Whether you are a veteran board member, a superintendent, a board support professional, or a first-time attendee, the 72nd ISBA Annual Convention has the tools you need to support a 21st century education. You’ll come away with practical ideas, best practices, and a renewed commitment to help your board accomplish the critical work ahead.

Through high-quality general sessions, workshops, and networking events, you will develop your leadership skills and discover proven solutions to take back to your community and school district. You’ll also go home with renewed confidence, motivation, solutions, and new resources.

As we begin to come out of the recession, we know that school districts are still dealing with several years of reduced revenues and drained reserve accounts. As such, we know that your decision to attend this year’s convention is not one that will be made lightly. The ISBA staff has strategically planned a convention program that more than justifies the investment in your own professional development.

The inclusion in the K12 Public Education Budget of $2000 per district for board member training has given ISBA the opportunity to provide Early Bird and Night Owl workshops for you that will fulfill the requirements for reimbursement to your district. We hope that you will take the opportunity to participate in at least one of these workshops.

The work of school boards is more demanding than ever. Factors such as increased student achievement, Idaho Common Core Standards, funding shortfalls, increased student

need, and staff cutbacks require that we learn to do more with less. Through collaboration and learning we can accomplish all these things and more. Coming together with colleagues and education experts from across the State at ISBA’s Annual Convention is the first step toward making real progress in your school district.

We believe that by coming together, sharing knowledge, and defining our roles, we can advance student achievement at home and improve public education across the State. As education leaders, it is essential that we continue to educate ourselves. Attending ISBA’s Annual Convention is a great way to accomplish this. It’s also an opportunity to network with your colleagues from every part of the State.

STATE OF THE ISBA / Q&A SESSIONThe ISBA Executive Board and staff will present information related to ISBA. Following the State of the ISBA Report, we’ll have an open Question & Answer Session. You will be able to ask questions, comment on what ISBA has already accomplished, and what you would like to see accomplished in the future. Your questions will be answered by the ISBA Executive Board or staff.

ANNUAL BUSINESS SESSIONDuring the Business Session, school board members debate and vote on the resolutions that have been submitted by school districts, regions, or the ISBA Executive Board. Every resolution the membership passes at the Business Session establishes ISBA’s Legislative Platform. ISBA then pursues, through the Legislature, the initiatives outlined in the platform. As a school board member, this is your opportunity to have your voice heard concerning the proposals that have been submitted.

SCHOLARSHIP AUCTIONThe ISBA Past Presidents’ Scholarship Auction raises money to support the ISBA Scholarship Trust Program. The Scholarship Trust awards college scholarships to children and grandchildren of Idaho public school board members (both past and present). Stabilizing Boards Through Individual Evaluation & Reflection

School boards are under increasing scrutiny by a public that demands high levels of board continuity and effectiveness. At the same time, newspaper accounts of “boards behaving badly” has raised questions over whether locally elected school board members are qualified to fulfill their role. Thomas Alsbury has been deemed the top expert in school governance by the Associated Press and is founder and President of Balanced Governance Solutions™. Learn from Dr. Alsbury about how to apply the latest research so that you can be more effective and avoid the typical political challenges faced by most board members. The session will allow you to discuss and apply tools to improve your own and your board’s effectiveness in improving student learning in your district.

Keeping the Public Trust: Ethical Leadership Under Idaho Law

Brian will provide an overview of the responsibilities of public officials under Idaho’s ethics laws. This will include identifying the trusteeship of office, identification of conflicts of interest, and evaluation of conflict situations. This discussion will also help participants recognize the potential for different outcomes in courts of public opinion versus the courts within Idaho’s judiciary. Following this presentation, participants will be more fully informed as to Idaho’s ethics laws, identification and evaluation of conflict situations, and the skills to maintain the public trust in public offices.

Fiscal responsibility is a major component of good school board governance. This workshop will cover the basics of financial oversight, accountability, and fiduciary responsibilities. A panel will share their wisdom on financial governance and how they give oversight on the monthly budget reports and the budgeting process.

FINANCIAL GOVERNANCE“Ethics is knowing the difference between what you have a right to do and what is right to do.” – Potter Stewart. All of us who accept public office, whether elected or appointed, also accept an ethical duty to serve honestly and in the public’s interest. This workshop will focus on ethics and the school board. Attendees will examine behavior scenarios and participate in discussion on what is required to do, and what is right to do, when serving as a school board member.

New school board members will learn essential knowledge and skills for success. Veteran trustees can share experiences and receive a “booster shot” in their roles and responsibilities. Focus your attention on responsible school governance, beliefs about student learning, supporting student and staff success, accountability, and community engagement.

BOARD ROLES AND RESPONSIBILITIES

What is strategic planning and why does it matter? Dimensional StrategyTM is a fresh way at looking at the subject of strategic planning. It focuses on the leader’s role in the school and executing a strategic plan. This workshop will provide you a basic understanding of the Dimensional StrategyTM framework (leadership, direction, alignment, and execution).

STRATEGIC PLANNING

Everyone knows how important it is to evaluate both programs and people. We have all heard the expression, what gets measured gets done, but often we are unsure of exactly how to conduct an evaluation, especially of superintendents! In this interactive workshop, we will explore the importance of the superintendent’s evaluation, how to conduct it, and how to put forth a statement to the patrons regarding the evaluation. Boards are encouraged to attend as a team in order to work together.
