Objectives

The main objective is to strengthen the capacity of SADC countries and relevant regional institutions to regularly produce and analyse benchmark statistics. Enhancing and strengthening institutional and professional expertise within

the region. Upgrading technology to create platforms for communication, data exchange

and dissemination. Reinforcing existing networks and creating opportunities for experts to learn

from their peers. Encouraging the adoption of international statistical methods and standards. Encouraging better knowledge management practices.

2nd Steering Committee meeting [Luanda, Angola Nov 2007]. Workshop on Household Surveys and Measurement of Labour

Force with focus on the Informal Sector [Maseru, Lesotho April , 2008].

Workshop on Millennium Development Goals (MDG) Monitoring – [Kampala, Uganda, May, 2008].

Activities Undertaken – Analysis on the Use of ICT in the Region

An “As-Is” analysis was conducted to determine; Software usage (emphasis on statistical software). Software requirements (needs and budgets). Use of communication platforms (websites, intranets,

databases).

As-Is Analysis [Use of Technology]- Findings

Although there was found to be different software used across the countries, CSPro and SPSS seemed to be common amongst most all countries except in Mauritius and South Africa, where they are not used at all.

South Africa and Botswana had the highest license to user/ ratio.

South Africa had the greatest variety of software usage indicating less dependency on a particular software.

South Africa has an wide spectrum of GIS software with licenses that extended to website users within the public domain.

Zimbabwe, Tanzania, Zambia and Mozambique were the only countries using Devinfo platform.

As-Is Analysis [Use of Technology]- Findings

Apart from South Africa NSOs’ websites in the region; Were updated infrequently. Had broken links indicating poor website maintenance

programs. Did not have statistics databases. Time outs and poor bandwidth. Have poor user interfaces. Non-optimised graphics and documents causing time outs.

Websites generally not user friendly and website analytics not

being monitored.

Only Mauritius, Mozambique and South Africa had intranets.

South Africa was the only NSOs with a commercial intranet.

As-Is Analysis [Use of Technology]- Findings

The greatest number of statistical software needs were identified in Malawi, Zambia and Zimbabwe

Although each country’s needs were unique, there was enough basis to explore the possibility of combining the regional needs and buying software under consolidated contracts.

Identified needs were much higher than budgets with the greatest differences being in Zimbabwe and Swaziland.

Planned Activities Software Contracts and Study Tours Regional Software Contracts.

Consulting with suppliers is on-going e.g. UNSD is negotiating with SAS to supply software, installation, and training.

Thereafter consultations with member states will be done in order to agree on conditions in the contract. Key Objectives▪ Lower purchasing costs for member states.▪ Attain additional benefits under group contracts e.g. training.

Workshop on Data Dissemination is proposed to be held in August 2009, Durban SA.

1. Workshop on National Accounts targeted for the 2nd quarter of 2009 in Namibia.

2. 3rd Steering Committee meeting targeted to be held on the August 15th, Durban, South Africa, 2009. (final steering committee meeting).

Impact on Manufacturing Statistics

Website will; Provide a dissemination platform for reporting on what is

happening in the member states. Will encourage interaction between member states as a result of

the community of practice e.g. discussion forums.

Current workshop will help Direct minimum standards /reporting requirements needed for

establishing a regional picture of what is happening in the area of manufacturing statistics.

Formulate the basis on which harmonisation of processes and instruments in manufacturing statistics can be determined.

Conclusion

Much was in intended.Much has been doneMuch more will have been done before the end of

the project.

Note: Sustainability of the gains of the project still a major concern. Responsibility rests on SADC member states as well the coordination and promotion efforts that will be initiated from the SADC Statistics Unit.
