Street Lighting Assessment – A607 Bracebridge Heath to WaddingtonThere has recently been an electricity cable fault which has resulted in a large number of street lights being out along the above road. The cost to Lincolnshire County Council (LCC) of replacing this cable network will be substantial and they believe it is necessary to limit carbon emissions wherever possible. The provisional estimates on savings are £1040 per annum on energy and 6.76 Tonnes of CO2. Therefore, the proposal by LCC is to replace 12 of the existing old concrete lamps with new ones and remove 19 lamps altogether. (Illustrations of this can be obtained in the Parish Office).The Parish Council have been asked by LCC to submit their comments and concerns to them by the 1 April 2011 and we would like to know the views of the residents, especially if you have any objections to the proposal.If you do not agree with the proposal would you please let the Parish Council know in writing with an explanation why no later than 11th March 2011.

Like so many institutions churches are having a hard time at the moment. The two connected reasons are the understanding in the wider society and finance. Churches which have a well articulated and clear purpose draw people to them because people are clear about what they are offering. The prospect of my retirement in the near future is focusing our minds to think about our strengths and weaknesses. When you have been in post for some time you tend to become the institution that people either wish to support or criticise. The actual activity of being church is within the community. There is the need to focus on three areas of church life

1. Churchwardens and decision making2. The role of finance3. The development of ministry

These discussions need to be held in as wide a frame of reference as possible. So I am writing here inviting you to take part. These will be held from the end of February through March to hopefully a presentation at our Annual General Meeting in April. Because of people’s busy diaries I have not yet been able to tie visiting speakers to dates. [Update: Richard Billinghurst is coming to talk about finance on Thursday 10th March at 7.30] The Rural Dean we hope will be talking about the first topic. Canon Jeff Heskins or another representative of the diocese will be speaking on the third. But please do watch the church notice boards or contact me if these issues interest you. After I retire things may be better or worse, probably both, but discussions need to be had now so that there can be some basis for moving forward.

Lent starts on Ash Wednesday March 9th With these serious discussions about church life taking place and in order to create space there is no set pattern for this Lent. The House Groups are meeting. Contact Derek Wood for details. A simple Holy Communion will be celebrated on Wednesday evenings at 7.00 pm. The Bible Study Group meets weekly on Saturdays at 10.30 am at the Rectory.But before any of this can happen we are celebrating Shrove Tuesday – Pancake Day on Tuesday 8th March at 6.00 – 8.00 pm in church. Thanks to the work of the YUC [youth] Group, over £400 was raised for My Father’s House in Recife. The evening they held on February 13th was packed with activity and fun and well supported by members of the congregation.

St Michael’s Churchyard

The Rector and the members of the Parochial Church Council wish to inform residents and visitors that the Churchyard is Private Property. It is NOT owned by the Local or District Council.The lawned areas, which are full of graves, were landscaped in the 1950s because of the massive bomb damage in 1941, to create a garden for remembrance.The Churchyard has recently become a major target for vandals and metal thieves. Every insurance claim placed by the Church costs a minimum of £50. There have been many claims greatly increasing the Church insurance costs.In most cases this deprives charities locally and abroad of support, reducing at the same time, funds for maintaining the Church.The Church path and graveyard areas are being used regurlary by residents to walk their dogs. By failing to pick up excrement deposited, dog owners will be reported.The Parochial Church Council are now seriously considering locking the gates when the Churhc is closed because of the dog fouling and vandal problems.Please help and support St Michael’s Church to keep the path open.

CLUBS AND SOCIETIES

Monday Thrift ShopDuring December we are open on Monday 6th and 13th, 1.30pm to 3.30pm as usual and re-open on the 11th January 2011. At present we do have a large number of items for sale. If you would like us to try and sell your items please bundle them together labelled with your name and address. We accept up to 8 articles at one time priced by you, however please be aware we add 20% to cover our costs and donations to local charities. This is a good time to include toys books etc. for Christmas. We also sell light refreshments. More helpers are neede so if you could spare a few hours please ring 720440 or 720418.We wish everyone a very happy Christmas and New Year.

Waddington Women’s InstituteWe meet in Waddington Village Hall on the second Wednesday of each month at 7.30pm. Our next meeting is Wednesday 9th March when it will be our Annual General Meeting. WADDINGTON LOCAL HISTORY GROUPAt the AGM in January the Chairman and Secretary remained the same i.e. Bill Leaper, Chairman and Diane Plumb, Secretary. The Treasurer for 2011 is Arthur White replacing Kath Fogg who was Treasurer for a number of years and relinquished her role during 2010. Thanks to Kath for her services over the years.It was decided to keep the fees the same for 2011 in the hope of encouraging a few more people to attend the Group. I like to think we have an interesting range of speakers over the year, so perhaps one (or more) of them might catch your eye! I know many groups struggle for members but if you would like to come along we meet at the Communal Centre, Millers Road at 7.30 p.m. on the 4th Thursday of every month. Membership fee is £5 per annum. Members pay £1.50 per visit and visitors £2 to cover the hire of the hall, speakers and tea/coffee and biscuits afterwards. Anti-Social Behaviour

Anti-social behaviour remains a problem in the village the local police panel which I sit on sets this as a priority for attention by the local beat team. An amount of cash is being provided by the NK Community Safety Partnership for an additional support worker for a 20 week period to assist with the operation of Waddington Youth Club in the hope of encouraging more young people to attend the club rather than cause problems on the streets. If any resident has any ideas of what is needed to prevent anti-social behaviour in the area I would like to know. Many ThanksDistrict Councillor Mike Gallagher, North Kesteven East Ward Councillor.

How politics affects your local area:

Organises road traffic by introducing traffic calming measures Builds bus shelters to stop you getting rained on while you wait Maintains the fields you play sport on every weekend Supplies street lights to make sure you’re not left in the dark on your walk home Builds safe playgrounds for your children Provides litter bins to keep your neighbourhood tidy Encourages young people to get involved by setting up youth cafes and councils Entertains you by providing public halls and community centres

Many of these things are provided by your local parish council.

How are local councillors elected?

They are elected by people who love in the area. If the local council is divided into wards an election is held in each ward, the same way elections are held in district wards.

What do local councillors do?

Councillors have three main areas of work:

1. Decision-making: through attending meetings and committees with other elected members, councillors decide which activities to support, where money should be spent, what services should be delivered and what policies should be implemented.

2. Monitoring: councillors make sure that their decisions lead to efficient and effective services by keeping an eye on how well thing are working.

3. Getting involved locally: as local representatives, councillors have responsibilities towards their constituents and local organisations. This often depends on what the councillor wants to achieve and how much time is available.

Emergency Plan

The Parish Council hope to have a member of Lincolnshire County Council present at the Annual Parish Council meeting, which is to take place on Monday 18th April 2011, to talk about emergency plans and answer any questions.

The Parish Council would like to set up an emergency plan to help in certain circumstances this has derived from the recent snow and ice conditions, which left many of the residents isolated and the roads and pavements dangerous.

If you did not complete the tear of slip from last month and you believe that you can help during such circumstances we would like to hear from you. Can you help clear the snow off pavements or roads, do you have a vehicle that can be used to clear the roads or ferry people around, can you help look in on some of the elderly or disabled to see if there is anything they need, any of these thing or something else we would like to hear from you.Or are you elderly or disabled and would like to be on a list of people that we visit to see if we can get you anything or to simply have your pathway cleared, don’t be afraid to let us know we want to help.
