included the many ways that schedules budgets and errors can affect the outcome of well-managed projects. The industry as a whole is chang-ing thus causing less time for the Engineers and De-signers to do the designs meaning plans and specifi-cations are sometimes rushed. Design and build is very popular but both the Engineer and the Contrac-tor must both be joined and equally share the bur-den of responsibility of design changes that take place in the field. If your involvement is simply per-forming design and layouts, the course is not for you, but if you are in a position to attend all construction meetings with clients and contractors and responsi-ble for field changes and the associated cost analy-sis then this course is made for you and should attend the next time it is in Philadelphia. Mr. Anwar Hafeez President of the San Diego based company presents the program and you will find him very informative and interesting.

LEGISLATIVE NEWS

Welcome back to the ASPE New Year. Hopefully many of you are headed to

Chicago for the 2014 ASPE Convention & Exposition this September. I wish I

were going but life sometimes gets the way. There is still time to register ac-

cording to the national website. Please check out the ASPE National web-

site to register for the convention and see the society’s legislative issues, con-

cerns, and interests. Some of the more recent legislative highlights are the

updating of ASPE’s List of State & Local Codes and ASPE Standards Development. Check

out the website for the ASPE Board Report (Legislative Report) for more in-depth informa-

tion. In addition, I look forward to presenting and discussing with you new and existing

code and standards issues and changes throughout the new ASPE season.

Special Acknowledgement Hello everyone: I have several items to cover this month and I will start with a reflection of the past two years. I would like to thank Steve Ziga for his leadership, devotion and direction to our Board and members. His ability to direct and listen has proven to motivate all of us. Our Golf outing, product show, monthly meetings and the Plumbing classes have always been suc-cessful and all of us have dedicated many hours of work to make this happen. That being said we move into the next couple of years with new leadership and new challenges that will need to be accom-plished. One major improvement was our Website, we asked for help and someone stepped up to the plate and hit a homerun, thank you Joe Adams. Our newsletter has greatly improved and ads have never looked greater, thank you Dave Smith.

By now you see where I am heading right? We are always looking for members to come and help us with projects and committees that the Board han-dles along with our monthly responsibilities that must be completed, so if interested let us know and come sit in on one of our Board meetings and we will find something for you to do! On the Plumbing Class side I have made a few ad-justments to the class schedules, so for everyone that teaches look for the schedule next week and remark your calendar’s with your new dates, if for any rea-son you have other commitments please let me know. Lastly our Solar Heating instructor has notified me that they cannot do this year’s class, if anyone knows of someone that can help us instruct for this topic please contact me. SPEAKING OUT Unintended Consequences In the June 2014 Plumbing Engineer, the editor Jim Schneider, wrote about “Unintended Consequences.” He talks about low flow fixtures and the potential problems of not having sufficient water flow in water supply pipes to maintain wa-ter quality. Since water is such a great medium for growing bacteria and scaveng-ing minerals from whatever is nearby, standing idle in the piping system can accen-tuate the loss of quality. He talks about the growth and expansion of the cases of Legionella, reduction of chlorine in the water and its ability to provide proper dis-infection over time.

So what’s next?

How about low flow toilets and other conserving plumbing fixtures. How low can we go? When enough of the existing toilets are replaced with new, will the old sewers start clogging? Will older or even new sewers that are not installed at uniform slope, or settle and create flat spots or reverse slope sections start clogging?

Remember, in a previous article I wrote that these new low flow fixtures with a reduction in wa-ter consumption won’t save us money like we would normally expect (why else would we use them). The fixed cost at the water and sewage treatment plants cannot go down. There will always be new treat-

ment costs and regulations. Water and sewer rates will continue to rise even as we conserve.

How about these new products used by the interior decorators that contain polypropylene, poly-ethylene and other new materials. They can actually increase the potential for danger in a fire from the release of deadly fumes. That is, they tell us, if they are not installed and protected properly.

Southern California is going through a severe drought. So what do we see on the news, a large water main ruptures in LA and dumps millions of gallons of fresh water down the drain. Equally detri-mental was the recent earthquake in northern California with broken water mains and again the loss of millions of gallons of water.

Hope you had a nice summer! Stayed out of the water; stayed out of the sun; conserved water; and drank lots of $2.00 bottles of filtered water to stay hydrated when you could have just as easily drank $0.03 a glass of tap water from your own sink. Oh well, you were on vacation. And by the way, if you drank the tap water, you also just reduced the waste by not using a plastic disposable bottle. Now, that’s an unintended consequence.
