65THAnniversary
SACRAMENTO — The Contractors State License Board (CSLB) is looking for licensees in specific classifications for its Industry Expert (IE) program. IEs provide a valuable service to CSLB by inde-pendently reviewing projects and submitting recommendations that help maintain the integ-rity of California’s construction industry. More than 500 contractors now participate in the IE program around the state.
CSLB currently has a sufficient number of “B” Gen-eral Building contractors serving in the IE pro-gram, but needs the following classifications to work with CSLB’s various Investigative Centers:
• Fresno – C-20 Warm-Air Heating, Ventilating and Air-Conditioning (HVAC); C-27 Landscap-ing; C-47 General Manufactured Housing
• Norwalk – C-6 Cabinet, Millwork &Finishing; C-10 Electrical; C-13 Fencing; C-15 Flooring; C-16 Fire Protection; C-17 Glazing; C-20 HVAC; C-35 Lathing and Plastering; C-46 Solar; C-47 General Manufactured Housing; C-53 Swim-ming Pool; C-54 Tile
• Sacramento – C-17Glazing; C-16 Fire Protec-tion; C-23 Ornamental Metal; C-35 Lathing and Plastering; C-46 Solar; C-51 Structural Steel; C-53 Swimming Pool
• San Bernardino – C-9 Drywall; C-13 Fencing;
C-16 Fire Protection; C-17 Glazing; C-35 Lath-ing and Plastering; C-36 Plumbing; C-39 Roof-ing; C-42 Sanitation Systems
• San Diego – C-16 Fire Protection; C-17 Glaz-ing; C-33 Painting; C-35 Plastering; C-46 Solar; C-53 Swimming Pools
• San Francisco – C-27 Landscaping; C-47 General Manufactured Housing; C-53 Swim-ming Pool
• Valencia – C-20 HVAC; C-27 Landscaping; C-47General Manufactured Housing
• West Covina – C-16 Fire Protection; C-17 Glazing
IEs most often assist the Enforcement division during the investigation of consumer complaints by providing their professional, unbiased opinion on the quality of work rendered on a particular project, whether it meets industry standards, has been performed according to specifications, and lives up to contract terms and agreements. IEs also testify in criminal hearings, arbitration pro-ceedings, and administrative hearings, and also submit written testimony for reports.
This 20-year-old program has been an effective peer review tool and an opportunity for CSLB-in-dustry collaboration. IEs also are compensated for
their time, depending on the service rendered.
To participate, you must have held a current contractor license for at least five years, free of licensing or disciplinary actions, and must be knowledgeable about modern, accepted trade practices in your field of expertise.
Contact CSLB’s Enforcement division at 916.255.4027 or click here for more infor-mation. You can email your qualifications and preferred work location to: IndustryEx-p e r t @ c s l b .ca.gov.

Capitol Connection Q & A for ContractorsBy Shauna Krause, President, Capitol Services, Inc.
While the Legislature writes the rules govern-ing contractor’s licensing in black and white, reading and understanding exactly how they will be interpreted can be confusing. That’s why experts are hired to avoid mistakes. But first a contractor playing by the rules has issues with some others who aren’t…
Q: I’m a licensed contractor and read your col-umn regularly but don’t recall seeing this issue covered. I went through my local newspaper and decided to check all the contractors that advertise in the business section. I found sev-eral that had license Suspensions and some that had Expired nearly a year ago (he also had a cancelled Bond). I know the CSLB does sting operations to catch individuals who are unlicensed but maybe they should look at “li-censed” contractors who are operating illegally. Any thoughts on what I can do as a contractor who is active with the proper Bond in place?
A: Thank you for the email and for reading the column. You’re correct, in that the Contrac-tors Board regularly conducts sting operations to catch unlicensed operators; however, these same operations can also catch contractors whose license is Suspended or Expired. Since I do not know who these contractors are, it is
possible these suspensions are temporary due to issues with a Bond or Worker’s Compensa-tion Insurance. Sometimes, if the suspension is only a few weeks old, a Contractor’s Bond or Worker’s Comp certificate may have been sent to the Board but not yet processed. On the other hand, an Expired license (“for nearly a year”) and Bond cancellation would almost cer-tainly mean the contractor has decided this by choice. Either way, none of these folks should be contracting until their license is active and in good standing.
You could file a complaint with the CSLB or write a letter to the Board’s Enforcement Divi-sion. They may contact the offending contrac-tor or may even “invite” him to their next sting. It would help if you provide a copy of the news-paper ad and any other information you think will help with their investigation (i.e. if you hap-pen to know of any job he is working on)
Q: In your Capital Connection articles for the week of 11/18/13, you address the impact of AB2337 on home improvement sales contracts. My company is a remodeling corporation with our CEO holding a class B license. We maintain two salespeople who are registered as Home Improvement salespeople with the CSLB. In
reading your article, I am trying to determine if under this law I am going to need to have my project lead carpenters registered with the CSLB as well. They are production employees that also oversee the project when the CEO is not onsite. While they do not handle sales, they do manage other employees on site, our sub-contractors, and schedule materials as part of the project oversight.
Thank you for the clarification, I appreciate be-ing able to call for more help.
A: Actually that bill is related to construction consultants needing a contractor’s license in order to handle Home Improvement Contracts. The bill was not related to HIS (Salespersons). As long as your carpenters are working under your ‘B’ license you are good to go!
While knowledge is power, knowing where to go for the answers is half the battle. Get expert assis-tance immediately when you call 866-443-0657, email [email protected], or write us at Capitol Services, Inc., 1225 8th St. Ste. 580, Sacramento, CA 95814. Research past columns at www.cutred-tape.com.

REDUCE YOUR WORKERS’ COMP INSURANCE COSTS
The SBCA and 25 Builder’s Exchanges in California have joined to form the Golden State Builders Exchange (GSBE). Participation in this group insurance program may significantly reduce the cost of your workers’ compensation premiums over a State Compensation Insurance Fund individual policy. Qualifying SBCA members are eligible for a 6% discount. Ask to be placed into the SBCA Group 821. Please call the SBCA office for more information and conversion form. If you are already with State Fund, please call us or your broker to see if you qualify for this group program.
