Declaration of Unification of World Karate

It is therefore resolved that the JWC will return to the founding documents of Unification and restructure itself as the United World Karate Federation which was developed for this purpose together with the World Karate promotion Foundation in 1992, as guided by the IOC, t h r o u g h the 101th Unification Statutes as developed by the IOC Legal Commission and adopted by the Monte Carlo Congress, as the guiding document for the unification of all karate into one federation taking into consideration that there is two type of karate, General Karate and Traditional Karate with two commissions to develop and future develop karate, it it further resolved that the JWC will start a new process of achieving its mandate which shall include:-

1. Unification of all karate into one Federation with all karate competition formats and all styles.

2. Expansion o f the JWC to include a l l five continents.

3. Review and recommend improvements to the 101 th Unification documents and propose steps towards unifying k a r a t e and developing the acceptable legal framework and structure t o achieve u n i fi c a ti o n and improving karate for the benefit of all karate-ka world-wide without losing the enormous values of Budo

4. Work with al l karate organizations and relevant s t r u c t u r e t o w a r d s

a c h i e v i n g these objectives.With a vast membership in over 100 countries, the United World Karate Federation (UWKF) is the world’s largest and most prestigious karate organization. More importantly, the UWKF is the preserver of the soul and spirit of the art of dento-bunka karate-do-karate based on the ancient Okinawan tradition of Bushido (the way of the samurai). Our mission is to promote this way of karate throughout the world, ensuring that it remains true to the philosophical precepts upon which it was founded.

Karate is not a game of points, weight classes or showy demonstrations. It is a martial art and way of life that trains a practitioner to be peaceful; but if conflict is unavoidable, true karate dictates taking down an opponent with a single blow.

Such an action requires strength, speed, focus, control. But these physical aspects are only part of the practice; they are just the vehicle, not the journey itself.

True karate art and competition is based on Bushido. In true karate art and competition, the body, mind and spirit—the whole person—must be developed simultaneously. Through kihon, kumite and kata we learn to control our movements. But more importantly, we learn to give up control too. We can perform the techniques without thinking about them, and remain focused without having to concentrate on any one thing. In essence, the body remembers how to move and the mind remembers how to be still.

This harmonious unity of mind and body is intensely powerful. Even the greatest physical strength and skill are no match for the power of wholeness.

How to Join the UWKF

National Membership Application Procedures

All National Membership applications must be evaluated and approved by UWKF HQ. The first step in affiliating your group with the UWKF is to contact us at [email protected]

The headquarters office will review your application and its activities and discuss your affiliation with the National, Regional or Continental UWKF headquarters. Together they will make a determination as to whether or not the affiliation should be approved. Upon approval, notification will be sent from the World UWKF HQ to your federation as well as to your National, Regional or Continental headquarters. When you receive such notification, please contact your nearest authorized UWKF representative, who will provide you with information on the next steps.

Any dojo with 50 or more members can apply to UWKF as a member, they will be evaluated and once approved will be associated as a recognised club with the UWKF, the clubs will be grouped into five categories according to the style they practice, ONLY recognised traditional style dojos will be accepted.

Once accepted the club can be eligible to participate in the UWKF World Club Championships which is held every two years.

The United World Karate Federation is different it is Amateur Karate which inculcates the martial art and system of self-defence that originated hundreds of years ago in Okinawa, but was greatly influenced by an even older tradition from China. Literally, “karate-do” means “the way of the empty hand,” referring to the fact that its practitioners use no weapons to attack and defend, but only the hands, feet, and body. Yet karate is much more than merely physical. It is founded on a grand philosophical and spiritual tradition based on Bushido principles now introduced as a sport after many years of refinement, that unites all styles and all formats of traditional karate in one united world karate coordinating body present in over 100 countries. Through hard training and practice, karate develops not only the body, but also the mind and character. What is the UWKF’s philosophy of karate competition?At the UWKF, karate is both a sport and art and this balance needs to be maintained to get the benefits based on Bushido. Through intense unity of purpose, development of self, preparation for activity and participation, and the physical and mental aspects of karate can be brought together through active participation in any format or style of karate of your preference. Can anyone join UWKF?Yes! The only real requirement being a member of your National Federation and committing yourself to disciplined commitment to work hard and practice patiently. As long as that commitment is there, UWKF is for everyone—regardless of age, sex, or ethnic background. (See application and membership categories).

How do I become a member of the UWKF?Joining the UWKF requires filling out an application form and paying the appropriate

membership fees. The UWKF offers a few kinds of membership: National Membership is the most important, for those wishing to affiliate their dojo or National karate Federation in their country with the UWKF ; and Individual Membership, for people interested in joining the UWKF as an individual and attending one of our dojo near them please send enquiry to [email protected]

How much does membership cost?The cost of a UWKF membership is determined by membership type. Please contact the [email protected] for information on the specific fees required for your requirement.

Can fees be sent directly to UWKF HQ?Yes, specified fees (denominated in dollars) can and must be sent directly to UWKF HQ. As of February 1, 2016 annual fees payable in U.S. dollars to UWKF HQ by UWKF-approved foreign country members must be remitted to UWKF HQ’s official dollar-denominated account (see details below). Bushido: The Way of the Warrior

Bushido has been the warrior code of conduct in chivalry for centuries. Based firmly on the teachings of Bushido was intended to help the warrior master their nature and understand their minds and the universe through direct experience as well as through fostering strength, self-control and wisdom.

Bushido is based on seven essential principles:

1. seigi : The right decision and rectitude2. yuki : Bravery and heroism

3. jin: Compassion and benevolence to all4. reigi : Courtesy and right action5. makoto: Truthfulness and utter sincerity6. meiyo: Honor and glory7. chugi: Devotion and loyalty

Martial spirit and courage were, of course, essential aspects of Bushido. But for the warrior, Bushido‘s highest goal was complete virtue in thought and action. Each warrior followed a carefully-designed regimen of polite ceremony and etiquette intended to promote such virtue. With its emphasis on prescribed form, Bushido helped the warrior harmonize mind with body, enabling them to maintain a certain calmness, or heijoshin (literally, "ordinary everyday mind"), even in the face of hardship. Sincerity, kindness, honesty, filial piety and honor all formed part of the core of Bushido. And they were the seed from which the karate tradition grew. These

The following waiver of all claims, release from all liability, assumption of all risks and other terms of this agreement arc entered into by me on behalf of the Minor Participant (the "Minor'') with and for the benefit its directors, officers, employees) volunteers, business operators. Agents and site property owners or Occupiers (the "Organization"). Occupiers is defined in accordance with the definition of Occupiers contained in the Occupiers Liability legislation applicable to the country in which the Athletic Activities are provided by the Organization.

J am aware the those Risks include but are not limited to the potential for serious personal injury caused by any event or any condition of the facility or equipment where Athletic Activities are provided by the Organization, and health risks such as transient light headedness, fainting, abnormal blood pressure, chest discomfort, muscle cramps or soreness, and nausea. I understand the Risks are relative to the Minor's state of fitness and health (physical, mental and emotional), and to the awareness, care and skill with which the Minor conducts him or while p a r ti c i p a ti n g in Athletic Activities.

I acknowledge on behalf of the Minor the Minor's obligation to immediately inform the nearest employee of the Organization if he or she feels any pain, discomfort, fatigue or other symptoms that he or she may suffer during and immediately after his or her participation in Athletic Activities. 1 understand the Minor may stop participation at any time, and may be requested to stop by an employee of the Organization who observes any symptoms of distress or abnormal response.

Acknowledgement o f Risk and Release of LiabilityConditions to consideration given to the Organization for the Minor's participation in Athletic Activities, I and my heirs, next of kin, executors, administrators and assigns, as well as the Minor and his or bet heirs, next of kin, executors, administrators and assigns (collectively our "Legal Representatives"), agree:

a. to waive all claims that I Or the Minor have Or may have in the future against the Organization;

b. to release and forever discharge the Organization from all liability for all personal injury, death, property damage, or loss resulting from the Minor's participation in the Fitness Activities due to any cause, including but not limited to negligence (failure to use such care as a reasonably prudent and careful person would use under similar circumstances), breach of any duty imposed by law, breach' of contract or mistake or error of judgment of the Organization; and

c. to be liable for and to hold harmless and indemnify the Organization from all actions, proceedings, claims, damages, costs demands including court costs and costs on a solicitor and own client basis, and liabilities of whatsoever nature or kind arising out of or in any way connected with the Minor's participation in Athletic Activities.

I agree that this waiver and all terms contained within are governed exclusively by the laws of the countries of UWKF in which the Athletics A c ti v i ti e s are provided to me by the Organization. I hereby irrevocably submit to the exclusive jurisdiction of the courts of that Territory. Any litigation to enforce this waiver must be instituted in the Country or Territory in which the Athletic Activities are provided by the Organization.

The current traditional karate age will be re-defined to 18+. The introduction of the new Ko-go Kumite category for males and Jiyu Kumite category for females will be at this level. This will provide individual competitors an equal choice of competition categories regardless of gender

●Referee (Shinpan)

The Shiai shall be made by one refree, two corner judges and one arbitrator.

●Ippon (one full point)

“Ippon”-full point means an attack with powerful, controlled, and well executed techniques, which automatically wins the match. Examples of “Ippon” techniques include:

• As a result of a well-executed technique on the protective equipment, the opponent is knocked down, stunned or mentally defeated through the loss of fighting spirit and will to continue;

• An excellent and controlled punch, kick and strike techniques executed after controlling the opponent through ashi-barai (leg sweep) or throwing techniques; and

• When a sequence of three or more effective techniques in an unbroken combination techniques hits perfectly and the opponent cannot adequately counter.

Effective techniques slightly less powerful which do not score an Ippon are awarded points (Wazaari). All contestants should aim to achieve victory through “Ippon”. If no “ Ippon” is scored within match time, the victory is awarded to the contestant who has accumulated the most points of the Wazaari.

●Scoring of points-Wazaari - following is the basic scoring system

When controlled techniques are executed slightly less powerful and perfect in execution to the Super Safe face or body protector, a punch is awarded 1 point- Wazaari, and a kick is awarded 2 points- Wazaari., For example, a kick to the body protector immediately followed by a punch to the face protector would be awarded a total of 3 points.

If a contestant turns around and exposes the back, the opponent can score 1 point for each controlled punch and kick executed on a non- contact (Sundome) basis to the back.

As sen-no-waza (first technique or premanitive attack), tai-no-waza (mutual attack or simueltanious attack), and go-no-waza (following technique or counter attack) are accepted, points are awarded for attacking at the same time, for counter techniques and for combination techniques on the basis described above.

Examples of points:When the red contestant successfully attacks with a punch and kick combination and the white contestant immediately counterattacks with a kick, the red contestant gets 3 points (1 point for the punch and 2 points for the kick), and the white contestant gets 2 points for the kick. A key feature of Koshiki Karatedo is therefore the addition-of- points system, which gives points to both contestants for combinations and counterattacks as well as for the initial attack.

A weight and age classification system is used to help ensure safe and fair match which are enjoyed and appreciated by large audiences. Categories are as follows:

Kyokushin Karate Tournament Rules

The following rules are adjusted to the event’s circumstances and might vary from the regulations applied in other national or international organisations. Please bear the following in mind:

There will be no compulsory decision. Only if scores are even, or if there are no scores after weighing, a decision for a winner must be taken.

In the initial time of each match a Genten does not implicate that the penalised fighter must loose. It will be left up to the judges’ discretion to decide the winner. In the extensions, the competitor who has penalised with a Genten must lose.

there must be 3 out of the 5 votes (Majority) for any decision or penalty to be awarded.

WEIGHT DIVISIONS

The heavyweight division will be open for Light and middleweight competitors who wish to enter this division.

There will be 3 weight categories for women:

1. In both the Middleweight and Lightweight Divisions, if there is more than 5 kg weight difference, the lighter competitor shall be declared the winner, if there is less than 5 Kg difference a draw is declared and a final extension will held.

2. In the Heavyweight Division, if there is more than 10 kg in weight difference, the lighter competitor shall be declared the winner, if there is less than 10 Kg in weight difference a draw is declared and a final extension will be held.

3. In the final extension Encho-sen a winner has to be decided and the judges and referee cannot declare a draw Hiki Wake and each judge must declare a win to one of the competitors.

4. The time of the bout will run when the referee signals the start with "Hajime”.

5. The time will only be stopped during the match if the referee commands: "Jikan” (Time- stop) or when the bout’s time is up.

COMPETITION / SHOBU AREA

The size of the competition area will be 8x8 meters + 1 meter safety zone around this. Thus the total will be a 10x10 meters mat. The platform will be 12x14 meters and 50 cm high.

ConclusionBefore establishing the UWKF we researched which was the nest values we need to adopt in karate we have decided to use the two masters of past’s precept to guide us in this endeavour:-

Anko Itosu Sensei’s10 Precepts

Strongly believing in the greater value of Karate for youth development, in 1901 Itosu sensei had begun teaching old-school Karate at the Shuri Jinjo Elementary School, and then in 1905 at the First Junior Prefectural High School and at the Okinawa’s Teachers College.

In other words, he was the first sensei trying to actively open up the previously secretive art of Karate to larger groups, and in the process ended up discovering that the old ways of teaching did not always appeal to the youth. So, in turn, he set out to improve Karate; for instance by developing the Pinan/Heian kata (to coordinate the previously sporadic introduction of Karate techniques for beginners), as well as reorganizing, simplifying and dividing many of the older kata (like Naihanchin, Kusanku, Gojushiho, Passai etc.) of Okinawan Karate.

With master Itosu removing much of what was then considered too “dangerous” or “inappropriate” for schoolchildren to learn (hey, would you want your kids to learn groin kicks, eye gouges or headbutts in school?), the emphasis of Karate radically shifted; from a sophisticated art of self-defense to a new model of physical fitness – heavily emphasizing things like the value of group kata practise (but at the same time neglecting its original purpose of bunkai) and kihon techniques.

In this way, ignoring the spiritual foundation upon which Karate once rested, and no longer advocating its original self-protective principles (to immobilize or maim an opponent), the old discipline of Karate became obscured and a new tradition evolved. Things like kata –

once believed to hold the deeper essence of Karate – virtually became reduced to exercises for health, fitness and recreation.

“Ten Lessons of Karate”

“Karate did not descend from Buddhism or Confucianism. In the olden days two schools of Karate, namely the Shorin and Shorei style, were introduced from China. Both support sound principles, and it is vital that they be preserved and not altered. Therefore, I will now mention here what one must know about Karate.

1. Karate does not only endeavor to discipline one’s physique; if and when necessity arises whereby one has to fight, Karate provides the fortitude in which to risk one’s own life in support of that effort. Karate is not meant to be employed against an adversary, but rather as a means to avoid the use of one’s hands and feet in the event of a potentially dangerous encounter.

2. Karate’s primary purpose is to strengthen the human muscles, thus making the physique as strong as iron and as hard as stone. One may then use the hands and feet as weapons – such as the spear and halberd. In doing so, Karate training cultivates bravery and valor in children and should, therefore, be encouraged within our elementary schools. Do not forget what the Duke of Wellington said after having defeated Emperor Napoleon: “Today’s victory was first achieved from the discipline attained within the playgrounds of our elementary schools.”

3. Karate cannot be adequately learned in a short time. Like a torpid bull, regardless of how slowly it moves, it will eventually cover 1,000 miles; and so it is for the one who resolves to study diligently two or three hours each day. After three or four years of unremitting effort, one’s body will undergo a great transformation, thus revealing Karate’s very essence.

4. One of the most important issues within Karate is the training of the hands and feet. Therefore, one must always use the makiwara [traditional Okinawan punching board] in order to develop them thoroughly. To do this effectively; lower your shoulders, open your lungs, and focus your energy. Grip the ground firmly in order to root your posture and sink your ki – commonly referred to as one’s life force or intrinsic force – into your tanden (spot just below the navel). Following this procedure, perform 100-200 tsuki (thrusts) each day with each hand.

5. One must maintain an upright position withing Karate’s training postures. The back should be straight, loins pointing upward with the shoulders pulling downward, and a springiness should be maintained in the legs. Relax, and bring together the upper and lower parts of your body with the ki force focused in your tanden

6. Handed down by word of mouth, Karate comprises a myriad of techniques and corresponding meanings. Resolve to independently explore the context of these techniques, observing the principles of torite (grappling/joint locks) with the corresponding theory of usage – and the practical

7. In Karate training, one must determine whether a specific application is suitable for defense or for cultivating the body applications will be more easily understood.

8. Intensity is an important issue for Karate training. To visualize that one is actually engaged upon the battlefield during training does much to enhance progression. Therefore, the eyes should dispatch fierceness while the shoulders must be kept low; contract the body whenever lowering the

shoulders, and contract the body when blocking a strike or delivering a blow. Training in this spirit prepares one for actual combat.

9. The amount of training must be in proportion to one’s reservoir of strength and condition. Excessive practise is harmful to one’s body, and can be recognized when the face and eyes become red.

10. Karate practitioners usually enjoy a long and healthy life thanks to the benefits of unremitting training. Practice strengthens muscle and bone, improves the digestive organs and regulates blood circulation. Therefore, if the study of Karate were introduced into our curricula from elementary school, and practised extensively, we could more easily produce men of immeasurable defense capabilities.

With these teachings in mind, it is my conviction that if the students at the Okinawa’s Teachers College practise Karate they could, after graduation, introduce Karate at the local levels; namely in the elementary schools. In this way, Karate could be disseminated throughout the entire nation and not only benefit people in general but also serve as an enormous asset to our military forces.
