(Contd. on last page) District Magistrate, South Andaman issues guidelines for effective control of COVID-19; to be effective from today Port Blair, March 31 In pursuance of powers vested u/s 51(b) of the Disaster Management Act, 2005 and in order to enforce strict compliance of the National Directives on COVID-19 and to contain the spread of COVID-19 in South Andaman District, the District Magistrate, South Andaman District, Shri Suneel Anchipaka has issued various guidelines for effective control of COVID-19, to be effective from April 1, 2021 and shall remain inforce upto April 30, 2021. The coordinated effort of Central and State/UT agencies has resulted in a sustained decline in the number of active COVID-19 cases in the country, continuously for about 5 months. A fresh surge in COVID-19 cases, in some parts of the country, however, is a cause of concern. At this juncture, the substantial gains achieved against the spread of COVID-19 need to be consolidated, and the chain of transmission of the pandemic effectively broken, with a view to expeditiously restore complete normalcy. With the last guidelines issued by Ministry of Home Affairs (MHA) on 27.1.2021, all economic and other activities have been opened up in a phased manner, with the stipulation that the prescribed Standard Operating Procedures (SOPs) be scrupulously followed. DSS suspends scheduled sailing of vesselsdue to cyclonic weather condition

Port Blair, March 31 The passengers/general public have been informed that due to cyclonicweather conditions, and keeping in view of the safety of the passengers andthe vessel, the Directorate of Shipping Services has suspended the followingannounced schedule in respect of the Foreshore/Inter-Island Sector vessels.However, fresh date of sailing of the vessels will be announced dependingupon the favourable weather conditions. Therefore, the passengers havebeen advised to plan their journey suitably to avoid any inconvenience.

ensure that the resumption of activities is successful, it is imperative to strictlyenforce the Test- Track-Treat protocol in all parts of the country; ensure thatCOVID appropriate behaviour is scrupulously observed by everyone; and,the ongoing vaccination drive - the largest in the world - is scaled up rapidly,to cover all the target groups.Effective enforcement of the Test-Track-Treat protocolTest: With sustained effort, the capacity of total daily tests that can be conductedacross the country has gone up substantially. There is need to ensure thatthe tests being conducted are uniformly distributed across the district, withadequate testing to be done in areas reporting higher number of cases. Theproportion of RT-PCR tests in the total mix should be scaled up, on besteffort basis, to 70% or more. Area where the proportion of RT-PCR tests isless, should rapidly increase testing through this protocol, to reach theprescribed level.Track New positive cases detected, if any, as a result of intensive testing need tobe isolated/ quarantined at the earliest; and, their contacts have to be tracedat the earliest, and simultaneously isolated/ quarantined. ContainmentZones, accordingly may be demarcated and prescribed containmentmeasures implemented within such Zones.Effective demarcation of Containment Zones, in vulnerable and highincidence areas, is the key to breaking the chain of transmission andcontrolling the spread of the virus. Containment Zones should be carefullydemarcated at the micro level, taking into consideration the guidelinesprescribed by the Ministry of Health and Family Welfare (MoHFW) in thisregard. The list of Containment Zones should be notified on the websites. Within the demarcated Containment Zones, containment measures, asprescribed by MoHFW, shall be scrupulously followed, as under: Only essential activities shall be allowed in the Containment Zones. There shall be strict perimeter control to ensure that there is no movementof people in or out of these zones, except for medical emergencies and formaintaining supply of essential goods and services. There shall be intensive house-to-house surveillance by surveillance teamsformed for the purpose. Testing shall be carried out as per prescribed protocol. Listing of contacts shall be carried out in respect of all persons foundpositive, along with their tracking, identification, quarantine and follow upof contacts for 14 days (80% of contacts to be traced in 72 hours). Surveillance for ILI/ SARI cases shall be carried out in health facilities oroutreach mobile units or through fever clinics in buffer zones. The SOPs on the prescribed Containment measures should bestrictly followed by the authorities concerned and should ensureaccountability of the officers concerned in this regard.Treat Quick isolation of COVID-19 patients shall be ensured in treatmentfacilities/ home (subject to fulfilling the home isolation guidelines). Clinical interventions, as prescribed, shall be administered. Capacitybuilding of health workers and professionals shall be an ongoing exercise,to be conducted at all levels, with a view to ensure that the prescribed clinicalmanagement protocol is understood clearly and administered accordingly. The Health Department shall ensure adequate availability of COVIDdedicated, health and logistics (including ambulatory) infrastructure, basedon their assessment of the case trajectory. Effective infection prevention and control practices shall be followed intreatment facilities and by health care workers and professionals.Strict enforcement of the guidelines: For the enforcement of social distancing, the District Administration, asfar as possible, shall use the provisions of Section 144 of the CriminalProcedure Code (Cr. P.C.) of 1973 depending upon the circumstances. Any person violating these measures will be liable to be proceeded againstas per the provisions of Section 51 to 60 of the Disaster Management Act,2005, besides legal action under Section 88 of the IPC, and other legalprovisions as applicable.

Invites Online Application for Allotment of Government Accommodation under

General Pool The Housing & Estate Section, Andaman and Nicobar Administration had developed Automated Allotment of

Government Accommodation Application through IT Department i.e., SOVTECH. It provides end to end solution

with no manual intervention for allotment and an attempt has been made to make a paperless solution. It had

built in feature of online verification by DDOs, Medical Department (for medical cases) and H&E Section for

further verification. The Application has been launched on 25.03.2021 by the Chief Secretary and a online

allotment was made with one click of mouse button of valid applications for change of same type of Govt.

Accommodation.

Now, the Housing & Estate Section, Andaman and Nicobar Administration, Secretariat invites Online

Applications for allotment of Government Accommodation under General Pool from Government employees of

various Departments under A&N Administration for the period upto 30.04.2021 for the session 2021-2022. Due

to pandemic COVID-19 crisis in these Islands and design & development of new version AAGA software, the

online applications for allotment of Government Accommodation could not been invited for the session 2020-

2021.

The Government Servants whose name enlisted in the existing seniority list under general category and out of

turn on medical ground for the session 2019-2020 and not allotted Government Accommodation till date are

requested to apply fresh for the session 2021-2022.

As per Rule-5 of Allotment of Accommodation of Andaman and Nicobar Administrative Residences (General

Pool) Rules, 1991, allotment to such regular Government Servants of the Administration will be made on the

basis of seniority as determined from the date of their entry into Government Service under the A&N

Administration. Ad-hoc / Contract employees are not eligible for allotment of Government Residential

Accommodation under General Pool and as such their applications will not be entertained.

Applications from the Government Servants who are on fresh appointment / on transfer from out station / on

deputation and out of turn allotment on medical ground shall be received throughout the year through online

and their placement in the seniority list shall be made accordingly.

The allottee / occupants who desired to apply for change of their present quarter to similar type on repair /

medical / mutual / transferal / other grounds etc. and higher type shall also register their applications on online

portal only.

No hard copy of application is required to be submitted or forwarded to Assistant Secretary (H&E), Secretariat

and such applications will not be entertained.

Note:

i) The applicants, who intends to apply for allotment of Government Accommodation on seniority basis, should

upload recent passport size photo, signature, copy of initial appointment order, pay slip, transfer order (in case

of transfer from out stations) in the online portal for verification of concerned DDOs and Assistant Secretary

(H&E). Photo & signature should be in jpg. / jpeg. format (size 20-50 kbs) and documents should be in jpg. /

jpeg./ pdf. format (size 20-200 kbs) only.

ii) The applicants those desire to apply for change of quarter for similar type should upload copy of quarter

allotment order / occupation report alongwith the abovementioned documents in the online portal.

iii) The applicants those desire to apply for out of turn allotment on medical ground should upload copies of

latest medical certificates in the online portal for verification of Medical Board.

iv) Online registrations of applications are available in the portal https://aaga.andaman.gov.in for the period upto

30.04.2021.

v) The applicants should register online application form very carefully as no alternation / modification option

is available in the portal. On rejection of application, the applicant should again submit fresh application in the

online portal.

vi) the applicant should provide / fill all the mandatory details in the CAPITAL LETTERS in the online portal,

failing which the application will not be accepted by the concerned DDOs and Assistant Secretary (H&E).

vii) Before registering online application, the applicants should see the videos provided in the homepage of

portal.

viii) The portal will also allow the applicant to take printout of the submitted application for record purpose only.

Constitution of India, read with the Govt. of India, Ministry of Home Affairs, Notification No. U-14939/283/ANL

dated 21/02/1985 and in pursuance of DoPT OM. No. AB.14017/13/2016-Estt (RR) dated 09/08/2016 and

Memorandum issued by A&N Administration vide No. 16-3/2017-PW dated 19/01/2018,the Lt. Governor,

Andaman & Nicobar Islands hereby makes the following amendments in the Recruitment Rules regulating the

Pay Scale to the Group "B" (Gazetted) Post of TEHSILDAR / LAND RECORD OFFICER in the Establishment

of Deputy Commissioner, under Andaman and Nicobar Administration, published in the Andaman and Nicobar

Gazette Notification No. 124/2008/F.No. 2-23/2006/Rev. dated 28/08/2008 :-

1. SHORT TITLE AND COMMENCEMENT :

(i) (These Rules may be called the Union Territory of Andaman and Nicobar Islands Group "B" Gazetted Post

of Tehsildar/Land Record Officer Recruitment (Amendment) Rules, 2021.

(ii) They shall come into force on the date of their publication in the Official Gazette.

AMENDMENTS

2. (i) The existing Column-4 of the schedule appended to the Recruitment Rules (herein after called for brevity

as the "said Recruitment Rules") shall be substituted as under:-

4. Level in the Pay Matrix Level-7 in Pay Matrix (Rs. 44900 -142400)

(ii) The existing entries against Column-12 of the schedule shall be substituted as under:-

12 Promotion:- From amongst the Deputy Tehsildar in Level-6 in Pay Matrix (Rs. 35400-112400) with 6

(Six) years regular service in the grade or 8 (Eight) years combined service in the Post of Deputy

Tehsildar and Revenue Inspector/ Assistant Land Record Officer, Surveyor & Draftsman, and Revenue

Draftsman Level-5 in Pay Matrix (Rs. 29200-92300), out of which atleast three years shall be at the level

of Deputy Tehsildar.

Note1: Where juniors who have completed their qualifying/eligibility service are being be considered for

promotion, their seniors would also be considered provided they are not short of the requisite qualifying/

eligibility service by more than half of such qualifying/ eligibility service or two years, whichever is less

and have successfully completed their probation period for promotion to the next higher grade along with

their junior who have already completed such qualifying/eligibility service.

Note 2: The eligibility list for promotion shall be prepared with reference to the date of completion by the

officers of the prescribed qualifying service in the respective grade/posts.

Notification No. 62/2011/F.No. 2-23/2006/Rev dated 16/02/2011 -

1. SHORT TITLE AND COMMENCEMENT :

(i) These Rules may be called the Union Territory of Andaman and Nicobar Islands, (Group "B" Non-Gazetted,

Non Ministerial post of Deputy Tehsildar) Recruitment (Amendment) Rules, 2021.

(ii) They shall come into force on the date of their publication in the Official Gazette.

AMENDMENTS

2 (i) The existing Column-4 of the schedule appended to the Recruitment Rules (hereinafter called for brevity

as the "said Recruitment Rules") shall be substituted as under:-

4. Level in the Pay Matrix Level-6 in Pay Matrix (Rs.35400-112400)

(ii) The existing entries against Column-12 of the schedule shall be substituted as under:-

12. Promotion: 60% of the post amongst the Assistant Land Record Officer/Revenue Inspector in Level-5

in Pay Matrix Rs.29200-92300 with 06 years regular service in the grade.

40% of the posts from amongst the Surveyor and Draftsman, Revenue Draftsman in Level-5 in Pay

Matrix Rs.29200-92300 with 06 years service in the Grade.

Note: The eligibility list for promotion shall be prepared with reference to the date of completion by

the officers of the prescribed qualifying service in the respective grade.
