They are also situated close to the busy City Centre with its business and commercial districts as well as many cultural leisure venues. The Amphitheatre and Waterfront Square arepopular event sites located at the heart ofBristol’s vibrant Harbourside area. AmphitheatreAccess point 1: From top of ramp next to Waterfront Square via locked barrier.Emergency access point 2: Along quayside from Hannover Quay via locked bollards.Event parking access point 3 (major events only – by prior agreement): Behind Pavillion onHannover Quay via locked bollards.

Waterfront SquareAccess point 4: From Anchor Way via locked barrier.Keys to the barriers and bollards may be borrowed from the Events Team or the Bristol HarbourOffice.A deposit payment of £50 will be required to borrow the keys and this will be returned oncethe keys have been given back.

Please note:For enclosed events it is an essential health and safety requirement that a 6m emergencyaccess corridor be maintained at all times between Waterfront Square and the building onBordeaux Quay (as indicated on Waterfront Square site map). Event organisers are required toprovide a fenced barrier to the emergency corridor,

2. Site supervisionAn experienced event manager must direct all vehicle movement and event productionoperations. On site management, line management and site communication methods mustbe detailed in event applications.

Bristol City Council can insist that a consultant event manager be employed with sufficientcompetence to assist or lead in event planning and management. References may be required.The council may also employ additional site supervision at the council’s discretion, which willbe charged to the event organiser.

3. Operational conditionsAll production and event operations must be risk assessed and comply with Health and Safetylegislation. Detailed and comprehensive risk assessments, site plans and production schedulesmust be included in the event application. Further guidance on health and safety legislationcan be found in the Bristol City Council Event Application Policy.

It is the responsibility of the event organiser to manage sub-contractors, including supply anddelivery of event infrastructure such as toilets, fencing etc. Production working areas must befenced, taped or coned off as necessary and agreed to protect the public.

Event organisers are not permitted to access the site to commence build unless they havepossession of a fully signed Site Licence from the Events Team.

4. Site specific hazardsIn addition to the general best practice stipulated in the Event Application Policy, eventorganisers will be required to consider the following specific hazards of the site:

• High open-edged quay walls• High density of people in close proximity to deep cold water• Easy access to deep water• Large number of licensed premises and presence of alcohol close to water• Large volume of marine traffic• Lack of safety barrier• Low level lighting on the quayside

The following will be expected as control risks to prevent persons entering the water:

• Crowd barriers to be erected along open quaysides• Crowd marshals to be situated along the quaysides to direct and monitor crowd movement• Adequate security staffing and police response as agreed with Ops Planning to deter and

deal with public disorder• Close working relationship and ongoing consultation with the Harbour Authority, including

the Harbour Master and Harbour Office

Where necessary, in particular for large events, additional contingency measures may need tobe put in place, which could include:

• Additional life rings to be situated around the quayside and bridges• Safety boats manned by qualified rescue boat coxswains equipped with first aid kits and

radio communication to patrol the harbour and event area• Boats and Harbour Master safety cover to be deployed throughout the event

5. Water based eventsEvents featuring water based activities in or around the Bristol Docks will need to adhere tothe following additional requirements:

• An event method statement is to be agreed with Marine Services (Harbour Office).• Risk Assessments are to be supplied and agreed with Marine Services before event. Event

must be compliant with the Bristol Harbour Water Safety codes.• Insurance Certification must be supplied for Public Liability for water-based element of

event.

6. CapacityCanon’s Marsh Amphitheatre and Waterfront Square as a combined site have been assessed ashaving capacity for a maximum of 10,000 visitors, staff and traders, not taking into accountevent infrastructure or attractions.

As part of the Site Licence application process, event organisers will be required to risk assess,manage and monitor capacity for their event as part of their risk assessment andmanagement plan. This assessment will need to take into consideration the location and areaoccupied by any event infrastructure, likely appeal of entertainment or attractions, andemergency access and egress.

Organisers will be required to submit a management plan for monitoring the numbers on siteat any one time within each site (Amphitheatre or Waterfront Square) in order to ensurecompliance with licensing regulations and to prevent overcrowding, regardless of whether theevent is fenced or open access (for example, a non-ticketed event).

7. ConsultationOut of courtesy, it is recommended that event organisers contact Facilities Management atLloyds Banking Group ([email protected]) at an early stage to discuss thearrangements for the event and any effect that this may have on their staff or the area aroundthe Lloyds TSB building.

If there is the possibility of disruption to access or availability of the ferry landing stage on theAmphitheatre, organisers should contact the Bristol Ferry Boat Company on 0117 927 3416and No 7 Boat Trips on 0117 929 3659 to inform them as soon as possible. If advance warningnotices or landing stage closure and diversion signs are required, these must be provided atthe organiser’s expense.

For larger events, it is recommended that organisers contact all surrounding businesses toinform them about the event as well as any local residents as stipulated by the city council’sNoise Pollution Team.

8. NoiseAll event operations must be sensitive to local businesses and residents. Unless in exceptionaland pre-agreed circumstances, event build and break activity must not take place between11.00pm (10.00pm on Sundays) and 07.00am (08.00am on Sundays).

Where amplified music is a feature of an event, event organisers will be expected to adhere tonoise levels set by Bristol City Council’s Noise Control Team and random checks will take place.Event organisers may also be expected to inform local residents and businesses about thetimings and noisy aspects of their event in advance and a list of specific addresses will besupplied if necessary.

9. Power supply3 x 32 amp (single-phase) power supply points are available from the cream hut situated onthe cobbled area between Waterfront Square and the Amphitheatre.

1 x 32 amp (single-phase) and 2 x 63 amp (3-phase) power supply points are available from theweather vane in the centre of the Amphitheatre.

Use of these supplies must be pre-agreed and a “Certificate of Electrical Safety” must becompleted and returned. The organiser must nominate a qualified electrician to be responsiblefor all electrical connections before, during and after the event.

10. Water supply1 x water stand pipe connection on raised cobbled area to the south of the Amphitheatre. Tapswith potable water are situated at intervals along the quayside. Priority is given to boatowners for use of these water points.

11. Waste managementAll waste generated by the event must be removed from site promptly in order to avoid itbeing blown into the harbour. Details of site cleansing operations and a commercial wastecontract must be supplied in the event application.

An additional area for waste management and to encourage recycling at events may beavailable in the enclosed Service Court area adjacent to Waterfront Square. Enquiries shouldbe made with the Events Team well in advance of the event and an additional fee may becharged for the use of this area.

12. ParkingParking on the site is by prior agreement only. A parking enforcement regime is in place on thesite and unauthorised vehicles may be clamped. Additional parking spaces for major eventsonly may be available at Hannover Quay – enquiries should be made with the Events Team wellin advance of the event and there may be a fee for the use of this area.

13. Boatowners’ parkingThere is a parking bay adjacent to Waterfront Square for exclusive use of boatowners. Vehiclesparked in these bays must display valid permits or are liable to be clamped.

Event operations should not restrict access to these bays unless deemed unavoidable and withprior permission from the Events Team. In the event of such disruption, alternative parkingmust be sought and boatowners informed at least one month before the event through thecity council’s Harbour Office and at the organiser’s expense. Due consideration must be givento boatowners with mobility problems and access across the event site must be maintained atall times for those with boats moored alongside the Amphitheatre or on Marina Southpontoon (opposite Bordeaux Quay).

14. Site fee and bondOrganisers should contact the Events Team for details on fee structures. Fees for larger eventsare negotiated separately. A site bond will be set and must be paid prior to the event. If nodamage or litter has been caused the bond will be returned after the event.

15. Traffic management and temporary signageAll event signing that is to be placed on the highway should be to Department for Transportchapter 7 specifications and be black writing on a yellow background. The signs should beapproved in advance by Highway Network Management ([email protected]) and must beinstalled by a competent, qualified and insured contractor.

No sign shall be fixed to either a traffic signal pole or at a zebra crossing. This is particularlyimportant on Anchor Road, which is a very busy main route to and from the city centre.

The signs shall be mounted either on a temporary “A” frame or fixed to existing streetfurniture, other than already specified, at a minimum height of 2.3m to the underside of thesign.

Any sign that does not comply with the above will be removed.

16. Big ScreenEvents combining the use of the Amphitheatre/Waterfront Square with Millennium Squarewill need to consider the Big Screen located on the side of @Bristol. For non-commercialevents, there are possibilities to utilise the screen for creative content and themedprogramming. Commercial or campaigning events are not able to make use of the screen dueto the BBC editorial guidelines.

All organisers using Millennium Square are asked to consider the impact of the screen on theirevent and inform the BBC Screen Manager if there is a need for the ambient programming tobe muted (for instance, if a stage is to be located underneath).
