Buildings Department Practice Note for Authorized Persons, Registered Structural Engineers and Registered Geotechnical Engineers
ADM-1
Practice Notes in Force The Building Authority (BA) issues practice notes to authorized persons (AP), registered structural engineers (RSE) and registered geotechnical engineers (RGE) from time to time to promulgate how he applies and enforces the provisions of the Buildings Ordinance (BO) and its subsidiary regulations as well as other administrative and advisory matters in the administration of the BO. Categorization of PNAP 2. Practice notes, named as ‘Practice Note for Authorized Persons and Registered Structural Engineers’ and abbreviated as ‘PNAP’ are issued since 1974 with a serial number according to the chronological order of publication and without categorization on the nature of the content thereof. In response to request from the practitioners with a view to facilitating easy reference by all concerned, PNAPs are now categorized into three parts according to the nature of their contents with new serial numbers as follows, with effect from August 2009:
(a) Part A – Administration
It consists of PNAPs (new serial numbers prefixed “ADM”), mainly relating to the general administration of the Buildings Department (BD) and other administrative matters relating to plan approval, issue of consent and occupation permits and related matters.
(b) Part B – Application of the BO and Regulations
It consists of PNAPs (new serial numbers prefixed “APP”) explaining how the BA applies and enforces the provisions of the BO and its regulations and other Ordinances administered by the BA/Director of Buildings (DB), as well as those Ordinances not administered by the BA/DB but relating to plan approval and building control under the jurisdiction of the BD.
(c) Part C – Advisory
It consists of PNAPs (new serial numbers prefixed “ADV”) of general advisory nature or those intending for promotion of good practices to the practitioners in the building industry.
3. With the first issue of this PNAP ADM-1 in August 2009, all extant PNAPs are re-issued with the above categorization and new serial numbers, but their contents remain unchanged. It should be noted that the PNAPs grouped under one part may contain information the nature of which is related to the other parts. The BA will endeavour to update the PNAPs when opportunity arises to improve the contents as far as practicable.

Renaming of PNAP 4. Since the introduction of RGE under the Buildings (Amendment) Ordinance 2004, PNAPs are also circulated to RGE in addition to AP and RSE. With the re-issue of all extant PNAPs with the new categorization and serial numbers, opportunity is taken to rename them as Practice Note for Authorized Persons, Registered Structural Engineers and Registered Geotechnical Engineers. The abbreviation is, however, maintained as “PNAP” for simplicity sake.
Chinese Version 5. We have also taken this opportunity of re-issue of all extant PNAPs to publish a Chinese version of the PNAPs. All new and revised PNAPs to be issued in future will be in bilingual format. Practice Notes in Force 6. The list of PNAPs in force together with the new categorization is listed at Appendix A. Such list will be kept updated on BD’s website (www.bd.gov.hk/). 7. To afford instant updating of information and for environmentally friendliness, all PNAPs will be disseminated via BD’s website and issue of hardcopies thereof will cease forthwith. In this connection, we have revamped the webpage of PNAPs adding more features which aim to enhance the search function and navigation. Premised on these built-in new functions, the indexes indicated in the footnote of the extant PNAPs will become redundant and will be deleted as and when the PNAPs are revised in future. 8. PNAPs have proven to be useful platforms in our dissemination of information to the practitioners. I hope you will find the aforesaid new arrangements for issue of PNAPs both user and environmentally friendly. With your support, we can help contribute towards a more sustainable society.

Buildings Department Practice Note for Authorized Persons, Registered Structural Engineers and Registered Geotechnical Engineers

Centralized Processing of Building Plans
Purpose The purpose of the centralized processing system for building plans is to ensure that all interested government departments are consulted and that their comments on private development proposals are collated by the Building Authority (BA) within time limits allowed for processing building plans. It also serves the purpose of making the Buildings Department (BD) a focal point where issues arising from private building development precipitate. This practice note announces additional measures and guidelines to streamline and expedite the processing of building plans. Referral of plans 2. The efficient operation of the system depends to a great extent upon the co-operation of authorized persons (APs), registered structural engineers (RSEs) and registered geotechnical engineers (RGEs) and that of the government departments to be consulted. Failure to submit the requisite number of sets of plans will delay the referral process and may affect the timely receipt of comments by BD and their subsequent transmission to APs, RSEs and RGEs, as appropriate. To avoid such delays, RSEs and RGEs are requested to make reference to Practice Note for Authorized Persons, Registered Structural Engineers and Registered Geotechnical Engineers (PNAP) ADM-8 and APs are requested to double-check the number of sets of plans and the documents required for submission by completing Appendix A prior to submission of general building plans. 3. Procedures for dealing with fire service installation proposals and lease matters are contained in Appendices B and C respectively. Resolution of issues arising from referral of plans 4. Available comments of other government departments are incorporated in approval or disapproval letters. Adverse comments falling within the purview of the Buildings Ordinance (BO) and constituting a fundamental issue in the context of PNAP ADM-19 are included as disapproval items. All other comments are simply conveyed as such in separate paragraphs for the information of APs, RSEs, RGEs and their clients, but will not be raised as disapproval items. Comments received after the dispatch of approval or disapproval letters by BD are transmitted by a separate letter. 5. When there are different views taken by APs, RSEs or RGEs from a government department commenting on a submission of building plans, the BA will

arbitrate and take decisions on matters governed by the BO, according to the policies and procedures he adopts to enforce environmental, health and safety standards for buildings and building works. For all other comments relating to matters not governed by the BO, APs, RSEs and RGEs may approach the relevant government departments direct. In the event that there are divergent requirements from different government departments, BD will organise meetings with the parties concerned with a view to resolving the problem. Pre-submission Enquiry & Conference 6. APs, RSEs and RGEs may discuss with BD staff on specific issues of uncertainty prior to formal submission of building plans. In order to take advantage of this arrangement, APs/RSEs/RGEs should identify the issues with a specific proposition.
7. For sites involving complicated issues, the AP/RSE/RGE may, either at the request of or agreed by the relevant Chief Professional Officer, make a presentation of his case (with 3-D computer model if appropriate) after the submission of plans. Greater certainty in planning building projects 8. To assist APs, RSEs and RGEs in achieving greater certainty in planning building projects, BD operates a set of procedures containing the following features :
(a) On the 45th day of a submission of new building plans, APs/RSEs/RGEs may enquire and expect to know whether the submission is fundamentally acceptable. He may also request to discuss non-conformities identified prior to the issue of disapproval letter; and
(b) Where a submission of plans is considered fundamentally
unacceptable and disapproval items notified in writing within the statutory period of 60 days, new disapproval items will not, in normal circumstances, be added to the said proposal for subsequent resubmission of plans.
9. APs/RSEs/RGEs may make enquiries on (a) above direct to the Building Surveyor or Structural Engineer handling the submission in question. Staff disposition charts for staff with responsibilities for processing building plans are on display at relevant locations on BD’s premises. Application for modification 10. Each application for exemption or modification should be properly made on the specified Form BA 16 and should be supported by reasons as to what special circumstances prevail and why exemption or modification would be justified.

11. To assist the BA in the processing of applications for modification, adequate information should be included in the Form BA16, a copy of which is at Appendix D and can be downloaded from BD’s web site (www.bd.gov.hk). 12. APs/RSEs/RGEs may make reference to the guidance notes at Appendix E for the necessary information to be submitted in conjunction with modifications/ exemptions frequently applied for. 13. In granting modification of or exemption from the provisions of the Buildings Ordinance, conditions may be imposed by the BA pursuant to section 42 thereof as contained in the Forms BD 106 issued to the APs/RSEs/RGEs, as the case may be. 14. To ensure these imposed conditions are fulfilled and the parameters for granting modifications/exemptions can be made known to the public and any person who may have an interest in such building, building works or alteration and addition to an existing building, the following conditions are to be imposed in the Form BD 106 :
(a) to incorporate the relevant conditions of modifications/exemptions in the subsequent amendment plans for submission to the BA for approval before the submission of a certificate under regulation 25 of the Building (Administration) Regulations (B(A)R) on completion of building works resulting in a new building or not so resulting, as the case may be.
(b) to submit a checklist of valid Forms BD 106 at the time of submission of a certificate under B(A)R 25 on completion of building works resulting in a new building or not so resulting, as the case may be. (A sample checklist is provided at Appendix F.)
Consent from adjoining owners and compliance with other enactments 15. The approval given by the BA should not be deemed to confer any title to land or to act as waiver of any term in any lease or licence pursuant to section 14(2) of the BO. Where a proposal involves building works at adjoining lots or buildings, the AP should ensure that separate consent is secured from the relevant owners prior to the commencement of the works. The AP should also consult other relevant authorities and ensure that the proposed building works comply with their requirements. Enhanced Transparency of Information on Gross Floor Area Concessions in Buildings 16. To enhance transparency of information on gross floor area (GFA) concessions in building developments, the BD will publish such information on its website after issuance of occupation permit for the respective building development. To ensure that clear and correct information is published, APs’ assistance is hereby requested to provide such information on the building plans submitted to the BA.

17. In making application for approval of building development involving GFA concessions, detailed breakdown of the areas of such GFA concessions should be clearly specified on the building plans submitted to the BA for approval as set out in Appendix G. 18. To facilitate publication and public search of information on GFA concessions granted for newly-completed buildings, a summary of such concessions (sample at Appendix H) should be submitted together with the application for occupation permit. The relevant information will be uploaded on the BD’s website after issuance of occupation permit.

Appendix B (PNAP ADM-2)
Fire Service Installations Proposals 1. Upon submission of building plans to BD, the covering letter should be copied to the Fire
Services Department (FSD). 2. The two/three* sets of plans for referral to the FSD should be clearly identified by a
suitable note in bold lettering in the lower right hand corner of every plan and should show the proposed fire service installations and equipment referred to in Buildings Ordinance section 16(1)(b)(ii).
3. After checking, the plans will be dealt with in one of the following ways :
(a) If the plans are acceptable, FSD would issue a standard letter (with a copy to BD) notifying the AP to collect the set of endorsed plans from FSD. If a certificate is issued for the purpose of Buildings Ordinance section 16(1)(b)(ii), the AP shall endeavour to collect the certificate and pay the fee as specified in Regulation 3 of the Fire Services Department (Reports and Certificates) Regulations (Cap. 95C).
(b) If the plans are acceptable subject to minor changes, the AP will be invited by the FSD to make the necessary amendment. The procedure in sub-paragraph (a) above will then follow.
(c) If the plans are not acceptable, FSD would retain one set of plans and issue a letter (with a copy to BD) notifying the AP of the adverse comments and to collect the remaining set of plans from FSD. Such comments will not be repeated in any of BD's communication with the AP.
4. No matter the plans are acceptable or not, the relevant set of plans should be collected by
the AP within 3 months from the date of the notification letter from FSD. Otherwise, the uncollected plans will be deemed to be no longer required by the AP, and FSD will make arrangement for the disposal of those plans without further notification.
5. The Director of Fire Services may sometimes make additional recommendations which are
not related to the issue of a certificate under Buildings Ordinance section 16(1)(b). His various comments will therefore be grouped under the following headings :
(a) Reasons for Refusal of a Certificate under Buildings Ordinance section 16(1)(b)
(b) Strongly Recommended Practice
These are recommendations which if not adopted may render the completed building a fire hazard resulting in possible abatement action under the Fire Services Ordinance.
(c) Recommendations of a Purely Optional Nature
The adoption of these recommendations is considered to be good practice.

Appendix C
(PNAP ADM-2) Lease Matters 1. Upon formal submission to BD, two sets of plans together with the required Development
Schedule will be referred to the relevant District Lands Officer to check compliance with the lease conditions. Additional sets of plans may be required by the District Lands Officer in certain instances, e.g. where Government accommodation is involved. It will help to speed up the process if the name and contact telephone number of the AP are printed on the plans.
2. The District Lands Officer, after consultation with other interested parties, will advise AP
of his comments directly. 3. Where there are adverse comments under the lease conditions, the AP should, upon re-
submission through the centralised processing system, explain in a covering letter, copied to the District Lands Officer, how he proposes to resolve the anomalies.
4. All enquiries on lease matters should be forwarded directly to the relevant District Lands
Officer. If a lease modification is required, it should precede formal submission of plans.

Requirements on Fresh Air Intake of Mechanical Ventilation System
The fresh air intake should be placed where the air is free from contamination or odour. The location of fresh air intake should meet the following requirements :

Requirements on Fresh Air Intake of Mechanical Ventilation System
The fresh air intake should be placed where the air is free from contamination or odour. The location of fresh air intake should meet the following requirements :
(a) It should not be located within 5m from other sources of
contamination such as exhaust outlets of the building or adjacent buildings, traffic, car parks, unloading bays, refuse chutes/refuse rooms, evaporative cooling towers, emergency generators, plumbing vents, kitchens, and toilets;
(b) It should not be located below ground level or close to cooling
towers;
(c) It should face away from potential pollution sources; and
(d) It should be protected from rain entrainment, and covered by a screen to prevent the entry of birds, rodents, and extraneous articles.

Tung Chung Cable Car Route Protection Area The Tung Chung Cable Car (TCCC) System is owned by the Mass Transit Railway Corporation Limited (MTRCL). Emergency Situations Telephone Numbers for Use Outside Office Hours Staff of the Buildings Department (BD) are on 24-hour call and stand by even outside office hours to attend to emergencies sometimes involving sites where building works are in progress. 2. Often the remedy may be a relatively simple matter if the authorized person (AP), registered structural engineer (RSE) and/or registered geotechnical engineer (RGE) responsible for the development can be contacted in time. This would avoid much inconvenience and delay, e.g. clearance of major thoroughfares due to collapsed scaffolding or hoarding, and obviate the need to use the Government Contractor at the expense of the owner of the building. 3. APs, RSEs and RGEs have a duty to ensure that no danger is caused to the public by the building works for which they are responsible. You are therefore requested to inform BD of your telephone number, fax number and mobile telephone number, if any, for use in emergencies. Please also keep BD informed of any change in these numbers by using the attached letter. 4. Priority
On application, the grant of priority status for processing submissions for new buildings will be considered for the following types of project:
(a) (i) Urgently required public utility and institutional
buildings. (ii) Hong Kong Housing Society Projects.
(b) Projects on lands owned by the Hong Kong Science and
Technology Parks Corporation (previously known as the Hong Kong Industrial Estates Corporation).
(c) Any project submitted for or on behalf of the Urban Renewal
Authority by a wholly owned subsidiary company or a joint venture consortium of which the Urban Renewal Authority is a partner.
(d) Projects that are likely to significantly contribute to the
economic growth of Hong Kong.
2. Cases falling within criterion (a)(i) include schools, electricity sub-stations and other buildings of a similar nature where it can be shown that they are urgently required and it would be in the public interest for priority to be granted. Positive support from relevant government departments is required for applications for priority under criterion listed in paragraph (1)(d). It is possible that other high public interest projects not covered by the above criteria may also merit priority for special reasons but this will only be granted in exceptional circumstances and after consultation with the government departments concerned. 3. Application for priority status should accompany the first submission of plans to Buildings Department (BD). Projects only involving alterations and additions of existing buildings will not normally be granted priority. However, any projects designed to combat pollution (air, noise or water), or to eliminate or reduce the discharge of existing polluting waste and noxious or toxic effluents, may be accorded priority status. 4. Priority projects will be kept under constant review to ensure that the need for priority treatment is still appropriate. Where a priority project does not proceed expeditiously, its priority status may be withdrawn.

Computer Programs for Use in Structural and Geotechnical Design
An authorized person (AP), a registered structural engineer (RSE) or a registered geotechnical engineer (RGE) may use computer programs to produce calculations to support his design or to produce designs for submissions to the Building Authority (BA). Where he intends to do so, he should ensure that the program from which such calculations or designs are produced is acceptable to the BA before submitting plans for approval under the Buildings Ordinance. Prior Acceptance of Computer Program 2. An application for prior acceptance of structural computer program and geotechnical computer program should be made by a RSE and a RGE respectively. A computer program accepted by the Buildings Department (BD) will be assigned a BD reference number (prefixed ‘S’ for structural and ‘G’ for geotechnical), which should be quoted in submissions. 3. Application for prior acceptance of a computer program (including the renewal of the prior acceptance) should be made using the standard pro forma in Appendix A. The completed pro forma should be accompanied by relevant documentation of the program including a user’s manual giving the following information:
(a) mathematical modelling of the analysis and/or design; (b) flow charts showing the analysis and/or design
procedure; (c) Building Regulations, codes of practice or other
requirements which the analysis or design produced by the program will comply with;
(d) theory of analysis and mathematical basis of the
computational algorithm which are used in the program including any references;
(e) limitations and applicability of the program; (f) structure and method of data input and output;

(g) interpretation of results; and (h) examples which are sufficient to illustrate the operation
of every part of the program at all representative input data values and verified by the RSE or the RGE, as appropriate to the type of computer program.
Additional test examples may be required in order that the accuracy of the computer program can be fully demonstrated. Use of computer Program in Submission of Plans for Approval 4. When using the program to support structural or geotechnical design, the AP or RSE or RGE is required to provide the information in the first part of the structural calculations as stipulated in paragraph 9(b) of PNAP 121.
5. For structural computer programs, the RSE should be responsible for the program execution. Similarly, a RGE should be responsible for the program execution for geotechnical computer programs. The AP/RSE/RGE is also required to complete the standard pro forma in Appendix B and/or C and include it in the submission.
6. When a submission is supported by a computer program which does not bear a valid prior acceptance, the BA may require all information listed in paragraph 3 to be included in the submission for consideration.
Renewal of Prior Acceptance and Changes to Pre-Accepted Programs
7. The prior acceptance of any computer program will be valid for a period of up to three years. In view of advances in science and technology and periodic revision to Codes of Practice, prior acceptance of any computer program will be considered to have expired on a date three years from the date of last acceptance. 8. Application for renewal of the prior acceptance may be made upon expiry, but not earlier than four months from the expiry date. Such applications will be examined by BD in the light of the requirements set out in this practice note. 9. If changes are proposed to an accepted program, details of the amendments and the updated user manual (if applicable) should be submitted to BD for acceptance before using the revised program.

Geotechnical Information Unit Since 1983, the Geotechnical Information Unit (GIU) has been an important source of geotechnical information for the public including authorized persons, registered structural engineers and their consultants. It is the largest and most comprehensive collection of site-specific geotechnical data in the Territory. It is operated by the Geotechnical Engineering Office and is housed within the Civil Engineering Library on the First Lower Ground Floor of the Civil Engineering Building in Homantin, between 9:00 - 12:30 and 14:00 - 16:15 on Mondays to Fridays (except public holidays). 2. The GIU holds the following material: (a) ground investigation reports including geophysical survey
reports; (b) reports on laboratory testing of soils and rocks; (c) a card index of cut slopes, fill slopes and retaining wall; (d) landslip record cards; (e) piezometric monitoring data; and (f) rain gauge records. In particular, most of the data on geology, hydrology and soil properties collected in the course of the Mid-levels Study between 1979 and 1981 are available in the GIU. 3. Retrieval of ground investigation information and laboratory test reports is accomplished using the GIU Cell Referencing System. This is based on an array of numbered cells superimposed on 1:5 000 scale survey sheets for the urban areas and 1:20 000 scale sheets for the remainder of the Territory. 4. GIU users can also consult the wide range of geotechnical literature held in the Civil Engineering Library. This includes: (a) a collection of geotechnical and geological textbooks, reports,
journals and periodicals, including reference books on ground investigation, testing and engineering standards; and

geology and geotechnical engineering. These materials are referenced by class (type) of publication and by subject matter. Retrieval is now assisted by a computerized catalogue that allows keyword searching by title or author. 5. Data from the GIU may be examined in the reading area but is not to be taken out of the library. There are photocopying facilities available at a nominal charge. 6. The GIU has a set of plans showing the locations of registerable slopes and retaining walls contained in the Catalogue of Slopes prepared by the Consultant to Government in 1977/78 and subsequently updated by the Survey Division of the Civil Engineering Department. There are also data sheets and photographs. General enquiries on the GIU should be directed to the librarian who can be contacted by telephoning 2762 5147. 7. Those who wish to obtain information from the Catalogue should fill in an application form available from District Offices and the GIU and preliminary information will be sent to the enquirer in ten days. Structural Design Information
Structural submissions are ever increasing in volume of plans and complexity of calculations. To facilitate expeditious processing of submissions, plans and calculations should be clearly presented and organized as outlined below. Structural Plans 2. Structural plans should be properly indexed and each drawing should bear a drawing title and drawing number. 3. The first drawing of the set should contain general specification notes on : (a) concrete materials, including cement, aggregates and pulverized
fuel ash (if used); (b) reinforcement and other structural materials; (c) grade and characteristic strength of structural materials; (d) concrete covers, corrosion protections and fire resistance
requirements; and (e) workmanship and other particulars of method of construction. 4. There should be adequate general-arrangement drawings consisting of floor plans, sections and elevations where appropriate showing layout, dimensions, levels and identification of all structural frames and members. 5. Notes on designed imposed loads (including allowance for partitions, screeds, dynamic effects and the like) should be given on the corresponding floor plans. Where there are different designed imposed loads for different parts of the floor, the variations should be illustrated diagrammatically. 6. In alteration and addition submissions, reinforcement details of the structural members in the existing building affected by the alteration and addition works should be shown on drawings. These reinforcement details should be extracted from the original approved plans. General Building Plans 7. The information on designed imposed loads specified in paragraph 5 above should also be given on the general building plans.

Structural Calculations 8. Structural calculations should be grouped into two parts, each to be properly indexed. The first part should contain essential information on the structural design of the building as given in paragraph 9 below, and is to be retained in Buildings Department (BD) for record. The second part, containing relevant details of analysis and design calculations of the structural elements, will be returned to the authorized person / registered structural engineer after the issue of the occupation permit for the building. 9. The first part of the structural calculations should contain the following: (a) a synopsis of the structural design giving -- (i) a general description of the foundation and
structural system and the basic anatomy of stability by which the applied loads are transferred to the ground;
(ii) design method, assumptions, codes used and
limitations of stresses and deformation; (b) essential information on the computerized calculations including --
(i) The name, version, developer’s name/
identification, BD reference number and validity period of the computer program used;
(ii) The scope of application of the program which is accepted by BD and a list of the limitations in application;
(iii) Assumptions made and justifications on parameters used in the computer model e.g. material properties, boundary conditions etc.;
(iv) Input data with computer-generated graphics or hand sketch showing the framing & layout of the structure, nodes & elements, joint fixity etc.;
(v) Summary of salient output results e.g. the design envelopes of moment, shear, displacement of the most critical cases for the design and check of the applied forces against the output overall reaction;
(vi) The interpretation and application of the computer output in the design;

(c) essential information on the design to resist wind load, including – (i) a general description of the wind-resisting system
and mathematical modelling; (ii) diagrams illustrating the location and identification
of all structural frames and members in the wind-resisting system;
(iii) a summary of sectional properties of wind-resisting
elements; (iv) a summary of wind loads applied to the building
and the distribution of the wind forces on individual frames at each floor level;
(v) principal reactions (moments, shear forces and
axial forces) in the wind-resisting elements; and (vi) a summary of equilibrium check on applied lateral

(d) essential information on the design to resist dead and imposed

Colouring of Plans Building (Administration) Regulation 14(3) requires that one copy of every plan submitted for approval shall be coloured in order to clearly differentiate existing work from proposed new work and one part of any proposed new work from other parts. 2. For consistency in the use of colour, AP/RSE/RGE are advised to adopt BS 5252:1976, “Framework for colour co-ordination for building purposes” as the standard and the preferred colours are as shown in Appendix A. 3. BS 5252F “Colour matching fan” contains 64 mm square patches of all the colours in the BS 5252 framework and should be used in conjunction with the colour cards produced by drawing material manufacturers in order to select the best possible match within their range of products. 4. For amendments to the approved works, authorized persons (AP)/ registered structural engineers (RSE)/registered geotechnical engineers (RGE) are strongly requested to colour or otherwise identify the proposed works from the approved works, with identical colouring or other means, on all sets of plans submitted to the Buildings Department to facilitate the vetting of the plans. 5. The use of these recommended colours and the differentiation of proposed works from existing/approved works on all sets of amendment plans will expedite the processing of plans and is therefore clearly in the interests of all parties.

Imaging Standards for Plans
The Buildings Department (BD) has installed a microfilm record storage system for approved building plans to eliminate possible loss of information due to deterioration of the quality of print records and for better record archival. Approved plans between 1970 and 1990 have been microfilmed. In addition, BD is now exploring the development of a Building Record Management System based on electronic images of approved plans. 2. This practice note seeks your cooperation in ensuring that the quality of plans submitted for approval is suitable for microfilming or electronic imaging so that the images produced will be clear and intelligible to all future users. 3. Under some conditions, quality may improve in the imaging process. It is however expected that some loss of quality may also occur in any reproduction process. To ensure the quality of images produced, attention to particular aspects of the preparation, amendment and handling of plans to be microfilmed or electronically imaged is necessary.
4. Appendix A gives some guidelines on drawing standards suitable for imaging. Please adopt these standards for all plans submitted for approval. 5. This recommended practice does not affect consideration of plans. They will continue to be processed in accordance with the requirements of the Buildings Ordinance. Non-conformity with any of the guidelines referred to in this practice note will not constitute a ground for disapproval of the plans. We would, however, appreciate your adopting of the recommended practice. 6. For the purpose of this practice note, the term "plans" means building plans, drainage plans, site formation plans, structural plans and the calculations referred to in paragraphs 8 and 9 of PNAP 121.

(ADM-10) Guidelines on Drawing Standards (1) Plan sizes A0 1189 mm x 841 mm A1 841 mm x 594 mm A2 594 mm x 420 mm A3 420 mm x 297 mm A4 297 mm x 210 mm The dimensions are those of the outside edges of the sheet. A border is normally
drawn inside the dimensions (limiting the actual drafting area). Plan sizes larger than A0 should be avoided.
(2) Borders Unused minimum borders should be provided on all 4 sides of an original as
follows : A0 - 20 mm A1 - 20 mm A2 - 10 mm A3 - 10 mm A4 - 10 mm (3) General Standards (a) Centre mark should be shown at the centre of each side of the drawing
frame; (b) Matt surface is desirable, with adequate contrast between drawing matter
and background. The prints should therefore be of good quality; (c) Each plan should bear a unique drawing number.
(d) The version of a plan should be annotated by suffix (Rev.A), (Rev.B) etc. to the drawing number.
(e) The drawing title should describe clearly the contents of the plan including
location and type of works. (f) All notes should be read from the same direction (NB: This does not
include dimensions);

(g) A suitably numbered or graphic scale should be provided, corresponding to
the scale of the plan; (h) At least one plan should carry a legend of all markings and symbols shown
or used, preferably on the right hand side of the plan; (i) It should be borne in mind that colours will not be identifiable on images.
Consequently, materials and elements of construction, in addition to being coloured in the usual manner, should where necessary be identifiable by other suitable means for imaging purposes e.g. usual method of hatching or annotations (rc, br, ms and the like); and
(j) Lettering and numbering should not be covered by heavy hatching, dark
shading or dark colouring. (4) Space for Official Use A minimum unused space of 90 mm wide by 70 mm high, to accommodate the
official stamp of approval by the Building Authority, should be provided on every plan, preferably at the lower right corner.
(5) Plan Index Applications for occupation permits should be accompanied by a Plan Index which
lists all the approved plans. The Plan Index will be imaged and should therefore be in one of the "A" sizes and a separate Plan Index should be prepared for each category of approved plans e.g. building, structural, drainage and so on.

Submission of Record Plans for Alteration and Addition Works Building (Administration) Regulation 46
In the discharge of public duties relating to Government rent and rates, the Commissioner of Rating and Valuation requires one set of record plans for completed alteration and addition works. 2. To ensure that the Commissioner's records are correct and up-to-date, please provide two sets of record plans when submitting a certificate (Form BA 14) on completion of building works not resulting in a new building to this department. On receipt of the record plans, the Buildings Department will arrange onward transmission of one of the sets to the Rating and Valuation Department.

Monitoring for Site Safety and Quality Aims and Functions The Site Monitoring Section (SMS) of the Buildings Department aims to enhance the safety and quality of building works on construction and demolition sites by a programme of systematic inspections. Staff of SMS will visit sites to focus on unsatisfactory aspects which may have impact on or interface with public safety and quality. Matters of concern in this context include :
(a) divergence or deviation in a material way from approved plans;
(b) use of defective materials ;
(c) absence of adequate precautionary measures;
(d) lack of supervision by the persons responsible;
(e) departure from approved or agreed work sequence or procedures;
(f) inadequacy of experience of workmen or plant operators for specially hazardous operations;
(g) non-compliance with conditions imposed or orders issued by the Building Authority; and
(h) contravention of provisions of the Buildings Ordinance or subsidiary legislation.
The object is to enhance safety and quality assurance by encouraging responsible attitudes on site and deterring dangerous operations. 2. Where necessary, the SMS will advise the authorized person, registered structural engineer or registered geotechnical engineer of corrective action on unsatisfactory aspects likely to have safety-related consequences. Other remedies and sanctions, including the service of orders under section 23 and 24A of the Buildings Ordinance, prosecution and disciplinary action will be considered where appropriate in the light of the circumstances of individual cases. Inspections 3. SMS inspecting officers will inspect sites more frequently where the works, the construction stages or the operations pose higher risks to life and limb. Examples are demolition, deep excavations, percussion piling, formation of steep slopes, construction of high retaining walls, works projecting over public thoroughfares and operation of heavy powered mechanical plant.

4. All SMS inspecting officers will carry a warrant card with authorisation by the Building Authority to :
(a) inspect any premises and enter upon any land;
(b) ascertain whether the provisions of the Buildings Ordinance are being complied with; and
(c) carry out tests, make openings and take reasonable samples for the purposes of the Buildings Ordinance.
Co-operative Efforts 5. Authorized persons, registered structural engineers and registered geotechnical engineers are expected to co-operate in the interest of public safety and quality by ensuring that :
(a) ready access to sites is provided to SMS staff;
(b) copies of all approved plans, agreed work sequence and procedures and all conditions imposed by the Building Authority are issued to registered contractors to keep on site;
(c) copies of all prescribed plans, details of the works and supervision plans (as may be required) for minor works are issued to prescribed registered contractors to keep on site of the minor works;
(d) all approved or agreed work sequence and procedures and all conditions imposed or orders issued by the Building Authority are properly explained to registered contractors, where necessary, with translations provided;
(e) requirements on supervision of building and demolition works are met;
(f) adequate precautionary measures are provided, particularly with regard to falling objects at sites;
(g) any contravention resulting from the carrying out of works is notified to the Building Authority as soon as possible; and
(h) unsatisfactory aspects of work sites and building works are rectified without delay.
Interface with Others 6. Inspections in connection with approval of plans, issue of consent, permits, licences and occupation permits and performance tests of building materials, structural elements and systems will continue to be carried out by staff of the New Buildings Divisions of the Buildings Department.

7. In the event of the SMS inspecting officers identifying contravention of safety or quality requirements not falling within the ambit of the Buildings Ordinance, they will refer the cases to the appropriate government department for consideration of follow up action. Minor Works carried out in accordance with the Simplified Requirements 8. Minor works carried out in accordance with the simplified requirements (i.e. involving submitted plans instead of approved plans) are small scale with short construction period. Hence instead of a programme of systematic inspections for construction and demolition sites with approved plans, selected cases of minor works under construction will be subject to audit site safety inspections. The matters of concerns, remedies and sanction, cooperative efforts and interface, etc. described above are generally applicable, with the extent depending on the circumstances of individual minor works cases. Common Concern 9. Maintenance of site safety and quality demand the joint efforts of all parties concerned. Minor Amendments to Plans and Specified Forms
To facilitate processing of plans which are considered by the Buildings Department (BD) as approvable under the Buildings Ordinance (BO) subject to minor amendments, authorized persons (APs), registered structural engineers (RSEs) and registered geotechnical engineers (RGEs) would be allowed to make minor amendments to such plans and relevant specified forms with BD's prior agreement. This Practice Note sets out the related procedures. Procedures 2. With immediate effect, the procedures for making minor amendments to plans which are approvable under the BO subject to such amendments and other relevant specified forms already submitted to BD are as follows :
(a) Amending plans and specified forms in BD It is usual practice for BD staff to conduct an interview with
the design team from AP/RSE/RGE to clarify queries on the submissions prior to minor amendments to the plans. AP/RSE/RGE may amend the plans and specified forms in BD and authenticate the amendments by his signature.
Should clarification be required on the work the design of
which has been prepared by specialist or proprietary contractors such as glazing works, cladding and curtain wall works, foundation works and hoarding works, the AP/RSE/RGE or his competent representative who understands the entire project is always encouraged to attend the interview with the specialist or proprietary contractor for better co-ordination and prompt resolution of interface problems raised by BD.
(b) Substituting sheets and specified forms
AP/RSE/RGE may amend the plans by handing in substitute sheets with all the amendments clearly annotated and individually authenticated. Such amendments should first be agreed with the case officer and the substitute sheets should reach him on a date to be agreed with him, in any case not more than two working days from the date the AP/RSE/RGE approaches the case officer.

AP/RSE/RGE may replace the specified forms by handing in substitute ones. Such substitution should first be agreed with the case officer.
(c) Taking away part of the submission and specified forms
AP/RSE/RGE may request in writing the removal of part of a
submission of plans or specified forms. Such request should specify the reference or number of the plans or the specified forms to be taken away and must contain an undertaking to return the amended plans or specified forms in not more than two working days. The precise date of return should be agreed with the case officer beforehand. The amended plans or the specified forms should be clearly annotated and individually authenticated.
3. In the case of (b) and (c) in paragraph 2 above, the return must always be before the due date for processing of the submission. If the plans and/or specified forms for amendment are not returned to the case officer on the agreed date, the submission will be disapproved under sections 16(1)(i) and/or 16(1)(c) of the BO on the grounds that not all the plans as are prescribed by regulations and/or the required specified forms have been submitted. 4. For amendments that may have implication under the lease conditions, an extra copy of the plans with amendments clearly annotated/coloured together with a Development Schedule to indicate the alterations/changes and the extent of compliance with the lease conditions should be submitted for onward transmission to the Lands Department for consideration. Examples of such amendments may include exclusion of floor space from gross floor area (GFA) calculation, conversion of floor space accountable for GFA calculation into back-of-the-house facilities for hotel etc. 5. The above procedures aim to facilitate and will be reviewed from time to time. BD expects co-operation from all APs, RSEs and RGEs using the facility. Submission of Site Formation Proposals
In order to facilitate and expedite the processing of a site formation proposal and also to delineate clear responsibilities, Buildings Department adopts a system which provides for the parallel processing of site formation details and structural details in the proposal. Splitting of submissions 2. A proposal for site formation works may be split into two parts and submitted in two separate sets of plans :
Part A Site formation details - These should include the layout and details of slope works and associated drainage works as well as the general layout and size of earth retaining structures, if any, as per B(A)R 8(1)(bb).
Part B Structural details - These should include the
structural details of earth retaining structures. Preparation and signing of plans 3. The Authorized Person (AP) or the Registered Geotechnical Engineer (RGE) of a project will be responsible for co-ordinating the preparation and signing of Part A and the Registered Structural Engineer (RSE) for Part B. In this connection, you should refer to the details prescribed in B(A)R 12 regarding the responsibilities and the scope of work for each party and Task 4 of Appendix B in PNAP 294. Sequence of submissions 4. Parts A and B of site formation proposals may be submitted simultaneously or Part A may be submitted first followed by a submission of Part B when it has been demonstrated that the soil-structure interaction can be prescribed. It will also be acceptable to submit a sufficient number of complete sets of proposals if one set is clearly marked as Part A submission and another Part B submission. Simple submissions 5. For some simple site formation proposals, splitting may not be necessary and a single submission may be allowed. The following are some examples of simple site formation proposals :-

AP/RSE/RGE should make sure enough sets of plans with essential information are submitted for the necessary consultation with the government departments and public authorities concerned. Ground Investigation Works in Scheduled Areas - Approval and Consent
Ground investigation in the Scheduled Areas is building works and requires approval and consent under the Buildings Ordinance. Concurrent Processing of Applications 2. Procedures are in place in Buildings Department for concurrent processing of applications for approval and consent in respect of new ground investigation works in the Scheduled Areas. Procedures 3. If you wish to take advantage of the concurrent processing option, you should
(a) submit a site supervision plan together with the ground investigation plans; and
(b) indicate in your covering letter that you wish to take
advantage of the concurrent processing option and submit an application for consent after the 32nd day of the submission of plans for approval.

Submission of Documents in Electronic Format Introduction The Electronic Transactions Ordinance (ETO) (Cap 553) was enacted to facilitate the use of electronic transactions for commercial and other purposes. It gives electronic records and digital signatures used in electronic transactions the same legal status as that of their paper-based counterparts. 2. The ETO provides that if a rule of law requires information to be given in writing, an electronic record satisfies such requirement if the information is accessible so as to be usable for subsequent reference (s.5 of ETO). In addition if the signature of a person is required on the information, a digital signature of the person satisfies such requirement if the digital signature is supported by a recognized certificate and is generated within the validity of that certificate (s.6 of ETO). 3. These provisions of the ETO for legal recognition of electronic records and digital signatures in relation to rules of law and admissibility of electronic records as evidence in court have come into operation since 7 April 2000. Further details on the ETO are available at the web site of the Office of the Government Chief Information Officer (OGCIO) www.ogcio.gov.hk. As far as these provisions as applicable to the submissions made under the Buildings Ordinance (BO) are concerned, the Buildings Department (BD) has made the following arrangements. Simple Submissions under the Buildings Ordinance 4. BD has set up an e-Counter to receive simple submissions in electronic format under the BO. Simple submissions are those that do not involve voluminous documents, customized program or large size professional drawings; for example, printout paper of size not larger than A3 or electronic file of size not exceeding 10 MB.
Exemptions 5. Before a suitable infrastructure is established in BD to receive and handle all submissions in electronic format, submissions that involve voluminous documents, attachment of original supporting documents, or large size professional drawings are exempted from the operation of the ETO for the time being. Details of the exemptions are set out in Appendix A. Although exemption under ETO has been granted, certain specified forms such as Form BA21 can be accepted in electronic format as long as the submission complies with the Format, Manner and Procedure given in paragraph 6 and Appendix B. Acceptable specified forms for electronic submission can be downloaded from BD's web site www.bd.gov.hk.

With the exception of those submissions under the exempted provisions, electronic submissions under other provisions of the BO (i.e. simple submissions referred to in paragraph 4 above) can be sent through electronic mail to BD’s e-Counter at [email protected]. Unless otherwise specified, email sent to [email protected] will be considered to be sent to the Buildings Department’s designated information system for the purpose of receiving electronic records, as mentioned in section 19(2) of the ETO. The identity of the person making an electronic submission has to be authenticated by a digital certificate issued by the Postmaster General or other certification authorities recognized by the Government Chief Information Officer under the ETO. Detailed information on such e-certificate and its application procedures are available at the web site of Hongkong Post www.hongkongpost.gov.hk. 7. The Permanent Secretary for Commerce and Economic Development (Communications and Technology) has published in the gazette the format, manner and procedure for the acceptance of electronic information by virtue of the ETO. Relevant extract of the gazette notice is provided at Appendix B. Failure to observe the gazetted format, manner and procedure will invalidate the submission. 8. The requirements and procedures for electronic submissions under the BO are also published at BD’s web site www.bd.gov.hk. The templates for specified forms under the BO are available for download. To facilitate understanding on the stipulated format, manner and procedure, an explanatory note for layman is also available at BD’s web site. Plan for the future 9. BD will keep in view the development of an electronic submission system (ESS) to handle all types of electronic submissions. Format, Manner and Procedure for the Acceptance of
Electronic Information by virtue of the Electronic Transactions Ordinance
1. General Requirements for electronic records
Pursuant to section 11(2) of the Electronic Transaction Ordinance, the Permanent Secretary for Commerce and Economic Development (Communications and Technology) may specify by notice published in the Gazette the format, manner, procedure and criteria of the electronic records acceptable for electronic submission. 2. Electronic Submission to the Building Authority
For submission to the Building Authority made under the Buildings Ordinance (Chapter 123) and its subsidiary legislation, the electronic records are only acceptable when they are sent as attachments in a digitally signed email and are in the manner and format as follows: (a) electronic records of specified forms shall be in Adobe Portable
Document Format (PDF) with the digital signatures properly applied onto the specified locations of the specified forms; and
(b) other electronic records shall either be:
(i) in Adobe Portable Document Format (PDF), and each
separated page of the documents shall not be larger than A3 size, and each document shall be associated with a digital signature; or
(ii) in Tag Image File Format (TIFF) or in Joint Photographic
Experts Group (JPEG), the respective lengths of the two adjacent sides of the image of each document in a resolution of 200 dpi shall not be greater than 3300 pixels x 2340 pixels, and 24-bit colour depth for document in colour, and each document shall be associated with a digital signature.

Introduction This practice note provides details of the strategy on auditing building works by the Buildings Department (BD). 2. The Building Authority is empowered by section 22 of the Buildings Ordinance to enter building sites to ascertain whether the Buildings Ordinance and its subsidiary regulations are being complied with. It is BD's intention to exercise this power strategically so as to facilitate Authorized Persons (APs), Registered Structural Engineers (RSEs), Registered Geotechnical Engineers (RGEs), Registered General Building Contractors, Registered Specialist Contractors and Registered Minor Works Contractors in carrying out their statutory supervisory duties. The strategy on site auditing helps to bring to light structural safety-related irregularities or procedures and practices conducive to substandard building works before they become very costly or impossible to put right. The Strategy 3. The strategy for auditing building works, which focuses on compliance with requirements of the Buildings Ordinance and regulations, includes surprise checks without prior notification and encompasses the following features -
(a) Expansion of the scope of audits to include detailed checking of foundation and superstructure works;
(b) A performance-based approach to frequency of audit checks;
(c) Removal of predictability from timing of audit checks;
(d) Separation of submission-checking and auditing functions;
(e) Rotation of auditing staff; and
(f) Investigative focus on structural safety and integrity. Scope of Audits 4. The scope of auditing the foundation and superstructure works includes detailed monitoring of the items shown in Appendix I.

Frequency of Audits 5. A performance-based approach is adopted to determine the frequency and timing of audit checks. On the initial auditing visit to a building site, various factors including its conditions, complexity of development, on-site organization of the registered contractor (RC), qualified supervisory personnel in attendance by AP, RSE, RGE and RC, completeness of documentation kept on site and quality of the works completed to date will be rated accordingly. The rating will be used to determine the initial frequency of subsequent auditing inspections. The general principle will be that, as the works progress, the timing of the next auditing will be decided upon having regard to the standard of building works discovered in the last auditing. If the site is posing particular difficulties, or anomalies are discovered, or the quality of works has proved to be substandard, then the next auditing will be carried out earlier than it would otherwise have been. 6. The auditing officer will have the discretion to determine the proportion of works and items for inspection as appropriate in the circumstances of each site. That is, the percentage and building works components subject to auditing depend on the nature of the various stages of building works on a case-by-case basis. A flow chart for the performance-based site auditing approach is shown at Appendix II. Timing of and Personnel Assigned to Audits 7. Site auditing is most effective as a deterrent to malpractice if it is unpredictable in terms of frequency and timing of inspections, the work to be inspected and the personnel assigned to the inspections. 8. Any construction sites that are in progress or have been completed are liable to be audited by BD. There will be no pre-determined percentage of structural units, or specific items, to be audited on each site. Generally, there will be no pre-arrangement with the AP/RSE/RGE/RC on the date and time of inspection. 9. As regards personnel assigned to site auditing work including quality and site safety, BD institutes arrangements to ensure that the officer assigned to audit a particular site is neither the officer who processes the documentary submissions in respect of that site nor the officer who carried out the previous inspection. Internal mechanism is in place within BD to ensure consistency and fairness of auditing and to monitor the overall progress of the site auditing programme.

Minor Works carried out in accordance with the Simplified Requirements 10. Minor works carried out in accordance with the simplified requirements (i.e. involving submitted plans instead of approved plans) are small scale with short construction period. Hence instead of a programme of systematic inspections for construction sites with approved plans, selected cases of minor works under construction will be subject to audit site safety inspections. Since minor works items may involve certain items in the first column of Appendix I, like spread footing, reinforced concrete, in-situ concrete and cantilever canopy, please also note the corresponding aspects subject to audit and objective/concern in the second and third columns thereof. Investigation of Anomalies 11. BD will examine carefully all anomalies found during site audits but investigation will focus on anomalies that affect structural safety and integrity or that occurring frequently. The overall effect and extent of seriousness of such anomalies will be examined and consideration will be given to whether the anomaly has occurred inadvertently or otherwise. Impact on the Construction Industry 12. The strategy for auditing the building works entails more extensive and rigorous on-site checking by BD. This should not be interpreted as any intention of BD to impede construction works or interfere with project management. Normal site operations will not be interrupted if building works are carried out properly. BD intends to work closely with the industry in enhancing the built quality and safety of buildings. 13. Re-engineering the Building Approval Process
Mission Buildings Department (BD) is committed to adopt a totally positive attitude towards building development. 2. Its mission is not to find faults in a building proposal but to facilitate building professionals in the approval process whilst ensuring public safety and health. Re-engineering 3. With this mission in mind, BD has re-engineered the building approval process. This Practice Note announces the principles adopted in the re-engineered approval process, and the services which BD provides to facilitate the process. Pre-submission Enquiry and Conference 4. The processing of an application for approval of the basic design principles requires interaction between Authorized Persons (AP), Registered Structural Engineers (RSE), Registered Geotechnical Engineers (RGE) and the concerned Government departments and the exercise of discretion as appropriate by the latter. AP/RSE/RGE would want to settle the design principles involved at an early stage so that they can proceed with confidence and avoid any abortive work later on. 5. To facilitate early clearance of basic design principles before formal submission of plans including proposals to adopt performance-based design approach and uncommon engineering design, proposals involving applications for modification of the prescriptive requirements in the building regulations, etc, BD will upon a written enquiry provide a determination on the matters involved in the form of a “letter of assurance” normally within 45 days. BD may hold pre-submission conferences with AP/RSE/RGE and invite representatives of concerned Government departments to discuss and examine the issues and principles involved. 6. It is recommended that AP/RSE/RGE should make use of this facility to consult BD as early as possible on the use of any new structural theory, materials or systems, sophisticated designs and unconventional construction methods prior to preparing the detailed design. 7. The officers in BD responsible for the above enquiry service are at chief or senior professional level.

- 2 - Processing of Formal Submissions 8. For formal submissions of general building plans, superstructural plans and drainage plans, the curtailed check system will be further simplified to check on fundamental issues only. 9. In respect of general building plans, BD will check the fundamental issues concerning density, safety, health and environment, and major issues under the allied regulations. The items to be checked are detailed in Appendix A. 10. For superstructural plans, including those of curtain wall, window wall, cladding, space frame and similar superstructural elements, BD will check the master framing plans, notes, specifications on the design loads, design methods, materials, design codes and fire resistance period requirements. The items to be checked are detailed in Appendix B. 11. For drainage plans, BD will check the disposal system, underground drain layout, the connection to public sewers and access for maintenance/repair. The items to be checked are detailed in Appendix C. 12. As regards other types of plans (e.g. demolition, site formation, structural works other than superstructure), processing will continue to be generally on a curtailed basis. The items to be checked are detailed in Appendix D. 13. Non-fundamental issues will not be checked and will not be raised as disapproval items. These relate generally to matters that do not affect the basic design of the proposed building. It is the responsibility of the AP/RSE/RGE to ensure that all such non-fundamental issues fully comply with the relevant regulations and codes of practice. 14. To ensure that a high standard of self-regulation is maintained, BD carries out audit checks by examining in detail some submissions selected at random. BD will consider taking appropriate actions against AP/RSE/RGE who prepare plan submissions which blatantly or repeatedly contravene the requirements of the Buildings Ordinance (BO) and regulations. Enquiry Service 15. To assist AP/RSE/RGE in ensuring that design details comply with BD’s requirements, BD will also provide an enquiry service regarding compliance or interpretation of building regulations and codes of practice throughout the entire development process. BD will give an answer to these enquiries normally within four weeks. 16. The staff responsible for this service are at the senior or basic professional rank.

- 3 - Concept Drawings 17. To assist AP in demonstrating to concerned Government departments that their basic design principles comply with government and statutory requirements, they are recommended to submit concept drawings for pre-submission conferences, when making enquiries or when making a formal submission of general building plans. Concept drawings are coloured key plans summarizing the basic design parameters on site coverage, plot ratio, accountable floor areas, fire safety strategy and barrier free access strategy in broad terms. General guidance on the content and preparation of concept drawings is provided in Appendix E. A set of sample concept drawings is provided for reference in BD’s web site at www.bd.gov.hk. Use of Computer for Mathematical Calculations 18. AP adopting the use of computer for calculating floor areas of buildings in the preparation of general building plans are required to provide BD with an electronic copy of the plan submission with the calculations in an accepted format capable of being verified by AutoCAD, MicroStation or other software accepted by BD. In this regard, AP should follow the guidelines at Appendix F. Minor Amendments 19. The requirement for prior approval and consent for all amendments to building works for which consent has been given may affect the construction process. 20. Subject to a modification of Building (Administration) Regulation (B(A)R) 33(1) being granted by the Building Authority (BA) under section 42(1) of the BO, prior approval and consent to the minor amendments of building, superstructure (including curtain wall, cladding, space frame and similar superstructural elements) and drainage works, for which first consent has already been given, would not be required except for the following amendments :
(a) For general building plan amendments and building (alteration
and addition) amendments :
• an amendment resulting in a major revision or localized major revision as per criteria specified in Practice Notes for Authorized Persons and Registered Structural Engineers (PNAP) 143;
• an amendment having material effect on the fundamental
issues;
• an amendment involving concern on stability/deformation of slopes, retaining walls, adjoining land and buildings;

• an amendment involving an application for exemption or modification of the BO and its subsidiary regulations;
• an amendment not in compliance with the relevant
Outline Zoning Plan or deviating from a scheme approved by the Town Planning Board; or
• an amendment involving works outside the lot boundary.
(b) For superstructural plan amendments and superstructural
(alteration and addition) amendments :
• an amendment affecting the overall structural stability of the building.
(c) For drainage plan amendments and drainage (alteration and
addition) amendments :
• an amendment involving the revision of the drainage layout as a result of a major revision of the building proposal;
• an amendment involving the change of drainage disposal
system or connections to public sewers;
• an amendment involving stability/deformation of slopes, retaining walls, adjoining land and buildings;
• an amendment involving an application for exemption or
modification of the BO and its subsidiary regulations;
• an amendment involving excavations deeper than 3 metres; and
• an amendment involving works outside the lot boundary.
21. AP/RSE/RGE adopting this option of deferring the submission of these types of amendments should ensure that the proposed amendments comply with the building regulations and the requirements of concerned Government departments and the lease conditions prior to the execution of the works. The amendments should be clearly documented and deposited in the site office. He should also ensure that approval and consent for all the amendments are obtained prior to certifying completion of the building works or applying for an occupation permit/temporary occupation permit.

AP/RSE/RGE should submit an application for modification of B(A)R 33(1) either after obtaining the first consent or simultaneously with the application for the first consent in respect of the specific type of works [i.e. building, building (alteration and addition), superstructural, superstructural (alteration and addition), drainage and drainage (alteration and addition) works]. 23. A practice note covering the above guidelines on minor amendments has been issued to Registered Contractors. Concurrent Applications for Approval and Consent 24. To streamline the approval process for certain types of building works meeting the relevant criteria, applications for approval of plans and consent to the commencement of the building works specified in the following paragraphs may be made concurrently. Alteration and Addition Works, Drainage Works, Curtain Wall Works and Cladding Works 25. For alteration and addition (A&A) works, drainage works, curtain wall works and cladding works, approval of plans and consent to the commencement of works may be applied for concurrently if the following criteria are met:
(a) The proposed works do not involve foundation works other than spread footing with excavation depth not exceeding 4.5m, and/ or works with significant geotechnical content;
(b) Carrying out the proposed works will not involve
precautionary works or other safety measures which are required to be completed to the satisfaction of the BA prior to the commencement of the proposed works;
(c) All the plans and documents prescribed under B(A)R 8 are
submitted for approval; and (d) All the requisite supporting information/documents for the
consent application are submitted. These may include, where appropriate, site supervision plans, hoarding plans or other supporting documents such as test reports or structural assessment reports required under PNAP 249. For curtain wall works, compliance certificates and other test reports as required under PNAP 106 may be submitted prior to the application for an occupation permit.

- 6 - Fast Track Processing of Proposal for Simple A&A Works 26. For simple A&A works, where the AP/RSE confirms that the proposed works do not involve the structure of the building and do not affect the fundamental issues mentioned above (or if there are only minor changes and the AP/RSE confirms that such changes comply with the provisions of the BO) and referrals to the other Government departments/offices (except Fire Services Department) are not necessary, the concurrent applications for approval and consent will be processed within 30 days. A sample of the AP’s certification form is attached at Appendix G. Building a Two-storey Warehouse 27. With effect from 1st December 2008, the Efficiency Unit (EU) launches a pilot scheme to operate a One Stop Centre for receiving submissions and coordinating joint inspections for two-storey warehouse proposals on behalf of relevant Government departments (including BD) and utility companies. Details of the scheme are available from EU's website: http://www.eu.gov.hk/english/osc/osc.html. 28. Submission of a proposal for building a two-storey warehouse via the EU’s One Stop Centre to BD for processing under the BO shall include all relevant plans such as building plans, structural plans, drainage plans, demolition plans, site supervision plans, hoarding plans, etc and the corresponding consent application. Alternatively, such submission under the BO may be made to BD directly. 29. For building proposals satisfying the following criteria, approval and consent may be applied for concurrently either through the One Stop Centre or directly to BD for processing under the BO:
(a) The proposed building is a warehouse, for general storage, of not more than two storeys and has no basement;
(b) The site is a Class A, B or C site and emergency vehicular access is
provided in compliance with Building (Planning) Regulation 41D and the Code of Practice for Means of Access for Firefighting and Rescue;
(c) No compartment in the building shall exceed 7 000m3; and (d) The criteria as set out in paragraph 25 above are satisfied.
Fast Track Processing of Proposal for a Two-storey Warehouse 30. For proposals for building a two-storey warehouse satisfying the criteria in paragraph 29 above, BD undertakes to process the concurrent applications for approval and consent within 45 days from the date of submission, irrespective of whether the submission is made via the EU’s One Stop Centre or directly to the BD.

- 7 - Form BA8A 31. When submitting applications for approval and consent concurrently, AP/RSE should indicate the same in the covering letter and submit the consent application on Form BA8A as at Appendix H. Regarding the submission of Form BA8A, it should be noted that:
(a) The effective date of application for consent to the commencement of the proposed building works will be the date on which the BA gives his approval of the plans of the proposed building works or, where applicable, the date on which approval is deemed to have been given by the BA; and
(b) The application for consent to the commencement of the proposed
building works will not be processed if the prescribed plans and documents of the proposed building works are not approved.
(c) In cases where the BA considers that the approval applied for would be
given but finds proper grounds to refuse the consent application, the period of 28 days as stipulated under B(A)R 32(3) would run from the date of approval.
Approval of All Prescribed Plans before Commencement of Works 32. AP/RSE should note that there are cases where approval of other types of plans, apart from the simple A&A plans, A&A plans, drainage plans, plans for curtain wall works, cladding works or a two-storey warehouse submitted in the concurrent applications concerned, and consent in respect thereof, are required before the simple A&A works, A&A works, drainage works, curtain wall works, cladding works or building works for a two-storey warehouse concerned can be carried out. In such cases, the BA may disapprove the plans and accordingly refuse the concurrent application for consent. In cases where the BA approves the plans and grants the consent concurrently, notwithstanding that some of these other types of plans required have not been approved, the AP/RSE should ensure that the works consented to will not be commenced until such time approval and consent in respect of such other types of plans have been given. Checking of Fundamental Issues of Superstructural Plans
For superstructural plans, submissions are divided into two parts, viz. :
(i) master framing plans in which all the requirements on materials, design loadings, workmanship and the structural framing of the structure are stipulated; and
(ii) structural detailed plans in which details of every structural
members of a building, including the size of members, quantity and arrangement of steel bars inside the members are given.
2. BD’s check on the master framing will focus on the following aspects :
(i) Stability and framing; (ii) Fire Resistance Period (FRP) requirements; (iii) Loading; and (iv) Materials.
3. To assist RSE in making superstructural submissions, a list of the items appropriate to the type of structural plans which will be checked in processing master framing plans is enclosed at Appendix B1 for general guidance. (ADM-19) Notes on Submission Drawing Standards in Electronic Format
Electronic Submission for Mathematical Calculation of Areas
Introduction
The purpose of this supplementary note is to advise on the electronic format and the pre-requisites for checking of area calculations in CAD drawing files electronically. 2. When the requirements set out in the following paragraphs are complied with and clearly shown in the submitted CAD drawing files, diagrammatic breakdowns and details on calculation of the gross floor area, usable floor area, site coverage, plot ratio, refuge floor area and green feature area etc. would not be required to be included in plan submission. For avoidance of doubt, annotation and dimension of the areas concerned are required to be indicated on plans for checking purpose. Samples of the dimensioned plans are in Annex 1 for reference.
3. For area calculations computed electronically, soft copies of the building floor plans containing the area diagram layer(s) are required to facilitate verification of the calculations. For approval purpose, hard copies of the general building plans showing floor area layouts, area diagrams and calculations without breakdowns are required. Information shown in both the soft and hard copies of the plans submitted for approval must be identical to each other. Plans may be rejected if discrepancy between the two is found. The AP should certify on each of the CD-ROM discs with a permanent marker signifying that information in the electronic drawing files are identical to the submitted hard copies and that all files are prepared under his supervision. His signature shall be deemed to be his assumption of responsibility for the electronic plans and the calculations.
4. The following minimum requirements in CAD drawing format should be observed and provided for in the area calculations computed electronically. Plans may be rejected on grounds of insufficient information if these requirements are not complied with.
4.1 Format and Software Version
(a) The submitted CAD drawing files should be stored in non-rewritable CD-ROM discs. Except otherwise agreed by the Building Authority all other electronic submission formats are not acceptable.
(b) CAD drawings using AutoCAD version R14 or later or
MicroStation version SE, J, V8 or later are acceptable. (c) AutoCAD files should be saved in “.dwg” format and
MicroStation files in “.dgn” format only. All other

compressed or zipped file formats are not acceptable.
(d) Title blocks completed with drawing number showing revision
legends, site/project title, drawing title etc. should be inserted in every drawing for identification purpose. Each CAD file shall contain one hard copy drawing only. Typical title block sample is attached in Annex 2 for reference.
4.2 Referencing System
File Name/Drawing Number Convention (a) Each file shall contain one drawing only, default zoomed to
full drawing extent. (b) All information for approval shall be contained in the same
drawing file. The need to cross-reference or hyper-link with another CAD file to enable verification of the area calculations in the CD ROM is not acceptable except in situation covered in (c) below.
(c) In situation where the layering number and the system are
limited due to software constraint, limited referencing system might be used provided that all information and model files which compose the final drawings are clearly visible and intact when files are open in the computer. A clear and systematic path trial in hard copy format highlighting the list of file(s) for area checking purpose should be provided to facilitate the verification exercise. All drawing files and model files are to put into the same folder to ensure coherent path recognition. Cross-referencing and hyper-linking within folder should be kept to the minimum.
(d) Naming and numbering of drawing files in the hard copy
should be identical to those in the submitted soft copy. (e) A completed hard and soft copy of the drawing index listing all
file names, drawing numbers with brief description on location and contents of the submitted drawings shall be provided. Drawings under different revision must carry a revision letter (e.g. A to Z) for identification purpose. For large and complicated project involving numerous drawing versions/amendments, a revision legend should also be provided as well.

4.3 Layering Organization
(a) CAD drawing files including floor plans, tables and
calculations etc. shall contain all information identical to the hard copy. Each file shall accommodate different elements such as floor layout plans, usable floor area, gross floor area and dimension etc. into the relevant layers. The “layering” drafting technique isolates elements of a drawing and places them into separate layers for easy reference and manipulation. The same principle applies to “level” in MicroStation files.
(b) To facilitate checking of the area calculations, general
building plans shall contain GFA and other areas diagram layer(s) for verification and calculations. To reconcile the requirements of other government departments and to adopt the rules under CAD Standards for Works Projects (CSWP) of Environment, Transport and Works Bureau, AP shall name the relevant layers in a format specified below:

suggested. Common type such as “Romans” font is recommended for use in the text. For MicroStation, “Engineering” font could be adopted.

Central Data Bank (CDB)
A Central Data Bank (CDB), which contains lists of building materials, components and construction systems that have been accepted by some government departments, has been set up. The CDB will initially contain information accepted by the Buildings Department (BD). Purpose 2. The CDB aims to provide a web-based point of reference to authorized person (AP), registered structural engineer (RSE) and other parties concerned in the building industry. It is intended to help sharing of information amongst government departments and to enhance public access to information. Scope 3. The CDB contains information of building materials, components and systems that have been accepted by some government departments. In the case of the Buildings Department (BD), such acceptance will generally be based on tests and assessments carried out by the accredited laboratories and assessed and certified by the AP/RSE as meeting the standards stipulated at the time of submission to BD, in accordance with Practice Note for APs and RSEs (PNAP) 251. APs and RSEs are reminded that the information included in BD’s list is historical data. Listing Procedures 4. For structural products, a building material, component or construction system may be included in the BD’s list in the CDB if:
(a) its use in a particular building project has been accepted by the BD and plans of the building project are submitted after the launch of the CDB;
(b) it is currently on BD’s List of Recognized Types of Piles; or
(c) a BD’s no-objection letter has been issued on the basis of pre-approval
acceptance prior to the implementation of PNAP 251.
5. For non-structural products, the primary source of information for inclusion in the BD’s list is from the Schedule of Building Materials and Products submitted in accordance with PNAP 53. BD will randomly select some of the building products from the Schedules received after the launch of the CDB for audit check as to the relevance of the laboratory tests and assessments. Relevant information will then be transferred to the BD’s list in the CDB.

- 2 - 6. Due to copyright consideration, the design details and the test and assessment reports associated with the product will not be exhibited in the CDB. A sample of BD’s list in the CDB is provided at Appendix A. 7. As the CDB contains only historical information on material acceptance in respect of a building development, BD will not accept direct application from a supplier, manufacturer or alike for including its products in the BD’s list. Use of Data 8. APs/RSEs who make use of or relies on any information in the CDB shall take full responsibility for the application and performance of a building material, component or construction system. They should ensure the materials, components or systems adopted have been properly tested according to the latest standards. If they are satisfied with the use of such materials and do not wish to submit hard copies of the test reports which are identical to the reports listed in the BD’s list in the CBD, they may quote the reference data from the CDB in their certification. Any supplementary test or assessment reports that are not indicated in the BD’s list should however be submitted. For the purpose of the Schedule of Building Materials and Products, the AP may quote the reference number of the BD’s list in the “Remarks/Comments” column of the Schedule. A sample Schedule is provided at Appendix B. Enquiries and Feedback 9. BD will follow up on enquiries and feedback on BD’s lists and may refer matters affecting the general operation of the CDB to the Working Group on Central Data Bank, comprising representatives of various government departments.
