Social Justice Radio: A Strategy for Long-term Change byRobertaRael

NewMexicoisastaterichindiversitywithrespecttogender,race, ethnicity and social class.Yet, even though young peoplemay share the same classroom,theymayneverspeaktoonean-other,letaloneengageinaprojectortasktogether.

YouthMediaisanimportantplatformtochallengetheseovertdivisions. But the platform isnotthesolution—thesolutionisdesigningyouthmediaprogramswithanintentionalsocialjusticeframeworkandcommunity-buildingapproach.Thisframeworkiscriticalinasocietythatstill stereotypes, underestimates, and discriminates youngpeople,peopleofcolor,populationsfromlowersocio-economicstatus,andyouththatlivealternativelifestyles.

With intentionalprojectdesign that isbasedona socialjusticeframework,youthmediacansowtheseedsofequityandfacilitatelong-termchangeinourcommunities.

“Social Justice Radio,” Continued from Page 1countryandoneoftheworstdropoutratesalongwithhighratesofteenpregnancy,teenviolenceandsuicide.Inaddi-tion,bleakstatisticsindicateinequityandasenseof“pow-erlessness”amongyouth.ItisinthissettingthatKUNMlauncheditsYouthRadioProjectin2004.Oursocialjusticeprinciplesarerootedinthedivisionswecontinuetoseeinourcommunities.

Asayouthradioproject,wetrainteenstoapproachjour-nalismandbroadcastingfromasocialjusticeframework.Thisishowitworks:•Teenparticipantsgooutintothecommunityandparticipateinorganizing/civicengagementactivities—highlightinggrass-rootscommunityorganizing,youthactivists,andpeacemakers.

• They are challenged to expand their understandingof social justice, democracy, inclusion, and equity.

•Then, they create radio segments, using media to givevoicetolocalactivism,whichoftenextendsnationallyandinternationally.

The radio station provides a venue for over a millionlistenersincentralandnorthernNewMexico,raisingaware-ness,dispellingstereotypes,anddevelopingasenseofprideinthecapabilityofNewMexicanyouth.

Afterwards,theproductionsareevaluatedbasedontwokeyquestions:“Howwascommunityserved?”And“Whatdid the youth producers learn about an issue or about thecommunity?”

Weattempttobringyoungpeopleacrossdifferenceto-gether,becausewerealizethattheyhavebeenimpactedbyeightyearsofpubliceducationalpolicies,perpetuatingthestatusquoandlimitedcriticalthinkingintheclassroom.And,theyhavebeensubjectedtothevaluesofpop-culture(real-ityTV)andcorporate-ownedmainstreammedia,whichusefear tactics and survival of the fittest theory to distract from therealissuesinourcommunities,promotingdeceptionandmanipulation.Asixteen-year-oldinthiscountryhashadabouthalf of their life influenced by these two factors, drastically affectingtheiridentitiesandrelationshipswiththeirpeers.

Inaddition,thebroadersocietystilldoesnotseeyoungpeopleaschangeagents,despite themanystrides that thepositive youth development field has made. Youth who are organizingagainstpoliciesandstructures,basedininstitu-tionalracismandsocialclassism,haveveryfewvenuestoinformandeducatethebroadercommunityoftheirorganizingefforts,victories,andlessonslearned.

Youngpeoplehaveagoodhandleontheirreality—theyarehungryforchangeandwanttobepartofcreatingchange.

Theyrelishtheopportunitytocreatesociallyconscioussto-ries,andmakinganimpactthroughthemedia.

Adultmentorsinyouthmediaprogramsarerolemodelsandalliesthatmakealong-terminvestmentintheeffortsoftheprojectandtheyoungpeopletheyserve.Formanyyoungpeople,thisdynamicisnewandbreaksthewallsofadultvs.teen.This supportivedynamic,alongwith theopportunitytoworkwithpeersinanauthenticallydiverseenvironmentcommittedtosocialjusticeprinciples,helpsteensseetheircommonalitiesandstickthroughthechallengeoftrustingoneanother.

In project evaluation and reflection, the youth participants expresshowtheyhavechangedasaresultofbeinginthisproject.JonquilynHill,an18-year-oldparticipantexplains:

“Ineverreallycaredaboutsocialcausesorissuesbeforethisproject,Iusedtothinkmoreaboutgoingtothemall,hang-ingoutwithmyfriends,butnowIseehowIcanmakearealdifferenceinmycommunityandbecauseofKUNMYouthRadioIhavedecidedtopursueadegreeinJournalism.”

Social Justice and Power Analyses

Sowhatissocialjusticeandhowdoyoudesignayouthmediaprojectusingsocialjusticeprinciples?

Conceptions of social justice can be broad, but in theyouth media context at KUNM; we define social justice as livinginajustworldwhereeverymemberofsocietyhasthebasic human rights and equal access to all of the benefits of society.

Youthmediaorganizationsseekingtoincorporateastrongsocial justice element into their programs first must commit to givingvoicetothevoicelessamongstyouththemselvesandbeintentionalinrecruitingyouththatwouldnormallynotbeincludedinmediaprojects.Beyondethnicandculturaldiver-sity,youthfromvarioussocio-economicclasses,geographyandlifeexperiencesshouldbeincluded.

Second, youth media organizations must examine thepoweranalysisoftheirlocalcommunity.

Askquestionssuchas:

• Who holds the financial power in my community?

•Whatarethestatistics,whoisfairingwellandwhoisnot?

•Whocontrolsthemediaandthemessaginginourcom-munity?

Doingapoweranalysisofyourownenvironmentispar-ticularlyimportantforyouthradioprojectsthatareoperatedoutofpublicradiostations,whoseregularaudienceandcon-tributorsareofteneducated,middle-class,dominantculture,privilegedmembersofoursociety.

Afterconductingthispoweranalysislookatyourweak-nessesandwhatareasneedtobestrengthenedforlong-termcommunitychangeasyourNGO/Mediaoutletisavehicleforlong-term change. Choose four or five social justice principles asareasthatprogrammaticallyyoucanmakeacommitmenttoandcreateintentionalprogramdesignaround.

Itisalsohelpfultoengagetheprinciplesofmulti-cultur-alismandinclusionwhendesigninganequitable,inclusiveenvironmentforyouthmediaproduction.

Suggestions to the Field

Educatorsinterestedindesigninganintentionalyouthme-diaprojectcommittedtosocialjusticeandlong-termchangehastolookattheareasthathavenotquite“madeit”fromasocialjusticeframework.Someoftheseareastoconsiderare:

GenderEquity:Howdoyoucreateagenderbalanceinskilldevelopmentfortheparticipants?Makesurethatyourprogram participants have a gender balance and mix uptasks and roles. For example, the first cohort of Youth Radio Participantsincludedyoungfemalesofcolorwhoweremorethenwillingtobeengineers,producersandscriptwritersbutdidnotwanttobeonair.Wecreatedapracticethattherehadtobegenderbalanceinallareasofourprogramming.Sothereisalwaysafemalehostandamalehostforeachofourproductions.

Race/Ethnicity:Areyourepresentingyourcommunity?Istheiramulti-culturalbalanceingivingvoicetounder-repre-sented groups in the field? Answer the questions and make sure thatyourrecruitmentprocessisbasedonmulti-culturalismand inclusion. Look at your pool of applicants and fill based onwhatracial/ethnicgapsexist.Forexample,ifseveralLatino

orCaucasianyouthhaveapplied,targetrecruitmenteffortstoNativeAmerican,AfricanAmericanandAsianyouth.

SocialClassandGeographiclocation:Inadditiontorace/ethnicity,considerreviewingandanalyzingyouthparticipantsbasedongeographicrepresentation,schooldemographicsandsocio-economicclass--allkeytoasocialjusticerecruitmentapproach.Forexample,inNewMexico,thereisanimportantcorrelationbetweenclassandgeographic location.Asyouserveyourprogramparticipants,ensurethatthe“voice”ofcommunitiesacrosssocialclassesareconsidered.

Inter-generationalConnections:Youthandadultswhoformequalpartnershipsarebetterabletobridgesocialjusticeissues—together,theycanpartnerforlongterminvestmentsinchange.ForanyyouthprogrammingtheissueofAdultismandprivilegehastobeonthetable.TheKUNMprojectstruc-tureprovidesthreetiersofinter-generationalconnections:theteensandmid-schoolyouthparticipants,youngadults(19-25)withradioexperiencewhoworkinamentorshipcapacity,andprofessionaladultsinthebroadcastingand/oryouthdevelop-ment field. Mentorship is designed in the project so that every participantisinvolvedinthelearningprocess.

SexualOrientation,Life-styleandlifeexperiences:Theprojectisdiligentinhowtheairtimeissharedandutilizedinordertogetmanydifferentvoicesandstoriesouttotheaudience.Youthwhorepresentallareasofourcommunityareincludednotonlyasproducersbutalsoontheair.

Civic Engagement/Youth as change agents: How canyouthmediabreakthestereotypeofyoungpeopleasunen-gaged,apatheticandself-centered?Mainstreammediahasbeenextremelyeffectiveatportrayingteensinanegativelensthatencouragesfear.Onewaytocombatthesearchetypesistohaveyouthmediaproducersfocusonamplifyingtheirpeersthatarecommunityactivistsandorganizers,illustratingyouthperspectiveoncommunityissues.Thisisanexcellentstrategytocombatthesestereotypesandmodelpeerleadershipandsharedempowerment.

Next Steps

Youthdonotgenerallyseethemselvesascapableofcreat-ingsocialchange.Weknowthatifpeoplecannotexperiencepoweratayoungage, there ismoreofachance that theyfacealifetimeoffeelingpowerless.Butifyoungpeoplecanexperienceanenvironmentthatisjustandequitable,encour-agingthemtobestorytellersofsocialjustice,newrealitiesandpossibilitieswillemerge.Youthmediaprogramshaveanincredibleopportunitytore-directpatternsofpowerlessandpower,foryoungpeoplenow,andforfuturegenerationstocome.
