Smart Region – How can we get there?
Brussels - West Midlands European Centre - 25 March 2010
Area: 25.399 km2
Population: about 4,44 million
GDP (2006): 120 bilion
8 provinces, 1.206 municipalities
Piedmont
The situation
Gross inland consumption:
15.838 ktoe (2006 ENEA values)
Imported
electricity:
2.024 ktoe
Oil:
5.193 ktoe
Natural gas:
7.028 ktoe
REs:
1.142 ktoe
Renewable energy mostly from hydroelectric plants
Very high dependence on imports (90,1 %) and on fossil fuels
Natural Gas widely the main fuel for electric production and heating
Net imports of electricity from France
The situation
Low percentage (7,3%) of renewables
in the final energy consumption.
Transports:
28,9 %
Agriculture:
2 %
Industry:
30,7 %
Buildings:
38,4 %
Final energy consumption (2006): 10.029 ktoe
3rd Region in Italy for renewables (26% of
electricity produced from Hydro)
Functions
Some functions:
 energy planning
definition of the actions, policies and
financial support for REs development and
energy efficiency promotion
Authorization of power plants < than 300
MW and grids (electricity and natural gas)
Legislative power on energy, within the
principles given by the central government
(“concurrent legislative competence”)
 Partial financial authonomy (direct
revenues from taxes)
An integrated approach:
The Regional Energy Plan
-20 % energy
consumption
-20 % CO2
emissions
20 %renewable
energy
2020
2009: New Regional EnergyPlan (regional law 23/2002)
2. Sustain industries towards a green economy
1. Favour the growth of RES and increaseEnergy Efficiency
3. Sustain innovation, R&D
4. International approach
EPBD (energy
performance of buildings)
Directive
Regional law 13/2007
Regulations
Inspections of
boilers
Energy
performance
requirements
1 - RES and Energy efficiency
Energy efficiency in buildings – lawsand regulations
Solar systems in
buildings
Energy
performance
certification
Use of RES (i.e. 60% of hot water produced by solarthermal collectors)
Better performance of shell (low U-values, low
energy demand)
regional law requires betterperformances than Italian
standards, both for new and
existing buildings
Efficient and low-emissionheating systems (low NOxcondensing boilers, HPs)
Energy retrofit compulsoryfor existing buildings with low
energy performance

Future:
Plan for further development of district heating
in Turin metropolitan area (800.000 citizensserved)
Development of renewable DH from biomassin small-medium towns (local biomass)
Today: 9 % of existing buildings
connected to DH networks, mainly from
natural gas cogeneration systems
(27% of DH in Italy)
District Heating
1 - RES and Energy efficiency
TURIN: Italian leading municipality
1 - RES and Energy efficiency
80 M€ renewables and energy efficiency in SME plants
26 M€ energy efficiency in public buildings
10 M€ PV systems in closed landfills
30 M€ energy efficiency and renewables in social housing
25% of total 2007-2013 ERDF on ENERGY!
1 - RES and Energy efficiency
2004-2009: about 50 M€ on energy
29 M€ demonstration projects
3 M€ Small size PV systems on buildings
15 M€ District heating (new networks or
extension of existing ones)
AIM: help the diffusion of innovative technologies/systemsand of the most advanced design criteria
Other funds
1 - RES and Energy efficiency
Very low energy buildings
Geothermal and groundwater heatpumps
Demonstration projects
Small scale cogeneration plantsusing local Biomass/Biogas from
anaerobic digestion of farms waste
2 - Towards a “green economy”
40 M€ to help SMEs shifting their production
towards the fields of energy efficiency and RES
The problem: most technologies for renewable energy
(i.e. photovoltaic modules) installed in Piedmont are
produced abroad.
Need of a strategic choice for new industrial development, price cutting and increase of availability
“Contratto di insediamento” Sustain other
companies to localize in our Region production
plants, R&D centres
3 - R&D and innovation
Research on second
generation biofuels (ethanol)
“Phylla” (solar-powered
electric car)
Kite gen project (exploitation
of high altitude wind)
Biosolar Lab (development of biochemical
conversion of solar energy)
Researchprojects
3 - R&D and innovation
The Region recently funded 13 Innovation Hubs (September 2009), i.e. aggregates of industries, R&D centres, Universities that compete in specific technological domains strategic for the Region development.
Aim: make available to SMEs value added services and infrastructures to foster innovation adoption and know-how sharing and valorisation
4 of them (budget: 18,4 M€) are focused on energy:
RES and biofuels
(Tortona area)
Eco-buildings and
Hydrogen (Turin
Area)
RES and small
hydro (Vercelli and
Valsesia area)
Technologies for
RES (Maggiore
Lake area)
Innovation Hubs
3 – R&D and innovation
SPH2 (“Sistema Piemonte Idrogeno”): private companies, public
institutions, universities, research centres working together
Presence of advanced laboratories (Hysylab, IN.TE.SE)
Innovation Hub on Eco-Buildings and Hydrogen (“Polight”):
93 members (61% SMEs), 2600 employees
Hydrogen: a promising technological sector
4 – International approach
•Piedmont Regional member in the board of the HyRaMP(association of regions and municipalities actively working on the H2 and
FC sector)
•Piedmont won the 2°call of the JTI with the CHIC project (70 M€ total budget), to host 5 FC buses (with Milan)
