1. Introduction

Edge Hill University develops academic partnerships with a wide range of third-party organisations, from UK-based employers, colleges and awarding bodies to overseas higher education providers, for the delivery of modules or programmes leading to the award of University credit or qualifications, or the provision of learning opportunities including student work placements, international exchanges and arrangements for entry with advanced standing (articulation). The University’s procedures for managing the academic standards and quality of its academic partnerships are consistent with the following provisions of the UK Quality Code for Higher Education (March 2018)1:

“Where a provider works in partnership with other organisations, it has in place effective arrangements to ensure that the standards of its awards are credible and secure irrespective of where or how courses are delivered or who delivers them.” “Where a provider works in partnership with other organisations, it has in place effective arrangements to ensure that the academic experience is high-quality irrespective of where or how courses are delivered and who delivers them.” Faculties develop academic partnerships in line with University strategies2 and ensure that planning proposals receive the required Faculty scrutiny, supported by due diligence and a business case as appropriate to the type (category) of partnership being considered. The following pages describe the principles associated with the approval, review and closure of different types of academic partnership. Operational processes and further details on the templates/procedures for academic partnerships can be found in the Appendix guide.

2. Edge Hill University Taxonomy of Academic Partnerships Academic partnership entails the delegation of certain activities normally conducted by the University to another organisation, most notably teaching, assessment and student support, although in all cases Edge Hill as the awarding body is ultimately responsible for academic standards and the quality of student

3. Roles and Responsibilities This section provides an overview of the roles and responsibilities related to the development and support of Academic Partnerships. Primary responsibility for partnerships resides with the relevant Faculties, with expert input from other areas of the University as detailed below.

It is the responsibility of the Faculty to identify an appropriate resource to support its academic partnerships, and this is normally in the form of an Academic Partnership Lead (based centrally to the Faculty), and Academic Partnership Liaison Tutors (based within the appropriate Department where the partnership provision is located). Faculty Partnership Lead The role of the Faculty Partnership Lead, identified by the PVC Dean, includes the following:

• Determining processes for the approval, review and closure of category A and B partnerships4.

• Co-ordinating the required documentation for academic and business approval.

• Co-ordinating the documentation required for delivery approval / validation events.

• Maintaining comprehensive records of all partnerships, including any correspondence with partners or students.

• Negotiating with proposed partners in relation to their contract. Where required, additional advice or guidance should be sought from the Pro Vice-Chancellor and Dean of the Faculty, or the Deputy Vice-Chancellor.

• Monitoring closure plans and associated actions, ensuring updates to the Faculty Quality Committee are submitted until all students complete.

• Supporting the Academic Partnership Liaison Tutor to fulfil their role. • Attending delivery approval validation events where appropriate.

Academic Partnership Liaison Tutor A role usually fulfilled by the relevant Programme Leader5, Academic Partnership Liaison Tutors are required to undertake the following responsibilities:

• Being the primary contact for liaison with the partner, fielding queries and resolving issues.

• Completing the Annual Review form, in conjunction with other stakeholders and providing it to the partner for their comments.

• Completing the Closure Plan, negotiating a smooth and appropriate exit with the partner.

• Completing relevant documentation for initial approval and validation of a partner and any reapprovals. Attendance at any validation event may also be required.

• Working closely with the Faculty Partnership Lead, seeking advice and support where necessary in the fulfilment of the role.

• Liaising with other relevant Programme Leaders where the partner’s portfolio includes multiple programmes6.

• Where required, serving as a ‘critical friend’ to teaching staff, providing advice and support on University processes, teaching and assessment operations, student consultation and feedback, academic/pastoral student support etc.

Academic Quality and Development Unit Oversight responsibility of the range of academic partnerships at Edge Hill University resides with the Administration Manager (Quality and Governance) who is responsible for:

• Maintaining the Register of Academic Partnerships7 • Organising a central repository for Academic Partnership documentation. • Providing advice related to processes where necessary. • Co-ordinating the business and academic approval8 of category C+

partnerships. • Reporting to Academic Board Committees and the Board of Governors

with appropriate updates on the academic partnership portfolio. • Leading on the Annual Process Review for this chapter to determine any

changes required. • Drafting the Institutional Annual Review Overview Report for Academic

Partnerships9.

Internal / External Verifiers Where deemed appropriate, the Faculty may choose to appoint either an Internal or External Verifier10 with appropriate subject expertise who visits the partner at least twice a year (once for overseas provision) and reports back within the Annual Review as to whether:

• The curriculum is being delivered as per the validated programme specification and contractual documentation.

• Teaching and learning practices of the partner are appropriate to the subject, level and student numbers.

• Assessment and moderation procedures are as agreed at validation, and the standard of student work is commensurate with the award/ level of credit being considered.

• Learning resources are as agreed at validation and appropriate to the curriculum being delivered, as well as to student numbers.

• The profile and quality of teaching staff remain appropriate to delivery of the provision and any staff development needs are being identified and met.

• Local quality assurance mechanisms are operating in accordance with University requirements to assure and enhance the quality and standards of the provision.

4. Partnership Approval Overview At the commencement of a new academic partnership it may be deemed necessary to arrange for the signing of a Memorandum of Understanding between Edge Hill and the partner organisation. A standard template for this is available and may be tailored in conjunction with discussions with Directorate. The MOU should normally be signed by a member of Directorate and must be shared with the Academic Quality and Development Unit for record keeping purposes. A log of current MOUs is maintained and updated where required. All partners with Edge Hill University are approved for a defined period of time which, upon expiry, may be renewed. As indicated in the above section related to roles and responsibilities, the period of approval is determined within the QMH and any changes to this require consideration via the Annual Process Review. The period of approval granted for a partner commences from the academic year of the delivery approval event hence any delay to implementation of the provision with the partner is counted within the timescales. Delivery approval is based upon evidence of the partner’s current staffing and resources which will change over time and is revisited within the Annual Review. Partners are able to be reapproved in their final year if required, and this is referred to as ‘standalone partner re-approval’12. However, delivery approval (to add new provision with the partner) and delivery re-approval (to approve changes to existing provision delivered with this partner) 11 Modules or programmes delivered under a franchise arrangement are developed by the University for delivery wholly by a partner organisation. also confer partner re-approval for academic partnerships, at which point the period of expiry is reset. For example: Partner X is approved at a partner approval event and validation in May 2018, and therefore expires at the end of the academic year 2022-23 (2017-18 plus five years). However, in May 2019, delivery approval was granted to add another programme to this partnership, which included a new business approval, thus extending the partner’s expiry date to 2023-24 (2018-19 plus five years). Where a proposal is submitted to add additional provision at an approved partner where the category of approved provision is different, the highest category of partnership will have supremacy in determining the required process. However, a proportionate approval to documentation and processes will be applied where possible and should be discussed as early as possible with the Academic Quality and Development Unit. Business Approval This should be undertaken prior to submission to Academic Planning Committee and the required documentation is detailed in each category section below. Business approval does not have an expiry date however proposals are normally expected to proceed to validation (delivery approval) within 12 months of business approval being granted. Due diligence reports do have an expiry date and this is detailed in the Appendix guide. In some cases, additional business case information is required to inform the business approval decision; further information on this can be found in the Appendix. After a period of five years, the business approval for the whole partner (and all provision under it) requires revisiting and resubmission to the Deputy Vice-Chancellor. This review does not affect the partner’s approval period; however, it provides an opportunity to review the partnership’s business position holistically at an interim point, focusing on financial risk in particular. The following documents require revision and resubmission in these circumstances:

• Overview paper outlining the provision delivered with the partner, its years of operation etc.

• Due diligence report. • Performance reflection and projected 5-year business case13

5. Category A partnerships: Placements and Study Abroad

A1 School-based training, clinical and other placements (ex-clinical) (UK)

A4 Clinical placements (UK) This category covers placements and Study Abroad, including sandwich years and student exchanges (Erasmus). Here the University delegates to a partner organisation limited responsibility for student learning and assessment for which Faculties hold significant responsibilities. Responsibility for the determination of appropriate processes for the approval, review and closure of partnerships which fall under category A resides with the Faculties and International Office (see section on roles and responsibilities). Approval For partnerships within these categories, partner and delivery approval are combined and responsibility for determining these processes resides within Faculties14 and the International Office. Approval of such arrangements may include:

• Due diligence checks; including legal and financial. • Consideration of any relevant country or partner intelligence. • Consideration of the business case and any appropriate costings. • Completion of clear, signed agreements with the partner, which confirm

responsibilities of each partner. • Completion of an appropriate health and safety check or risk assessment

of the setting. • [Placements only] Completion of 3-way learning agreements15 between

the student, HE provider and employer, before placements commence. Review Category A arrangements are approved for varying periods (between 1-3 years) and Faculties should describe within their Faculty Academic Quality Statement

how these arrangements are reviewed periodically to ensure their ongoing quality. Faculties and the International Office are also responsible for maintaining a database of approved placement and study abroad providers, which includes their period of approval/expiry for review purposes. Closure Appropriate arrangements for the termination of placement arrangements and study abroad agreements should be determined by the Faculty or International Office. These processes should include consideration of the University Student Protection Plan, adherence to the Office for Students’ Conditions of Registration related to student protection16 and any implications for the student experience during teach out17. Additional Information (Placements) Placements form an important part of the University’s curriculum and emphasis upon employability. The Statement of Findings from Edge Hill University’s Teaching Excellence and Student Outcomes Framework (TEF) assessment of June 201718 specifically recognised the University’s “strategic focus on the employability of students from all backgrounds, ensuring that students acquire knowledge, skills and understanding that are most highly valued by employers”. Placements provide a formal opportunity to “consolidate and complement [their] academic learning, knowledge and skills with experience”. Many Edge Hill University degrees also provide curricular (credit-bearing) and/or extra-curricular placements whereby students acquire knowledge and experience that help them to achieve the programme learning outcomes and enhance their employability. In the Faculties of Education and Health & Social Care, trainee teachers and health practitioners complete statutory placements as part of their professional training while Work-Based Learning (WBL), developed and delivered in association with employers, is also one of the defining characteristics of a Foundation Degree19 where University regulations20 require at least a quarter of students’ learning to be experienced in the workplace, either through discrete work-based learning modules or embedded across the curriculum. Years21 in some undergraduate Honours Degrees enable students to undertake at least 32 weeks of supervised work experience for which they receive academic credit that contributes to their final award22. Placement learning and Work Based Learning can be differentiated as follows23:

• Placement learning is where the learner might be considered as a student first, employee second; i.e. they came to the placement experience by virtue of their studies.

• Work based learning is when the learner might be considered as employee first, student second; i.e. they came to the Higher Education experience by virtue of their employment or employer.

However, despite this distinction, for the purpose of their consideration as an academic partnership, placement learning and Work Based Learning are considered singularly as a category A placement, sharing the same approval, review and closure processes.

When approving programmes containing either work-based or placement learning, the following guidance may be utilised: 1. (Where the student is not already in relevant employment) The identification

of placement opportunities which offer a learning experience that meets the needs and expectations of students and enables achievement of the relevant learning outcomes. Validation panels consider whether students will source their own placements (with support) or have placements provided for them and where such responsibility is located.

2. (Where the student is already in employment) How the appropriateness of the student’s own work setting to the learning aims and outcomes is established. Additional Information (Study Abroad) Undergraduate students of Edge Hill University may undertake a period of study abroad which contributes to their undergraduate degree award, either through the European Union’s Erasmus exchange programme or negotiated with an individual overseas provider. Study abroad is normally via an additional year (third year of four) located between levels 5 and 6 or exceptionally, a single semester replacing part of the second year of study. Where taken over one year, an additional 120 ungraded level 5 credits are awarded which appear on the student’s transcript but do not contribute to their final degree classification. Where taken as a single semester, study abroad contributes 60 ungraded credits to the student’s 120 level 5 credits and is excluded from the degree classification.

Erasmus As a category A partnership, responsibility for developing appropriate processes in conjunction with the University’s International Office are described in Faculty Academic Quality Statements. Erasmus partnerships are approved via a proposal and approval process, taking into account student support and curriculum alignment issues and supplementing the standard due diligence completed by the EU before granting the University’s Erasmus Charter. As part of its own due diligence, the International Office reviews students’ chosen institutions (which must be chartered Erasmus providers) to ensure that their individual learning needs will be met. For Erasmus and other study abroad within the European Higher Education Area, the EHEA’s First Cycle qualification descriptor provides a reference point for judging an overseas programme’s equivalence to a UK undergraduate degree as defined within the Framework for Higher Education Qualifications (FHEQ, QAA 2014). When selecting the modules to be taken abroad the Edge Hill University department, with advice from the external examiner, determines the stage of the provider’s programme that equates most closely to the FHEQ level at which the student is to be assessed (typically level 5) and the alignment of module content and learning objectives with the relevant Edge Hill University programme aims and learning outcomes. The European Credit Transfer System enables direct transfer of credit from an EHEA awarding institution where 1 ECTS credit equals 2 UK HE credits. ECTS credit imported from Erasmus study exchanges does not contribute to degree award classification which negates any requirement for the scaling of marks. While the default position is to import ungraded ECTS credit directly into students’ profiles, for those who have failed assessment at the partner institution and have since returned to the UK a series of validated ‘shell’ modules of different credit values is available as a vehicle for re-assessment at

Edge Hill University. Because the credit gained through Erasmus exchanges is ungraded and excluded from the calculation of students’ degree classifications, these shell modules are similarly excluded and will be assessed as ‘Pass/ Fail only’.

Study Abroad (other overseas territories) For study outside the European Higher Education Area the proposing department assesses the suitability of the placement, accompanied by a health and safety audit. UK NARIC provides a service which compares overseas and UK higher education qualifications, and when selecting the modules to be taken abroad the Edge Hill department (with advice from the external examiner) determines the stage of the provider’s programme that equates most closely to the FHEQ level at which the student is to be assessed (typically level 5), and the alignment of module content and learning objectives with the relevant Edge Hill University programme aims and learning outcomes. In addition to level, the department establishes broad equivalence between the volume of learning and assessment to be undertaken and the Notional Learning Hours for which Edge Hill credit is to be awarded (where 1 credit represents 10 NLHs).

Study Abroad agreements Study abroad arrangements are supported by signed agreements that describe the roles and responsibilities of the University, overseas provider and EHU student; how the student will be taught, supported and assessed; and how complaints or disciplinary issues that arise while the student is abroad will be managed. For Erasmus exchanges, a standard Erasmus agreement is used which is signed by the University’s Deputy-Vice-Chancellor however for specific relationships between Erasmus institutions relating to student mobility a separate bilateral agreement is also signed prior to students embarking on any exchanges. In this category all teaching, assessment and student support are provided by Edge Hill University staff and the responsibility of the external venue provider is limited to the supply of teaching accommodation, including basic IT and display equipment25. Approval Responsibility for the approval of category B venues resides with the Faculties and their approach is outlined in their Faculty Academic Quality Statements. A standard Academic Partnership Venue Proposal form is to be completed for consistency, along with a Health and Safety Checklist. An annual list of approved venues is supplied to the Academic Planning Committee for assurance and scrutiny. Academic liaison between the University and venue provider is managed by the EHU Programme Leader. Information on the documentation required for approval of venues can be found in the Appendix. A Venue/ Room Hire Agreement is normally produced and signed by the PVC Dean of Faculty (or their nominee). All learning venues must have been approved prior to the start of a programme or module’s delivery. Review A list of the venues used within an academic year is part of the evidence base considered at Departmental Annual Monitoring26. Venues are also subject to review and re-approval using processes described in Faculty Academic Quality Statements. Delivery Approval Following initial approval, the approval process continues, comprising Institutional validation by the Validation and Audit Sub-Committee Standing Panel and final approval by the Academic Quality Enhancement Committee (AQEC). Contract documentation will be drawn up by Faculties with support from other colleagues in the Institution, including a Delivery Plan (see below). For new programmes 2-Stage Institutional Validation (Curriculum and Delivery Approval), as described in Chapter 4 of this Handbook, will apply, while existing validated programmes require Stage 2 Delivery Approval only. Standard validation documentation requirements apply, with the addition of: • (For an existing validated programme) Updated Programme Specification

and Part B Development and Delivery document reflecting delivery at the partner organisation;

The Annual Review provides an opportunity to focus on the performance of both the academic partnership, and the provision delivered with it. An Annual Review form is completed at the start of each new academic year, for any provision delivered in the previous academic year. progression agreement Articulation arrangements are non-binding, non-exclusive agreements with other educational institutions or awarding bodies, including overseas, whose programmes or qualifications are recognised for entry to an EHU programme after the normal start-point (‘entry with advanced standing’). Articulation arrangements are based on credit exemption35, as distinct from the importation of another organisation’s credit or the award of EHU credit. • any relevant regulation governing the external programme or qualification, typically Ofqual or the Scottish Qualifications Authority for UK-based awarding bodies, or national regulators of overseas providers;

• how the awarding body meets its regulator’s requirements, particularly in relation to processes for marking and moderation including independent (external) verification36 of assessment.

• (For category E2) The financial, legal and reputational standing of the organisation with which the University seeks to enter into a progression agreement.

Faculty Partnership Leads are responsible for co-ordinating the completion of the required partnership paperwork. Approval Approval of the articulation route is via the Articulations Approval Panel37 of the University’s Validation and Audit Sub-Committee Standing Panel and supported by the following documentation:

• Curriculum ‘mapping’38 of the awarding body’s programme/qualification to the stage of the EHU programme at which entry is sought, e.g. direct entry to level 6 of an Undergraduate Honours Degree, clearly stating the level and volume of EHU credit to be exempted along with any additional ‘bridging’ arrangement to support students’ progression. This includes supporting comments from the programme’s external examiner39.

Final approval of Category E arrangements is via a panel recommendation to AQEC (validation report) and is preceded by the signing of the appropriate contract documentation. Where there are changes to the curriculum at Edge Hill University or at the partner, the following action is required:

• When the Edge Hill curriculum changes, remapping is confirmed in the Annual Review form.

• When the partner’s curriculum changes, an Academic Partnership Proposal form should be submitted directly to the Articulations Approval Panel40.

Annual Review An Annual Review process operates for all partners at category C+. The Annual Review of academic partnerships (formerly referred to as partner AMR) is an opportunity to review and monitor the currency and effectiveness of academic partners and the associated delivery of Edge Hill provision. It operates in conjunction with Departmental Annual Monitoring but is a separate process. The Annual Review provides an opportunity to focus on the performance of both the academic partnership, and the provision delivered with it. An Annual Review form is completed at the start of each new academic year, for any provision delivered in the previous academic year. These are usually completed by the Academic Partnership Liaison Tutor, with support and input from the Faculty Partnership Lead and any other related Programme Leaders who can provide peer support and review where required. Bespoke documentation for category E partnerships is available, and particular emphasis should be given to reflecting on the continued appropriateness of the articulation route in the context of progressing students’ attainment, and any curriculum drift which may impact on the mapping. Annual Review normally requires the consideration of a host of available evidence related to a programme’s performance in the previous academic year, including external examiner reports41, retention and other performance data, student feedback (formal and informal) and others42, however in the context of Category E provision the focus will be on students’ retention and performance on the EHU programme to which they have articulated. An Annual Review is required even where no students have articulated, to provide confirmation of the route’s continued appropriateness and viability. Closure Upon identification of a required closure of either a partnership (and all its associated provision) or specific provision delivered with a partner (where the partnership is to continue), a Closure Plan requires completion. This is normally completed by the Academic Partnership Liaison Tutor, with input from other stakeholders from across the University such as Learning Services. This plan is based upon the exit strategy information from the latest available version of the Partner Overview Document, updated with additional details where appropriate. The Closure Plans are developed with consideration of the University Student Protection Plan, adherence to Office for Students’ Conditions of Registration related to student protection and due consideration of the impact on prospective and current students. 41 External examiners are appointed to provision at FHEQ level 5 and above, and where a programme is being delivered on multiple sites, external examiners differentiate clearly between delivery centres and student cohorts. 42 See the Appendix for a full list and a process flowchart.

In this category, another educational organisation is approved to deliver EHU modules or programmes under a franchise or co-delivery arrangement or brings forward its own provision for validation leading to the award of an EHU qualification or credit. While significant responsibilities for managing academic standards and the quality of teaching, assessment and student support are delegated to the delivery organisation, ultimate responsibility for both remains with the University as awarding body.

Where a programme does not recruit its first cohort within 2 years of the intended start date, or recruitment has been suspended for two consecutive cycles, re-commencement of delivery is subject to a formal review by the host Faculty of the Programme Specification and Delivery Plan to identify any changes that may affect delivery, particularly in relation to staffing and resources. Faculty Partnership Leads are responsible for co-ordinating the completion of the required partnership paperwork. Delivery Approval Following initial approval, the approval process continues, comprising Institutional validation by the Validation and Audit Sub-Committee Standing Panel and final approval by the Academic Quality Enhancement Committee (AQEC). Contract documentation will be drawn up by Faculties with support from other colleagues in the Institution, including a Delivery Plan (see below). For new programmes 2-Stage Institutional Validation (Curriculum and Delivery Approval), as described in Chapter 4 of this Handbook, will apply, while existing validated programmes require Stage 2 Delivery Approval only. Standard validation documentation requirements apply, with the addition of: • (For an existing validated programme) Updated Programme Specification

and Part B Development and Delivery document reflecting delivery at the partner organisation;

• A Partner Overview Document, completed by the Academic Partnership Liaison Tutor, including audit of the partner’s IT facilities and learning resources;

• A programme Delivery Plan43, completed by the Academic Partnership Liaison Tutor in conjunction with the partner. This Plan will supplement the formal Contract between organisations and outlines individual and shared responsibilities for the programme’s operation and quality assurance;

• CVs of partner organisation teaching staff mapped to the EHU curriculum (modules) to be delivered.

Final approval of category F provision is via panel recommendation to AQEC (validation report) and is contingent on the signing of a formal Contract44 between the University and partner organisation. Contractual Arrangements A formal contract for category F partnerships is required and this requires completion and signing before delivery commences. Template contracts may be utilised in some circumstances, whilst other partnerships may require the commissioning of a bespoke contract. An external examiner is appointed for programmes at FHEQ level 5 and above (level 4 for Foundation Degrees) and they may visit the partner on request and/ or on a schedule agreed with the hosting department. Where a programme is being delivered by/ with multiple partner organisations, external examiners clearly differentiate between delivery centres and student cohorts.

School Direct partnerships The University operates School Direct provision under two models47: 1. School Direct Placement model 2. School Direct Hubs The School Direct Placement model fits into Category A whereas School Direct Hubs fit into the separate School Direct category which relates to the direct delivery of PGCE awards through a joint approach between Edge Hill and the Hub. In this latter category the University works with a third-party School Direct Hub to deliver PGCE with Qualified Teacher Status (QTS) programmes, with the partner responsible for those parts of the programme that have direct relation to QTS and professional practice. Approval, monitoring and review broadly follow the processes for Category F provision described above, with Hub approval covering

all participating schools which complete a spreadsheet containing details of teaching staff’s roles, length of service, qualifications and experience in lieu of individual CVs. Academic liaison between the University and School Direct Hub is provided by the EHU Programme Leader. 12. Higher and Degree Apprenticeships Processes for the approval of new proposals broadly follow those for Category F as outlined in section 10. There are however some important distinctions with Higher and Degree Apprenticeship approval, review and closure. In the context of Higher and Degree Apprenticeships, the academic partner is the employer with whom the programme will be delivered.

Degree-awarding bodies, including Edge Hill University, are ultimately responsible for the standards and quality of higher education qualifications delivered as Higher and Degree Apprenticeships in line with Expectations of the UK Quality Code for Higher Education48. Additional guidance from the Quality Assurance Agency (QAA) acknowledges that:

“Work-integrated higher education learning programmes have been a longstanding feature of UK higher education. New models of apprenticeships

that involve higher education qualifications represent the latest iteration of work-integrated higher education provision.”49

Programmes for delivery as Higher Apprenticeships (terminating in a FHEQ level 5 award, e.g. Foundation Degree) and Degree Apprenticeships (levels 6 & 7, i.e. Undergraduate and Masters Degrees) broadly follow the quality assurance requirements for ‘co-delivery with a third party’ as described in Chapter 5 of this Handbook50. However, due to their distinctive characteristics this section deals with the approval, monitoring and review of apprenticeship programmes which include specific requirements for:

• Demonstrable alignment with the relevant Apprenticeship Standards51; • Appropriate balance of 'on-the-job' and 'off-the-job' learning52; • Compliance with the relevant Apprenticeship Assessment Plan53, including

programme design and development54. • Confirmation that programme admission processes satisfy the entry

requirements set within the relevant Apprenticeship Standard and the University’s own minimum entry requirements, including any opportunity for Recognition of Prior Learning (RPL)55.

• ‘Mapping’ of Programme Learning Outcomes and content (modules) to the Knowledge, Skills and Behaviours of the relevant Apprenticeship Standard.

• Evidence of how programme delivery and assessment schedules will accommodate the circumstances of apprentices in the specific employment setting (‘Student Learning Journey’), with a minimum of 20% 'off-the-job' learning.

• Confirmed arrangements for End-Point Assessment (EPA) in accordance with the relevant Apprenticeship Assessment Plan, either integrated within the programme or non-integrated, i.e. to be conducted by a third-party End-Point Assessment Organisation (EPAO) endorsed by the employer and supported by a separate agreement between the University and EPAO. Where EPA is non-integrated, proposers describe how students will be prepared and supported to undertake it. For programmes with integrated EPA, proposers evidence relevant practice-based expertise and experience among academic delivery staff and external examiners56.

• Apprenticeship Delivery Plan58, produced jointly by the University and partner and detailing individual and shared responsibilities for the Apprenticeship Programme’s operation and quality assurance. This includes arrangements for: University-employer liaison; programme marketing, promotion and student recruitment; admission, enrolment and registration; induction and student support; managing academic appeals, academic malpractice, student complaints, student misconduct and interruptions to study; appointment and professional development of teaching staff; identification, support and training of workplace mentors; student representation and engagement; and programme monitoring and review, including monitoring of individual apprentices’ progress and other Education and Skills Funding Agency (ESFA) reporting requirements59.

Any subsequent change to the location of delivery of any part of the apprenticeship will require the appropriate completion of a category B venue approval (see section 6), prior to the commencement of delivery at that venue. Once approved as a partner for the delivery of Higher or Degree Apprenticeships, additional apprenticeship programmes may be added, however, these will require delivery approval and notification to Academic Planning Committee (in place of initial approval). Where additional cohorts are to be added to an existing apprenticeship programme, no separate academic approval process is necessary although the Directorate (PVC External Relations) must be consulted in advance and additional Apprenticeship Programme agreements must be executed. Final Institutional approval of apprenticeship programmes is via a panel recommendation to AQEC (validation report) which includes the following standard conditions of approval:

Prior to the commencement of programme delivery63 the Proposers will ensure the completion of:

Signed individual Apprenticeship Agreements between Apprentices and the Employer (xxx);

Signed individual 3-Way Commitment Statements between Apprentices, the Employer (xxx) and Edge Hill University (Programme Leader).

Following AQEC approval of a new Apprenticeship programme, the Senior Compliance and Monitoring Officer, Academic Registry submits a completed Higher Education Learning Aim Request Form to the Education and Skills Funding Agency accompanied by a letter, signed by the Director of Quality Assurance (as Chair of VASC) confirming that the qualification has completed internal validation and authorising it to be included within the Learning Aims Reference Service (LARS)64 for prescribed Higher Education qualifications. Annual Review A shared Annual Review process operates for all partners at category C+. The Annual Review of academic partnerships (formerly referred to as partner AMR) is an opportunity to review and monitor the currency and effectiveness of academic partners and the associated delivery of Edge Hill provision. It operates in conjunction with Departmental Annual Monitoring but is a separate process. The Annual Review provides an opportunity to focus on the performance of both the academic partnership, and the provision delivered with it. An Annual Review form is completed at the start of each new academic year, for any provision delivered in the previous academic year. These are usually completed by the Academic Partnership Liaison Tutor, with support and input

from the Faculty Partnership Lead and any other related Programme Leaders who can provide peer support and review where required. The Annual Review requires the consideration of a host of available evidence related to the programme’s performance in the previous academic year, including external examiner reports65, retention, recruitment and other performance data, student feedback (formal and informal) and others66. The Academic Partnership Liaison Tutor visits the partner on a regular basis, providing advice and support on matters such as: • Student recruitment and admission, in accordance with the validated

programme entry requirements; • Operation of student consultation and feedback, including Module Evaluation

Questionnaires (MEQs), Programme Board and Student-Staff Consultative Fora;

• Implementation and annual review of the Apprenticeship Delivery Plan, including any proposed changes.

Where agreed between the University and partner, delivery re-approval occurs in the final year of current programme approval and follows the process described above, taking account of evidence from previous reports of annual monitoring and review, external examiners etc., as well as any updated due diligence of the partner. Curriculum re-approval is managed on a separate five-year cycle as part of the host University department’s Periodic Review67. Higher Apprenticeships are subject to periodic external inspection by Ofsted68 for which preparations are made by the host Faculty with oversight and support by the Institutional Apprenticeship Group. Closure Upon identification of a required closure of either a partnership (and all its associated provision) or specific provision delivered with a partner (where the partnership is to continue), a Closure Plan requires completion. For Higher and Degree Apprenticeships this requires particularly close consideration to manage the process effectively.

The University is on the Education and Skills Funding Agency’s Register of Approved Training Providers and, under its funding contract with the ESFA, is approved to deliver apprenticeship-levy funded training. This comes with a considerable and detailed compliance burden. If a Faculty is considering closure of an Apprenticeship Programme, there are many wider considerations than would be the case for closure of other types of partnership provision. Faculties must not assume that the ESFA will allow the University to teach-out an Apprenticeship Programme. It is essential that the Faculty has early discussions with the Pro Vice-Chancellor (External Relations) and seeks early technical advice from the Senior Compliance and Monitoring Officer (Academic Registry). The Closure Plan is normally completed by the Academic Partnership Liaison Tutor, with input from other stakeholders from across the University such as Learning Services. This plan is based upon the exit strategy information from the latest available version of the Partner Overview Document, updated with additional details where appropriate. The Closure Plan:

• ensures compliance with the terms and conditions of the Employer-Provider Apprenticeship Training Services Agreement;69

• adheres to Office for Students’ Conditions of Registration related to student protection70;

• adheres to the ESFA Funding and Performance Management Rules and related guidance; and

• must be conducted in accordance with the provisions in the University’s Student Protection Plan.

The Closure Plan should include explicit consideration of the following: • consideration of the University’s obligations under its contract with the

employer, the ESFA, apprentices and End-Point Assessment Organisation;

• whether apprentices can continue to be funded through the employer’s Apprenticeship Levy account during the teach-out period or must be transferred to an alternative approved training provider;

• consideration of the Student Protection Plan; • whether the circumstances of the proposed closure will trigger the

implementation of the Student Protection Plan - if the Student Protection Plan is triggered, then the Faculty must provide details of how the Plan will

be implemented, including relevant time frames and student communication plans; and

• an assessment of the likelihood of the Refunds and Compensation Policy being triggered.

Following approval by AQEC, closure decisions and associated exit arrangements are confirmed in writing to partner organisations by the Directorate (PVC External Relations) and to affected students by the Academic Partnership Liaison Tutor. Faculty Quality Committees are responsible for approval of the plan and the ongoing monitoring of any actions identified through closure and teach out (this should remain on the Committee’s agenda until the final student cohort has completed). Academic Quality Enhancement Committee also receives the Closure Plans for approval, recommended from the Faculty Quality Committee. Academic Partnerships which are in closure (teach-out is ongoing) still require completion of the Annual Review process until all students have completed. 13. Information Governance

The University keeps a record of the names, types and locations of all current partner organisations and the provision for which they are approved. Responsibility for maintaining records resides with the appropriate Institutional stakeholders as outlined in section 3.

In accordance with the University’s Public Information Policy71 all publicity relating to academic partnerships, most notably any material produced and published by partner organisations, must be checked and approved by Corporate Communications prior to publication to ensure its completeness, accuracy and reliability, and compliance with EHU’s corporate identity. As part of the Annual Review process, the Academic Partnership Liaison Tutor is required to visit and check partners’ publicity materials (websites). The University will require immediate withdrawal of any information that does not conform to its requirements; only in limited circumstances is publication in a foreign language permitted which in all cases must be originated in English and made available to the University for translation. Partnerships and programmes may not be advertised prior to initial approval, after which they should be clearly labelled ‘Subject to Validation’ until their final approval. Students of partner organisations in receipt of EHU awards receive credit transcripts and/ or qualification certificates on completion of their studies. which is signposted by a generic statement in the student’s certificate. Transcripts of students completing EHU awards to which entry was gained via Category E articulation denote the source of ‘credit exemption’, i.e. the external qualification or programme of study by which advanced entry was obtained. As part of ongoing compliance with the Data Protection Act 2018 and the EU General Data Protection Regulation 2016/679 (GDPR), the University’s standard partnership contracts and agreements include standard clauses on data sharing. These clauses will cover sharing of staff and student personal data between the University and its partner organisations, data retention and destruction.

Guide to Academic Partnerships This guide contains operational guidance for the processes in place to approve, review and close academic partnerships at Edge Hill University. It is to be read alongside the content of the Quality Management Handbook Chapter 5. Processes outlined in this Appendix have been developed collaboratively with input from stakeholders across the University. This guide may be updated periodically and any updated versions will be made available on the Academic Partnership website and WIKI. A proposal for a new academic partnership (category C+) should be included within the relevant Faculty Strategic Plan for the coming academic year, as this provides an initial indication of the proposed developments. Any developments should also align with the University Strategic Plan, International Strategy and Curriculum Strategy.

1. Category A Processes (Approval, Review and Closure) Please refer to the processes outlined in Faculty Academic Quality Statements or contact your Faculty Partnership Lead to discuss further1.

2. Category B Processes (Approval, Review and Closure) The following documents require completion for the proposal of a new venue:

• Academic Partnership Venue Proposal form2; normally completed by the Faculty Partnership Lead.

• Health and Safety Checklist; normally completed by an appropriate health and safety representative (member of EHU staff such as a local health and safety representative). Advice can be sought from the central Health and Safety team. A visit to the venue is normally required to enable completion of this assessment, however virtual completion with input from the venue and others who have knowledge of the site may be acceptable (as determined by the Faculty). Any actions required as part of the risk assessment should be addressed and detailed in the Academic Partnership Venue Proposal form.

• A copy of the Public Liability Insurance; retained in the central Academic Partnership Y Drive.

The payment of any fees is the responsibility of the Faculty to arrange and record in the appropriate budget line.

The process for approval of new venues is as follows:

1. Proposal and documentation completed and submitted to the appropriate Faculty Quality Committee, which is responsible to Faculty Board and Academic Quality Enhancement Committee.

2. An appropriate Venue/Room Hire Agreement is completed and signed by the relevant parties.

3. Notification should be made to the AQDU, and central category B Register updated.

An annual list of all category B venues in approval shall be received by Academic Planning Committee3 which has the responsibility for oversight of academic partnership activity.

Venues are reviewed annually by the Faculty in a process described in the Faculty Academic Quality Statement. This normally includes reviewing the currency of the information in the Academic Partnership Venue Proposal form, along with the health and safety assessment. A revised copy of the public liability insurance should be received for the record.

Faculties may determine an appropriate process to close or terminate their use of a venue, however most venues operate on a rolling annual approval.

Initial Approval As per the flowchart above, there are various forms which require completion to request initial approval to proceed to validation (from an academic and business perspective) and more information on these documents is detailed below.

Due Diligence A single due diligence process supports the development of new partnerships and the re-approval of existing partners. This process is supported by Academic Registry (Senior Compliance and Monitoring Officer) and the International Office, depending on the nature of the partner.

There are three different due diligence templates available: • Due diligence report: UK public sector • Due diligence report: UK private sector • Due diligence report: International4

Once complete, a due diligence report has an expiry date as follows:

• UK public sector- 2 years • UK private sector- 1 year • International- 1 year

Due diligence checks may be revisited at any point if required or if intelligence suggests this may be needed.

Academic Partnership Proposal form This is a single form for any category C and above partnership proposal, including new partners, apprenticeship proposals, delivery re-approval and standalone partner re-approval. Where required, the form can be tailored for an individual proposal, or other information appended.

This form is normally to be completed by the Faculty Partnership Lead or the Academic Partnership Liaison Tutor for the proposed partnership. It is normally expected that an appropriate Faculty Committee or Board will review the form before submission for business approval to the Deputy Vice-Chancellor (via the Academic Planning Committee Secretary).

Country Profile These are only required to be submitted where the proposed partner is overseas.

The Country Profiles are completed by the International Office and reviewed on a regular basis, as determined by the International Office. A repository of completed Country Profiles is held by the International Office and should be requested prior to submission of the business approval paperwork.

The Profiles provide an overview of a country based on its UK NARIC entries and other relevant evidence sources. Any partner-specific information available on UK NARIC is to be included on the Academic Partnership Proposal form instead.

Business Case The Academic Partnership Proposal form contains a section for basic business case information for all proposals, and this should include costs over and above those which are a standard part of programme delivery at Edge Hill. A full and more detailed Business Case is required in the following circumstances:

• Where a partner is overseas (excluding category E articulations) • Where a partner is within the UK private sector • Upon request by the Deputy Vice-Chancellor

Business cases can be required for the approval of new partners and may also be requested to support re-approval decisions. A standard template is available for proposals and this can be tailored and added to as required. It is expected that the Business Case will normally be completed by the Faculty Partnership Lead.

Delivery Approval Documents As outlined in the flowchart, following initial approval, category C+ partners require delivery approval at an event organised by the Academic Quality and Development Unit. Details of the precise documents required for each category of partnership can be found in Chapter 5, however there are two key documents for category C and F+ partnerships:

• Partner Overview Document; this is a summary of the partner, its facilities, resources, health and safety, quality and standards etc. It is a single template and therefore should be tailored to make it appropriate for each proposal. The Partner Overview Document is normally completed by the Academic Partnership Liaison Tutor, with support and input from other stakeholders. A site visit is normally essential to enable a full picture of the partner to be presented.

• Delivery Plan; this allows the split between Edge Hill and the partner’s responsibilities to be outlined for the purposes of the validation and to support the drawing up of the contract documentation. For apprenticeships, a similar but distinct Apprenticeship Delivery Plan template is available.

For Category D proposals a Credit Rating Coversheet template is available, completed by the Academic Partnership Liaison Tutor, which accompanies the partner’s own course materials and includes the proposed Intended Learning Outcomes and assessment strategy for the award of EHU credit at the proposed level.

For Category E articulation proposals a Curriculum Mapping template is available, normally completed by the Academic Partnership Liaison Tutor.

4. Annual Review Processes and Templates The Annual Review of academic partnerships (formerly referred to as AMR), is an opportunity to review and monitor the currency and effectiveness of academic partners, assuring the quality and standards of the provision delivered. It operates in conjunction with the Annual Monitoring of modules and programmes which is conducted on a Departmental basis. The Annual Review provides an opportunity to focus on the performance of both an academic partnership, and the provision delivered with it. The process for reviewing category A and B academic partnerships are detailed in the Faculty Academic Quality Statements.

Annual Review Process (Category C+) The process for reviewing category C+ partners is as follows:

Whilst these are standard forms they may be tailored to meet the nuanced requirements of different partnerships. As outlined in the flowchart, the Academic Partnership Liaison Tutor is responsible for drafting the form, in consultation with other University stakeholders. The partner may also be sent the form for their comment.

Actions identified should be clear and SMART, outlined in the Action Plan section and monitored by the Faculty Quality Committee.

5. Closure Processes and Templates There are inevitably some circumstances which will lead to the termination of an academic partnership and it is important that there are robust processes in place to support any continuing or outgoing students with a partner. Category A & B For partnerships within these areas, it is within the responsibility of the Faculty or International Office to determine an appropriate and proportionate closure process. This would normally include:

• Communication with the partner to confirm end dates and closure processes • Communication with any affected students (for example where a venue hire

agreement has ended or a placement partner has been finished) Category C+ Academic partnerships of this level involve a greater level of risk and exposure for the University and its students. It is important that there is a clear process in place for closing any such partnership to ensure that the student experience is maintained at all times and OfS Conditions of Registration continue to be met. It is also important that a clear audit trail is maintained of the decision to close, and processes in place to manage the end of the partnership. In usual circumstances, the process for closing a category C+ partner is as follows.

Partnership Closed

The responsibility for approval of the Closure Plan resides ultimately with the Academic Quality Enhancement Committee, but this is recommended from the relevant Faculty Quality Committee. For some partnerships such as Higher or Degree Apprenticeships, there are also likely to be additional requirements to notify government regulators such as the OfS or the ESFA. For international proposals there may be additional overseas government body requirements which also require consideration when planning to terminate a partnership. These should be

detailed in the exit strategy section of the Partner Overview Document considered at the original validation event, however additional guidance can also be sought from Academic Registry. If the programme is exclusively delivered as part of the partnership which is closing then the Closure Plan also serves as a request to close the actual award and this should be made clear when submitting to AQEC. If the award is to continue and should not be closed, typically because it remains in delivery by EHU or another partner organisation, this should be made explicit in the Closure Plan.

6. Contractual Processes and Templates As per Edge Hill’s Financial Regulations, the appropriate signatories for academic partnerships are determined by the Authorised Signatory Policy and this should be discussed and confirmed with Directorate prior to the development of the contract documentation. A template contract may be used for some academic partnership activity, whilst others may require a more bespoke contract. Advice should be sought from the PVC Dean and DVC where it is felt that a bespoke contract needs to be commissioned from external lawyers. Schedules may require annual resubmission to partners. For articulations, a separate Memorandum of Articulation template is available however if this requires tailoring, updating or translating, external legal advice may be required.

7. Record Management Information Most academic partnership paperwork is held in central Y Drive folders at: Y:\Academic Partnerships and this has restricted access due to the sensitive nature of some of its content. This includes the central Academic Partnership Register, MOU Register, and category B Registers maintained by the Faculties. Where possible, partnership files will be stored here to avoid local copies causing duplication or confusion.

Final, signed copies of contracts are held by Academic Registry in hard copy and electronic.
