A. 1 Competition Venue The Nordic Heritage Center is one of the top Nordic facilities in the United States. It is operated by the Nordic Heritage Ski Club, a non-profit corporation, which hosts local, national and international cross country and biathlon competitions, as well as many community development programs.

The Nordic Heritage Center hosts Biathlon and Cross Country events on the

12 km of trails designed by John Morton. There are 3 km of lit trail for night skiing.

The Stadium is located 267 meters above sea level.

Course- highest point: 273m, lowest point: 227m There is a lighted roller ski/biathlon training loop. The range has 30 lanes with HoRa 2000 E targets

The center has a lodge and 26 room permanent waxing facility

Air service to and from Presque Isle is directly via Boston on PenAir. PenAir is adding special flights just for the teams for the arrival day of 08.2.2016 and for team departures on 13-15.2.2016. Costs are $200 per person for a one way ticket with 2 free checked bags. If there is a need a baggage truck will be provided at no cost. Air travel time is 1.5 hours. If you are planning to fly into or out from Presque Isle please see the details in Annex D and send directly to PenAir at [email protected] and send a copy to Max Saenger, OC Presque Isle [email protected].

Trucks will be available on arrival for luggage and equipment with transport to hotels and wax cabins by early the next morning. The same truck will be available for departure on 13-15.2.2016. All baggage except 1 rifle case and 1 carry-on per person must go on the truck.

Presque Isle Airport is located only 4 km from the hotels. Bus transportation from the Presque Isle airport to your hotel will be provided on your arrival day in Presque Isle. The full time shuttle transport to the stadium will start on the morning of February 09, 2016.

Upon arrival into Boston OC Presque Isle staff will meet teams and direct them to the location of the equipment truck. Teams must place their equipment and baggage on the truck. The equipment and baggage will be delivered to the wax cabins and to the team hotels early the next morning. In the extreme case that all team members wish to depart on PenAir flights on Monday February 15, 2016 or in the case of bad weather, it is possible that some teams will have to depart early in the morning on Monday or possibly on Sunday afternoon and stay the night in Boston. In the case of a Sunday night stay in Boston the room cost from Presque Isle would be applied to Boston and there would be no additional charges to the team members.

A. 5 Accreditation The accreditation office is located in the Alumni Room at the University of Maine at Presque Isle (UMPI) until 10.2.2016. Starting 11.02.2016 the accreditation office will be located at the Nordic Heritage Center Biathlon Stadium. A. 6 Liability/Insurance The organizer cannot be held liable for any damages done to persons or material/equipment. All participants must covered by a sufficient health, accident and liability insurance. By submitting the entry by names the National Federation confirms that all persons entered are covered by such insurance (in accordance with 1.5.2 b IBU rules).

A. 7 Application/ Permit for Temporary Importation of Firearms 6 and Ammunition for All Nations Liability/Insurance

All persons bringing firearms or ammunition into the United States for sporting purposes must first obtain an approved “ATF Form 6NIA” (5330.3D) Application and Permit for Temporary Importation of Firearms and Ammunition by Nonimmigrant Aliens,” from the US Bureau of Alcohol, Tobacco and Firearms (ATF).

Forms are available at https://www.atf.gov/file/11386/download. This

application is FREE. Please complete applications for all possible and potential Team athletes. This will help to prevent any problems when entering the country. Each application certification statement in question 15 must be signed by the athlete, or the trainer in the case of spare rifles.

OC Biathlon Presque Isle will verify that your forms are filled out correctly and we will send them to the US Department of Alcohol, Tobacco and Firearms (ATF).

By US law all rifle cases on the airlines must be securely locked and the

lock must be visible. If the case is flexible plastic and can be opened even with one lock then 2 locks (one at each end) must be used.

A. 8 Radio Communication Equipment The United States Federal Communications Commission requires that all radio equipment be operated with a Special Temporary Authority certification for the period of the event. This process takes an especially long time because the venue is so close to Canada that both the US and Canada must verify each frequency requested. The fee for each operating frequency requested is € 55.

Please supply the information Registration of Radio Frequency (Annex B) for each frequency requested by 11.12.15. The OC Presque Isle will compile the information and submit a single request for a Special Temporary Authority to the U. S. Federal Communications Commission.

A. 9 Passport and Visa and Regulations

Passport Requirements

a. To enter the United States ALL PERSONS will need: i. A machine-readable passport – or e-passport (with digital photograph)

valid for six months past your expected stay in the U.S. CZE, EST, GRE, HUN, LAT, LTU must have electronic passports with an integrated chip.

ii. See important information about additional digital photograph and e-passport requirements for Visa Waiver Program travelers.

g. You must obtain an ESTA application through the Electronic System for

h. When you have your ESTA you may apply for Visa Waiver at the U. S. border when you arrive.

The purpose of your stay in the US must be for business or tourism and must be less than 90 days.

If arriving by air or sea, you must travel on an approved carrier (See the approved

carriers list) and have a return trip ticket to any foreign destination

Visa from a U. S. Embassy to enter U. S.

Procedure:

Contact the US Embassy closest to you for an interview as soon as possible.

An interview at the embassy consular section is required for visa applicants. The following are specific requirements which must be met by applicants to qualify for a visitor visa under provisions of the Immigration and Nationality Act. The consular officer at the embassy or consulate will ask you questions about these topics to determine whether you qualify for the visa. The invitation letter by name will answer these questions.

The purpose of your trip must be to enter the U.S. for business, pleasure, or medical treatment

You must plan to remain for a specific, limited period of time

You must have evidence of funds to cover expenses in the United States

You must have evidence of compelling social and economic ties abroad

You have a residence outside the U.S. as well as other binding ties that will insure you return abroad at the end of your visit.

Fill out the Request for Invitation Letter by Name (Annex A) for Visa

OC Biathlon Presque Isle will send you an invitation letter by name from US

Biathlon which you need for your interview and to apply for your visa.

Complete the Online Nonimmigrant Visa Electronic Application, Form DS- 160. http://travel.state.gov/content/visas/en.html

Helpful Information for DS-160

The online form will “time out” approximately 20 minutes after the application has been idle. So “save” at regular intervals.

You may upload your photo. Please refer to the Guidelines for Photographs - for Online Visa Applications for detailed guidance for using a digital camera, and requirements for scanned images.

Save your application before you submit it either to a local/computer files.

Click “save application to file” button to permanently save your application, then slick

the “save” button on the file download window.

You can create a group application. On the “thank you” page you will see an option to create a group application. W hen you select this option, certain information from your application, such as destination, will automatically be imported to and displayed on a new application. Your will need to complete an application for each team member.

Submit Visa Forms with photos for all athletes and team staff as a group (if possible or in two groups) with your invitation by name from US Biathlon. The cost per visa is normally $130-140 but it can be more for some nations. There are very high EXTRA fees for getting a visa quickly – as much as $300 per visa.

Print the confirmation page and bring the confirmation page to the interview.

You must have a valid passport for travel to the United States and with a validity date at least six months beyond the applicant's intended period of stay in the United States. If more than one person is included in the passport, each person desiring a visa must make an application.

You must provide one (1) 5cm x 5cm photograph. See the required photo format

explained in Nonimmigrant Photograph Requirements. Nonimmigrant visa application processing fee - For current fees for

Department of State government services select Fees. You will need to provide a receipt showing the visa application processing fee has been paid, when you come for your visa interview.

Visa issuance fee – Additionally, if the visa is issued, there will be an additional

visa issuance reciprocity fee, if applicable. Please consult the Visa Reciprocity Tables to find out if you must pay a visa issuance reciprocity fee and what the fee amount is.

It is important that you refer to the Embassy Consular Section web site to

determine visa processing timeframes and instructions, learn about interview scheduling, and find out if there are any additional documents required. Learn more by contacting the U.S. Embassy or Consulate.

THE OC BIATHLON PRESQUE ISLE AND THE US BIATHLON ASSOCIATION WILL DO ALL THEY CAN TO HELP YOU GET YOUR VISA – BUT YOU MUST FOLLOW THIS PROCEDURE AND ALLOW ENOUGH TIME.

A. 10 Waxing Facility and Wax Test Area Wax cabins are located close to the stadium. Keys will be distributed by the Competition Office. A deposit of €40 per team is required for the key. Transformers are available for purchase or for rent at the Competition Office.

A. 11 Mobile Phone Usage in Presque Isle Please note that the mobile phone carriers in the Presque Isle have changed their service networks since 2011. European phones are not able to access local CDMA networks provided by the local carriers- Verizon Wireless and US Cellular. It is possible to buy a temporary phone with a prepaid plan in Presque Isle to use during your stay. It is also possible for smart phone users to use a voice application (Skype, Facetime, Googlevoice) with the WiFi connection at the Nordic Heritage Center for world-wide voice communication.

B. 3 Accommodation Expenses

Accommodation reservations must be paid to the Organizing Committee for the period

booked for all members of the team.

Payment: The OC accepts US dollars and Euros, as well as Visa and Mastercard credit cards only. Payment is due by 11.2.16 in the Logistics Office at the Nordic Heritage Center. Failure to make payment on time will result in teams’ athletes not starting in the next day’s competition.

B. 4 Accommodation for Best Athletes Expense reimbursement for the best 25 male and best 25 female athletes is granted by the OC Presque Isle for Category B accommodation as per IBU Event and Competition Rules, 15.1.3

B. 5 Transport

The OC will provide daily transportation shuttles from Presque Isle Hotels to the Nordic Heritage Center stadium and return starting the morning of February 9, 2016. Teams may organize their own transportation by contacting local rental companies listed here.

B. 7 Prize Money

Athletes who win prize money are responsible for providing the Competition Office with correct bank wiring information (account number, name of the bank, SWIFT code, IBAN). Athletes must report in person to the Competition Office and sign the prize money form, no later than Sunday February 14, 17:00. Prize money will only be transferred after providing all the information required.

Instruction Sheet For ATF Form 6NIA (5330.3D)(Please detach this instruction sheet before submitting your application)

General Information

1. A nonimmigrant alien is an alien in the United States in a nonimmigrantclassification. The definition includes, in large part, persons travelingtemporarily in the United States for business or pleasure, persons studyingin the United States who maintain a residence abroad, and certain foreignworkers. The definition does not include permanent resident aliens.

2. Generally, any nonimmigrant alien temporarily bringing firearm(s) orammunition into the United States for legitimate hunting or lawfulsporting purposes must first obtain an approved ATF F 6NIA (5330.3D),Application and Permit for Temporary Importation of Firearms andAmmunition by Nonimmigrant Aliens, from the Bureau of Alcohol,Tobacco, Firearms and Explosives (ATF).

3. A nonimmigrant alien who is temporarily bringing firearms andammunition into the United States for reasons other than legitimatehunting or lawful sporting purposes should not submit an ATF F 6NIA(5330.3D) application. However, the nonimmigrant alien may need tohave a DSP-61, Temporary Import License, from the Department of State,Directorate of Defense Trade Controls (DDTC), obtained for them. Pleasecontact DDTC at 202-663-1282 or http://pmddtc.state.gov for furtherinformation.

4. An approved ATF F 6NIA (5330.3D) import permit is not required fortemporary imports of firearms and ammunition by certain diplomats,distinguished foreign visitors, law enforcement officers of friendly foreigngovernments entering the United States on official law enforcementbusiness, and foreign military officers entering the United States onofficial duty. See 27 CFR § 478.115(d)(2)-(5).

5. An approved ATF F 6NIA (5330.3D) import permit also is not required forfirearm(s) or ammunition brought into the United States or any possessionthereof by a nonimmigrant alien who can establish to the satisfaction ofthe U.S. Customs and Border Protection that such firearm(s) orammunition was previously taken out of the United States or anypossession thereof by such person. See 27 CFR § 478.115(a). Note, evenif you do not need an import permit because of this exception, you mustfall within an exception to the general prohibition on nonimmigrant alienspossessing firearms and ammunition. See paragraph 18 below.

6. You may not temporarily import unregistered National Firearms Act (NFA)weapons, such as machineguns, short-barreled rifles or shotguns, andsilencers. If you are not sure if the items you plan to import fall withinthiscategory, please contact ATF’s Firearms and Explosives Imports Branch.

7. Firearms which are of U.S. Government origin or that contain U.S.Government origin manufactured parts or components generally may notbe temporarily imported into the United States. Moreover, firearms andammunition may not be imported from certain proscribed countries. For alist of proscribed countries, see http://pmddtc.state.gov.

8. You must ensure there are no State or local laws in any State you will betravelling in or travelling through prohibiting your possession of thefirearm(s) or ammunition you are seeking to import.

9. You will not need an export permit from the Department of Commerce orthe Department of State when leaving the United States with the firearm(s)or remaining ammunition listed on your ATF F 6NIA (5330.3D) permit.

10. It takes approximately 8 to 10 weeks to process an ATF F 6NIA (5330.3D)import application.

Preparation

13. Generally, a nonimmigrant alien transiting the United States with a firearmdoes not require an ATF Form 6NIA or a DSP-61 issued by the StateDepartment. If you will be in physical possession of your firearm, however,you will need to meet one of the exceptions outlined at 18 U.S.C. 922(y).For example if you are a nonimmigrant alien and you will be driving throughthe United States as a short cut to get from one part of Canada to another andwill have firearms with you, you do not need to file a ATF Form 6NIAbecause you are not temporarily bringing your gun in for hunting or otherlawful sporting purposes. You also do not need a DSP-61 import licensefrom the State Department because there is an exception to their licenserequirement that applies in this situation. However, you do need to have avalid hunting license from a State within the United States to make yourpossession of the firearm legal while you are in the United States.

14. Nonimmigrant aliens may complete and submit the ATF F 6NIA (5330.3D)themselves. You do not need to have a dealer or importer licensed by ATFcomplete and submit the form.

15. If a nonimmigrant alien has another person (such as a lawyer or huntingguide) complete the ATF F 6NIA (5330.3D) for him or her, the person whocompletes the form must answer the questions with information about thenonimmigrant alien (e.g., under “Residential address,” the person should putthe address of the nonimmigrant alien, not his or her own address.) Inaddition, the nonimmigrant alien must sign the certification statement inquestion 15.

16. The application must be prepared in duplicate. The signature required byquestion 15 must be in ink on both copies. Other entries must be printed inink or be typewritten. All required items on the form must be completed oryour application will not be approved. The application should be submittedto: Bureau of Alcohol, Tobacco, Firearms and Explosives, Firearms andExplosives Imports Branch, 244 Needy Road, Martinsburg, WV 25405. Italso may be faxed to 304-616-4554.

17. If you are able to receive faxed documents, we encourage you to provideyour fax number (including your country code) in question 4. We oftenexperience delays with international mail. If we are able to fax you ourresponse it will reduce the possibility of delay.

18. In general, nonimmigrant aliens are prohibited from possessing or receivingfirearms or ammunition in the United States. There are exceptions to thisprohibition, including: (1) a nonimmigrant alien in possession of a validhunting license or permit issued by a State within the United States, and (2) anonimmigrant alien in possession of an invitation or registration to attend acompetitive target shooting event or sports or hunting trade show sponsoredby a national, State, or local organization devoted to the collection,competitive use, or other sporting use of firearms.

19. Accordingly, you must attach documentation to your ATF F 6NIA (5330.3D)application that establishes you fall within exception 1 or 2 of paragraph 18in order to demonstrate your possession of the firearm(s) and ammunition inthe United States will be lawful. In order for your application to beapproved, you must provide ATF with a copy of either: (1) a valid, unexpiredhunting license or permit issued by a State within the United States (thehunting license/permit does NOT have to be from the State where you will beimporting and/or using the firearm(s) and ammunition), or (2) an invitationand/or registration confirmation to attend a competitive target shooting eventor sports or hunting trade show, sponsored by a national, State, or localorganization devoted to the collection, competitive use, or other sporting useof firearms. If you fax this documentation to ATF, please make sure thedocument ATF receives is legible. We suggest you fax a legible photocopy ofthe document.

20. Most States issue hunting licenses and permits to nonimmigrant aliens, oftenover the telephone or through a website. If you need information aboutobtaining a State hunting license or permit, we suggest you contact a Stategovernment.

21. If you are attending a shooting event or trade show and are not sure if itqualifies for the exception, please contact ATF’s Firearms and ExplosivesImports Branch prior to submitting your application. ATF can tell youwhether the event qualifies. If it does not qualify, you may instead supportyour application with a hunting license or permit from a State within theUnited States.

22. Question 11 requires the applicant to provide any known admissionnumber or alien number he or she has received from the U.S.Citizenship and Immigration Services. Not every nonimmigrant alienwill have an admission number or alien number. In particular,Canadians often will not have one of these numbers. If you do not haveone of these numbers or cannot recall a past number, answer question11 “N/A.” For your information, an admission number is the number onan USCIS Form I-94 or USCIS Form I-94W, the arrival/departure formU.S. Customs and Border Protection completes at a port of entry. Analien number is an U.S. Citizenship and Immigration Services filenumber certain nonimmigrant aliens are given, such as nonimmigrantaliens with employment authorization documents.

23. Only nonimmigrant aliens seeking to temporarily import firearms fromCanada should answer question 12. This question requires allnonimmigrant aliens seeking to import firearms from Canada toprovide their Firearms Possession License Number and/or FirearmsPossession and Acquisition License Number. In addition, onlynonimmigrant aliens seeking to import firearms from Canada shouldanswer question 15h, listing the Firearms Registration CertificateNumber of each firearm they seek to temporarily import. If you do nothave a Firearms Registration Certificate Number for a particularfirearm, you should write “N/A”.

24. You may list all the firearms and ammunition you seek to temporarilyimport on one application. If necessary, attach additional pages toprovide the information requested in question 15. Write your full namein the upper right hand corner of any additional pages.

Approval

25. If your application is approved, ATF will send you an approved ATF F6NIA (5330.3D) import permit. Please note, the approved permit willstate that the firearm(s) and ammunition authorized for importationmust be taken back out of the United States when you leave thecountry, excluding any ammunition that is used while in the UnitedStates. It also will state that you may not transfer the firearm(s) orammunition to another person while in the United States. ATF also willnotify you if your application is denied (or partially denied) and thereason(s) for denial. In some cases ATF will inform you that it needsadditional information to process your application.

26. An approved ATF F 6NIA (5330.3D) import permit is valid for one yearfrom the date of approval (the date listed in item 19). During that yearyou can use the permit repeatedly to import the firearm(s) andammunition listed on the permit, as long as one of the followingconditions is met at the time of importation: (1) you possess anunexpired valid hunting license or permit issued by a State within theUnited States, or (2) you possess a current invitation and/or registrationto attend a competitive target shooting event or sports or hunting tradeshow sponsored by a national, State, or local organization devoted to thecollection, competitive use, or other sporting use of firearms. Theinvitation and/or registration must have been submitted with yourapplication to ATF and approved by ATF as a qualifying event.

27. When you are ready to enter the United States with your firearm(s)and ammunition, you must present your approved ATF F 6NIA(5330.3D) to the U.S. Customs and Border Protection. You also mustpresent U.S. Customs and Border Protection with documentationdemonstrating that you fall within an exception to the nonimmigrantalien prohibition (i.e., State hunting license/permit; invitation and/orregistration).

Privacy Act Information

The following information is provided pursuant to Section 3 of the Privacy Act of1974 (5 U.S.C. section 552(a)(e)(3)).

1. Authority. Disclosure of the information requested on ATF F 6NIA(5330.3D) is mandatory pursuant to 18 U.S.C. §§ 922(g)(5)(B) and925 for a nonimmigrant alien to obtain a permit to temporarily importfirearm(s) and ammunition.

2. Purpose. To determine if a nonimmigrant alien can lawfully obtain a permitto temporarily import firearm(s) and ammunition, and if the firearm(s) andammunition qualify for temporary importation.

3. Routine Uses. The information will be used by ATF to make determinationsset forth in “purpose” section above. In addition, information may bedisclosed to other Federal, State, foreign and local law enforcement andregulatory agencies personnel to verify information on the application, toconduct a background check on the applicant, and to aid other lawenforcement and regulatory agencies in the performance of their duties withrespect to the enforcement and regulation of firearms and/or ammunitionwhere such disclosure is not prohibited by law. The information may furtherbe disclosed to the U.S. Justice Department if it appears that the furnishing offalse information may constitute a violation of Federal law. Finally, theinformation may be disclosed to members of the public in order to verify theinformation on the application when such disclosure is not prohibited by law.

4. Effects of Not Supplying Information. Failure to supply completeinformation will delay processing and may cause denial of the application.
