MINUTES OF Tuesday, June 22, 2021
The Lawrence County Commissioners' Meeting was opened with the Pledge of Allegiance to the Flag followed by a Moment of Silence.
The Lawrence County Commissioners' Meeting of Tuesday, June 22, 2021, was called to order by Commissioner Morgan Boyd, at 10:00 am at the Lawrence County Commissioners Meeting Room. Deputy Chief Clerk, Vanessa Bayless called the Roll. Those in attendance were, Commissioner Daniel J. Vogler, Commissioner Loretta Spielvogel, John Bout, Amy McKinney, Jeff Parish, Chad Strobel,News, None. It was stated for the record that the meeting is being taped. Those wishing to speak shallbe given five minutes. If they need more time, they are to see the Deputy Chief Clerk at another time andshe will arrange for them to meet with the Commissioners. Those speaking are to state for the record theirnames, addresses and the nature of their business.

1. Act 14, 67, 68 and 127 Tennessee Gas Pipeline Company, LLC for Chapter 105-General Permit Registration for GP-11 and GP-8 to excavate, inspect and repair ananomaly located on an existing natural gas pipeline (Line 200-1) in Lawrence County, PA(Pulaski Twp.)
2. Act 14, 67, 68 and 127 Borough of Ellwood City to cap in place an existing deteriorating
gravity sewer line, install 2 new gravity lines to a new pump station which will connect to a
new force main along Wampum Avenue to the existing wastewater treatment facility in
Lawrence County, PA (Ellwood City Borough)
3. Hazardous Waste Treatment, Storage and Disposal Permit Renewal for ZambelliFireworks Manufacturing Company, Edinburg (Mahoning Twp.)

Staff Report
Jeff Parish was in attendance to present Chad Strobel with his PEMA Advanced Certification Award. The
Commissioners all congratulated Chad and also thanked Jeff, Chad and the entire Emergency
Management staff for all they do and are grateful to have such a great team.
COMMISSIONERS' COMMENTS
Ms. Speilvogel stated her CCAP CEL training in Harrisburg went very well and she is glad she attended. It was very informative. She also congratulated Shenango and New Castle School Districts for the State
championships played and won.
Mr. Boyd had no comment.
Mr. Vogler gave an update from PennDot regarding Rts 422 and 388. He stated we received a response from PennDot and a safety study was completed. Updated signage needs to be completed from both
Slippery Rock Township and PennDot. Mr. Vogler reminded everyone to slow down at those
troublesome intersections.

through Resolutions R-2021-137. Motion carried 3-0.
NEW BUSINESS
RESOLUTION R-2021-125
WHEREAS, Lawrence County solicited bids for the Union ADA Improvement Project - Phase 2 in Union
Township under the FY 2017 and FY 2018 CDBG program; and
WHEREAS, the Lawrence County Department of Planning and Community Development reviewed the bids
and reported that GEM Building Contractors & Developers, Inc. of New Castle, PA, was the lowest
responsible bidder with a bid of $32,465.00; and
NOW, THEREFORE IT BE RESOLVED BY THE LAWRENCE COUNTY BOARD OF COMMISSIONERS,
that
1. GEM Building & Developers, Inc., is awarded the bid for the completion of the Union ADA
Improvement Project under the FY 2017 and FY 2018 CDBG program;
2. A total of $32,465.00 in CDBG dollars will be allocated to completing this project;
3. The Chairman is authorized to execute all documents related to this contract.

RESOLUTION R-2021-126
WHEREAS, Section 1784 of the County Code, Supplemental Appropriations Transfer of Funds;
Appropriation Limits, authorizes the Board of Commissioners, by resolution, to make supplemental
appropriations for any lawful purpose from any funds on hand or estimated to be received within the fiscal year and not otherwise appropriated; and
WHEREAS, it the intent of the Board of Commissioners to adjust the existing FY2021 Budget; and
NOW, THEREFORE BE IT RESOLVED BY THE LAWRENCE COUNTY BOARD OF COMMISSIONERS
to amend the 2021 Lawrence County Budget as follows:
INCREASING the CDBG Community Development Block Grant Revenue Account: 56331000.331000 by
$8,765.89; and
INCREASING the CDBG Ellwood City Core Park Expense Account: 56418000.999900 by $8,765.89; and
Reason: Correct amount not budgeted
Moved by Ms. Spielvogel, seconded by Mr. Vogler to approve said Resolution. Motion carried 3-0.
RESOLUTION R-2021 - 127
WHEREAS, Lawrence County, through its Children and Youth Department, desires to contract certain social services; and
WHEREAS, the County has the authority and duty to provide social services to children and youth subject to the regulations established by the Commonwealth of Pennsylvania (OHS) and the Juvenile Code:
NOW, THEREFORE, be it resolved by the Lawrence County Board of Commissioners, that:
1. The Purchase of Service Agreement under the provider, Crossroads Group Homes andServices, Inc., shall be in effect for the period of July 1, 2021 through June 30, 2022.
2. Costs are incurred only if the provider or service is being used by Lawrence County per theAgreement.
3. Authorization is hereby given to execute an Agreement with the following service provider:

WHEREAS, the County has the authority and duty to provide social services to children and youth subject to the regulations established by the Commonwealth of Pennsylvania (DHS) and the Juvenile Code:
NOW, THEREFORE, be it resolved by the Lawrence County Board of Commissioners, that:
1. The Purchase of Service Agreement under the provider, Lutheran Service Society, shall be ineffect for the period of July 1, 2021 through June 30, 2022.
2. Costs are incurred only if the provider or service is being used by Lawrence County per theAgreement.

NOW THEREFORE, BE IT RESOLVED BY THE LAWRENCE COUNTY BOARD OF
COMMISSIONERS, that:
1. A Custodian and Security Agreement with Federal Home Loan Bank of Pittsburgh with its
principal place of business at 601 Grant Street, Pittsburgh, PA 15219, WesBanco Bank,
Inc. (Custodian), a member of the Federal Home Loan bank of Pittsburgh, with its
principal place of business at 1 Bank Plaza, Wheeling, WV 26003 and the County of
Lawrence (Depository)

RESOLUTION R-2021-135

WHEREAS, budgets cannot always anticipate every extraordinary, ordinary, or contingency situation
which arises throughout the fiscal year; and
WHEREAS, Section 1784 of the County code permits the Commissioners by resolution to authorize
budget transfers from any encumbered balance; and
WHEREAS, the need to provide additional appropriations to certain accounts now exists.
NOW, THEREFORE, BE IT RESOLVED BY THE LAWRENCE COUNTY BOARD OF
COMMISSIONERS, that:
1. Authorization is hereby given to the appropriate administrative officials to transfer a total of$15,000.00 described in detail on the attachment(s) designated as T-2021-002.

RESOLUTION R-2021-137
WHEREAS, budgets cannot always anticipate every extraordinary, ordinary, or contingency situation
which arises throughout the fiscal year; and
WHEREAS, Section 1784 of the County code permits the Commissioners by resolution to authorize budget transfers from any encumbered balance; and
WHEREAS, the need to provide additional appropriations to certain accounts now exists.
NOW, THEREFORE, BE IT RESOLVED BY THE LAWRENCE COUNTY BOARD OF
COMMISSIONERS, that:
1. Authorization is hereby given to the appropriate administrative officials to transfer a total of$13,750.00 described in detail on the attachment(s) designated as T-2021-003.

LAWRENCE COUNTY CONSORTIUM LEAD HAZARD CONTROL GRANT
WHEREAS, the County of Lawrence is desirous of obtaining funds in the amount not to exceed $5,000,000.00 (with an additional $700,000.00 in Healthy Home Supplemental Funding) from the U.S. Department of Housing and Urban Development's Office of Healthy Homes & Lead Hazard Control for the provision of making properties lead safe authorized by Section 1011 of Residential Lead-Based Paint Hazard Reduction Act of 1992;
WHEREAS, the County of Lawrence, is desirous to provide lead-based paint hazard control activities
fund able under Title X of the Housing & Community Development Act of 1992;
WHEREAS, the County of Lawrence will enter into a subcontract with Lawrence County Social Services, Inc. (LCSS) as its administrative agency for the duration of the grant period; and
WHEREAS, the expected service areas will include, at a minimum, the following targeted areas:
Lawrence County, Mercer County, City of Lancaster, Butler County, and Delaware County, with potential new partners in other target areas throughout the Commonwealth.
NOW THEREFORE BE IT RESOLVED:
1. The County has granted Lawrence County Social Services, Inc. to make application for andadministrate such funds in the amount not to exceed $5,000,000.00 (with an additional$700,000.00 in Healthy Home Supplemental Funding);
2. The County of Lawrence will execute the adoption of this Resolution in preparation of furnishing acopy to the U.S. Department of Housing and Urban Development; and
3. The Chairman Commissioner is hereby authorized to execute any and all documents pertaining tothe application for funds as well as the administration of these funds throughout the grant contractperiod.

RESOLUTION R-2021-
WHEREAS, a novel coronavirus, known as COVI D-19, (hereinafter "COVID-19"), emerged in Wuhan, China, and began infecting humans in December of 2019; and
WHEREAS, COVID-19 has spread to multiple countries, including the United States of America; and
WHEREAS, states throughout the U n i t e d States have been affected, including the Commonwealth of Pennsylvania; and
WHEREAS, on March 6, 2020, the Governor of Pennsylvania issued a Proclamation of Disaster Emergency, which among other things authorized the suspension of certain procedures and formalities prescribed by law and urged counties to "act as necessary to meet the current exigencies;" and
WHEREAS, on March 13, 2020, the President of the United States declared a National Emergency; and
WHEREAS, as of March 17, 2020, the Lawrence County Board of Commissioners issued a Proclamation of Disaster Emergency, which among other things authorized the suspension of certain procedures and formalities prescribed by law and allowed for greater legal flexibility in managing the COVID-19 pandemic in Lawrence County; and
WHEREAS, as of June 10, 2021, the General Assembly of Pennsylvania ended the Proclamation of Disaster Emergency in the Commonwealth of Pennsylvania; and
WHEREAS, the number of positive COVID-19 cases and COVID-19 related deaths has substantially decreased in both Lawrence County and across Pennsylvania; and
WHEREAS, all Lawrence County residents have easy access to COVID-19 vaccines and are encouraged to receive the vaccination; and
WHEREAS, as of June 28, 2021, 36,502 residents of Lawrence County have received a full or partial vaccination, amounting to 43% of the total population of Lawrence County; and
NOW THEREFORE BE IT RESOLVED, by the Lawrence County Board of Commissioners that the Proclamation of Disaster Emergency issued by the Lawrence County Board of Commissioners on March 17, 2020 is hereby ended.
This Resolution shall take effect immediately.
