Dog owner fined $4,478 for pets’ attackA Southern Downs dog owner was today fined over $4,400 in the Warwick Magistrates Court for an attack by her two pet dogs in the Allora Cemetery.It’s the first prosecution brought by Southern Downs Regional Council under new Animal Management (Cats and Dogs) Act 2008 which came into effect on 10 December 2011.The fines follow an incident on 21 May 2011 when two dogs, a female Great Dane and a female Cattle Dog, escaped from their owner’s property and roamed free in the Allora Cemetery.The court heard that the dogs approached and harassed a woman in her 80s, along with her daughter, 8-year-old grandson and pet Chihuahua, who were all visiting a relative’s grave at the time.The court heard that the older woman picked up the pet Chihuahua to protect it, and the Great Dane jumped up on her, snatching the pet from her arms. The two straying dogs then killed the smaller pet in front of the family. Southern Downs Regional Council Chief Executive Officer Rod Ferguson said it was a tragic case, but it could have been so much worse.“It’s pleasing that the courts have seen this as a serious offence and are backing responsible dog ownership,” Mr Ferguson said. “Responsible dog ownership is about properly restraining your dog and keeping it under effective control with suitable fencing. “If your dog can’t get out, it can’t get itself into trouble or hurt anyone else.“Council will not tolerate irresponsible dog ownership,” he said. “My message to dog owners is Council will prosecute those who fail to secure their dogs in their own yards, when the dogs cause fear or grievous bodily harm.Magistrate Thacker fined the dogs’ owner $1,800 for causing fear and $2,000 for grievous bodily harm, after she pleaded guilty. The Magistrate said she needed to send a strong message to address the situation that the dogs weren’t restrained.Thacker also ordered the dog owner to pay court costs, but did not record a criminal conviction.The maximum penalty under the Act is $2,000 for causing fear and $10,000 for causing grievous bodily harm.

Chopper patrols for Toowoomba, Southern DownsErgon Energy will carry out helicopter patrols of powerlines in the Toowoomba and Southern Downs regions next week.General Manager Service Delivery Paul Jordon said the flights were part of a routine inspection process Ergon Energy had in place to check on the condition of the main high-voltage feeder lines and also on any vegetation management requirements.He said the inspections were scheduled for the Toowoomba, Warwick and Stanthorpe areas next week.“The flights will take place between 7.30am and 5.00pm on week days, but the exact routes flown each day will depend on prevailing weather conditions,” he said.“The aim is to identify areas where vegetation needs to be trimmed, especially as we are approaching the bushfire and storm seasons. “The inspection will also note other problems, such as damage to poles, cross-arms, wires and insulators, that need attention.”Mr Jordon said chopper inspections could achieve in a few hours what ground and foot patrols would take weeks to get through.“The chopper will be flying quite low over the lines, but the pilot will take care wherever possible to avoid disturbing livestock,” he said.

Allora’s Past 75 years ago September 1936Death of Long Serving Teacher

The death occurred on the 8th September 1936 at the age of 63, of long serving teacher Miss Catherine McKenna. Miss McKenna suffered a stroke on while on duty at the Primary Correspondence School in Brisbane and she died later in the Mater Private Hospital. Kate McKenna began her teaching career in August 1887 as a 15 year old pupil teacher at the Hendon State School. In 1891 she was transferred to the Allora School as an assistant teacher. She served at Charleville for two years before returning to Allora. After appointments to Walkerston and Hendon State Schools she was again transferred to Allora in 1908 and taught there until 1922. In that year she was appointed by her brother Mr. Bernard McKenna, Queensland Director of Education, to help set up the primary correspondence school system. On two occasions Miss McKenna served in the position of Acting Supervisor of the Correspondence School. She was survived by two brothers, Bernard and James McKenna, and two sisters Mrs. L. Atkin (Brisbane) and Mrs. E. S. Maher (Allora)

Allora’s Past 100 years ago September 1911Ambulance for Clifton

Mr. T. Graham, well known as an enthusiast in ambulance matters, passed through Allora on Monday morning with a handsome and well appointed four-wheeled ambulance wagon for Clifton. The vehicle is one of the latest approved designs, replete with conveniences for patient, ambulance bearer, doctor and nurse. The body of the wagon is set on sensitive springs, with auxiliary spiral springs calculated to still further minimize any jolting or shock. The stretcher runs on a tiny tramway and when the door is shut, is jammed tight by rubber pads, effectively holding it in position. The manifold good points of the wagon were enthusiastically explained by Mr. Graham and, in the interests of Allora’s sick or injured, we found it in our hearts to wish that it was staying in Allora.A shed is to be built to accommodate the outfit, the foundation black of which was laid by His Excellency the Governor when visiting Clifton for the show.

Of Unsound MindEdwin Edgarton Gaynor was charged before two Justices in Allora with being of unsound mind. As one particular ebullition consisted of firing three revolver shots at Mr. W. W. Anderson at Glengallan, there apparently seems reasonable grounds for the charges. Luckily Mr. Anderson escaped unhurt. Gaynor was committed to the Toowoomba Asylum on the certificate of Dr. Roseby and was taken there yesterday.

Have you had your say about the proposed planning scheme?Time is running out for you to have your say about the proposed planning scheme for the Southern Downs Region.Submissions from residents about the proposed planning scheme must be lodged by close of business Friday 16 September 2011 in order to be considered.All submissions lodged by the deadline will be carefully considered in relation to the scheme before the scheme is adopted by Council. All submissions will be responded to in writing.“If you have not already looked at the proposed planning scheme, now is the time to do so,” said Mayor Ron Bellingham. “If you have any concerns over any part of the planning scheme, you need to make a submission in writing to Council before 16 September 2011 for it to be considered,” Cr Bellingham said.The proposed planning scheme has been taken to Allora, Leyburn, Maryvale, Dalveen, Killarney, Wallangarra and Ballandean where many local residents have taken the opportunity to find out about the implications for their land and local area through conversations with the manager of strategic planning Jeanette Davis.So far, many people have taken the opportunity to inspect the plan and nearly 200 have met with Ms Davis to find out more about how the planning scheme will affect them. To date 20 written submissions have been received by Council.Some of the matters raised in the submissions to date include the proposals to include premises in the proposed Local Heritage Register and limitations on subdivision of rural land as well as the extent of the proposed Rural Residential zone.The proposed planning scheme can be inspected on any business day at Council offices in Stanthorpe and Warwick. Opportunities are available for those residents of Warwick and Stanthorpe who cannot visit Council offices during normal

business hours to inspect the planning scheme after business hours on specific days. Please see the Council website or flyers at the Council offices for the times and places.The proposed Southern Downs Region Planning Scheme is the first planning scheme for the whole of the Region and will provide a consistent framework for planning decisions within the Region.The planning scheme is an important document as it provides direction for future development in our Region. Letters to the Editor…Dear Sir,I am not a prophet, nor the son of a prophet (Amos 7:14) but I flatter myself that I have learned a thing or two in my long life.There are quasi-biblical cults around who teach that humans are unconscious in the grave, awaiting a general resurrection. They are mainly Yankee in origin and they are horrified by the orthodox (?) teaching of endless conscious torment for some. One can understand this, but to maintain this viewpoint necessitates either an ignoring of certain Bible passages or unconvincing attempts to explain them away.The Old Testament has two Hebrew words variously translated "hell" or "the grave". One is queber, which is the actual burying place or where the remains are found, and the other is sheol, the state of the dead which is never an unconscious one.I think it was Bacon who said "It is better to have no opinion at all of God, than one that is unworthy of Him". Let us credit Him with the ability and intention to finally save all humanity (John 3:17), remembering at the same time our duty of care and forgiveness to our fellow humans that we may obtain the same from Him.Ken Hood

Storms bring down powerlinesAbout 7400 Ergon Energy customers in the Warwick region had their power supply interrupted for up to five hours Tuesday night due to damage caused by the first major storms of the season.A 33,000-volt powerline between the Warwick bulk supply substation and the West Warwick substation came down shortly after 5.00pm as the storm passed over the town.This resulted in about 5800 customers in parts of Allora, Warwick and Maryvale having their power supply interrupted.About 1600 customers supplied from the Swan Creek feeder also had their power supply interrupted about 15 minutes earlier.Power was restored to about 1800 customers in the Allora and Maryvale areas about 8.20pm and power was reinstated to all customers by 10.10pm.Earlier, about 800 customers between Glenvale and Wellcamp, west of Toowoomba, had their power supply disrupted between 4.15pm and 8.25pm as a result of a high-voltage powerline coming down during a storm.

Wattles Victorious in Semi FinalWattles 17 year old point scoring machine Anthony McIntosh wrote himself into the club’s folklore on Saturday evening when he kicked a field goal in extra time to give the Warriors a 31 – 30 Toowoomba Rugby League reserve grade knockout semi-final win at a rain soaked foggy Clive Berghofer Stadium. McIntosh had 363 fixture points to his name at fulltime in the sudden death final against Goondiwindi, his match deciding drop goal perhaps his most important point of the year.The win allows Wattles to take another step in the TRL finals series, taking on Pittsworth next weekend in another Knockout Semi Final.Lee Lousick showed experience beyond his 17 years, and plenty of ability in Wattles forward pack, taking player of the match honours for an outstanding performance. Lousick, who scored two tries in the game, was inspirational as the Warriors struggled throughout the first half to trail 6 – 14 at the break. Back-rower Walter McIntosh touched down for a four pointer soon after half time, using his powerful frame to barge over from close to the line after Wattles were awarded a handy penalty. The “Boars” responded with two further tries that seemed to lift the match beyond Wattles reach, trailing 10 – 24 with twenty minutes left on the clock. Lee Lousick ignited a rousing Wattles comeback when he stormed over to score after an Anthony McIntosh kick and some good lead up work by Jimmy Johnson. Winger Aaron Hooper snatched another try for the Warriors in the 49th minute for the “green & gold” to trail 20 – 24, and right back in the match. A shudder went through the Wattles bench when clever five-eighth Dean Cubby was stretchered from the field, but luckily Cubby recovered to be able to take part in the match soon after. Fullback Brandon Cubby scored to level the ledger 24 all, before Andrew Ellis crossed for what Goondiwindi hoped was the winning try with six minutes to go. Anthony McIntosh saw an opportunity and kicked to the corner for fullback Cubby to race 25 metres to ground the ball for his second try, that kept Wattles in contention in an absolute nail biter, the score locked at 30 – 30. Lock forward Mark Duggan and fellow back rower Sam Fuller were also among Wattles best in a great team effort.The Warriors went into the match without injured regulars coach Rob McIntosh, Coedie Tandy & Callum Glass, and then lost classy hooker Josh McIntosh and tough forward Matt Tuiono at late notice, both involved in a vehicle accident enroute to the game. Bench player Matt Sweedman was also assisted from the field in the second half against Goondiwindi, and is out of contention for this Saturday.
