Academic Senate 2015 Annual Report to Council The Charles Sturt University By Law 2005 outlines the general functions of the Academic Senate as follows: (1) The principal functions of the Academic Senate as the principal academic body of the University are as follows: (a) to advise the Council and the Vice-Chancellor on all matters relating to teaching, scholarship and research conducted at or in connection with the University, (b) to ensure the high quality of teaching and learning within the University by developing and implementing appropriate policies, (c) to determine lists of graduands of the University specifying the award and the level of award that each of the graduands is to receive, (d) to advise the Vice-Chancellor on the teaching and research activities of the University and on the allocation of teaching and research responsibilities within the University’s faculties, (e) to consider and report on all matters referred to it by the Council or the Vice-Chancellor, (f) to make recommendations to the Council or the Vice-Chancellor about academic standards or facilities at the University. (2) The Council may make rules under clause 108 that confer additional functions on the Academic Senate. (3) The Academic Senate has such other functions as may be necessary to enable it to exercise the functions specified in subclause (1) or added by virtue of subclause (2). These functions are further articulated in the Governance (Academic Senate) Rule 2006 No.6 (hereafter referred to as the Rule). This document details the functions of the Academic Senate contained in the Rule and identifies how each function has been addressed by Academic Senate during 2015. Attachment 1 summarises the attendance information for members of Academic Senate at the 2015 meetings. Academic Senate

2015 Annual Report to Council

The Charles Sturt University By Law 2005 outlines the general functions of the Academic Senate as follows:

(1) The principal functions of the Academic Senate as the principal academic body of the University are as follows:

(a) to advise the Council and the Vice-Chancellor on all matters relating to teaching, scholarship and research conducted at or in connection with the University,

Functions assigned in Governance (Academic Senate) Rule 2006 No.6

(a) provide advice to the Council and Vice-Chancellor on:

(i) all matters relating to teaching, scholarship and research conducted at or in connection with the University, including general advice on the academic priorities and policies of the University; and

(ii) teaching and research activities of the University and

on the allocation of teaching and research responsibilities within the University’s facilities; and

(iii) academic aspects of the formulation and review of

the University’s strategic plan; and

(iv) any academic matters that it considers to be of importance; and

(v) the maintenance of academic standards;

In 2015 the Academic Senate provided advice to the Council and Vice-Chancellor on:

• Academic Promotions Policy, Procedures & Guidelines, • Academic staff higher degree by research workload support scheme, • the amendment of the membership of the Governance (Academic

Senate) Rule 2006 No 6, • proposed three Faculty structure at CSU.

(b) accredit and review new and existing academic courses,

with particular responsibility for ensuring that:

(i) the structure and requirements of each course are consistent with the award to which it leads; and

(ii) the depth of content and standard of assessment of

each course is appropriate to the award to which it leads; and

NOTE: This is a function of Academic Senate’s Faculty Courses Committees. They consider additions and deletions to the course profile for the Faculty, assess all proposals for new or revised courses submitted for accreditation, ensure that documentation for new or revised courses, specialisations, majors and minors (and the subjects that comprise them) include all certifications or attestations required to demonstrate conformity with Academic Senate and Faculty policies and procedures designed to ensure the quality of such courses, specialisations, majors and minors including their relevance to the professions and industries they serve and they ensure that details of courses and subjects approved in documentation before it are consistent with the official, advertised content of these courses and subjects published in the University Handbooks, CASIMS and other official publications and systems. For research Masters and research higher doctoral courses, the Research Advisory Committee has delegated authority from the Academic Senate for overseeing, and advising the Academic

(iii) the methods of course delivery are appropriate in achieving the purpose of the course; and

(iv) the course and the award to which it leads are

consistent with the Australian Qualifications Framework;

Senate on the accreditation of research higher degree courses and research professional doctorates. In particular, the Research Advisory Committee is responsible for the final approval of all higher degree research program proposals and research professional doctorate proposals emanating from the Faculties and recommends changes to the Academic Senate's policy on course accreditation.’ In 2015 the Academic Senate considered and approved the following course-related issues;

• additional credit arrangements for eligible students in the Master of Midwifery, Diploma of Languages and Culture, Associate Degree in Adult & Vocational Education, Bachelor of Nursing, Diploma of Exercise Science, Bachelor of Theology, Master of Business Administration and individual students,

• amendments to the Course Accreditation Policy, • approved that acknowledgement of the Aust College of Physical

Education (ACPE) be included on testamurs for graduates in the Graduate Certificate in Sports Administration,

• joint course arrangements with Avondale College, • changes to terms of reference to Faculty Courses Committees to

accommodate Smart Learning courses from June 2015.

(c) approve the list of awards to be offered by the University;

(d) formulate, approve and review regulations in relation to

academic matters including, but is not limited to, regulations applying to admission, enrolment, credit, assessment, examination, exclusion and graduation;

In 2015, the Academic Senate approved and reviewed the following academic regulation matters;

• amendments to Research Misconduct Policy & procedures, • approved that the CSU electronic assignment submission & tracking

system (EASTS) become the default assignment submission & return mechanism for all subjects,

• Academic Progress Policy, • Amendments to GradeCentre Policy,

• Indigenous Content in CSU Courses Policy, • Enrolment Policy, • External Educational Technologies for Learning & teaching Policy &

Guidelines, • Academic Integrity Policy, • Student Academic Misconduct Policy, • Subject Outlines Policy, • Academic Communication With Students Policy, • Admissions Policy, • Research Data Management Policy, • Graduation Policy.

(e) determine the lists of graduands of the University

specifying the award and the level of award that each of the graduands is to receive;

In 2015 the Academic Senate approved the lists of graduands for eligible graduands who had applied to graduate in absentia or at the following graduation ceremonies: Canada, Policing graduations, Hong Kong and the annual graduation ceremonies at Bathurst, Wagga Wagga, Albury-Wodonga, Dubbo, Orange and the School of Theology and determined the process for dealing with graduating students at Avondale.

(f) approve the regulations applying to prizes that are to be

available on a university-wide basis; and

Academic Senate has approved the prize regulations applying to prizes that are awarded to eligible students and graduands on a university-wide basis (refer to the Prize Policy in the CSU Policy Library). In 2015, Academic Senate approved;

• that University Medals be awarded to seven undergraduates; • amendments to the monetary value of the Central Western Branch

of the Australian Federation of University Women of NSW Prize.

(g) require the production and submission of reports in relation to

academic issues from, or refer academic matters to, Faculties, other organisational units and committees for consideration and action as required;

In 2015, the Academic Senate received and considered reports on the following academic issues;

• the implementation of Assessment and Moderation principles, • Building University Study Success (BUSS) Project, • Credit & Pathway Management Project, • Graduate Learning Outcomes, • Smart Learning, • international linkages & partnership delivery arrangements, • service teaching & course architecture, • student think tank – representation, governance & engagement, • Higher Degree by Research (2014 annual report) • Online submission and paperless marking of assignments, • Academic Promotions, Procedures & Guidelines, • Academic Appeals Committee – report of an appeal from a

Bachelor(Honours) candidate, • Destination 2020: A Roadmap for CSU’s Online Future, CSU

Distance Education Strategy, • Course approvals (annual report), • Student Academic Misconduct (annual report), • Academic Staff Promotions (annual ‘out of round’ applications report

and report of the 2015 round of academic staff promotions).

(h) assure the quality of teaching, scholarship and research in

the University;

In 2015 the Academic Senate;

• received an annual report on higher degree by research activities, • approved that CSU electronic assignment submission & tracking

system (EASTS0 become the default assignment submission & return mechanism for all subjects,

• considered a report about the Graduate Diploma of Mammography, • providing advice to the Senior Executive Committee in relation to

amendments to the academic staff higher degree by research workload support scheme,

• approved changes to the terms of reference of the Curriculum Learning & Teaching Committee, Faculty Boards, Faculty Assessment Committees, Research Advisory Committee & the Workplace Learning Excellence Committee,

• approved the establishment of the Residential Schools Steering Committee, A committee of the CLTC

• revised governance arrangements for Faculty Smart Learning Courses Committees,

• amended the Course Accreditation Policy, • provided comments on the role of a CSU professor, • approved an agreement with Avondale College, • received and considered regular reports in relation to assessment

and moderation within the University • considered the recommended amendments to the Academic

Promotions Policy, Procedures & Guidelines & provided feedback in relation to the amendments,

• approved the percentage level of undergraduate course compliance with the English Language, Literacy & Numeracy (ELLaN Policy) across Faculties by 2018-2020,

• approved the updated academic risk and risk mitigation schedule, • approved the implementation of the Research Data Management

Policy, • approved the minimum ATARs for admission into courses at CSU

which are published by UAC, • noted the staff communication plan for Graduate Learning Outcomes

(GLOs).

(i) initiate and oversee a formal and regular program of

review of academic and research activities of the University; and

In 2015 Academic Senate amended or initiated and/or completed reviews of the following academic regulations and policies;

• Membership & terms of reference for School Boards, • quality assurance processes for Faculty Assessment Committees,

• course approval & quality assurance processes for Faculty Courses Committees,

• Policy for the membership and terms of reference of Faculties, • Bachelor (Honours) Policy, • Mandatory Subject Information (MSI) • Approved that, unless specified otherwise, all academic policies shall

be reviewed on a quinquennial basis, • Approved that Executive Deans submit an annual report to Senate on

the level of compliance of courses to the ELLaN Policy, • Research Data Management Policy, • Requested that Faculties review in mid 2016 the minimum ATARs for

admission into courses at CSU that are to apply for 2018, • Assessment and Moderation Policies.

(j) provide a forum to facilitate information flow and debate in

relation to academic issues within the University and between the senior executive officers of the University and the wider academic community;

In 2015 the Academic Senate;

• discussed various ‘hot topics’ that were identified by the Presiding Officer (Academic Senate), DVCs and Faculties. These included reflecting our values through the acknowledgment of country, academic standards in higher education, Who is the graduate we produce at CSU?

• received regular reports from Executive Deans of Faculty, • received regular reports from the PVC (International & Education &

Partnerships), • received reports and provided comments and advice to the Vice-

Chancellor and Deputy Vice-Chancellors on various academic issues,

• academic issues associated with the Graduate Diploma of Mammography,

• received reports from the Student Senate, • noted summary reports of international agreements, • considered issues referred to it by Faculty Boards including:

amendments to the membership and terms of reference of Faculty

Assessment Committees and School and Faculty feedback on the Three Faculty proposal,

• provided comments on a draft paper outlining the role of a CSU professor,

• considered issues concerning assessment and moderation, • facilitated discussion in relation to the acknowledgement of country, • considered the recommendations of the review of Academic

Promotions Policy, Procedures & Guidelines & provided advice and feedback in relation to them,

• considered amendments to the academic staff Higher Degree by Research Workload Scheme & provided advice to the SEC in relation to amendments to the Scheme,

• received a progress report from the Service Teaching & course Architecture Working Group,

• conducted the Academic Senate Self-Assessment Survey & considered the result of the survey,

• noted the Faculty of Business model for promoting Honours pathways & circulated it to other Faculties,

• approved arrangements and timelines for 2016 elections and appointments of members of the Academic Senate and its committees,

• agreed that the Class Free Period (in enrolment Policy) be the subject be referred to Faculties for consideration and be the subject of a ‘hot topic’ discussion in 2016,

• received the summary report of Faculty Courses Committee and Faculty Board Self-Assessment Surveys conducted in 2015.

(k) review and report on all matters referred to it by the

Council or the Vice-Chancellor;

In 2015 the Academic Senate;

• provided advice and recommendations in relation to the proposed three Faculty Structure at CSU.

Right of Audience and Debate In 2015 the Ms S Cooke, a member of the University Council, attended the 13 May 2015 meeting and was granted the right of audience and debate. Clause 34(1) of the Rule confers on the University Secretary and Executive Directors of each Division of the University the right of audience and debate at meetings of Academic Senate.
