FOREWORD

This manual is designed to provide the user with easy reference and quick response to Fleet problems by detailing information on Fleet support services and technical assistance capabilities available from SPAWAR. The initial points of contact for SPAWAR supported equipment problems on the waterfront and for shipyard related issues are the Fleet Liaison Officers. Points of contact are provided for all areas discussed.

The Fleet Liaison Program interface is to provide "on call" support necessary to assist users in meeting tqeir operational requirements.

SPACE AND NAVAL WARFARE SYSTEMS COMMAND FLEET LIAISON PROGRAM

Forces afloat are the highest priority customers of SPAWAR. SPAWAR and its activities strive to provide the maximum achievable availability of our ships' mission-essential electronic systems to allow realization of Navy operational mission-commitments. An in-house technical logistic support capability will be maintained consistent with workload experience and resources available, to ensure quick response to Fleet requests for assistance beyond the capability of ships force. The implementation of the Fleet Liaison program established direct lines of communications and provided "one-stop shopping" sources for support necessary to meet Fleet operational requirements.

Operational maintenance support and assistance will be supplementary to that normally provided through Type Commanders and Mobile Technical Unit resources. The Fleet Liaison Office will also provide advice and consultation services as requested by operating forces in the subject areas listed below:

a. Material support information b. Administrative procedures c. Technical data d. Resolution of interface and compatibility problems e. Safety problems f. Configuration and field change problems g. Corrective maintenance h. On-the-job and informal training not readily provided

for elsewhere

A primary goal of the Fleet Liaison Program is to provide a single point of contact for the Fleet in electronic matters by receiving, investigating, and evaluating problem areas, to include requests for technical assistance. The Fleet Liaison follow-on procedure after investigating a problem area is to recommend, initiate, and coordinate corrective actions.

Technical assistance requests for SPAWAR cognizant equipment should be made in accordance with Fleet instructions, and then directly to the Fleet Liaison Office nearest the requesting activity. The exception to this rule would be for technical assistance for equipments that COMNAVSURFLANT and COMNAVLOGPAC know from previous experience cannot be handled by the nearest Fleet Liaison Office.

However, if the requester does not know where available expertise is located, the Fleet Liaison Office nearest the requesting activity should be contacted to provide assistance in locating the required technical services capability.

There are six Naval Electronic Engineering Center Activities having Fleet Liaison Offices: NESSEC Washington, NESEC Charleston, NESEC Portsmouth, NESEC San Diego, NESEC Vallejo, and NESEA St. Inigoes, MD. Additionally, NEEACT PAC Pearl Harbor has a Fleet Liaison Officer assigned. NEEACT PAC also has Fleet Liaison Officers designated at NEEACT Philippines, NEEACT Japan, and NEEACT Guam.

In addition to supporting the Fleet Liaison Program, the Fleet Liaison Office in headquarters is responsible for the management of MOTU/contractor field services. The headquarters office prepares and justifies the budget for fleet

liaison services, MOTU contract services, and travel and per diem funds for MOTU training on SPAWAR cognizant equipments.

Combat Systems Readiness Review is a comprehensive testing program developed by Commander, Naval Surface Force, U. S. Atlantic Fleet ( COMNAVSURFLANT) to assist ship's force in achieving a high state of combat systems readiness for deployment. SPAWAR personnel are utilized as technical directors, team leaders, and technical representatives during Phase II of the CSRR. The basic criteria used. to assess the material condition of the installed hardware is a comprehensive Combat System Demonstraticn Test Package ( test plan) tailored to the specific configuration of the ship. Testing criteria is based on existing PMS and equipment level tests insofar as possible. To fully ascertain system operability, supplementary tests from applicable equipment and systems technical manuals may be used,

Combat Systems Readiness Test is a Fleet managed readiness evaluation technique under the direction of COMNAVSURFPAC (Commander, Naval Surface Force, U.S. Pacific Fleet). CSDE is a comprehensive review/testing program developed by Commander, Naval Air Force, U.S. Atlantic Fleet (COMNAVAIRLANT) to improve electronic readiness of Atlantic Fleet aircraft carriers through:

a. Determining the material condition of selected electronic systems and electronic support systems.

b. Determining the adequacy of system installation/configuration and of on board test equipment and documentation for support electronic systems.

c. Determining the adequacy of training and qualification of personnel assigned to the maintenance and repair of electronic systems.

d. Determining the status and adequacy of logistic support provided for electronic systems.

e. Providing assistance to ship's force in correcting material problems.

f. Providing on-the-job training for ship's force personnel.

The Field Change Installation Program was established to bring SPAWAR 2Z and 7G cognizant equipment aboard ships up to the latest configuration through the installation of outstanding field changes. NAVELEXCEN San Diego performs overall management of the program and installation of field changes aboard PACFLT ships through the use of Field Change Technical teams. NAVELEXCEN Charleston installs field changes aboard ships in the Atlantic Fleet. Technical documentation is updated to reflect the field change installation. Feedback to STEDHIS and SECAS through the 3H system is accomplished to provide updated configuration records. Ships are entered into the program for installation of field changes through their TYCOW s. The purpose of the SPAWARSYSCOH Surface Ship Engineered Operating Cycle (SSEOC) Program is to provide support for SPAWAR equipment as required for successful

accomplishment of the Navy's objectives to achieve and maintain adequate material readiness of ships through development and implementation of an integrated engineered reliability-based maintenance system strategy. Three maintenance concepts have evolved under SSEOC and predecessor programs. Progressive Overhaul Cycle was developed for the LO-HIX ship classes (FFG-7 and PHM-1), designed for

reduced manning and reduced on board maintenance capability. Engineered Operating Cycle (EOC) was designed to extend the nominal period between regular overhauls to 60 months in the CG-16, CG-26, CG-47, DD- 963, DDG-37, FF-1052 and LHA-1 ship classes. Phased maintenance, employing principles similar to EOC, has been developed for AE-21, AE-26/32, AFS-1, A0-177, LCC-1 9, LKA-113, LPH-2, and

LST-1179 ship classes. The FF-1052 class ships assigned to the Naval Reserve Force also are included under a Phased Maintenance Program. Additional engineered operating cycles are under development for other ship classes entering the SSEOC Program.

ISEA

An In-Service Engineering Agent (ISEA) is a single activity which has been assigned responsibility for the continuing management of certain maintenance and logistic functions for selected major electronic systemsjequipments. ISEA functions include various aspects of:

a. Maintenance engineering management and analysis b. Design defectjproblem analysis and field change development c. Installation review and validation d. Support documentation review and improvement e. Review of all factors relating to maintenance and submission of

recommendations for improvements to cognizant activities f. Technical support to depot level repair facilities g. Configuration management h. Technical assistance

With respect to item h above, it should be noted that the ISEA's provide a high level of technical expertise for assigned equipment(s). Accordingly, ISEA's will provide field assistance only when "lower echelon" service activities lack the required capabilities. Therefore, organizational requests for assistance may not be made directly to the ISEA, but must continue to be made in accordance with established Fleet and SPAWAR procedures.
