SIA Annual Report 2015/2016 1

MISSION To champion excellence in architecture and the built environment VISION Singapore as an Architecture Capital OBJECTIVES 1. To generate in our community a greater awareness and appreciation of the value of a sustainable

approach in good design and the built environment

2. To advance the theory and practice of architecture through the support and reward for quality research and innovation in architectural design, practice and education

3. To continually upgrade through the Continuing Professional Development (CPD) Programme, the level of professionalism among architects in order to better serve our community

4. To promote and provide a common template among architects through a collective vision of working towards a dignified and caring profession that upholds a high standard of professional conduct and ethics

STRATEGIC PLAN Four key strategic development strands will help SIA to fulfil its mission: Design Principally to attain design leadership, to promote excellence in architecture through recognition and awards, education and continuing professional development, research and innovation Practice The key aspects include promoting design competition, to promote equitable conditions of appointment, to promote technical competency, to engage in proactive policy formulation Education The key aspects include continuing professional development and promoting quality architecture education Institution The main emphasis is to enlarge membership, to increase opportunities, to enhance SIA-Industry partnership, to promote globalization, to promote positive image of the profession

PREAMBLE This report provides a summary on salient features of some of the activities and events, detail of which are elaborated in the individual committee reports. As in previous years, I am glad to report that 2015 was another eventful year. 2015 is a milestone for SIA with the opening of SIA’s newly renovated building on September 25, 2016, and with these new beginnings the foremost priority for council is a drive for renewal, a focused and active engagement with younger architects and to align the deliverables and objectives of the Institution to connect what the matured profession and young profession want. To focus and continue to develop the Institute’s key strategic strands, four Council Members were appointed to lead each of the thrusts. Design – Richard Ho Practice – Chan Kok Way Education – Seah Chee Huang Institution – Tan Szue Hann DESIGN: Promoting Architectural Excellence Singapore Architect A revamped magazine led by a new team of Editors was launched in September 2015, in conjunction with the opening of SIA premises and Archifest 2015. The first edition was led by ‘Folio’; that use a specific aspect of architectural exploration to discuss the works of the members while the subsequent editions will be led by topics of enduring concern that the profession is facing. PRACTICE: Developing The Profession Redevelopment of National Productivity And Quality Specification (Redevelopment NPQS) BCA, together with SIA, ACES and IES, has embarked on the redevelopment of NPQS to enhance its capability and suitability to keep pace with the rapid changes in the construction industry as part of the productivity drive and to incorporate BIM and sustainability issues. A new entity (iNPQS Pte Ltd), with 3 institutes having equal shareholdings, was incorporated on 9 Nov 2015 for the development, manage and maintain of iNPQS. EDUCATION Continuing Professional Development (CPD) Programme is the cornerstone of SIA efforts to help architects in their continuing professional development through educational courses, seminars, talks and other events. There were 334 courses, seminars, talks, etc organised with a total of 1206 CPD points, of which 39 seminars with 150 CPD points, 5 weekend seminars with 28 points and 13 professional knowledge series seminars with 30 points were organised by SIA. In addition, SIA also introduced 3 new exciting learning and experiential events – CEO/Inspirational Talks, Business Talks and Experiential Visits

INSTITUTIONAL: Reaching Out to the Society and the Public Corporate Social Responsibility (CSR) As part of SIA’s CSR initiatives, SIA appealed to our members to support our donation drive in aid of the relief and rebuilding efforts caused by earthquake disaster in Nepal. We are pleased that members had step forward and contributed generously to the good cause. A sum of USD$15,582.55 was collected and presented to Society of Nepalese Architects (SONA). SIA would like to thank the following members for their generosity.

The SIA Design Thrust assists the Institute to fulfil its mission in championing design excellence in architecture and the built environment. The Design Thrust aims to

• attain design leadership • promote excellence in architecture through recognition and awards, education and

continuing professional development, research and innovation, and • promote design competitions as a platform to nurture young talents

With a re-structuring of the various SIA Committees, the 2015 Design Thrust includes 7 committees:

a) Archifest Committee b) Design Awards Committee c) Design Competition Committee d) Design S Committee e) Publications Committee f) Sustainability Committee g) University Liaison Committee

With the injection of new blood to lead each of these committees, the Design Thrust embarked on a new journey this year. OUT-REACH TO THE PUBLIC Archifest 2015 For the first time, the Institute has appointed an internal team of 3 young Festival Directors - Chio Wen Tian, Lee Zhi Jie and Srisaravanan Subramaniam, to lead the annual architectural festival. With the timely renovation of the new SIA premises, the Festival Directors curated a wide range of programmes that artistically showcased the space of our new premises. Themed ‘What Future?’, Archifest 2015 opened on 25th September using the newly renovated premises as our Festival Hub. PROMOTION OF ARCHITECTURAL EXCELLENCE 15th SIA Architectural Design Awards The SIA Architectural Design Awards series is the most prestigious award conferred by Singapore Institute of Architects (SIA) to promote and encourage distinction in architectural design. This year, It attracted 94 entries, of which 6 were awarded the Design Award and 8 the Honourable Mention. One building won the Building of the Year Award and another received the award for the Best Project with Construction Cost under S$2 Million.

3rd SIA-Rigel Bathroom Design Awards With the strong support from the co-organiser, Rigel Technology, the entries for the 3rd cycle of Bathroom Design Awards has more than quadrupled. The jury panel awarded two Bathroom Awards and two Honourable Mentions this year. We would like to thank the following partners:

• Jaquar & Company for sponsoring the Building of the Year Award in the SIA Architectural Design Award 2015

• Rigel Technology for their strong support in the Bathroom Design Awards in the past years. Proposed Exhibition Space at National Gallery Singapore With the completion of the National Gallery Singapore (NGS), SIA approached NGS with the proposal to have a gallery of architecture. The showcase proposes to educate the laymen about our architecture and to show us to the world. The Institute believes that in having a gallery of architecture would have acknowledged this key contribution to our nation building. The Institute also believes that the previously unified entity of art, architecture, artist, and architect needs a re-introduction in our times. However after much consideration, NGS had decided to consider such a proposition at a future date. The Singapore Architect A new team of Editors were appointed to take over the Editorial Direction of The Singapore Architect magazine. The new team presented a revamped magazine in conjunction with the combined opening of the new SIA premises and Archifest 2015. The revamped Singapore Architect will be published quarterly instead of bi-monthly. The first edition was led by ‘Folio’; that use a specific aspect of architectural exploration to discuss the works of the members while the subsequent editions will be led by topics of enduring concern that the profession is facing. Building on past achievements and working closely with partners, old and new, I am heartened to share that the Thrust has achieved what we set out for at the beginning of this Council Year. I would like to thank all the committee members and resource persons for their tremendous efforts in making this journey a fruitful one and together we look forward to achieving our aims of attaining design leadership, promoting excellence in architecture and nurturing future talents. The annual Archifest – a Festival of Ideas for the City - returned in 2015 in its 9th edition with a thought-provoking theme 'What Future?'. From 26 September to 10 October 2015, Archifest celebrated the urban environment, hosted a program of exhibitions, installations, conference, conversations, screenings and architecture tours, anchored at the newly completed SIA Building on Neil Road. The theme “What Future?” seeks to encourage Singaporeans to look ahead and imagine the possibilities and opportunities we collectively face as we celebrate the nation's 50th year of independence. The subject matter manifested itself as a series of questions posed by the myriad of activities, through which participants could envisage their own interpretation of the future of architecture. The two-week-long festival addressed the theme 'What Future?' through different contexts. Some of the festival highlights included a Conference featuring award-winning architects Prof Li Xiaodong, Kerry Hill, Prof Waro Kishi and Wong Mun Summ; a pop-up design studio City-Studio; specially curated Architours to explore Singapore's hidden architectural gems; a forum WHY ARCHITECT? to share insights on how to realise your dream home; an interactive mural installation Tabula Merah by A Whispering Campaign; an arresting series of Singapore's land spaces documented in Plot as well as a digital art exhibition by celebrated photographer Caleb Ming. Opening Party: The Opening of the Archifest 2015 on 25 September was held in conjunction with the opening of the new SIA premises and the launch of a revamped Singapore Architect magazine. attempt to resolve them through innovative design solutions generated in the vigorous studio discussions. City-Studio welcomed the public to have an insight of the process to produce good architecture projects and discover how thoughtful design can solve potential future issues. The critique sessions brought the intellectual conversations within the design studios, out to the city. Student participants came from NUS, SUTD, Singapore Polytechnic and Ngee Ann Polytechnic and the “crit sessions” were very well attended by students and members of the public. Architours: A signature programme of Archifest curated and organised by The Architecture Society NUS, Architours is a series of guided tours to explore and learn about local design and architecture. Participants got exclusive introduction to unique architecture in our city, learnt about the design strategies that were employed in the projects as told by the architects and their associates themselves as they take participants on an experiential journey through their creations. Architecture is essentially about experience and one cannot get any better experience than this. Tickets for 6 sessions were sold out. ArchXpo: The 2nd edition of ArchXpo 2015 is the key showcase of relevant technologies, products and related services in the architectural and built environment industries. A key gathering for industry experts and talents, ArchXpo 2015 was an invaluable platform for the exchange of research and innovation in architectural design, practice and education. ArchXpo 2015 attracted 6,465 visitors from 46 countries. We Build the City - Interactive Installation and Children’s Craft Workshop: We Build This City is an interactive installation that invites visitors to express their visions of our city in the future in the form of simple architectural models. This installation was open throughout the festival, everyone added their creations to an ever-growing model of our future city. Using an array of prefabricated cardboard components, visitors put their creativity and craft skills to a test by making imagined buildings that will sit on a variety of sites like the Tanjong Pagar ports, Queenstown housing estate, and Marina Bay. In celebration of Children’s Day, there were complimentary workshops conducted for children to have some fun, splashing out their creativity in constructing miniature models of imaginative cities to take home, as well as contribute to the large-scale interactive city model - an opportune activity to get these young minds ticking over their visions of our future. The response from the kids and their parents were amazing and it’s certainly worth continuing this activity in some form in future Tabula Merah: The mural/installation was a visual exploration on the trajectory of Singapore's urbanism. It invited the general public to engage in a dialogue to imagine a skyline that is perpetually changing. The participatory aspect of the mural/installation revisits the reading of Singapore as a Potemkin Metropolis to suggest that even a generic city par excellence has a collective history that can be traced and projected to give urban forms, elusive as it may be. While fantastical in construct, the

piece also highlights in honest realism that our built environment, while influenced by architects and planners, are shaped and informed by the denizens that reside in it. 50 Futures: A collaboration between Singapore Institute of Architects & The Puttnam School of Film, LASALLE College of The Arts. A collection of our aspirations, dreams & ambitions, "50 Futures" documents the thoughts of 50 individuals across the island. How they imagine the homes, work spaces, public spaces of future, and how we can help to mould our future together? This compilation of video interviews presents us with an array of visions to inspire, as well as a myriad of questions to ponder. The Institute started promoting Design Competitions as early as the 1960s. SIA believes that a good design competition will facilitate a progressively enlightened environment for design, architectural services and the built environment. Over the years, many notable buildings have been built through the design competition process, including Maybank Headquarters Redevelopment, Marina Line Stadium and Museum Stations and Punggol Mosque (Al Islah Mosque). ST. JOHN’S HOME FOR ELDERLY PERSONS The committee is working with St. John’s Home on development of a competition brief for a new 5-storey building at Wan Tho Avenue. St. John’s Home provides shelter and care for the physical and spiritual needs of such elderly persons who have no home or suitable accommodation and no children or close relatives who have adequate resources to look after them. It provides long term residential care for elderly above the age of 60 who are ambulant. A new lease has been granted to St. John’s Home, with an increased licensed capacity on a smaller site. As such, the Home requires a new building to accommodate the larger capacity. RETIREMENT VILLAGE FOR HDB HEART LANDERS Previously the Committee was in discussion with the Ministry of Health (MOH) and Tan Tock Seng Hospital (TTSH) to co-organise a design competition to transform the Crawford/Beach Road precinct into an “in situ” retirement village for HDB heart landers to age in place. The Institute completed the competition brief together with MOH and TTSH. However MOH and TTSH ultimately chose to forgo a design competition; and a Quality Fee Method (QFM) was preferred. THE NEW SINGAPORE ARCHITECT MAGAZINE When the Editors embarked on the change from SA to The Singapore Architect we were deeply aware of the need to bring about a new examination of tradition and especially what we have become accustomed to in print. This remaking is a natural extension of the continuing maturation of a profession. As our confidence grows in making architecture at home and abroad, we must examine the essence of our talent and know exactly what our foundation is. The technique is a twinned reflection on the representation of the intrinsic skills of the architect as a way of self-discovery as well as continuing discourses on Singapore as our principal context. Eschewing the lay methods, we use a very architectural way of discussing our works and use an architectural lens through which we see issues. This will allow the public at large to gain deeper insights into the structure of our genius. This is especially pertinent and even urgent at this moment when there is no other space in Singapore for architectural discourse, criticism, and debate. For too long, under the influence of lifestyle magazines, the public assumes that architecture is about frivolous styling and the fickle trends of fashion; the public thinks that architectural discourse entails no more than sales pitch and promotional reportage. In successive editions the committee will continue to search for a documentation and discursion of Singapore’s architecture, its finest exemplar and the everyday, in particular, the works of our members. The strategy of the inquiry will manifest the ability of an architect: to think critically and creatively, as well as advocate through representation and discourse. The committee would like to thank all who had helped in one way or another in contributing to the production and development of The Singapore Architect magazine. CAPABILITY PROFILES The Capability Profiles publication is developed as a marketing tool to showcase the capabilities of our member firms collectively as well as individually. In its 9th cycle, the publication continues to present our member’s capabilities to prospective global markets and to provide information to encourage member firms to collaborate on a complementary and synergistic manner. 59 member firms participated by showcasing some of their better projects, which could serve as a useful reference for potential clients. The SIA would like to thank all members for their participation and wonderful support, as well as their cooperation and understanding in the production of the Capability Profile.

MISSION STATEMENT 1. To promote an understanding and good practice of sustainable architecture through sharing of

knowledge and leadership. 2. To empower and enable designers to integrate environmentally responsible design in the built

environment through engagement with policy makers in shaping guidelines and legislation. 3. To facilitate and provide a platform for engagement between the government, industry and

academics, to promote opportunities in sustainability related innovations. 2015 ACTIVITIES Green Mark Architecture Taskforce The Sustainability Committee continued to participate in the Building and Construction Authority (BCA) Architecture Taskforce for Green MarkV5. The taskforce completed the review processed in Q3/2015 and the Green Mark 2015 was release during the Singapore Green Building Week 2015. Capstone Research Programme and All in the Layers Seminar The Sustainability Committee has also facilitated a SUTD-research programme, CAPSTONE, in which students completed the research project on an innovative facade system integrated with sun-shading elements and greenery and proposed as a new model typology and to spark sentiments on facades designed particularly for Singapore's Tropical Climate. The Committee and students made a presentation at the SIA Hospitality Lounge during ArchXpo on 1 Oct, titled ‘All in the Layers’. Findings and the prototype of the proposed model were exhibited at the Archifest Festival Hub from 1 October to 10 October 2015. ACCPEC/AAC Roundtable SIA, with IES and BCA, hosted the regional professional engineers and architect councils’ joint roundtable. – Exchange, discussion and tour of sustainable waterfront housing typology at Punggol, Singapore. ITAD Competition The BCA, supported by SIA and the SGBC, co organized the International Tropical Architecture Design (ITAD) Competition. Open to international architectural schools, the brief called for innovative building solutions to address climate change challenges in the tropical region. The SIA was involved in judging the approximately 100 entries received. ARCASIA 2015 The ARCASIA forum is the biannual conference of the Architectural societies in the ASEAN and APAC regions. SIA's Sustainability Committee presented the ACGSA (ARCASIA Committee on Green & Sustainable Architecture) with a country report on notable sustainability related developments in legislature, initiatives and activities in the built environment in Singapore.

2016 PLANNED ACTIVITIES Seminar - Green Mark v5 for Architects The Sustainability Committee shall be organising a seminar introducing changes in Green Mark v5 and highlighting salient points concerning architectural design and integration that architects and designers need decision making. The purpose is to prepare and equip architects to meet their Green Mark project targets. Articles – Case Study on Green Mark v5 design vs Green Mark v4.1 Factual case studies on built Green Mark v4.1 buildings comparing against the new Green Mark v5 and required improvements necessary to meet targets. These articles shall be documented in SA magazine as a continuum knowledge base on architectural design for Green Mark. Policy Making on Sustainability – Legislations and Code of Practices The Sustainable Committee shall engage with industry policy makers and associations to facilitate enhancing existing guidelines to incorporate new ‘green’ design and building materials. This may include:

• Government Agencies: FSSD, NEA, BCA, URA, etc • Associations: SPRING (on SS codes for sustainable architectural materials)

Industry Outreach – Networks With the SIA LinkedIN group launched in Q4 2015, the Sustainable Committee shall use this platform for sharing of knowledge, seminar webcasts or podcasts to network architectural thought leaders globally towards sustainable design. Other Outreach The SIA was invited to speak at the Nanyang Junior College Career fair to take place in February 2016. In Council Year 2015/2016, Practice Thrust continues with the pursuit for enlightened policies and improved practices on architectural services by actively engaging with the relevant authorities with the aim to raise construction quality/productivity, improve processes, promote equitable conditions of appointment and technical competency so as to work towards a dignified and caring profession that upholds high standard of professional conduct and ethics. The various Committees and Sub-Committees had actively engaged with respective authorities to review and participate in building related regulations/policy formulation. To equip the practitioners with current legislations/guidelines and to advance the practitioners’ skills and knowledge, Practice Thrust endeavours to organise as many and relevant seminars on pertinent and important practice knowledge affecting architectural profession. 2 sessions of Practice Sharing and 2 sessions of Boot Camp were planned. Besides Practice Sharing and Boot Camp, Practice Thrust has also successfully organised other ad hoc seminars/talks. The other major activity that Practice Thrust will continue to pursue in reaching out to general public by educating them on the scope of works, roles and responsibilities of an Architect, correcting public misperception of an Architect, sharing insights on important issues that home owners should be aware of and take into consideration when renovating their homes, providing a channel for public to seek proper advice. INTRODUCTION The terms of reference for the committee for Year 2015/2016 were as follows;

• Review of the SIA Arbitration Rules • Review and Renewal of Panel of Arbitrators • Review of ADR postings on the SIA Website • Organise Continuing Professional Development (CDP) Events

REVIEW OF THE SIA ARBITRATION RULES With arbitration cases getting more complex, procedural and sophisticated and the current rules not adequate in dealing with today’s arbitration demand, it is timely to conduct a full review of the SIA Arbitration Rules. Council’s approval was sought in October 2015 to proceed with the review exercise. The objective of the review also included to update and develop the current rules to be in in line with the arbitration clauses in our current forms of building contracts. In addition to obtaining feedback from committees, the Committee also sought feedback from lawyers, contractors and developers in the SIA Industry Consultation on ADR Services. A legal advisor was also engaged to advise the committee. It is targeted to complete this review exercise by Q4 of 2016. RENEWAL OF ARBITRATOR-LISTING ON THE SIA PANEL OF ARBITRATORS The listing-renewal exercise is in progress and is expected to be complete by Q3 of 2016. REVIEW OF DISPUTE RESOLUTION CLAUSES IN DRAFT MINOR WORKS SUB-CONTRACT On the invitation from Small & Medium Architectural Practice (SMAP) Committee, the ADR Committee provided feedback on the proposed dispute resolution provisions in the draft Minor Works Sub-Contract CONTINUING PROFESSIONAL DEVELOPMENT (CDP) EVENTS Seminar on ‘Security of Payment and Adjudication - What have we learnt in the last 10 years?’ Speaker: Mr Edwin Lee of Eldan Law LLP The Building and Construction Industry Security of Payment Act has been in force since 2005. During the last 10 years, the number of adjudication cases has increased manifold and the number of court cases has also multiplied. The seminar on 4 September 2015, took participants through the evolution and development of the law in Singapore regarding adjudications, and the current practice and trends in adjudication claims today—discussing matters both from the perspective of the claimant as well as the respondent.

100 participants attended this seminar Seminar on 'Constructive Acceleration' The Committee is planning a seminar on 'Constructive Acceleration' on 4 March 2016. The speakers will be Mr Johnny Tan and Mr Derek Nelson. Training Programme for SIA Panel of Expert Determinators As part of the effort to formalise a Panel of Expert Determinators, the Committee plans to organise a training programme in the next Council year. The training will cover the principles and practices of the SIA Expert Determination Rules, Terms of Reference and Expert Determination, drafting technique for different scenarios. Participants will be required to work on an independent assessment of a test case and submit his/her decision at the end of the training. Participants who pass the training will qualify for admission to the SIA Panel of Expert Determinators. ARBITRATION CASES In Council year 2015/2016, there were 7 requests received for the appointment by SIA of an Arbitrator, of which 4 cases proceeded to the appointment of an Arbitrator. The Building Contracts Committee is responsible for the SIA Forms of Contracts, which include ensuring the Form of Contracts is up to date and relevant for use by the building industry. It will also train professionals in the use of the Contract for contract administration of contracts for projects as well as answering to queries relating to the clauses in the Contract. Over the years, the committee has periodically reviewed and updated the SIA Forms of Contract and related publications based on changes in regulations, industry practices and issues that had surfaced in case law. The SIA Form of Contracts includes the following publications:

• Lump Sum • Measurement • Sub-Contract • Guidance Notes for Main Contracts and Sub-Contract • Specimen Forms and Certificates

SIA NEW BUILDING CONTRACT AND SEMINAR A Sub-Committee was formed in 2011 to work on a new version of the SIA Building Contracts, with appointed drafter, Emeritus Professor Justin Sweet. The new version of SIA forms of Contract was drafted with the following features in mind:

• to retain the spirit of SIA Form of Contracts; • to pro-business; • to be in plain English and short sentences; • to avoid disputes by identifying risks and allocating risks so that parties are able to work on

the risks or price for the risks in their tender; and • to provide single point project management approach under the Architect.

The Sub-Committee is in the process of reviewing and evaluating the feedback submitted by various members, SMAP Committee, panel of legal advisors and allied professionals. Upon completion of the review and evaluation exercise, the Sub-Committee will refine the draft contracts. The Sub-Committee plans to publish the new version in 2nd quarter of 2016. CONTINUING PROFESSIONAL DEVELOPMENT To share with the practitioners current legal development which has impact on the Architect's status, a seminar titled ‘A review of recent legal development affecting the impact of the SIA Architect's status was organised on 5 September 2015. Dr Philip Chan, Associate Professor, NUS was the speaker. In this seminar, the speaker made reference to the proposed SIA DB contract and the proposed international versions of the new SIA suite of contracts and highlighted some current practices and

provisions between SIA DB contracts with other DB contracts in Singapore. The speaker also reviewed recent cases that affirm the impact of the Architect’s Certificate of Payment as the chosen arbiter of what work has been properly carried out and deserving payment in a given project. Special provisions that will make the SIA Form of Contract useful for use internationally were also shared in this seminar. 3 major points highlighted in the seminar were;

• Regaining control of the DB projects through SIA's very own DB contract • Recovering the architect's respect from the SOP provisions through the SIA Interim

Certificate of Payment - lessons from recent case law • Venturing overseas through SIA's international version of the building contract

The Small And Medium Architectural Practice Committee was setup with the objective to provide a dignified and sustainable platform for Small and Medium Architectural Practice. Small and Medium Architectural Practices are firms with comprising 1 to 20 personnel. The objectives for the committee are as follows

• Practice - To provide SMAP with practice needs / tools, e.g. publication of the SIA Articles and Conditions of Contract for Minor Works 2012, organising seminars on practice matters, etc.

• Procurement - To provide an avenue for SMAP to give feedback on procurement issues for public projects

• Peer support - To provide an avenue for SMAP to seek peer support and advice on practice matters through the SMAP Practice Clinic

• Public Education - To address the problem of illegal persons providing architectural services, to educate the public on the importance of engaging an Architect, and to provide an avenue for the public to seek the advice of an architect.

SMAP PRACTICE CLINIC Members of SMAP often work in isolation and may not have access to advice when experiencing difficulties during their course of practice. The clinic provides an avenue for practitioners to seek a second opinion or informal advice from their peers. This clinic is free and available to SIA Fellow & Corporate Members. Those wishing to attend the clinic can write to [email protected] SMAP PUBLIC EDUCATION – PUBLIC FORUM - WHY ARCHITECT? WHY ARCHITECT? was a forum organized to share insights on important issues that home owners should be aware of and take into consideration. The SMAP Committee organised 2 forums in this Council Year. The first Why Architect? forum was held on 13 March 2015 in conjunction with SingaPlural 2015 at 99 Beach Road and the 2nd forum was held on 3 October 2015 in conjunction with Archifest 2015 at Festival Village, 79 & 81 Neil Road. The Forum panel for SingaPlural 2015 comprising 4 Architects and an Architect/Builder while the Forum panel for Archifest 2015 comprising 4 Architects and an Architect/Builder, shared with the audience the architect’s competencies, architect’s roles and responsibilities, misconceptions about architects, importance of good working relationship between the architect, contractor and owner, and how a project should be run. Council’s approval was sought and approval was obtained to circulate the draft to Council, Building Contracts Committee, New Building Contracts Work Group, Alternative Dispute Resolutions Committee, and SMAP Committee for comments. The Working Group is currently studying the feedback received. GOVERNMENT PROCUREMENT QUALITY FEE METHOD (QFM) The SMAP Committee has been compiling input and feedback to the Council, Board of Architects and Architect Appointment Committee on the Government Procurement Quality Fee Method (QFM) especially in terms of relevance to smaller practices and effectiveness of the selection process, and with the objective to increase participation of SMAP in public projects. The position paper on public procurement system was officially sent to BOA Procurement Taskforce. The paper focused on 2 main points (i) global competitiveness and (ii) productivity. From SMAP's perspective, (i) deals with the need to provide a good environment for SMAP to develop their skills, while (ii) deals with SMAP being able to work efficiently by using technology and not needing to employ a lot of staff. BOA Procurement Taskforce had further put forward the feedback to Ministry of National Development (MND) on Fees and Procurement Issues ILLEGAL PRACTICE - NON-ARCHITECTS PROVIDING ARCHITECTURAL SERVICE SMAP Committee continues to monitor illegal practices and highlight this issue to the Council and subsequently to the Board of Architects to take action against these illegal practices.

SMAP PUBLIC CONSULTATION SERVICE SMAP members serve as a Public Consultation Service panel to provide a channel for the public to approach and seek proper advice from an architect, instead of relying on the advice of those who are not qualified. This consultation service was publicised at the SMAP Public Forum on 28 October 2014 at Archifest Pavilion 2014. The consultation service is not meant to be pro bono service but general advice only. Members of the public wishing to use this service can contact Secretariat who will arrange for an appointment to see a SMAP member or an email reply by SMAP Chairperson. In this Council Year, SMAP Committee completed drafting a set of guidelines for the panel to use as reference. The guidelines set out some ground rules, i.e. Procedure, Parameters, Do’s and Don’t’s. The draft was circulated to Practice Thrust for comments. The comment from Practice Thrust was to incorporate a ‘Disclaimer’. Council’s in principle approval was obtained for SMAP Committee to incorporate ‘Disclaimer’’ for which legal advice will be sought on the appropriate wording. SMAP COMMITTEE ONGOING INITIATIVES Practice Management System In this Council Year, SMAP Committee actively engaged with SPRING Singapore to explore schemes and initiatives that SIA could tap on. One area identified is Practice Management whereby currently each architectural firm practises its management processes independently. A common method/workflow among SMAP will lead to an improvement in productivity and more consistent standard of professional service. The objective of a Practice Management System is to have a standard framework for architectural firms to adopt. 7 members' firms have expressed interest to participate in the development of the system. While SPRING is open to support the development of the Practice Management System, SPRING has to determine if the system will benefit the public at large and whether or not it will be accepted by the industry and the stakeholders, i.e. BCA (and PSPC framework) and BOA, as the current accepted system is the ISO 9000 system. Discussion with SPRING is ongoing. SPRING Singapore Assistance Schemes For SME/SMAP SMAP Committee is in discussion with SPRING Singapore to organise talks and share more about the schemes and initiatives that SPRING has. Discussion is ongoing Branding for Regional Expansion With the challenges in competing for jobs in the local market, many firms have attempted to source for job overseas. SIA has been in discussion with SPRING for assistance to help branding local architectural firms so that they could venture into the international markets. Discussion is ongoing SMAP Inspiration Stories SMAP Committee plans to organise seminars for those small & medium architectural firms which have made significant contributions in the architectural landscape to share their experience. In this way, SMAP could draw inspiration from the seminar, the focus being on skill rather than size.

The Resource & Technology Committee was setup with the objective to explore, review, share and update new IT technologies/processes/tools that will be beneficial to architectural practice especially for members and the building industry. The committee works closely with SIACAD. The objectives for the committee are as follows

• To actively engage with BCA to participate in the redevelopment of the NPQS • To promote and raise the level of awareness to members on the effectiveness and benefits

of Building Information Modelling (BIM) more of a process change(rather than a tool) to the architectural practice through seminars.

NATIONAL PRODUCTIVITY AND QUALITY SPECIFICATION (NQPS) The NPQS is a set of standard specifications for building projects. It covers Architectural, Civil & Structure and Mechanical & Electrical works. The aims of NPQS is to harmonise the industry building specification and provide a standard platform for achieving greater efficiency and quality in the design, procurement and construction processes. Current NPQS will evolve to iNPQS to incorporate BIM and sustainability issues. Key members of the committee are already members of various iNPQS works groups in BCA. They will actively participate in the redevelopment of iNPQS and will continue to provide views / feedback to BCA to align with current practice. Redevelopment of National Productivity And Quality Specification (Redevelopment NPQS) The National Productivity and Quality Specifications (NPQS) was first launched in 2004 and the subscription service terminated in Nov 2012. It was developed and managed by Building and Construction Authority (BCA) in collaboration with Singapore Institute of Architects (SIA), Institution of Engineers Singapore (IES) and Association of Consulting Engineers Singapore (ACES). Together with SIA, ACES and IES, BCA is embarking on the redevelopment of NPQS to enhance its capability and suitability to keep pace with the rapid changes in the construction industry as part of the productivity drive and to incorporate BIM and sustainability issues. The proposal to setup a new NPQS entity jointly owned by SIA, Institution of Engineers (IES) and Association of Consulting Engineers Singapore (ACES) was approved at the Extraordinary General Meeting on 18 March 2015. The new entity(iNPQS Pte Ltd) was incorporated on 9 Nov 2015 with 3 institutes having equal shareholdings Together with IES and ACES, iNPQS Pte Ltd will be responsible for undertaking the assignment for the development of iNPQS and will manage and maintain iNPQS on behalf of the 3 institutes. IES is the secretariat for the iNPQS Pte Ltd for the 1st year Moving forward, iNPQS Pte Ltd will engage specification writer to update the NPQS to include latest technologies, BIM and Green Mark and Domain Expert to provide information and inputs as well as to review draft prepared by specification writer

To equip the practitioners with the knowledge on BIM, following are the workshop and seminars successfully organized by the Resource & Technology Committee SIA-XCS - BIM Management Workshop (BMW) Together with Xcube Solutions Pte Ltd , SIA is organising a BIM Implementation Workshop (BIW) on 29 & 30 January 2016. This 2-day program aims to provide Management and Project Managers essential BIM knowledge to effectively apply and roll out every business’s BIM planning and implementation. The topics covered in the programme includes BIM management planning; understanding of hardware and software requirements; BIM training methodology; how to start a BIM project; BIM standards and practice; introduction to BIM execution plan and other BIM management topics. Mr Jim Tan of Xcube Solutions Pte Ltd and Mr William Lau of William Lau Architects were the trainers in this workshop. SEMINARS “BIM: Legal and contractual considerations” The speaker presented how construction contracts and team selection processes can help make BIM work and shared on UK case studies, including the largest prison in Europe, where BIM has been combined with collaborative working and early contractor involvement. His presentation also touched on his assessment on impact of BIM on design liability, the duty to warn, project programming and IP rights, as well as risk management and dispute resolution. "Contractual provisions for BIM - the Singapore experience" The Singapore BIM Particular Conditions ("BIMPC") was published in response to the construction industry's move towards the implementation of BIM. The second edition was published in 2015. In the 2nd segment of the seminar, the speaker shared the Singapore experience in drafting the (BIMPC and the changes made for the second edition." Professor David Mosey of King’s College London and Mr Paul Wong were the speakers in this seminar. The seminar was held on 17 November 2015 and close to 100 participants attended the seminar. “When I first began” - How BIM supports the practice In this seminar, the speaker shared various tools for the various deliveries that an Architect needs to achieve. INTRODUCTION The objectives set by the Committee for the Council year 2015/2016 were as follows;

• Convert the SIA Conditions of Appointment And Architect’s Services And Mode of Payment to an on-line (electronic) type (“eContract”)

• Prepare and publish the SIA D&B Conditions of Appointment And Architect’s Services and Mode of Payment

• Address ongoing interfacing issues with BOA • Drafting of Partnership Agreement Checklist/Guidance Notes

PRACTICE MATTERS On-Line Version of the SIA Conditions of Appointment And Architect’s Services And Mode of Payment The objective for the on-line version of SIA Conditions of Appointment And Architect’s Services And Mode of Payment (currently aka “Blue Book”) is (i) to provide flexibility to members to customise Service Agreements to suit particular project needs and conditions and (ii) to make SIA’s standard form of Service Agreement more easily accessible to SIA members as well as to other industry players (to promote the use of the SIA form throughout the industry). The Architect’s Appointment Committee has been actively reviewing and updating the clauses to align with current legislations and has been working closely with SIACAD for the implementation of the eContract for members to use. An outline has been established to facilitate in the review exercise. The endeavour is ongoing. SIA D&B Conditions of Appointment And Architect’s Services and Mode of Payment The Architect’s Appointment Committee is reviewing the draft D&B Conditions of Appointment And Architect’s Services and Mode of Payment and is working with the Building Contracts Committee on the suitable clauses to be incorporated into the D&B Conditions of Appointment and the major issues that this committee should take note of in respect of D&B. The endeavour is ongoing. Partnership Agreement Checklist Given the evolution of the profession towards specialisation to address the complexities of a project, the Committee is working on guidance notes/checklist to encourage more collaboration among Architects. This is also to make clear to the industry that specialised fields do not form part of basic service, and one firm alone should not be expected to be able to offer services beyond what constitutes basic service. This checklist is intended to serve as a template to facilitate partnership/collaboration among members, as well as with other consultants, local and foreign. The Architect’s Appointment Committee has completed the 1st round of discussion. The feedback/suggestions generated are to be incorporated. The endeavour is ongoing. Procurement Services Issues The Committee has actively followed up with the relevant Government agencies for clarification and dialogue on the following procurement issues; primarily involving (i) Architect Fee Scale, (ii) public

procurement system – Public Sector Panel of Consultants (PSPC) and Quality-Fee Method (QFM), including particular communications on:

1) evaluation criteria 2) entry barriers 3) documentation and submission requirements 4) how the current system is not conducive to collaboration of firms 5) How the current system mixes the AR panel (for architectural firms) with Economic Planning

& Procurement Unit (EPPU) panel (for non-architectural firms) in the procurement of projects like interior works, creating situations where non-architectural firms can tender as lead consultant even though there are major authorities' issues involved in the interior works, and the architect takes on a subordinate role even though the degree of liability is not lessened.

6) categorisation of architectural firms - how the current system limits smaller firms from moving up to higher tier AR panels through arbitrary criteria not directly related to capability or expertise.

Matter To Raise With Minister of National Development Arising from feedback received from members on tenders (include Design Bid Build – Early Contractor Involvement – Progressive Project Information) which require submission of design, the Architect’s Appointment Committee is tasked to study and come up with a formula for reasonable compensation for design concept and to stipulate the formula in the SIA Design Competition Guidelines. The 1st draft was completed and was presented to the Council in February 2016 for deliberation. The finalized copy of the position paper will then be presented to the Ministry of Development for consideration. The project is ongoing. Addressing Ongoing Interfacing Issues With BOA At the previous Council year, the Committee had drafted a position paper on public procurement system and it was sent to BOA. The position paper was sent to the Ministry of National Development by BOA. The Committee will continue to actively send feedback to BOA on matters that affect the practice and procurement. Proposal On Registration Of Architectural RTOs (Architectural Resident Technical Officers) Commonly site supervision staff such as ‘resident technical officers’ or ‘clerks-of-works’ are engaged for constant supervision of construction works, including architectural works. Architects are increasingly having to rely on site supervision staff to not only ensure that the works are carried out in accordance with the building contract but also in compliance with authorities' requirements, the most recent being buildability and sustainability requirements. A task force was formed to prepare a proposal on registration of architectural RTOs (Architectural Resident Technical). The objective of the proposal is to seek BOA’s support to formalize role of “Architectural RTO” (include regulatory compliance and building quality aspects). to:

1) Incorporate this scheme with current RTO legislation i.e. Building Control Act 2) Seek source of funding through allocation of Productivity Fund to defray the setup cost of

developing the Architectural (RTO) curriculum by SIA Academy

4) Incorporate requirement for the engagement of Architectural(RTO) within Public Procurement Framework, e.g. Architectural(RTO) for public projects in excess of $3 million;

The proposal was presented to BOA last year and approval in principle to submit the paper to Building and Construction Authority was obtained from BOA. The task force will brief the Council on the proposal and will refine the draft before forwarding to BOA for further perusal. This project is ongoing. GEBIZ INFO ALERT The GEBIZ Info Alert is an initiative by the Committee started in 2009 with the aim to inform and disseminate information on opportunities on Government projects for SIA members. INTRODUCTION The Regulations, Codes and Standards Committee (RCS) aims to engage regulatory authorities activities and to participate in the early stage of formulation of building regulations as well as to provide constructive feedback on current policies and issues related to rules, regulations, codes and standards. The objectives for Year 2015/2016 were as follows

• To actively engage with the authorities to review and participate in regulatory formulation, improve the existing regulatory procedures and to encourage good design and practices

• To inform and update members on new applications on policies and guidelines in shorter time

• To organise seminars for practitioners to equip them with the current legislations/guidelines The relevance of the Committee and its activities to the profession have attracted many SIA members to contribute their valuable service and time. Through this involvement they gain exposure and deep insights into the important aspect of practice. The RCS Committee has constituted 6 sub-committees overseeing different aspects of building regulations, namely:

A taskforce comprising representatives from BCA, LTA, NParks, PUB and SIA was formed to study the two specific scenarios. The study is ongoing. SEMINARS To equip the practitioners with the current legislations/guidelines, following are the seminars successfully organized by the RCS Sub-Committees; SIA Fire Safety Seminar 2015: Unprotected Openings, Means of Escape, Fire Forensic Cases 4 topics were presented in this seminar, namely;

• “Unprotected Openings Part 1: Interpretation & Application of Clause 3.5” • “Unprotected Openings Part 2: Interpretation / Application of the New Method” • “Means of Escape: Fundamentals” • “Fire Forensic Cases and Lessons Learnt”

The speakers spoke and elaborated in depth with illustrations the Fire Code Clause 3.5 including Part I of Appendix B with the aim to help practitioners understand both application and interpretation of Clause 3.5, new method of calculation of Unprotected Openings and illustrate how to use Table III and Table IV to Part 1 of Appendix B. The speaker for Means of Escape, explained the basic principles and fundamentals of means of escape, elaborated on the fire code requirements on means of escape from building designer's point of view, highlighted some of the challenges frequently faced, overlooked or misinterpreted by many practitioners. The speakers from SCDF shared past high-rise residential unit fires involving external vertical fire spread and the implications on residential unit design. SCDF also highlighted the proposed recommendations on effective building designs in preventing external vertical fire spread in high-rise residential buildings. In this seminar the speakers shared an Architect's journey of learning, experiencing and understanding the use and implementation of the PBUs. The speakers also highlighted various concern with regard to the limitation/constraints of the PBUs and the benefits and challenges associated with PBU. The seminar also touched on different types of PPVC used in local and overseas context, common mistakes Architects make that negate the advantage of PPVC (time saved and productivity gained), highlighted 2 key areas where Architects commonly make mistakes and how it applies to the Singapore context. The design and design calculations for these features, endorsed by the ABC Waters Professional, should be submitted to PUB as part of DC submission. To build up the expertise of industry professionals in ABC Waters design features, the ABC Waters Professional Programme was launched by the Institution of Engineers Singapore (IES) with the support of the Singapore Institute of Architects (SIA), Singapore Institute of Landscape Architects (SILA) as well as PUB, NParks, HDB and LTA in 2011. As at 31 December 2015, a total of 2 ABC Waters Professional were registered under SIA registration scheme. INTRODUCTION The WSH Committee deals with workplace safety and health matters, in particular, in regard to the architectural profession in the construction industry context, and with a focus on design-for-safety (“DfS”). The objectives for the committee for CY2015/2016 were as follows;

• To actively participate in the WSH Council’s Construction & Landscape Committee, and, in particular, the Sub-committee on DfS. Also to be a member of WSHC’s DfS Regulations Taskforce (including its sub working groups).

• To advise SIA Academy in its organisation of the DfS Coordinator Course • To continuously promote design for safety and health as part of the Architect’s core

competency of architectural design • To promote Architects as industry leaders in regard to designing for safety and health in

buildings. WSH (DESIGN FOR SAFETY) REGULATIONS The WSH (Design for Safety) Regulations will be effective from 1 Aug 2016 and requires stakeholders such as Developers, Designers and Contractors to work together to address the risk at source as far as reasonably practicable, for foreseeable risk(s) borne by the design of the structure (building). To prepare and equip members with this new regulation the WSH Committee is planning to organise seminar/talks in CY2016/2017. SIA is not satisfied with some aspects of the DfS Regulations, and will continue to lobby WSHC to have appropriate amendments made. DFS COORDINATOR COURSE Together with SCAL, ACES and IES, SIA has been organising the DfS Coordinator Course for the industry. For the past years SIA and ACES had successfully jointly organized the DfS Coordinator Course and will continue to work together in organising the DfS Coordinator Course for the betterment of the industry. In light of the gazetted DfS Regulations, this will now be referred to as the “DfS Professional” Course. To promote the Design for Safety in the construction industry The WSH Committee actively participated in the Design-for-Safety Sub-Committee to the WSH (Construction & Landscape) Committee under the WSH Council. Through this committee & sub-committee, as well as the Dfs Regulations Taskforce, the Committee worked closely and provided constructive feedback to WSH Council in promoting the adoption of acceptable practices relating to design for safety, health and welfare at work.

DfS Handbook SIA is committed to the promotion of Design-for-Safety (DfS) principles and practices. To assist architects in striving to implement DfS processes by effectively, efficiently, seamlessly and naturally integrating DfS in the practice of architectural design, WSH Committee has developed a "DfS Handbook. This handbook provides a simple, yet systematic, approach to Design-for-Safety (DfS) in accordance with the essential DfS principles presented in the WSH Council’s ‘Guidelines to Design for Safety in Buildings & Structures’, and in pursuit of compliance with the WSH legislation (including WSH (Design-for-Safety) Regulations). At present, the Thrust has developed a series of courses and talks such as Architectural Practice Course, the Professional Knowledge Series seminars where industry partners share the latest advances in building material and products, Weekend Seminars, Career Talks for Junior Colleges, and Senior Architect-Student Mentorship Programme, etc. In the new council year 2015/2016, on top of the continuation of existing educational related programmes that the Thrust are conducting the past years, a array of refreshing various talks, sharing and courses have also been introduced, for instance, the new series of Design Talks, Business Talks, Inspirational Talks by CEO/Ministers, Experiential Talks/Visits, Technology Talks/Workshops, and various of Practice Sharing Sessions with the architectural fraternity. These new sessions have been generally well received and attended. All in all, it was an exciting year for the institute’s Education Thrust, and we look forward to all member’s active and continuous participation in the coming years. Board of Architectural Education (BAE) is responsible to promote the spirit of continuous learning and uphold the highest standards of professionalism amongst the local architectural fraternity. The key objective is to create an effective platform for knowledge sharing and gaining through an array of purpose-designed educational programmes. ARCHITECTURAL PRACTICE COURSE (APC) Singapore Institute of Architects (SIA) has been authorized by Board of Architects (BOA) Singapore to develop and manage the Architecture Practice Course (APC), one of the main programmes under BAE Committee that is conducted annually within SIA. Since its inception in 2008, a total of 1037 trainees had sat through the course either fully or partially. Attending APC is mandatory for candidates enrolling in BOA’s Professional Practice Examination (PPE). The course is specifically designed with a combination of both theoretical principles and best-practice curriculum. The syllabus of this course is based on cross reference from the current PPE syllabus and building upon our pool of tutors’ and expert lecturers’ knowledge and real-life experiences. The course covers several essential topics in areas of discipline, integrity, skills, judgment and practices to raise the standard of professional knowledge. Tutors for APC are primarily practicing professionals who not only impart core theories and concepts, more importantly share insights through real life experiences, relevant practical case studies and applied knowledge. The APC curriculum has also been adopted and instituted by Workforce Development Agency (WDA) as an Approved Training Organization (ATO) since Year 2011 under the Singapore Workforce Skills Qualification System (WSQ) to deliver stipulated training and/or assessment services as well as funding for WDA participants. WSQ-SIA APC is one of the courses which are accredited by WSQ and the Institute has successfully completed 6 cohorts from 2010 to 2015 and a total of 89 trainees had benefited from the WDA funding with a total subsidies of $134,600 disbursed to them. The next session will be conducted by Mr Liak Teng Lit, Group Chief Executive Officer of Alexandra Health System on 31 March 2016. Business Talk: Living in an interdependent world, in which the action of one has impact on others, where “no man is an island”. Architects must think beyond its domain and be conscious of the world around us, take cognisance of the inter-play of forces, to stay relevant and operate more effectively in the conduct of our affairs. Therein lays the motivation behind the series of business talks being organised to inculcate awareness and increased consciousness amongst the architects. We had invited Mr Eugene Khoo, Project Director of Maritime and Port Authority of Singapore (MPA) to give a talk on the global maritime business environment and regulatory compliance of today and future developments around the world, and share key challenges facing the ports around the world.

Next speaker will be Mr Ken Koh from My School of FISH on 23 June 2016. Experiential Visit: The visit allows SIA members to gain first-hand experience of the environment we operate in, specifically the technology, applications, operations and maintenance of processes that are essential in the design of buildings and the built environment. These events aim to provide learning points and lessons that will help the architects contribute more effectively in carrying out his/her job. The first visit we had organized was to NEA Incineration Plant in 2015 and the next upcoming visit will be visit to Environment Building and member will have first-hand view of how firefighters execute its operation in a high rise building on 24 February 2016. BIM IMPLEMENTATION WORKSHOP We had organised a 2-day program in first quarter in 2015, aimed to provide Management and Project Managers essential BIM knowledge to effectively apply and roll out every business’s BIM planning and implementation. The topics covered in the program includes BIM management planning; understanding of hardware and software requirements; BIM training methodology; how to start a BIM project; BIM standards and practice; introduction to BIM execution plan and many other BIM management topics. Positive feedbacks were received from participants who had also helped make the workshop a success. CONTINUING PROFESSIONAL DEVELOPMENT PROGRAMME (CPD) Continuing Professional Development (CPD) Programme is established with the principal objective to help architects to develop professionally through continuous updating and upgrading of their skill set and knowledge, so that their knowledge and experience will remain current and relevant in our rapidly changing environment. This is achieved through organizing educational courses, seminars, talks and other events. Since late 90s, these seminars/courses were constantly reviewed, refined and restricted (if necessary) to meet the objectives and requirements of mandatory CPD programme. Over the years, the Institute has also been working closely with the various trade partners in organizing seminars, courses and conferences to update, upgrade and educate architects with state-of-the-art professional knowledge. Through continuous development of their professional knowledge, architects are empowered and better equipped to meet the challenges of ever changing professional practice, rising demand and expectation of their clients, as well as growing competition in local and global arenas. SIA GOLD MEDAL LECTURE – 6 CPD In celebrating the highest honour SIA bestowed on a senior architect, in recognition of his life time contribution to architecture and his most distinguished service to the profession of architecture, the Thrust had invited the Seventh SIA Gold Medal Recipient, Datuk Seri Lim Chong Keat, to lecture on 31 July 2015 and share with the architectural fraternity, his vast experience and professional knowledge, insights and substantial wisdom of our evolving profession and architectural landscape. It was a full house event with 200 participants attending the talk at URA Function Hall. SIA DESIGN TALKS – 4 CPD SIA Design Talks are led by local architects who have completed a body of works that contribute to the advancement of Singapore architecture and the built environment, which has demonstrated key innovation in design ideas and concepts. The objective of the talk is to create a platform for the fraternity to discuss; exchange and debate on design ideologies and issues that will foster creative thinking and inspiration, as well as provoke conversations that matter. We had conducted successful talks by Mr Bedmar Ernesto & Mr Mark Wee, Ms Kee Wei Hui & Aamer Taher and Mr Ho Tzu Yin & Mr Alan Tay. SIA PRACTICE CONVENTION 2015 – “Future Fundamentals” – 8 CPD SIA Practice Convention 2015 was the 7th Practice Convention organized since its inception in 2009. Our training and practice of Architecture provided the fundamentals to address future adoption of Modern Methods of construction, Integrated Universal & Safe designs, procurement processes and submissions/approvals linked to it.

The SIA Institution Thrust continues to be strongly involved in the championing of SIA as an Institute. Working in tandem with the Design, Practice and Education Thrusts, the Institution Thrust focuses on the establishment of SIA as the official professional institute for Architects in Singapore, and enhancing its standing in the eyes of both its members and the public at large. The SIA Institution Thrust comprises the following committees, chaired / co-chaired by the following SIA members: Committee Chairpersons Membership Joanne Goh, Christina Thean SIA Golf Tournament Khoo Boo Aik SIA CSR (Corporate Social Responsibility) Benson Wee, Jeremy Chan Partnership Programme Kee Wei Hui, Koh Kai Li Young Architects League Luther Seet, Siow Zhixiang SIA Annual Dinner Luther Seet, Siow Zhixiang A key milestone in the Council Term, as well as the history of SIA, was the expansion of the SIA Headquarter Premises at Neil Road. Now occupying two shophouse lots, Nos. 79 and 81, the newly revamped facility was opened in September 2015 and played host as Festival Village for Archifest 2015. With its expanded facility, members have been enjoying talks, seminars and exhibitions, including the Design Talks hosted by the Education Thrust, as well as the various committee meetings. Members now also have access to an expanded resource archive, as well as meeting rooms. The all-new SIA Headquarter Premises is poised to become the new hub for SIA members, and the success of Archifest 2015 is testament to its drawing power. Key to this Council Year’s developments were the revisions in the Membership application scheme, which are to be web-enabled and made more convenient for prospective members. Membership fees have also been regularised to become a simplified two-tiered membership fee system, tallying with the membership privileges and prestige. The SIA Golf Tournament 2015 drew a total number of 132 golfers, and generated revenue in the region of approximately S$150,000, amounting to a 56% surplus margin. The upcoming SIA Golf Tournament 2016 is slated for April 2016, at Tanah Merah Country Club’s Tampines Course, and we hope it will once again become a strong bonding event for the golfers amongst us! On the Corporate Social Responsibility front, SIA assisted Dairy Farm in their CSR programme – “Green Ambassador 2015” – involving primary school children in the construction of cardboard city blocks. These included the Handmade exhibition in conjunction with Singaplural 2015, where YAL curated a series of handmade models from the tertiary institutions in Singapore, as well as the SIA SKIN Competition, where a façade installation competition was held for the SIA new expanded headquarters. More engagement activities are to be planned for the coming Council Year, in conjunction with more youth membership in the Student and Associate membership categories. The SIA Annual Dinner will be held at the Shangri-La Hotel Singapore, on 5th May 2016, with Minister for National Development Lawrence Wong as Guest of Honour. We encourage SIA members to sign up for the seats / tables, and look forward to a successful and meaningful gathering of the fraternity on the 5th of May! Other programmes kick-started by the SIA Institution Thrust in the previous Council Year included the I Am Architect website introduction, and to be concluded in this coming Council Year. A separate Constitution, By-laws and Code of Conduct Review Committee was set up by Darren Benger, with an immediate aim of reviewing the Constitution to keep up to date with new changes. These will be effected in an EGM before the closing of the Council Year. In January 2015, a new committee looking into the Archival of Pioneering Architects’ Work was set up, in line with the National Library Board’s drive to archive valuable work by pioneering Singapore architects. Tay Kheng Soon leads this task force, in collaboration with representatives from the Board of Architects, the Urban Redevelopment Authority, National University of Singapore, the Urban Redevelopment Authority and the National Library Board. Moving into the new Council Year, the SIA Institution Thrust will continue to ensure that programmes that have begun to gain traction will continue to be developed, and initiatives that have been conceptualised will see their fruition. PREAMBLE The main activities for year 2015 are SIA 54th Anniversary Gala Dinner, the Appreciation Dinner and Annual Golf Tournament. SIA ANNUAL DINNER SIA 54th Anniversary Gala Dinner was held on Friday 22 May 2015 at Resorts World Convention Centre Compass Ballroom. The evening was graced by Guest-of-Honour, Minister of State, Dr. Maliki Osman. The dinner was well attended with our 1000 guests from the Built Environment including Architects, government officials and allied professionals. The highlights of the evening were:-

They leave behind the legacy of hard work, independent judgement; daring to be different, engaging in continuous learning and always yearning for deeper knowledge. 117 pioneer architects who are SIA Members and above 70 years old were recognized at the dinner function. 3) Presentation of Token of Appreciation to Friend of Architecture The Award recognises their sustained relationship with the Institute for a period of at least 3 years. Through the patronage of the Institute’s programmes & activities, these “Friend of Architecture” organisations have contributed to the promotion of the architectural profession.

Corporate Social Responsibility Committee

Over the years, SIA has performed its Corporate Social Responsibility (CSR) in several areas, such as donating to charity, awarding scholarships and prizes to students, involvement in community projects, promoting design for barrier free accessibility, promoting ecological friendly design. To further the institute’s CSR initiatives, SIA formed the CSR Committee in 2013. Since the formation of the CSR Panel of Architects, SIA had actively approach non-profit and charitable organisations for possible collaboration on CSR projects. RELIEF EFFORTS FOR NEPAL EARTHQUAKE SIA had appealed to our members to support our donation drive in May 2015. We have collected USD$15,582.55 and presented towards Society of Nepalese Architects (SONA) for their relief and rebuilding efforts caused by earthquake disaster in Nepal. MISSION To engage and serve the architectural community, aspiring architects as well as architectural students in Singapore. It serves as a platform to foster dialogue and interaction, as well as public outreach, in order to meet the needs and aspirations our younger members. Objectively : -

1. Increase SIA memberships in the 18-40 age set. 2. Increase SIA activity participation in the above. 3. Create/curate activities that would be of interest and benefit to the above. 4. Identify talent and interests within membership and

a. make available for recruitment within other SIA committees, workgroups, etc b. create / direct to appropriate platforms for dialogue/interaction.

DEFINING MEMBERSHIP The definition of what constitutes the cohort under the YAL had been loose, which had created difficulty in defining its long term mission, and planning its activities. The outline of these issues can be referred to in the 2014 report. A review of similar associations within other architectural professional bodies (RIBA, AIA, etc) was taken, for their definition of their membership as well as the model of their organization. On consideration, a working definition for YAL membership is defined as items 1-3 below, and will also seek opportunities to engage with pre-tertiary education students who are interested in pursing an education/career in architecture.

2015 REORGANIZATION The 2015 reorganization of the committees and workgroups has established 4 "pillars", Design, Education, Institution and Practice. The YAL operates under the Institutional pillar and coordinates with related sub--committees under it such as the Membership committee. To note, there are proposed changes to the membership structure made in 2015, to be reviewed and voted on by the general membership, that will be relevant to future planning and coordination.

ACTION PLAN 4 interconnected principles/tracks have been developed to focus strategies for creating/curating activities that are of interest and benefit, as well as to increase membership. A) Culture, B) Career C) Community and Curriculum. 2015-2016 ACTIVITIES Notable events in 2015 -2016 are as follows: YAL participated in and organized an exhibition "Handmade - Student Edition" as part of the 2015 Singaplural event, that took place at the conserved Beach Road Police Station. The event was part of the SG50 celebration events, and features creative exhibitions from various organizations, art groups and individual artists in Singapore. The exhibition features quality examples of hand drafted and constructed works by students from NUS, SUTD and Singapore Polytechnic. A membership meet up session "Wake Up Your Idea" was organized, taking place at the Refinery, a bar/restaurant co-located with an incubation/workspace, for an evening of drinks, fine food and creative sharing. Anchor event was an exhibition the SIA:SKIN (2014 competition) finalists and award/announcement of winners. In collaboration with Studio Milou Singapore, CPG and The National Gallery organization, the YAL organized a special tour at the National Art Gallery - the new museum that amalgated the conserved Former Supreme Court and City Hall, for SIA members, Pioneer Architects and other invited attendees. The tour was conducted by the Architect for the gallery, Jean Francoise Milou. The timing was of note, as the tour was planned just prior to the start of the architectural fit out and exhibition installation stage (where access will be restricted for an extended period) and was a rare opportunity to view the building in its "naked" stage. The YAL was involved in Archifest 2015 as part of the steering committee to provide advice, review and feedback, due to involvement in prior year's Archifests. Related event- the ITAD- International Tropical Design Competition, co-organized by the BCA, SGBC and the SIA - a competition for students of international tertiary design institutes to propose new sustainable building typologies. YAL provided judging and final review for the approxiamately 100 entries. Future event - The National Junior colleague contacted YAL to provide talks to advice their AEP (Art Elective Programme) on reading architecture and pursuing a career in architecture. To take place in Early 2016.
