NWO's view on open access to data
Data resulting from publicly funded research should be made available for reuse by researchers whenever possible
– Collection, curation and deposition of data are part and parcel of scientific research
– Aims: efficient use of resources, visibility and transparacy of research output, replicability of research, repurposing of data, stimulus for new research ideas
Open Data is not: data freely available on Internet
– Open access whenever possible, ‘restricted access’ where needed
Standards for careful use and sustainability :
– NWO-funded researchers are obliged to handle data in accordance with existing codes of conduct; codes may differ per discipline!
– data sets to be stored in a digital repository with an internationally accepted quality mark

NWO’s route towards Open Data
NWO investigates
– how other funding bodies (H2020!) approach rules and requirements for data management
– collects best practises
NWO conducts pilots (at ZonMw and ALW)
NWO organises/initiates/particpates in
– debates
– tasks forces
– exchange of ideas with stakeholders (university libraries, data centers, etc.)
In general: NWO aims to increase awareness for emerging policy changes

Policy implementation and grant proposals
NWO is working on a two-stage model (simple and efficient)
– Data section to be requested in application form with concise description of envisaged data management
– Full data management plan required only after awarding of grant
Open issues:
– Idea: data section does not affect selection, but reviewers or advisory committee can provide suggestions/recommendations
– Idea: request for an initial indication of the costs involved
– Idea: research can only start after the data management plan has been approved

Collaboration is crucial
Layered model (federative) for data storage, cataloguing, access
– with universities
– across universities: DANS, 3TU.Datacentrum, DTLS
– SURFsara and even internationally
Intermediaries / data stewards:
– “take away hassle”
– professionalisation of the chain is needed
