Mary Virginia Gaona, known to all as “Ginger”, passed away July 14, 2012 in Oracle. She was born Dec. 7, 1938 the only child to the late Dora Varela. Ginger was raised in Campo Bonito and in Oracle where she helped her mom in “ Dora’s Cafe.” She graduated from San Manuel High School in 1957, married David Clark that same year and started her family. Ginger had two children David Jr. and Roberta. Many from the area

remember her as their bus driver. She drove the San Manuel High School kids for the Oracle School District for 11 years. She was later employed by Pinal County in Florence and in Mammoth. Ginger married Dario Gaona in 2000. She enjoyed spending time with family and making an occasional trip to the casino with her husband. Ginger was very talented in her hobbies of knitting, scrap-booking and especially in quilting. She leaves behind her

Services will be held on Saturday, July 28, at St. Helens Catholic Church in Oracle. Mass

will be celebrated at 9 a.m. Interment will follow at the Oracle Cemetery.

All persons arrested are presumed innocent until proven guilty in a court of law.July 16 Burglary was reported in the 2000 block of West El Paseo, Oracle. Attempted theft of two motorcycles was reported in the 1000 block of West Paseo Redondo, Oracle. A garbage can was reported stolen in the 100 block of East Webb Drive, San Manuel.July 17 A PCSO deputy was asked to deliver an emergency message to a person in the 1700 block of East Las Piedras Lane, Oracle. Family members had tried to contact her, but her phone line was out due to storm damage. The deputy allowed the woman to use his cell phone to contact her family and then helped her contact CenturyLink to get the phone line fi xed.July 18 Criminal damage was reported in the 2000 block of West El Paseo, Oracle.

July 19 Theft of a television was reported in the 1500 block of North Calle Zamora, Oracle.July 20 Albert James Carpenter IV, 55, Oracle, was arrested in the Oracle area and was charged with disorderly conduct. He was transported and booked into the Pinal County Jail in Florence. Marissa Danielle Lechuga, 29, Oracle, was arrested at the Oracle Substation and was charged with fraudulent schemes and artifi ces, traffi cking in stolen property and theft. She was transported and booked into the Pinal County Jail. Donkeys were reported in the road in front of Dollar General in Oracle. An accident was reported in the 65000 block of East Rolling Hills Drive, SaddleBrooke. A vehicle hit and ran over a mailbox.July 21 Alex Amador Ramos, 28, San Manuel, was arrested in the 100 block of Fourth Avenue, San Manuel, and was charged with aggravated assault. He was transported and booked

The Mammoth Volunteer Fire District is looking for citizens to serve on a newly created Fire District Board. Candidates are needed for

the board election, which will be coming up this Nov. Candidates must live within the Mammoth Fire District. They must pick

Mammoth Fire District needs board membersup an elections packet at the Pinal County Elections Department at 383 N. Main St. in Florence. The packet will consist of an application, information, forms and petitions. The potential candidate must turn in a petition with at least 12 signatures from registered voters that live within the Fire district. The petitions and paperwork will have to be submitted to the Pinal County Elections Department. Information on filing deadlines is available at the elections

office or by calling the Pinal County Elections Department at 520-866-7550.

The Mammoth Volunteer Fire District Board will consist of three members serving a four-year term. If there are not three candidates, the Pinal County Board of Supervisors will appoint members to the vacant slots on the Board.

Fire Chief Rudy Burrola and Sue Burrola, Secretary said, “We are looking forward to receiving input from the new Board and

welcome their assistance in keeping the Mammoth Fire district running smoothly.”

The Board duties are similar to those of the local school board. They will hold monthly meetings which are open to the public. Upon being sworn in as Board members, they will elect among themselves a Chairperson and Secretary.

Their second order of business will be to select and hire a manager for the fire department and empower them with the duties of the fire chief.

The fire chief will be the Board’s only employee. The fire chief/manager will be responsible for the hiring of firefighters and first responders and the day-to-day operations and administration of the fire department.

The Board will develop a working relationship with the fire chief; approve budgets, expenditures, annexations and mergers. The Mammoth Volunteer Fire Department’s proposed budget for 2012-2013 is currently $811,236.00.

PFC Anthony “Tiger” Lopez Jr. recently completed AIT at Ft. Sam Houston,Texas, and Basic Training earlier at Ft. Jackson, South Carolina. Anthony has trained in the medical field as a mental health technician. Anthony is the son of Anthony M. Lopez Sr. and Maria Lopez of San Manuel. Anthony and his wife Victoria will be stationed at Ft. Bliss, Texas, where he will be attached to the 1st Armored Division,

Editor, San Manuel Miner: On July 17, the Pinal County Planning and Development Services Department mailed out “Notice of Public Hearing” documents to the public, requesting written comments - either for or against - regarding the proposal by Verizon Wireless to erect a new 150-foot high cell phone monopole transmission tower within the boundaries of the present unincorporated town of Oracle, AZ. These written comments may be made either by letter, or by e-mail, but must be filed in any case with the Department no later than 5 p.m., Monday, August 6, 2012. (Speak now, or forever hold your peace!) Your statement MUST contain the following information:• Planning Case Number PZ-003-12• Your name, address, telephone number, and property tax parcel number (print or type, please).• A brief statement of reasons for supporting or opposing this proposal.• Whether or not you wish

Make your opinions heard now; don’t wait until after the public hearing, and just grouse about this issue to your neighbors at the Oracle Post Office at noon ...Proposal Background Since September, 2004, the issue of where to install additional cell phone transmission towers to provide adequate cell service to both the citizens

of Oracle, and the Oracle Fire Department, has been a thorny problem. The hilly topography in and around Oracle is not kind to radio frequency wave propagation. Nextel Wireless was the first cell service provider to request from Pinal County a special use permit to erect such a tower, 150-feet high, to be placed on the flat hilltop just north of the Oracle Town Market. A group of Oracle residents formed a coalition to mobilize opposition to this permit - not because we were against better cell phone service (duh!), but because of the location selected. The tower would obviously have been a serious flight safety hazard for Emergency Medical Services (EMS) air ambulance service coordinated for the Tri-Community area by the Oracle Fire Department (OFD), which then operated out of a temporary unpaved landing zone just north of the Oracle Justice Court building. In addition, the scenic intrusion on the historic center of Oracle would have been overwhelming, as would

have been the effect on home values in the area dominated by the tower. Also, Oracle has two historic properties in that location that are listed on the National Register of Historic Places - neither of which would have had their cultural resource values improved by such a tower. Due to the strength of these arguments by this local opposition, first the P & Z Commission voted to recommend the Board of Supervisors deny this permit proposal, and then the County Board of Supervisors declined to issue a special use permit, and this tower proposal died. Spurred on by the need for a better EMS landing zone, Oracle citizens, the OFD, and the County Public Works Department organized a drive to build a first-class EMS helispot for Oracle, constructed to meet the then-current Federal Aviation Administration (FAA) specifications and guidelines for such a facility. Funded by donations of cash, volunteer labor, supplies and material, the Oracle-Briggs EMS Helispot was completed on Pinal County Land, west of the Oracle Justice Court building, in May, 2005. FYI, the value of such a facility today is probably a bit north of $60,000. In September, 2010, Pinnacle Consulting, Inc., representing Verizon Wireless, submitted a new proposal to Pinal County for a Special Use Permit (SUP) to construct a 73-foot high tower - in the form of a “stealth” pine tree - on the

self-same site overlooking the Oracle Market. Basically. nothing had changed insofar as the tower site being an intrusion on the town, and a flight safety hazard - now to a County-owned FAA-spec. EMS helispot!! The tower was just a shorter structure, in the guise of a fake tree. “Same gent - just a new suit of clothes!” as the saying goes... Again, our opposition group mobilized, and went through a similar set of permit process gyrations, opposing the site, but not a new cell phone tower install, per se. Again, at the P&Z Commission hearing, the vote was to recommend denial of the permit by the Board of Supervisors, following which Pinnacle Consulting, Inc. withdrew this proposal from consideration. Following this unilateral action, District One Supervisor Pete Rios put his oar in the water to help seek a compromise to the dilemma. Members of our group, the OFD, Chad Ward of Pinnacle Consulting, Inc., and Pete Rios met in Oracle in early spring, 2011, to strategize this issue. The decision made was that we would launch an immediate public-input search to seek Oracle landowners who would agree to offer up their property for consideration for a site for a cell tower. Supervisor Rios, our group and the OFD would host public town meetings at the Oracle Community Center (OCC) to publicize the search goals, and Chad Ward would explain the

engineering parameters of an acceptable site. We would do the legwork to accept site offers, and Ward and the OFD would inspect each site, and determine the top three viable candidate sites. Approximately 15 landowners responded, and Ward selected the top three sites for submission to Verizon Wireless engineers. At a final town meeting, attendees were presented the ranked list of three sites, and they voted to recommend the site which is at the southeast corner of the intersection of Oracle Turbine Road, and American Avenue. This is the site where Verizon Wireless is proposing in their permit application to erect their 150-foot high monopole cell phone tower - adjacent to the existing AT&T cell tower that has been in operation for some years. The goal of Verizon Wireless is to start construction this fall, and have the tower in operation before the end of 2012. This is where local Pinal County residents come in. If you agree with this proposal, write or e-mail the Pinal County P&D Department, and let Ashley MacDonald know about it. Likewise, if you disagree with the proposal, voice your opinion. Just keep in mind in making that decision, that improved Verizon Wireless cell service will not only help those Oracle residents who rely on Verizon for their cell service, but also help the Oracle Fire Department better meet their emergency response services to all of us who live in Oracle. So, vote smart! And remember the August 6 deadline for contacting the Pinal County P & D Department. Remember, you snooze, you lose! The library’s summer clubs will show off what they’ve been doing these past few weeks with a fashion show, robotics

competition, model rocket launch, a movie screening and more are all on the program. The library would like to thank summer youth work-ers, Marcel and Angel Es-quivel, whose outstanding efforts kept things going in spite of many unfore-

seen challenges. Thanks to Celeste Andresen, who not only led the Arizona Animals Club, but also conducted the soundwalk and field trip on World Listening Day. (Come to the exhibition to see the casts of animal tracks that the kids made during the

field trip.) Thanks to Analicia Estrada, who fearlessly led both the Arts & Crafts Club and the Fashion Club, and who put together the fashion show. They also appreciated help from Antonio Gastelum, who helped launch the Chess

Ernest Bustamante, a Democrat, has announced that he is running for Arizona State Representative in the newly drawn Legislative District 8, which includes: Globe, Miami, Superior, Kearny, Hayden, Dudleyville, Winkelman, Mammoth, San Manuel, Oracle, Florence, Eloy, Coolidge, Casa Grande, and San Tan Valley. Democrats (38%) outnumber Republicans (28%) by ten points in Legislative District 8. Ernest has also been active coaching Pop Warner Football, Community Schools basketball, boxing, and volunteering with the Eastern Pinal Literacy Council. But the role he is most proud of is being a husband and father of three children. Ernest and his wife, Martha, have been married 35 years and currently reside in Mammoth.

Bustamante stated, “I understand the needs of working families and the issues that we face, especially in this tough economic climate. As State Representative, I will work diligently to create jobs, support education, and promote new sources of

Erik Romero joins Mammoth Town Councilwas proud of what the people of Mammoth and the new Town Council has done. “I see a good future for the Town of Mammoth,” he added. The Council approved a motion to allow Accounts Payable to pay utility bills and health insurance prior to the regular scheduled council meeting. It was brought up that the previous administration had allowed bills to go unpaid even after receiving letters from creditors saying bills were past due. The budget was approved as well as the ordinance levying the rate of assessed valuation of .6259 per $100, the same rate as last year. The Council voted to temporarily terminate the Town’s website. The website had not been updated since January. The Town’s Attorney said that he had received a call from the Attorney General’s offi ce that a complaint had been received about the website not being updated.

Per statute, the website must be up to date. Towns with a population of less than 2,500 are not required to have a website but if they do, it must be

the San Manuel Pool began hosting a weekly water polo event where people of all ages were engaged in friendly games of water polo and splashball.

While the community’s response was luke-warm at first, the most recent water polo night boasted over 30 participants.

“Splashball combines game play of soccer with the fun of being in the water,” says Alex Gort, the coach of the local Sea Lions swim team and a regular water polo night

By Mila Lira ABC Training and Rehab recently sponsored a football combine to help prepare local high school football players for their upcoming football season. Teams participating in the one day event were Superior High School, Salt River High School, Ray High School, Hayden High School, Globe High School, San Carlos High School and San Manuel High School. The seven teams competed in eight events that were designed to help build agility and strength. Each team brought five players to compete in the combine. The events were bench press, squats, 40 yard dash, 5-10-5, L-Drill, Vertical Jump, Long Jump and Med-Ball Throw. The top two teams were Globe and Hayden. They competed in a tug of war

challenge to determine the winner of the grand prize. Hayden High School won the grand prize which was a deluxe Gatorade Sideline package. Each of the events was monitored by the staff of ABC Training and Rehab in total there were five Physical Therapists, three Physical Therapy Assistants, two Certified Athletic Trainers and a Physician’s Assistant. Local Doctor Jeff Crawford also offered assistance during the event. The teams ranked in the following order with their cumulative event scores: Globe-28, Hayden-16, Superior-11, San Manuel-11, San Carlos-8, Ray-1, Salt River-0. Following the event held at the Superior Memorial Football Field the teams were treated to a barbeque hosted by the Red Bear Outfitters. The event

also received support from the Superior Unified School District Coaching staff and administration, Taylor Floor Installations, Stallings Insurance, Porters Café, Rose’s Roses, Leo’s Grocery and Los Hermanos Restaurant. This is the second year that the combine has been hosted to benefit local teams. ABC Traning and Rehab Athletic Director Trainer Patrick Castillo currently volunteers with the Superior Football team to provide game day assistance with any injuries. He does welcome other student athletes who may need some physical therapy assistance. He can be reached at 480-236-0004. Local high school football seasons will be starting on August 16. By Frank Smith The San Manuel High School Miner Football program will hold its annual camp which will begin Monday, July 30. The camp schedule for the

week: check – in will begin everyday at 11:45 a.m. in the San Manuel Gym. There will be a Mammoth bus run starting at 11 a.m. and picking up at Corker’s, Circle K, and La Casita.

There is no Oracle bus scheduled at this time. There will be a walk through from noon – 1 p.m. every day to understand the offensive and defensive systems. From 1 – 3:30

p.m. there will be a free period in which the players are allowed to go home or rest in the gym. It is suggested during this time to eat lunch and get some rest (lunch will not

All players must report back by 3:30 p.m. to the gym to get ready for practice from 4 – 7 p.m. After practice, there will be a Mammoth bus to take players home at 7:15 p.m. There is no Oracle bus scheduled at this time. The same practice schedule will be followed Monday through Friday. However, on Friday the players will be staying overnight in the gym. Dinner will be

provided Friday night, breakfast will be provided Saturday morning and lunch will be provided Saturday afternoon. The Mammoth Bus will then pick up at 4:30 p.m. for those players living in Mammoth. Head coach Steve Elmore said, “I am very excited for this season to start. I look forward to seeing a lot of participation throughout the year from the Mammoth/San Manuel Community.”

His background in public service includes over 12-years in the Navy Reserves with several active duty tours in: Iraq; Afghanistan; and supporting Navy Special Warfare Unit 10, Special Operations Command Africa. at Aravaipa Campus 2012 summer program was a great success for its twenty-sixth year.

There were 41 students participating in the program, which lasted from July 9 to July 19. The Kids for College Program provides second to sixth graders from the surrounding communities of Oracle, Mammoth,

San Manuel, Kearny, Hayden-Winkelman, Dudleyville, Superior and Aravaipa an opportunity to study various subjects and themes in a hands-on environment.

This year’s theme was World of Plants. The students learned about plants by planting and growing different types of plants. They then studied how the differences in water, light and soils effected the plan’s growth.

They learned about the structure of the plants different parts and plant adaptations. Ethnobotanist Martha Burgess led the students on a desert walk, pointed out the different desert plants and described how they are used by animals as well as humans.

On Thurs. July 19, the final day program ended the College for Kids program for the year. Many of the participants got up in front of an audience of parents, grandparents and friends, told everyone what they most liked about the program, and then introduced their PowerPoint presentation.

Certificates were then given to all the participants by the Coordinator Jamie Wolgast.

High School Fall Sports are Cross Country, Football, Volleyball, Swimming and Spirit Line; for Junior High, Football, Volleyball, and Sports Line. All students who wish to participate in sports must have a physical, submit parent permission, pay the activity fee and have a birth certificate on file prior to participation. Physicals will be conducted at the Sun Life Health Center on July 25th, from 8 am

– 12: Noon. The cost per physical is $25. As always, you may choose to take your child to your physician for a physical. The forms for physicals are available at the High School Office. Dress Code: The Governing Board voted to amend the district-wide dress code for all grades, beginning August 9. Please take the time to review these guidelines before purchasing clothes for school, as students must stay within these guidelines each day. Failure to follow dress code will result in disciplinary action, which may be having the student change their clothes or be sent home for the day. The amended dress code now allows for the wearing of jeans or jean shorts. Pants and shorts must be blue jeans or khaki colored; must be in good repair: no rips, tears or holes and not faded; must fit properly; contain no logos larger than one inch; jeans must extend no further than the wearer’s shoe and shorts must be mid-thigh length or longer. The dress code is, otherwise, the same as it was last year. If you are a new student or otherwise have questions regarding the dress code, please call San Manuel Junior/ Senior High at 520-385-2336, ask at registration or plan to attend the open house. Open House 2012: The annual open house for parents will be held on August 21 from 5:30 to approximately 7:15 p.m., beginning with a general information meeting at the cafeteria at 5:30 p.m. sharp. Standardized Testing: Standardized Testing for students is mandatory. Students must be in

attendance on these dates: Juniors and Seniors will be re-tested for AIMS High School Writing on October 23; Reading on October 24; Math on October 25. Sophomores, Juniors and Seniors will be tested for AIMS High School Writing on February 25; Reading on February 26; Math on April 9 along with ninth grade Stanford 10; Science on April 10. Seventh grade AIMS writing and eighth grade AIMS science tests will be administered on April 10; AIMS Junior High Reading, Part 1 on April 17; Reading Part 2 on April 18; Reading Part 3 on April 19. Important Dates: Please remember these dates, to help you plan your child’s schedule. August 9 is the first day of school; August 21 is the open house. GVWR or more; includes the power unit by itself, the combination of the power unit and trailer, or the trailer separately.“Motor vehicle parts, components, accessories” means any part, component or accessory from any vehicle propelled by means of an electric, gasoline, diesel, propane, or alcohol fueled engine.“Owner or owners of record” means the person(s) or entity indicated on the records of the county assessor as the owner of the property in question on the date of an alleged violation. “Person” means any individual, corporation, company, partnership, firm, association, union, society, or any county, city, town, state or any subdivision or agency thereof and includes any trustee, receiver, assignee, or personal representative thereof.“Recreational Vehicle” means any item of personal property driven or hauled for recreational uses including, but not limited to: travel trailers, motor homes, boats, boat trailers, tent campers, buses or other similar recreational items “Resident/occupant” means a person or persons who are occupying a building or structure and are using it as a place of abode, a place of residence or a place to live on either a temporary or permanent basis.“Scrap” means any item or substance which in its present condition is not and cannot be used for the original use intended, or that which has been discarded. [Ord. 61862 § 3404].“Telecommunications” for this chapter means the transmission of information of the user’s choosing between or among points specified by the user without change in the form or content of the information as sent and received. Telecommunications does not include commercial mobile radio services.“Vehicle” means every device by which any person or property is or may be transported on a street or highway that is propelled by means of an electric, gasoline, diesel, propane, or alcohol

fueled engine, including, but not limited to, heavy trucks, public safety, public service, and recreational vehicles.2.185.050 Vehicle parking. (Requirements covering all vehicles)A. , Unless otherwise prohibited or restricted in this chapter ,vehicles may be parked on residential or rural property provided said vehicles comply with all the following requirements:1. Vehicles must be owned or leased by the current resident/occupant of the parcel.2. Vehicles shall not be up on jacks, blocks or other similar equipment.3. Vehicles shall not have deflated tires, nor have the chassis, engine, body parts, wheels or tires removed.4. Said vehicles shall not be parked in such a manner as to block access to sidewalks or driveways/entrances to any other property.5. Vehicles must have a current, valid registration affixed to the license plates. The lack of a current license plate and/or license tag or an expired license tag affixed to a vehicle shall constitute proof that a vehicle does not have a valid and current registration.6. No more than two personally owned vehicles may be offered for sale at any one time.7. Vehicles must currently be operable. B. Public service and public safety vehicles may be parked by a resident in any residential or rural zoning district if the vehicle is required to be available at designated periods at the person’s residence as a condition of the person’s employment and either of the following applies pursuant to Arizona Revised Statutes 11-269.10: 1. The resident is employed by a public service corporation that is regulated by the corporation commission, an entity regulated by the federal energy regulatory commission or a municipal utility and the public service corporation, federally regulated utility or municipal utility is required to prepare for emergency deployments of personnel and equipment for repair or maintenance of natural gas, electrical, telecommunications or water infrastructure, the vehicle has a gross vehicle weight rating of twenty thousand pounds or less and is owned or operated by the public service corporation, federally regulated utility or municipal utility and the vehicle bears an official emblem or other visible designation of the public service corporation, federally regulated utility or municipal utility.2. The resident is employed by a public safety agency, including police or fire service for a federal, state, local or tribal agency or a private fire service provider or an ambulance service provider that is regulated pursuant to Arizona Revised Statutes title 36, chapter 21.1, and the vehicle has a gross vehicle weight rating of ten thousand pounds or less and bears an official emblem or other visible designation of that agency.2.185.055 Heavy trucks; standing, parking or storage.A. dilapidated, deteriorated or unsafe buildings and infrastructure. The goal of the program was to encour-age economic growth and eliminate substandard buildings. These redevelopment plans were funded by using tax increment financing. At the onset of improvement,

a tax levy is placed on the property, establishing its tax levy base year. As the property is improved, its assessed valuation goes up. Upon completion of the property’s development, the difference between property taxes collected before and after the rede-velopment is given to the municipalities to pay for part or all of the improve-ments. Casa Grande established two redevelopment plans: the High School redevel-opment area in 1996 and the Central City redevelop-ment area in 1998. Apache Junction established the Crossroad redevelopment area in 1998.

Both cities collected TIF funds for the projects until October 28, 2010. Accord-ing to the cities’ complaint, “the County, through its attorney, advised the cities that the treasurer would withhold all TIF funds in a separate interest-bearing account and not distribute the funds to the cities.” “Despite efforts on behalf of the City over the past 18 months to resolve these efforts short of litiga-tion, the County has indi-cated that it will not make any further payments un-less a Court requires them to,” said the Casa Grande City Council’s ratification notice. TUSCON, Ariz. - The Bureau of Land Manage-ment (BLM) held a public meeting Tues. July 17, 2012, at Palo Verde High School regarding the Draft Environment Impact Statement (DEIS) for the proposed SunZia Southwest Transmission Project.

The BLM is considering the right-of-way applica-tion of SunZia Transmis-sion, LLC and have been preparing an Environmental Impact Statement and Resource Management Plan Amendments for the proposed project.

The project will include the installation of 135’ tall transmission lines every 1200 to 1600 feet along proposed routes along the San Pedro River Valley in Pima and Pinal counties.

Following a 45-minute

presentation by the BLM and its consultant about the project timeline and the basic facts of the project, citizens interrupted the presentation in hopes of holding a public comment session, which as it was unscheduled and not in writing, could not be taken into the official record. This unofficial public comment session was spurred on by Peter Else, a resident of Mammoth, and member of the Winkelman Natural Resources Conser-vation District. His request to allow the public to speak following the BLM presen-tation was denied. He then proceeded to outline his concerns about the SunZia project to crowd despite not having the floor. Following Else, others took the opportunity to

speak up as well. Several speakers raised concerns about economic impacts. During the meeting, a pe-tition was circulated among the attendees, which asked the BLM to hold a full public hearing on the DEIS in Tucson and to extend the comment period beyond August 22. This petition was hand-delivered by the audience at the end of the meeting to Adrian Garcia, the BLM Project Lead. BLM will be accepting public comments until Au-gust 22. All comments must be in writing. Comments should be mailed to the Bureau of Land Manage-ment, SunZia Southwest Transmission Project, P.O.
