Well, the swallows arrived a bit later than usual, though don’t seem as numerous this time. The cuckoo is here too, both seen and herd and, just like the choirboy of old, his voice is already braking. Another couple of months and he’ll be on his way back to Africa in the knowledge that the foster parents have worked tirelessly to bring up his greedy offspring.

The lone spell of cold north winds have done their best to wear us down, especially as every weather forecast describes the amazing high temperatures being experienced in the west and up in Scotland. At last we are getting a share of the sun. There’s now an abundance of flies, hopefully in time to fill the hungry mouths of so many of our small insect-eating birds which are appearing in good numbers. Flocks of fledgling rooks can be seen strutting about on the grassland, like little old men, then standing with quivering wings whilst their parents pass them some food, hopefully wireworms.

It is now July, time for Wrangle show, put on by a small committee and some trusty volunteers. It is set to be another excellent event and we should all show our gratitude by turning out to support it. If anyone would like to help in any way please go along and offer your services, you will be most welcome.

From the desk of the Vicar . . . .

No one is indispensable! Years ago, when I worked in an office, there used to be a poem doing the rounds which encouraged people to realise that whatever fuss they made and trouble they stirred or even how good they were, they were not indispensable. The point was to ‘be proud of yourself but remember there is no indispensable man’. Well, to prove that I’m not indispensable I am going to take my holiday and an extended study leave this autumn so I will not be doing my usual duties as your Parish Priest from 20th August to 9th December, both dates inclusive. This is just to flag my absence up at this stage – I hope to return to work refreshed and raring to go as the busy-ness of the Christmas Season hits.

I will be giving details of contacts for use while I’m not about – names, e-mails and phone numbers - in the next magazine.

Whilst I’m away from my normal duties I shall be undertaking some study (as study leave suggests) and I’ll be researching round the subject of ‘Names’ so I’ll be looking at names in the bible and especially at those that are changed, I shall also look at the abuse of names as a way of hurting or insulting others, I’d like to look at trends in names and the reasons for some of the more unusual modern names and explore the impact of name. I’m going to focus on Christian names rather than surnames and on personal names not on places. So if you have personal experience or anecdotes that you think will fit with my areas of study/interest I look forward to hearing from you.

Meanwhile I hope that you will take some time away from your normal routine and grant yourself a break – all of us need some down time every now and again – it keeps us well and healthy.

Wrangle Defibrillator

The Defibrillator kindly donated to the village by the Wrangle Show Committee is now fixed to the Parish Hall wall next to the Main Entrance. Four members of the Parish Hall Committee along with others attended a training course on 24th May, offered by LIVES, in the use of the equipment should the need arise.

Martial Arts Classes in Wrangle

Message from LCC regarding highway lighting:(Follow up from report in the May magazine)

As you will be aware, as per the below email from earlier this year, the council has been looking to save £1.7m from its annual £5m street lighting budget. As part of this the Street Lighting Transformation Project proposed to turn off certain lights in residential areas for part of the night.

Although the majority of these lights will go out at midnight, we had initially planned to turn off some at 10pm.

However, following calls from some of those affected, we have decided to revise our plans, and leave all 'part-night' lights on until midnight. After this time there is significantly less traffic. The move further minimises the inconvenience to, and impact on, the majority of road users whilst still bringing in significant savings.

Those lights that have already been converted to 10pm will be revisited over the next two months and will be reset to switch off at midnight. The rest of the transformation programme will proceed as planned.Of course, this change does mean we'll save less and that money will have to be found elsewhere, which is something we're going to have to look at.

You will be aware that as part of the project we are working with the Lincolnshire Road Safety Partnership to determine if it is safe to switch off up to 3,000 street lights on rural roads. You will receive a further communication from us if these changes affect your area.

Wrangle Ladies Group

The Wrangle Ladies Group meet on the third Monday of each month in the Parish Hall at 7.00pm. We like to have speakers from different walks of life whenever possible.The speaker on 18 July, Mr Stanley Gibbons, will tell us all about Safety in the Home. This will also be a Bring and Buy!

New members are always welcome to join the monthly meeting where £2.00 is paid and includes free raffle ticket and tea and coffee. (Annual subscription £12.00) Guests are discretionary.

To increase revenue: increase Council Tax (only 2% increase allowed by Central Government) and improve asset management. Working in partnership with other Local Authorities: Waste collection and IT work. Increase work with the voluntary sector and with Parish Councils. From 2020 the Government will reduce the amount of grants to Local Councils, but will increase the amount given from Local Business Rates, currently 40% is for Boston Borough Council, 10% is for Lincolnshire County Council and 50% goes to Central Government. In 2020 the Local Councils will have all the business rates, but there will be clauses imposed, this is currently in consultationElection costs of £200.00 for Parish Council elections, every four years, will no longer be met by the Borough Council. Charges for footway lighting will no longer be met by the Borough Council. It is estimated that the cost of maintenance and electricity for the 74 footway lights in Wrangle will be £3300.00 per year. If the Parish Council accept the above charges this will mean an increase of £5.58 for a Band A property in year one. A decision whether the Parish Council is prepared to accept the above costs is required by the Borough Council before 30 September 2016.Parish Councillors asked questions and made various comments: can the electricity be purchased cheaper; can the lights be turned off earlier; can every-other light be turned off; when does the contract with Eon run out and who will be responsible for dealing with an accident involving the footway lights?

BT Cable installation scamWe have been advised that residents in Lincolnshire have been contacted by telephone by a person claiming to be from ‘BT’ stating that work needs to be carried out to their property.

SCAM DETAILSA telephone call is received from ‘BT’ staff stating that extension cables need to be laid along the owners drive way. A team of workman have been instructed to carry out the work the next day.

ACTION TO TAKEWe can confirm that this is a scam. BT will not send a team of workman the ‘next day’ as all their work is scheduled in advance.Do not enter into a conversation with these persons, simply replace the receiver, and report any calls to Lincolnshire Police on telephone number 101.
