Washington Street Historic District Survey Form Continuation Sheet Narrative Section

Description:

The Washington Street Historic District is a three block concentration of well preserved Victorian residences on the north side of Dayton. The district spans the north side of the street from the middle of the 400 block to the banks of the Patit Creek. Bordering the row of substantial homes on the north side of the street is a line of large black walnut and locust trees which provide residential ambience and a visual boundary to the district. In addition, a low stone wall runs from the corner of Second Street to the north of the Baker property at Third and Washington and helps provide some design unity to the eastern part of the district. Houses on the south side of the street are uniformly smaller, less well preserved, and do not share the Victorian character of the nominated buildings.

The ten contributing houses are two and one-half story wood frame structures sheathed with horizontal wood siding. Constructed in the popular styles of the late 19th and early 20th centuries, the collection includes examples of both vernacular forms and high styles. For example, two of Dayton's most distinguished Italianate style houses—the Broughton House at 303 E. Washington and the Grupe House at 403 E. Washington--are included in the district. The houses feature bracketed and pedimented cornices, bay windows, and elaborate window hood moldings. The Baker House at 303 North Third is an unusual amalgamation of Italianate massing with two corner towers on either side of the facade. The Queen Anne period is represented by the Scott House at 409 E. Washington, which features the typical corner turret of the style. A more vernacular version of the pe-riod is the Gillis-Richardson House (115 E. Washington St.), a front gable house with perpendicular wing and a variety of decorative shingles, a spindlework porch and other ornamental detail. Early twentieth century examples of the late Queen Anne style include the speculative houses built at 203 and 205 E. Washington. These houses are two and one-half story frame houses with full height side wings. In addition to the residences, one of the contributing properties is a one story, brick hospital constructed in 1935 in an Art Deco style, the only example of the style in the city. Because of its architectural character, it is considered a contributing element in the district.

The contributing properties in the district are distinguished by integrity and architectural character. The noncontributing buildings include two recent ranch homes built on the lots of larger Victorian residences, a small undistinguished property built in the early twentieth century which does reflect the character of the district, and sheds

built for the Brining Hospital on the site of a demolished Victorian house.

Boundary Justification; The boundary of the Washington Street district was drawn to include the collection of late Victorian houses on the north side of the street which still convey the quality of large Victorian homes from a period when Washington Street was a prestigious residential area. Therefore the district boundaries were determined by the change in character and integrity east of the 400 block of Washington Street, and a similar change to the south of the district. The west boundary is created by Patit Creek.

Statement of Significance:

The Washington Street Historic District is an architecturally significant collection of large houses built in the late nineteenth and early twentieth centuries. Within the compact district are two of the city's finest examples of the Italianate style, several excellent examples of early twentieth century vernacular and speculative housing, and several houses in the Queen Anne style. In addition, the district includes the finest example of Art Deco design in the city. The houses in the Washington Street Historic District retain integrity, including some landscape features like the stone retaining wall on the east side of the district and the row of locust trees. Other areas on the northside do not convey the same degree of integrity or the same concentration of significant design. In addition, the district is significant for its association with several leaders in the economic development of Dayton and Columbia County.

Historical background; In 1880, when the first of the homes in the district was built, Washington Street had become a prime residential neighborhood. The land was part of Day's original 1871 plat of Dayton and the Day and Mustard Addition of 1872. It was a convenient walk to the business center on Main Street. Attorney David Higgins and Town Marshall J. B. Armstrong were the first to build their houses near the bend in Patit Creek in 1880. Although these early houses were comfortable, they were not as grand as the Italianate structure built for attorney Morgan Baker in l885--later known as the Broughton house when it was purchased a few years later by a leading commercial and land holding family. About the same, John Carr built his house with double towers and in 1889 local architect J.W. Burrows designed the Italianate style Grupe house for a sawmill owner. Other

houses in the district were apparently built as speculative investments, like the houses at 203 and 205 E. Washington, but they continued to reflect the large and comfortable quality of the earlier houses. The construction of the Brining Memorial Hospital in 1935 was the only major new building in the district. Although the institution introduced a non-residential use to the area, the importance of facility and its architectural quality underscored the continuing importance of Washington Street.

Addendum:

The district includes 5 contributing garages and other utilitarian auxiliary structures. Generally, these buildings are wood frame, gable roof one story structures built during the period of significance. Two noncontributing garages and the series of noncontributing sheds behind the Brining Hospital do not contribute to the district because they post date the period of significance or do not reflect the district's historic character.

This house was built for Emma and C. M.

Grupe. Grupe had a large sawmill and planing

t mill in Dayton.

The second owner was Chester F. Miller,

prominent lawyer, later judge (for Garfield,

Columbia 5

of the Superior Court, and active

in Dayton civic affairs for many years. It is now

Miller's grandfather was Elisha Ping, (1892-1942)

This is a pedimented

shallow hip roof two story house with double decorated brackets,

plain wide fascia

and decorative,;scroll in the pediments with pendants. Tall narrow one over one double^hung windows

with crown moi|.;,and J&ain^surrounds. Partial belt course.

Shed roof over one entry with brackets.Gable roof with bradfets ;6ver second door.

Flat area on roof suggests widow's walk once^was there (cupola).

The wraparound porch; is partially filled in; it has

square tapered posts. The porch additions and

a lack of care are evident*

There is a one story gable roof frame garage on the property.

According to Title Records, Jesse N.

Day sold this land to John Carr on June

23, 188U,

for $600. Carr probably

built the house. Carr was an early-day,

prominent resident of Dayton, a cabinetmaker by trade,

who turned his talents

into building many of the homes in town.

George Baker bought the house in 1887 for $2650.

Baker started an abstract,

real estate loan and insurance company,

the records of which are intact at the Columbia County Title Company and which were used

in this survey;

his company was very successful and continued until his sold it

and it became the Weather ford-Wallace Agency. The house was

sold in 1909 and changed hands several times until

it was purchased in 1912 by Mary E. Stephenson,

who ran a lodging house. F.

W. Gilbert bought

it in December,

1912; he was a fanner.

In 1915, George Wohlwend,

a German immigrant who was a sheep rancher bought the property.

He married Mrs. Rennewanz,

the mother of three children, one of whom was Will Rennewanz.

After the deaths of the

Wohlwends, the property passed into Will Rennewanz' hands

in 1927; Will was a stockdealer,

large home has towers on .eiflfer side, one

shingled and round, the other octagonal of original

siding. Both

tower roofs are conical and topped with finials. There are paired decorative brackets under the eaves,

giving a touch of Italianate

style to the house. Most of the windows are double hung one over one with crown molding

and decorative surrounds,

but some have been altered. The wraparound porch with tapered columns has

been partially enclosed.

There is

some inappropriate siding and window treatment.

The front door ir original, with glass

panels, and a transom over the door.

There is a pedimental

gable with decorative cut work and pendant at the

south facade. Beneath this gable

is a highly decorative hood mold over double-one over one windows.

This house is featured in a booklet entitled "Columbia County",

ca. 1905.

A farmer,

George Wohlwend, bought the

property in

1912. It was

later owned by Will

Rennewanz, a

local rancher, from 1927

until recently. Wohlwend was a German

immigrant who was a sheep rancher.

In later life he married Mrs.

Rennewanz, the

mother of Will and two other children.

After their deaths, the children

inherited the house;

two of them sold their interest

to Will Rennewanz.

(NOTE: At one

time, Wohlwend,

and later his

stepson, Will Rennewanz,

also owned the

big house adjacent to

this one,

the Baker home at

303 North Third.)

The house has been altered,

and resided.

Even though this house is

older, it

is not considered contributing to the district because

been altered. The most notible

feature is

again the stone wall along the

front of the property,

which runs down the block

from the Broughton home

to the

and she and her husband ran

it. Later one

son continued operation of the

lumber company and the

Robert, operated a concrete

company. This

latter son,

Historical Significance: _The large corner

lot was purchased from Jesse Day in

1884. M.

A. Baker was an attorney,

real estate

man and investor.

It was sold to Charles J.

Broughton in

1890 and

is still

owned by the Broughton family

corporation.Charles J.

Broughton began as a clerk in McDonald & Schwabacher,

merchants, in

1878, ended up

buying out both partners and sold out himself in

1903. He chartered the Broughton Bank

in 1909,

had large

amounts of farm land and raised prize Wheatland Shorthorn Cattle.

The family corp. has

large investments

in farm land

still, maintains the h9me and uses

it for the business meetings of the family which are held during the year.

The Broughton family has some of the

largest land holdings

in Columbia County. Family

members who live

in Dayton, Portland,

Seattle, and Spokane,

are prominent in each community

in which they live.

(Ex: Bishop's of Portland;

Pendleton Mills; Gaiser of Spokane & Seattle).

Family also has charitable foundation.

There are segmental window heads on

one over 8he dottfffe hung windows with elaborate crown molds. Large double scrolled brackets on projecting

wide eaves antt,a dentil course on the wide fascia.

The first floor windows are tall, narrow double hung

one over one. "There* is a trtio story bay with one over one tall

narrow windows. The flat roof areas are

topped with decorative wrought iron balustrades.

Sun room has multi-paned windows. The partial

wraparound porch has turned potih pos^s,

double brackets, and cut work balustrade.

There is a transom over the original glass

and paneled front dbor. A/low stone retaining wall

surrounds the property. The home

is intact,

with its original

furniture.

Originally built as the

Brining Hospital on land donated by John Brining.

When the present hospital was built,

this was sold and became the Robison Nursing Home.

It is still a

nursing home, owned by the Columbia County Health District.

Dayton, like so much of the country,

had experienced the Depression effects. In 1934,

the^ Minnesota Valley Canning Company began construction of a huge canning plant in Dayton.

This brought new prosperity to the town.

This hospital, a new city hall and new library were constructed as a result.Quote

from the Walla Walla Union Bulletin, T>cember 17,

1950: ".....John Brining donated

land and part of the

cash andequxpment ror a

22 bed hospital. It opened July,

This large,

ohe stopy flat roof building occupies a corner lot.

The building has flat

sideswith fluted and grooved corner tables and frieze along the

front roof with decorative chevron

designs. There

is a flat roof pediment over the entry steps. The windows arealtered.

The title records show that the property passed from Jesse Day to Matzger in

1872, and from

Matzger to Levi Ankeny in 1898. Ankeny sold to E.

D. Stevens

in 1898. Stevens had it until

1922 when it was sold to Minnie and August C.

Gerken. Gerken was a clerk at the Edwards-

Kindle Department Store. It was

sold in 1939 to Rex Davis who owned it until 1978,

when it was purchased by D.

W. Schober.

The present owner, Horowitz,

is an attorney.

(NOTE: This house can cause confusion;

there was a similar house owned by J. W.

Stevens, manager

of the Stevens Hardware Company, which was

located next door. The Sanborn Map shows both houses,

then in 1916, only this one.)

;p:Ibis is a ofie and one half gable on hip roof house with returns on the gable.

There is a fable roof extension on one side,

and a dormer with shed roof on the other side. ^The house has

cornerboards and ft wide fascia. The

full front porch has tapered columns. The windows are

one over one double hung with crown mold. It is

slightly different, but of the

same scale

as the two houses

to the west of it.

There are no outbuildings.

Ferguson in 1929, and it passed into the hands of C.

a chiropractor, owned it

E. Barclay.

He probably had the two houses built and

rented them for several years because he had a large home of his own at 115 S. 6th.

James T. Alien,

a dentist, is

shown at this address in the

1909 City Directory. Later,

W. Oscar Torrance,

who was^ the manager of the Torrance Machine Shop and bookkeeper for the Torrance business,

is shown as

living here and owner from 1919

to 1954.

Armstong, probably J.

B., elected Town Marshall

in 187? when town was illegally incorporated;

resigned 1880.

Armstrong bought the property in 1872 and probably built the house sometime after that; it was

sola in1892

for $1100 to Thronson.*

In 1894, Matthew Riggs,

who worked for McDonald £ Schwabacher,

general merchants,

bought the house. Various owners through the years included:

E. L.

Moffett with Portland Flour Mills;

A. H.

Boyer, carpenter;

Washington Epley, a farmer

(1909-1921), whose widow stayed on

after his death until she sold it to J.

M. McCauley.

Glint McCauley had the home for years;

he drove truck

for the grocery store.

Historical significance: Higgins, an attorney in the early days of Dayton,

bought the land

in 1879,

and the house probablywas built shortly thereafter.

W.H. and

Lucy Gill is bought the house in

1892. Gill is was from N.

Carolina, a Civil

War veteran. After his death,

Mrs. Gillis married A.

H. -Richardson. She

lived in the house for

many years. The present owner

is the game warden. Gillis was a farmer; Amos Richardson was a lawyer.

A'front gabled house on magnificent lot on Patit Creek.

There was formerly a footbridge over the creek that

led to the house. There

is a gabled addition to one side,

and wall dormers with gabled

roofs. The full

front porch has square porch

supports, a decorative square patterned frieze,

a sunburst pediment at

the entry, and

slender brackets that form arches, with pendants.

The rear kitchen addition was completed in

1984. The windows are mostly one over one double hung with plain

surrounds. There are corner boards

and a wide fascia under the closed eaves.

The property also

includes a one

story, gable roofed garage.
