    D. Hank Ellison, C.H.M.M., has served active duty in the United States Armyas both an enlisted infantry soldier and a commissioned officer in the ChemicalCorps. At the time of his service, Mr. Ellison was one of a very limited numberof Airborne Ranger Chemical Officers in the Army. Serving as a ChemicalOfficer with both an infantry battalion and artillery battalion in the 101st Air-borne Division, Mr. Ellison was responsible for managing training in allaspects of nuclear, biological, and chemical defense. Mr. Ellison was also aninstructor on the construction and deployment of improvised flame munitions.

    Mr. Ellison was employed by the U.S. Environmental Protection Agency asboth a Remedial Project Manager and Federal On-Scene Coordinator. As aRemedial Project Manager in the Superfund Program, he managed the inves-tigation and remediation of various hazardous waste sites. As an On-SceneCoordinator, he has responded to and managed numerous types of hazard-ous material emergencies throughout the Midwest. Mr. Ellison receivednumerous awards while employed at the EPA including a Bronze Medal forCommendable Service and he was named the 1994 Region 5 On-Scene Coor-dinator of the Year.

    Mr. Ellison is president of Cerberus & Associates, Inc. and as a private con-sultant, has responded to both transportation and fixed facility hazardousmaterial incidents throughout the state of Michigan. He has acted as incidentcommander, safety officer, and response specialist at scenes involving chem-ical fires, water reactive materials, and shock sensitive materials. He has pro-vided chemical and biological counterterrorism training to members ofhazardous materials (HazMat) teams, police Special Weapons and Tactics(SWAT) teams, and Explosive Ordinance Disposal (EOD) teams.

    Mr. Ellison has a master of science degree in chemistry from the Universityof California, Irvine. His graduate research involved methods to synthesizepoisons extracted from Colombian poison-dart frogs. He has a bachelor ofscience in chemistry from the Georgia Institute of Technology. Mr. Ellison hasreceived specialized training from the U.S. Drug Enforcement Administra-tion in operations involving clandestine drug laboratories. He is a graduateof the Radiation Safety course taught at Northwestern University. Mr. Ellisonis a Certified Hazardous Materials Manager at the master’s level. He is amember of the American Chemical Society and Federation of American Sci-entists. He is also a member of the Michigan Workgroup on Counterterrorismand a founding member of the Wayne County Emergency Management Divi-sion Technical Assistance Team for Weapons of Mass Destruction.

  • Introduction

    Chemical agents are solids, liquids, or gases, which, through their chemicalproperties, produce lethal or damaging effects in man, animals, plants, ormaterials. Historically, chemical agents have been divided into categoriesbased on the major physiological impact caused by the agent or the targetorgan they attack. Nerve agents disrupt the function of the nervous systemand produce effects on skeletal muscles, various sensitive organs, and thenervous system. Blister agents, also know as vesicants, affect the eyes, lungsand skin by destroying cell tissue. Blood agents are compounds which affectthe ability of the blood system to either carry oxygen or transfer oxygen fromthe blood to cells. Choking agents are compounds that can cause the lungs tobecome filled with fluid. Incapacitating agents produce physiological effectsthat inhibit concerted effort. Tear agents cause intense eye pain and tears.Vomiting agents cause regurgitation.

    While useful on the battlefield, this classification system may be mislead-ing to civilian responders. Within a given agent class the reactivity, decompo-sition, and environmental fate of agents can vary greatly. Also, the healtheffect selected to describe the agent class may not be the only effect mani-fested in casualties. For example, chloropicrin is currently classified by theUnited States military as a tear agent because it causes severe lacrimation.However, inhalation of agent vapors also causes vomiting (vomiting agents)and pulmonary edema (choking agents). Contact with the liquid will blisterthe skin (blister agents). Further, military classifications of agents can alsochange with time. Hydrogen cyanide, for example, was at one time classifiedas a nerve agent.

    Literally thousands of chemicals widely used in industry have been evalu-ated by various militaries for their possible use as chemical warfare agentsand many have even been employed in combat. However, with the discoveryof the more toxic nerve and blister agents, the use of most of these materialshas been abandoned. Despite the lack of military use, these materials are stillhighly toxic and are significantly more easily obtained than military classagents. For someone interested in causing a deliberate release, this may proveto be the deciding factor in choosing what type of agent to release. Many ofthese “agents” are included in this book.

    Biological agents may be any type of organism that can cause disease inman, animals, or plants. There are also some biological agents that could beused to promote the deterioration of key materials. Biological agents aredivided into categories based on the type of pathogen involved. Usuallythese are bacteria, viruses, or fungi, but may also include plasmodia, prions,or even insects. In addition, biological agents may also be categorized by

  • their ability to produce lethal or non-lethal diseases. Incapacitating patho-gens are those that can cause diseases that are expected to produce a low mor-tality rate of less than two percent for individuals who do not receive medicalattention. Individuals exposed to incapacitating biological agents are there-fore expected to fully recover without medical assistance.

    Biological agents have some unique characteristics among weapons ofmass destruction. Biological agents can multiply in the environment and theamount of agent can increase with time. Biological agents are also the onlygroup in which secondary person-to-person transmission can occur. In addi-tion, unlike many chemical agents and toxins, there is always an asymptom-atic latent period due to incubation of the pathogen in the body. These latencyperiods range from hours up to several weeks.

    Toxins are poisonous chemicals produced by any one of many differenttypes of living organisms. Possible sources of toxins include bacteria, plants,molds, fungi, insects, and reptiles. There are even examples of birds andmammals that produce toxins. Bacteria produce the most lethal toxins. Mosttoxins of potential use by the military or terrorists are classified as either neu-rotoxins or cytotoxins. Neurotoxins inhibit the functioning of the nervoussystem but may do so in a fashion quite different than chemical nerve agents.Cytotoxins function by killing individual cells in the body or by inhibitingvarious cellular functions. Because they are produced by living creatures,toxins are often classified as biological agents. However, because of advancesin chemistry, it is now possible to make synthetic toxins that are indistin-guishable from their natural counterparts. This leads to some confusion as towhether the toxin is a biological agent or not. The United States classifies alltoxins as biological agents, whether the toxin was produced by an organismor synthesized in a laboratory. Other countries do not utilize this definitionand may classify synthetic toxins as chemical weapons. Toxins will beaddressed as an independent category in this book.

  • Organization of this Book

    This book is formatted into a series of indices that were developed to facili-tate rapid access to key information on chemical, biological, and toxin agents.Each index is cross-referenced to all others in order to allow easy crossoverbetween individual entries.

    In order to assist in identification of agents and agent precursors, an Alpha-betical Index, Section I, containing a list of synonyms of agent names wascompiled. While every effort has been made to make this list as comprehen-sive as possible, it is by no means exhaustive. In addition to military namesand the U.S. military identification codes, this index contains scientificnames, common names, and some foreign names. In some instances, nameshave been included that were popularized in the literature but have no realhistorical connection to the agent. This was done in order to provide thegreatest possible catalog of aliases.

    An Agent Index, Section II, was developed that contains information on thechemical, biological, and toxicological properties of agents. There is a sectionwithin the Agent Index for each major class of agent. These classes are nerveagents, vesicants (blister agents), blood agents, choking agents, incapacitat-ing agents, tear agents, vomiting agents, industrial “agents,” precursors anddual-threat chemicals, toxins, and pathogens. Individual agents within eachindex are listed alphabetically to facilitate rapid screening of the member ofthat particular class of agents.

    The Class Indices, Section III, contain general information about agentclasses and are similar to the response guides in the North American Emer-gency Response Guidebook. Although the general military classification sys-tem was maintained when developing these indices, variations within eachclass were noted with a different index. For example, there are six nerve agentindices as well as five vesicant indices. In addition, although they were notdesigned to deal with the unusual complications associated with a deliberaterelease situation, Section IV contains a compilation of applicable North Amer-ican Emergency Response Guidebook guides.

    All materials listed as agents in this book have been used on the battlefield,stockpiled by various countries, received significant interest by research pro-grams evaluating potential agents, or used/threatened to be used by terror-ists. While this book covers many of the major classes of chemical, biological,and toxin agents, there are some groups that were not covered. These includechemicals used as simulants for warfare agents, chemical anti-plant agents,chemical/biological anti-material agents, bioregulators/modulators, incen-diary agents, and decontamination/disinfection agents.
