I. Accomplishments Report

B. A network of state, county, federal, and public entities to evaluate risks, conduct surveys, and manage cooperative pest programs.

Illinois uses its state CAPS committee as a basis for the groundwork of the CAPS program.

Member of the committee actively meet and discuss potential risks to the state and look at the benefits of different surveys. The surveys are conducted with the aid of the Illinois Department of Agriculture and USDA-APHIS-PPQ. The CAPS program also reaches out to state and private groups, industry representatives, and municipalities for specific surveys.

Also aiding in determining invasive pest risk for Illinois is the State Pest Analysis of Risk Committee (SPARC). This group of representatives (composed of USDA-APHIS-PPQ, DHA-CBP, state & local cooperators, and private industry stakeholders) evaluates potential invasive pests.

C. Surveys for selected harmful or economically significant non-native plant pests and weeds,

including exotic pests, pests of export significance, and/or pests not known to occur in the U.S.

The following surveys are conducted as Tier II surveys: 1. Exotic Tree Fruit Pest Survey, page 13. D. NAPIS entry and management: presence/absence data at county level resolution for target

pests and others approved for NAPIS entry. NAPIS data will be entered for Tier II surveys. NAPIS data will also be entered for surveys conducted by the Illinois Department of Agriculture

The Illinois Department of Agriculture coordinated the emerald ash borer purple trap survey in 2012. The goal of this survey was to determine the spread and dispersal of the emerald ash borer in Illinois. Purple traps were deployed (numbering 1084) based on the Forest Service model. 2. Gypsy Moth

The gypsy moth trapping program in Illinois is a cooperative effort between the Illinois Department of Agriculture and USDA-APHIS-PPQ. The goal of this survey is to determine the spread and dispersal of the gypsy moth in Illinois. Illinois is considered a transition state and is part of the Slow the Spread program. Illinois Department of Agriculture is planning on placing traps in the STS area (4654 traps). USDA-APHIS-PPQ will head the Detection Trapping placing traps in central and southern Illinois counties (3557 traps set).

3. Karnal Bunt

The Karnal Bunt survey was conducted by USDA-APHIS-PPQ following the national karnal bunt survey protocol. The purpose of this survey is to determine the presence of karnal bunt in Illinois. Collections were made and sent to Olney, TX for an optical scan at the USDA/PPQ facility.


All samples were negative for Karnal Bunt.

Illinois PPQ coordinated trapping for the pine shoot beetle in Illinois, with trapping beginning in late January/early February. The purpose of this survey was to determine the spread and dispersal of the pine shoot beetle in Illinois.

USDA-APHIS-PPQ surveyed high-risk SWPM sites according to survey guidelines and protocols. At each location, three Lindgren funnel traps were placed utilizing three different lures. Targeted areas in the state included Chicago, the Quad Cities, and East St. Louis. Traps were fitted with dry collection baskets and vapona killing strips or using the wet-trap option with low toxicity antifreeze. They were serviced biweekly for the duration of the survey. At the time this report was submitted, all samples had yet to be identified (awaiting results from USDA identifier).

• The Illinois SSC, PSS, and University of Illinois fruit/vegetable specialist will identify potential survey sites during winter 2011. Done. I collaborated with Dr. Rick Weinzierl and small farms/horticulture extension educators to complete this survey statewide.

• Trap placement will begin in May. Done. Trap placement occurred in May and June.

• Trapping and visual surveys will be conducted through September Done. Traps were checked biweekly and lures changed according to survey protocols.

• Sample sorting, identification, and data entry will be complete by December 1, 2012. Done.

II. Survey Report A. Survey Methodology

The cooperator conducted a cooperative agriculture pest survey program aimed at the early detection of invasive tree fruit pests. We completed a survey consisting of a trapping network and visual surveys coordinated by SSC Estes targeting the summer fruit tortrix moth, false codling moth, pear leaf blister moth, plum fruit moth, spotted wing drosophila, and brown marmorated stink bug. **Please note that PPQ has chosen not to fund Pear Leaf Blister Moth as part of any tree fruit pest survey this season due to complications in identification** Eighteen orchards were surveyed representing different growing regions of the state. Two sets of three pheromone traps of each type were deployed at each site targeting the false codling moth, summer fruit tortrix moth, and plum fruit moth. The traps were monitored twice monthly when trap bottoms were removed, and lures or traps replaced as needed. One trap each was placed for the brown marmorated stink bug and two traps each was placed for spotted wing drosophila. Trap contents were screened by the SSC suspect specimens submitted to taxonomic services for further verification.

All survey data generated from this effort was entered into the NAPIS database according to NCC reporting requirements outlined.


B. Rationale underlying survey methodology

The Illinois specialty crops industry is an important Illinois agricultural industry. This industry continues to grow, not only on a commercial level, but also as the small, local farm movement continues to increase. In 2010, nearly 1,200 acres of fruit grown in Illinois was for processing, netting $2.8 million. However, the fresh fruit market in Illinois was significantly higher in both acreage and sale – just over 5,000 acres and contributed $19.9 million dollars of total economic value to the state.

As with any commodity, there are several pests that potential affect fruit production. Included in these potential pests are several invasive species that are not currently found in Illinois, but could greatly impact this industry. The summer fruit tortrix moth and false codling moth both have wide host ranges that include peaches, apples, blueberries, raspberries, pears, and others. Two other pests that have been included in the Stone Fruit Commodity Survey and on the AHP prioritized pest list (either historically or currently) are the pear leaf blister moth and plum fruit moth. These two invasive pests also feed on two main fruits grown in Illinois – peach and apple.

As a state, the brown marmorated stink bug and spotted wing drosophila are high ranking in our pests of state concern. The brown marmorated stink has been confirmed in 4 Illinois counties, in urban settings. We are not only interested in determining it distribution across the state, but also monitoring its movement into agricultural commodities. The spotted wing drosophila has been confirmed in Indiana, Michigan and Wisconsin. This new pest is of great interest to the specialty crops growers.

C. Survey Dates: May - September, 2011.

D. Taxonomic Services

SSC Estes conducted all pre-screening of all traps. If suspected targets were found, final confirmation of identification was determined by an approved USDA identifier.

E. Benefits and Results of Survey

An exotic tree fruit pest survey allows the state of Illinois to not only survey for invasives of high risk to this industry, but also help determine the presence or absence of pests that may have a significant economic impact to production.
