Dust devils on Mars form the same way they do in deserts on Earth. You need a lot of sunlight so the ground can get hotter than the air above it.

Heated air close to the ground rises, going through the layer of the cooler air above. Rising hot air and falling cool air begin circulating upward in convection cells.

If a gust of wind blows through it, it turns the convection cells on their sides, so then they begin spinning, starting a dust devil also known as a mini tornado.
